Based on interviews with federal and provincial government officials in Pakistan, subject-matter experts, a diverse spectrum of civil society activists, politicians, and business community leaders, the report is supported by the Asia Center at the United States Institute of Peace (USIP). Herzliya Conference Papers. Saudi Arabia and Pakistan - strategic alliance Shaul shay April 2018 Saudi Arabia and Pakistan have long maintained a strong strategic relationship. The Saudi-Pakistani relationship is a vast and dynamic web of cooperative linkages, age-old bonds of friendship. 1 The two countries work together extensively at the international level, within the framework of several bilateral, regional and global organizations including the Organization of Islamic Cooperation (OIC).2 Saudi Arabia is the biggest exporter of oil and petroleum products to Pakistan, while Saudi Arabia has been a key market for Pakistani goods and services. 3 Saudi Arabia, which hosts 1.9 million Pakistanis, tops the list of countries with highest remittances to Pakistan over $4.5 billion annually.4 Pakistan has traditionally maintained that its bilateral relationship with the Kingdom of Saudi Arabia is its most important diplomatic relationship. 5 According to the annual GFP (Global Fire Power) review, Pakistan is currently ranked 13 out of 133 countries on the list of military strength.6 With one of the largest armies in the world and as the only declared nuclear power in the Muslim world, Pakistan has maintained a unique position and works closely with Saudi Arabia. Pakistani military personnel frequently serve in Saudi Arabia and its last army chief, General Raheel Sharif, now heads an Islamic army coalition based out of Riyadh.7 The Pakistani Inter-Services Public Relations agency said on February 17, 2018, that a contingent of troops will be stationed in Saudi Arabia on a “training and advisory mission.”8 The announcement followed a meeting between Saudi Arabia's Ambassador, Nawaf Saeed Al-Maliki, and Pakistan Army Chief Gen Qamar Javed Bajwa at General Headquarters Rawalpindi. -

TERN IN A T E I T O I N M A O L C G E N E V E ICRC FACTS & FIGURES January - March 2012 Sindh The International Committee of the Red Cross (ICRC) has been active in Pakistan since 1948, with a permanent presence since 1982. In the province of Sindh, the ICRC provides support to First Aid training conducted by the Pakistan Red Crescent Society (PRCS) and hosts seminars on emergency response for medical doctors. It provides training in International Humanitarian Law (IHL) for the Pakistan Armed Forces and promotes IHL in civil society through educational institutions. It contributes to the training of the Police, teaching human right norms governing the use of force in law enforcement. It carries out prison visits, supporting the authorities' efforts to comply with international norms and standards and helps separated family members to restore and maintain contact with each other. When the devastating floods hit Sindh in 2010, the ICRC set up a logistic base in Karachi and launched a large-scale relief operation in northern Sindh in partnership with the PRCS. Throughout 2011, the ICRC continued to assist the population in their efforts to recover from the consequences of the 2010 floods and supported the response of the Red Cross and Red Crescent Movement in the areas affected by the floods in 2011. The ICRC adapts its presence in Pakistan Increasingly over the past year, the ICRC has been facing difficulties in accessing certain areas and populations. A number of issues related to the ICRC's operational procedures, the scope of its activities and set-up in the country have been raised. -

