The applicant intends to increase the planned roadway widths and alter some design elements. SITE & VICINITY DESCRIPTION (see attached map) The property was recently annexed into the Magna Metro Township and was zoned as a PC (Planned Community Zone). The property is over 200 acres in size and is in the Southwest corner of 3940 South 8400 West. Development of the Kennecott Land will be made up of residential projects consisting of various products, including single-family detached homes, small cottages, townhomes (attached) and apartments. The PC Zone allows up to 1,360 units of residential housing. The School District also intends to develop the School Land with buildings and improvements for public school purposes. Request: Amendment of the Community Structure Plan File #: 31003 GENERAL PLAN CONSIDERATIONS The following goals and objectives of the General Plan relate specifically to this project, the roadway design and overall layout for the Planned Community: Goal 2: COMMUNITY Objective 2.3: Develop a network of physical connections that maximize the number of potential routes between neighborhoods that improves access to schools, churches, public facilities, and commercial centers. Goal 5: HOUSING CHOICES Objective 5.1: Provide sufficient housing for current and future populations that are appropriate, safe, and affordable for a range of income levels. Objective 5.4: Encourage residential development that establishes a variety of lot sizes, dwelling types, densities, and price points, as well as an appropriate balance of owner occupied and rental units. Goal 6: PUBLIC FACILITIES Objective 6.2: Encourage development that provides services in a logical, orderly manner such that adequate streets, water, sewer, drainage facilities, schools, and other essential services can be economically provided. NEIGHBORHOOD RESPONSE No responses have been received as of the writing of this report. Received a copy of the SWPPP and NOI (approved for construction) 2. Need to provide a copy of the Geotechnical Engineering report for the development including the required structural section for the roadways 3. Footing excavations shall be inspected and approved in writing by a qualified Geotechnical Engineer prior to placement of concrete forms & rebar, where applicable. AGENCY: Surveyor DATE: 8.7.2019 RECOMMENDATON: Conceptual Approval 1. Items for Technical Review a. Designate which roads will be dedicated to the Public b. Label street Names c. Note street monuments to be installed (as shown) d. Show Street centerline and add bearing & distances between P.I. monuments AGENCY: Traffic Engineering DATE: 8.8.2019 RECOMMENDATON: Revisions Required – Additional Items Required 1. Traffic Impact study is required. 2. Traffic calming recommended on long stretch of road. 3. Roadway dedication will be required for all public roads. AGENCY: Unified Fire Authority DATE: 8.7.2019 RECOMMENDATON: Conceptual Approval – Additional Items Required 1. As shown, the only development exits (all to 8400 W) are 2170' apart. Diagonal point to point measure of property is 5300'. Exits must be minimum 2650' apart. Are more exits planned, such as to the property to the south named as Granite School Dist.? 2. Some road widths providing only access to some lots may be too narrow, without building heights/elevations I cannot offer determinations. Streetlight plan required. Compliance with current building, construction, engineering, fire, health, landscape and safety standards will be verified prior to final approval. PLANNING STAFF RECOMMENDATION Planning Staff recommended to the Magna Metro Township Planning Commission that they approve the Little Valley Gateway Roadway Dedication Plat under the new conditions presented by the updated Community Structure Plan, and that they recommend approval of the updated Community Structure Plan to the Magna Metro Township Planning Commission. The new Community Structure Plan calls for widening the backbone roadway from 60’ to 70’, the collector roadway from 50’ to 60’, and the modification of some private roadways to 42’. PLANNING COMMISSIONS’ RECOMENDATION The Magna Metro Township Planning Commission met on Thursday, October 24, 2019 and voted to approve the Roadway Dedication Plat for the major roadways on the condition that the Community Structure Plan was amended to meet the conditions of the new roadway width and design elements. The Magna Metro Township Planning Commission recommended to the Magna Metro Township Council that they grant approve to the updated Community Structure Plan.     KEARNS METRO TOWNSHIP COUNCIL ORDINANCE # 2021-06-04 June 29, 2021 AN ORDINANCE OF THE KEARNS METRO TOWNSHIP COUNCIL ENACTING AN EMERGENCY BAN ON THE USE OF FIREWORKS WITHIN THE BOUNDARIES OF KEARNS METRO TOWNSHIP BE IT KNOWN AND REMEMBERED THAT, the Kearns Metro Township (“Kearns”) Council (the “Council”) met in a special public meeting on June 29, 2021. WITNESS WHEREAS, Governor Spencer J. Cox has issued Executive Orders 2021-07, 2021-10, and 2021-13 declaring a state of emergency and requiring increased water conservation due to extreme drought conditions for the State of Utah; and WHEREAS, on June 23, 2021, the Fire Marshal for the Unified Fire Authority (“UFA”) determined (Attachment A) that “hazardous environmental conditions exist that may necessitate the controlled use of ignition sources throughout the UFA’s geographical footprint,” and recommended that Kearns and UFA’s other member entities “evaluate the restrictions of ignition sources, including fireworks, and potentially prohibit their use in any area your legislative bodies determine [to] met the criteria provided for in Utah Code §15A-5-202.5(1)(b)(1) and (2) (i.e. mountainous, brush- covered, forest-covered, dry grass-covered, trails, canyons, ravines, wildland interface);” and WHEREAS, the Fire Marshal further found that “along the Wasatch Front, the energy release component of vegetation may be near maximum potential” and that “[w]ater conservation measures, while necessary, may contribute to even drier vegetation conditions around and within residential neighborhoods,
