FEDERAL MINISTRY FOR TRANSPORT, INNOVATION AND TECHNOLOGY We are proud to be a part of the “Mission Innovation” network. Together with Austria, it comprises 23 countries and the European Union. The goal of this international initiative is to combat climate change in cooperation with private investors and to push the development of clean energy tech- nologies forward. It is the cooperation between governments and private investors which makes Mission Innovation so powerful. The Austrian government stresses the importance of remaining on this path to success. That is why we are working together with Austrian companies to prioritise research and development on storage systems and batteries, smart buildings and smart cities, smart grids and industrial applications within the framework of the federal government’s energy research initiative. Norbert Hofer Federal Minister for Transport, Innovation and Technology MISSION INNOVATION AUSTRIA 5 CLIMATE AND ENERGY FUND The implementation of the energy transition poses many chal- lenges – both for the Austrian economy as well as for Austria’s inhabitants. Turning this transition into reality will entail drastic changes. However, Austria is well prepared in this regard: for eleven years now, the Climate and Energy Fund has been monitoring and supporting the transformation of energy and mobility systems. More than 130,000 innovative projects have been pushing developments in the areas of electricity, heating, industry and mobility since 2007. Thanks to our flagship regions in the Flagship Region Energy programme, a new chapter in the fostering of Austrian innovation has begun. We are developing and testing radical technological innovations “Made in Austria” in cooperation with a multitude of partners from business, research and politics. Furthermore, we are positioning Austrian companies as drivers of innovation on the global market. Research and technological innovation must be clearly prioritised if we are to cope with these socio-political challenges. Mission Innovation is an opportunity to intensify energy research in Austria and to acknowledge and develop Austrian companies’ position as key players in the fields of energy and environmen- tal technologies. Active participation in the Mission Innovation network makes it easier to connect with international consumers and potential partners, and is thus conducive to improving access to international markets. Abstract During the second half of the 20th century, Austria experienced a fundamental transition of its energy regime. Within few years oil replaced the predominant regime of biomass and coal. This change had not only radical impacts on society's production and consumption patterns but most notably on society's relationship to nature. During the post-war modernisation process, nature and landscapes were dramatically transformed by human biophysical activities. However, with growing impacts, this development was increasingly questioned by parts of society and environmental conflicts emerged. The master thesis assembles Austria's environmental conflicts that took place around the transition's material manifestations dams, power plants, infrastructure projects described through the prism of social ecology. A comprehensive review of literature, newspapers and the internet, supplemented by selected experts and contemporary witness interviews, created an extensive list of 108 environmental conflict cases in Austria after World War II.

The study was conducted on behalf of the Austrian Federal Ministry of Science and Economics and aims at supporting the authorities to fulfil the reporting duties related to the Energy Efficiency Directive 2012/27/EU, Article 14. This article asks for a comprehensive assessment of technical and economic potentials of CHP and district heating on a geographically disaggregated level until the year of 2025 from each member state. The main results of the study comprise this report and an interactive heat map for Austria (see http://www.austrian-heatmap.gv.at) including the following content: - Geographically disaggregated heat densities for space heating and domestic hot water in Austria - Heat demand of the most relevant industrial sites - Technical potentials for district heating, CHP, waste heat, geothermal heat, solar thermal and district cooling - Economic potentials of the technologies mentioned above for regions with high technical district heating potential - Locations of existing district heating grids and heat supply technologies in Austria In the following the major results are presented: Model results suggest that final energy demand for space and water heating in Austria will decline starting from below 100 TWhth in the base year of 2012 to 78 TWhth in year 2025 in a current policy scenario or to around 65 TWhth in an ambitious energy efficiency scenario.

About 15 years later the City generates twice the electricity demand of the city’s private households, public buildings and industries and also about 85% of the heating demand is covered. Both have been achieved via decentralized local energy production using renewable sources available in the region (especially wood, biomass and solar) [2]. The set-up of new renewable energy facilities (e.g. biomass plants, district heating infrastructure) in turn attracted many companies as well as national and international research initiatives working in the field of renewable energy. Thus by and by Güssing not only became an example of best practices for the sustainable energy supply of a city but also a network for research on renewable energy technologies and eco-energy tourism [1, 2].     Hydroelectric Power Generation in Austria: A History of Archetypal Conflicts with Nature Conservation Christina Pichler-Koban Introduction “Modern life is in many ways characterized by the ready availability of energy.”1 The reliance of Western-style societies on technical power supply net- works is increasing in virtually all areas of life. The investment of consid- erable resources is needed to make energy available, and this investment competes with the potential alternative use of these resources. This is the topic of this contribution. The majority of people have, for centuries, lived on what nature pro- vided readily or on what peasants gained from it through arduous work. This situation changed profoundly around the end of the nineteenth cen- tury, when Western society entered the age termed “High Modernism” by American political scientist James C. Scott.2 This period was marked by a strong belief in technological progress and the concept of man being able to gain mastery over nature. Nature should be manageable and controllable; according to this technocratic notion of the world, nature was more or less the raw material for modern engineers, technicians, and planners to process and improve.3 Our concept of nature has changed as an anti-technocratic shift of paradigms developed along with a series of events—some of which will be explored in more detail below. Rivers are multi-functional systems. They ensure the provision of water and have for centuries been used as transport routes. They have always been the reason for people to settle and establish businesses along their banks; they provide food, and they are used for a variety of recreational activities.