Reforming Pakistan's Police and Law Enforcement Infrastructure

In Pakistan, an understaffed and underequipped police force is increasingly called on to manage rising insecurity and militant violence. This report evaluates the obstacles to upgrading the existing police system and recommends traditional and Reforming Pakistan‘s innovative reform options, including major restructuring of the total civilian law enforcement infrastructure, without which the police force cannot be effectively improved. Because Pakistan’s police capacity has direct implications for the country’s ability Police and Law to tackle terrorism, the United States and its allies would realize counterterrorism dividends by helping law enforcement efforts through modern training and technical assistance. Enforcement Professor Hassan Abbas holds the Quaid-i-Azam Chair at the South Asia Institute of Columbia University and is a Infrastructure senior adviser at the Harvard Kennedy School’s Belfer Center. His previous papers on the subject of police reforms in Pakistan were published by the Institute for Social Policy Is It Too Flawed to Fix? and Understanding and the Brookings Institution (both in Washington, D.C.) in 2009. India-Pakistan War-1971 Module - V Major Wars Post Independence 19 INDIA-PAKISTAN WAR - 1971 Note The 1971 Indo-Pak war was the third war that India fought with Pakistan after independence. However, this time the reasons for the war were different as compared to the previous ones. You may recall here that on the eve of partition of India there were two wings of Pakistan - the West and the East - separated by 1000 miles with India being sandwiched between the two. The Western wing is the present day Pakistan and where the government and capital of the country Islamabad is located while the capital for East Pakistan was Dhaka. The people of East Pakistan were dissatisfied with the treatment given to them by the West Pakistani Government. Hence they revolted against them. India helped the Mukti Bahini of East Pakistanis to get freedom. This was the major reason why the 1971 war took place. It was also the first war where Indian Army, Navy and Air Force took part collectivals. Each of these wings of the Armed Forces played a major part in Indian victory. Because of Indian help a new nation called Bangladesh was born. Objectives After studying this lesson, you will be able to: identify the reasons for the 1971 war and explain the major operations of the war. 19.1 Why did India and Pakistan fight a war in 1971? It is important to understand the reasons behind India’s involvement in the 1971 war. East Pakistanis were basically Bengali Muslims. PAKISTAN’S NAVAL UPGRADING IN SOUTH ASIA: A FORM OF BANDWAGONING Written by: Muhammad Adrindra Hervi (071311233016) Abstract Since its inception in 1947 up until the present day, the Islamic Republic of Pakistan has had reason to be wary of India. After three wars and countless border skirmishes with their larger Hindu neighbor, and oftentimes rival, Pakistan views India with a degree of suspicion and threat. However, most of India and Pakistan‟s most significant conflicts had been, and continues to be fought, on land, mainly in and surrounding the hotly disputed region of Jammu and Kashmir, with both countries investing much the way of military equipment for their armies and border security agencies. However, Pakistan has recently been seeking to improve the capabilities of their navy, a long ignored branch of the Pakistani Armed Forces. This thesis will attempt to examine the reasoning behind Pakistan‟s choice to turn their attention towards and improve the capabilities of their long neglected navy, and attempt to correlate it with both India‟s own steadily increasing naval presence in South Asia as well as the People‟s Republic of China‟s heightened involvement in the region in the form of the Belt Road Initiative as well as the China Pakistan Economic Corridor. ‘CPEC and Challenges for Pakistan’ By Jayadeva Ranade, President, Centre for China Analysis and Strategy China’s ‘One Belt, One Road’, which was first proposed in September 2013 and combines the twin initiatives of the Silk Road Economic Belt and 21st Century Maritime Silk Road, is a grand concept that envisions China girdling the globe. Potentially covering 55 per cent of the world GNP, 70 per cent of the global population, and 75 per cent of known energy reserves, it is essentially a plan for a China-built land and sea transportation artery to link China’s production centres with markets and natural resource centres around the world. At the same time it will harness much of China’s hitherto idle economy, manpower and infrastructure-technology reserves to get much needed returns. The initiative blends geopolitical and diplomatic objectives and has a strong domestic agenda. The ‘Belt Corridors’ run along the major Eurasian Land Bridges, through China- Mongolia-Russia, China-Central and West Asia, China-Indochina Peninsula, China-Pakistan, Bangladesh-China-India-Myanmar. The Maritime Silk Route or “Road” is the maritime equivalent of the ‘Belt Corridors’ and comprises a network of planned ports and other coastal infrastructure projects that dot the map from South and Southeast Asia to East Africa and the northern Mediterranean Sea. While Chinese officials and academics emphasise the economic aspects and commercial advantages of OBOR, it includes geopolitical and diplomatic objectives. Implementation of OBOR will augment China’s economic influence in the participating countries. The strategy of disbursing them large sums as loans and aid will enhance the financial power that China already exercises through its trading relationships.
