ABSTRACT About every three years natural catastrophic subsidence, caused by gypsum dissolution, occurs in the vicinity of Ripon, North Yorkshire, England. Holes up to 35 m across and 20 m deep have appeared without warning. In the past 150 years, 30 major collapses have occurred, and in the last ten years the resulting damage to property is estimated at about £1,000,000. Subsidence, associated with the collapse of caves resulting from gypsum dissolution in the Permian rocks of eastern England, occurs in a belt about 3 km wide and over 100 km long. Gypsum (CaSO4.2H2O) dissolves rapidly in flowing water and the cave systems responsible for the subsidence are constantly enlarging, causing a continuing subsidence problem. Difficult ground conditions are associated with caves, subsidence breccia pipes (collapsed areas of brecciated and foundered material), crown holes and post-subsidence fill deposits.

That Members can respond individually to the proposals on the Boundary Commission for England’s website. 3.0 RECOMMENDED REASON FOR DECISION/S To ensure Members are aware of the Boundary Commission for England’s proposals. 4.0 THE REPORT 4.1 The Boundary Commission for England (the BCE) is an independent and impartial non-departmental public body, which is responsible for periodically reviewing Parliamentary constituency boundaries in England. It is currently conducting a review on the basis of rules updated by the Parliamentary Constituencies Act 2020. The review is known as the 2023 review as the date by which the Commission must make its final recommendations is 1 July 2023. 1 4.2 The Act requires there to be 650 constituencies for the UK Parliament as a whole. The number of constituencies allocated to England for the 2023 review is 541 and these are distributed between the nine ‘English regions’ defined in the Act using the mathematical formula as for the initial allocation between the four parts of the UK. The number of constituencies allocated to Yorkshire and the Humber is unchanged at 54.
