The overall aim of the Phase I is to assess the potential for contamination, its nature and extent in soils present at the site. This report provides a Preliminary (Phase I) Assessment of the site. 1.2 Scope of the Phase I Report including Land Quality Risk Assessment The scope of work involved: • A review of the published geological, hydrogeological and hydrological to establish the sites environmental setting. • A review of the published historical and current Ordnance Survey maps to establish the history of the site and its immediate surroundings. • A review of publically available information from regulatory authority databases. • Provide preliminary recommendations in relation to environmental risk. • Assess the implications of any potential environmental risks, liabilities and development constraints associated with the site in relation to future use and in relation to off site receptors. • Provide a factual and interpretative report relating to the desk study. 1.2 Report Contents This Preliminary Land Quality Risk Assessment report includes: • Information sources • Current and historic land use to obtain information with respect to: o Site history and operations; o Past site activities; o Waste disposal practices if appropriate; o Spills, leaks and possible contaminants of concern. • Site conditions including a description of geology, hydrogeology, hydrology and any existing information on ground conditions. • Potential contaminants, receptors and pathways present on site and the significance of any potential harm to human health or controlled waters. 3 Tanglewood Environmental Limited 2.0 Information Sources 2.1 Desk Study Tanglewood has collected and reviewed various reports and maps to characterize the site and its surrounds, including: • Envirocheck report including historical mapping; • Current Ordnance Survey maps; • Geological Survey of Great Britain maps; • Groundwater Vulnerability maps. 2.2 Risk Classification Tangewood Environmental Limited have utilized the available information, together with experience to assess the likely risks from land quality issues. Definitions of the risk terms used are provided in the following table. Table .1. Risk Classification Risk Description Negligible No contamination risk has been identified which is likely to affect development. Low No significant contaminated land risks have been encountered affecting development and a low risk that remediation will be required. Low-Moderate There are unlikely to be significant contaminated land issues associated with the site which adversely affect development. However localized contamination may be present requiring remediation. Moderate Some potential contaminated land risks have been encountered or identified that may affect redevelopment. The risks identified are unlikely to affect the entire site or preclude development. Remediation is considered feasible as part of the development process and no further development is considered necessary. Moderate-High Some potentially significant contaminated land risks have been identified at the site that requires investigation preplanning. It is recommended that a separate remedial methodology is prepared supported by a site specific risk assessment. High Significant contaminated land risks have been identified and remediation is required supported by further intrusive ground investigation, risk assessment and remedial design. 4 Tanglewood Environmental Limited 3.0 Current and Historic Land Use 3.1 Site Location The site Is located approximately 820m south south west of the village of Melmerby and comprises of an area of land currently part of melmerby industrial estate. The national grid reference is SE33897 75725. The site location is illustrated in the current map extracts in Appendix A. The application site is roughly rectangular in shape and extends to an area of 46000m2. 3.2 Current Land Use The site is currently located in an industrial area, which sits in the larger agricultural borough of Ripon. The closes residential properties are located approximately 820m to the north, north east of the site. 3.3 Historical Land Use and Surrounding Area Historical maps of the site indicate that the site has been agricultural until the development of the industrial estate in the 1970s. Historical map extracts are presented in Appendix B and a summary presented in the table below. Present Relatively unchanged Relatively unchanged. 5 Tanglewood Environmental Limited 4.0 Site Conditions 4.1 Geology Underlying geology comprises of undifferentiated Triassic rock (dolomitic imestone, gypsum, mudstone and marls) and glacial drift (clay). Made ground may also be present at the site. 4.2 Hydrogeology According to the Envirocheck report, the site is indicated to be underlain by a Principle Aquifer which is understood to be associated with the limestone. As defined by the Environment Agency, Principle Aquifers are defined as: These are layers of rock or drift deposits that have high intergranular and/or fracture permeability - meaning they usually provide a high level of water storage. They may support water supply and/or river base flow on a strategic scale. In most cases, principal aquifers are aquifers previously designated as major aquifer. The nearest groundwater abstraction point, Licence Number 2/27/22/460 is owned by The Potter Group Ltd located to the north of the application area. The site is not located in a Source Protection Zone. 4.3 Hydrology The closes surface water feature is the Hallikeld Stell, approximately 500m south east from the site boundary. The nearest surface abstraction point, Licence Number 2/27/22/043 is owned by Yorkshire Water Services Limited 163, to the south east. The site is not in a flood vulnerability area. 4.4 Waste Disposal Sites There are no waste management sites recorded within 500m. 6 Tanglewood Environmental Limited 5.0 Preliminary Risk Assessment 5.1 Land Quality Risk Assessment This section of the report uses the information gathered in previous sections and aims to identify potential contaminants, pathways and receptors. The elements of the conceptual model in the tables that follow are also used in section 6, which considers potential pollutant linkages, their significance and liability. 5.2 Contaminants (Sources) The statutory guidance for Part IIA, DETR Circular 02/2000, defines a contaminant as: “a substance which is in, on or under the land which has the potential to cause harm or pollution to controlled waters.” As a result of this review, the following potential contaminant sources have been identified at the site, On Site • Historical use associated with a general industry and the electrical substation. Off Site • Hazardous substances consent, expected to be paints and glazes. The following table summarises the potential contaminants/sources associated with the site. Therefore particles. the presence of widespread contamination is considered to be moderate. 5.3 Pathways The statutory guidance for Part IIA, DETR Circular 02/2000, defines a pathway as: ‘One or more routes or means by, or through, which a receptor: (a) is being exposed to, or affected by, a contaminant; or (b) could be exposed or affected.’ 7 Tanglewood Environmental Limited Following an assessment of the environmental and geological setting of the site and considering the proposed land use, it is considered that a number of potential pathways for contaminant impact could exist. Tables 4 and 5 below consider
