The Parish Council has raised six matters which I comment upon as follows: 1.The relevant authorities have confirmed the proposed development is acceptable in respect of waste water; 2.The underground fuel tanks are protected against any leaks and will comply with the relevant legislation; 3.As you are Aware competition is not a planning matter. Leeming Bar has a lawfully implemented planning permission for an MSA but will continue to operate as a roadside service area. There is demand for a new MSA based on safety and welfare of motorway users. There is a significant gap in MSA provision between Wetherby and Scotch Corner; 4.Highways England and North Yorkshire Highway Authority have both confirmed the access to the MSA is acceptable; 5.Historically the Planning Inspector who conducted the 2012 Public Inquiry which considered all the MSA proposals on the A1(M) at that time recommended “Baldersby Gate” ie Ripon MSA for approval. The Secretary of State choose Leeming Bar as it already existed. Circular 02/2013 now has changed the regulations on the provision of more MSAs to serve the safety and welfare needs of motorists. The original idea was to pull together lots of old photographs and postcards and publish a Topcliffe scrapbook. However, it seemed to me to be also an opportunity to have another look at the history of Topcliffe and try to dig a little further into the knowledge than had been written in other histories. This then is the latest in a line of Topcliffe's histories produced by such people as J. B. Jefferson in his history of Thirsk in 1821, Edmund Bogg in his various histories of the Vale of Mowbray and Mary Watson in her Topcliffe Book in the late 1970s.
