Cllr Mrs Matthews. 1114 MINUTES OF PARISH COUNCIL MEETING HELD ON 17th October 2007. The minutes as circulated, were agreed. Proposed Cllr Mrs McClure, Seconded Cllr Mrs Tattersall. All in favour. 1115 PUBLIC QUESTIONS OR CONCERNS RELATING TO ITEMS ON THE AGENDA: Nothing raised. 1116 CLERK’S REPORT/MATTERS ARISING: a) Correspondence received to 17th Novembers 2007. Details of correspondence received had been circulated with the agenda. [Appendix 1] and this was noted. [See attached report]. b) Correspondence received from 17th November 2007. Clerk to respond to DJC letter from CCC regarding “Trial Service Development Highways Response Teams – Replacement” to advise of some work required on Tow Top road due to erosion. c) Matters arising: The clerk updated the meeting regarding various ongoing correspondence issues regarding responses to matters outstanding. Clerk to DJC follow up CCC Hotline to see if repairs to bridleway have been completed. Cllr Wearing confirmed that Martin Elson from Capita is still awaiting response from Highways regarding the proposed signage and HGV ban on Windermere Road and Lindale Hill. 1117 PLANNING REPORT AND MATTERS ARISING:- NEW APPLICATIONS:- 7/2007/5597 Dob Coppice, Witherslack, Grange over Sands- Proposed domestic extension. Recommend approval 7/2007/5447 Hare Hill, Cartmel Fell, Grange over Sands, Cumbria - Proposed 2 storey extension. 7/2007/5408White Scar, Bell Hill, Lindale.- Proposed new balcony. Recommend approval 7/2007/5464 Riverbank, Back Road, Lindale – Creation of car parking with storage area beneath in place of existing garden. Recommend approval Hedgerow Removal HN07/01 Removal of hedgerow in field os0073/os8564 route of bypass has left small file d corner which would be more effective regarding field management, stock handling and welfare if amalgamated. Recommend approval. ENFORCEMENT/other planning matters: 7/2007/5521 MJ Clifton The Workshop, High Tarn Green, Cartmel Fell Grange over Sands – Certificate of lawful use or development for Utility room and domestic store and workshop. FINANCE REPORT: 1118 a) The finance report as at 17TH November 2007. [Appendix 2] had been circulated with the agenda and it was resolved to accept the report as circulated and authorise payment of cheques as listed. Proposed by Cllr Bond. Seconded Cllr Mrs McClure. All in favour. b) Proposal to approve budget for 2008/09 and agree amount of precept to be requested from SLDC at £13450.00 - Approved. Proposed by Cllr Mrs Tattersall, Seconded Cllr Mrs McClure. All in favour. c) To approve repairs to the wall at Wilkinson Monument as per quote from Voc Greenhalgh for £675.00 - Approved – proposed Cllr Mrs Tattersall, Seconded Cllr Bond. All in favour. ENVIRONMENT: 1119 a) Update regarding monitoring data from Laing O’Rourke. Cllr Bond PB reported that there is no up to date information available, however a visual inspection suggests there is still an issue regarding suspended solids. He is to arrange to meet with Simon Russell from Laing O’Rourke to discuss further. COMMUNITY PLAN STEERING GROUP :– 1120 a) Update on progress and date of next meeting. David Clapp Chairman of the CPSG reported that the questionnaires distributed have resulted in a return rate of approx 60%. If holiday properties are excluded the response rate is greater than 70%. Priorities are being identified and a plan will then be developed. No target date available yet for publication of plan. Next meeting 04/12/07 at Castlehead at 7.30 pm Cllr Mrs McClure said she will attend. WILKINSON MONUMENT SUB-COMMITTEE: 1121 a) Report from Burgess Roughton regarding inspection of monument and recommendations. Cllr Ms Hall advised the meeting that the report had JH now been received from the engineers Burgess Roughton, it does not include any major safety or structural issues. It identifies some defects internally. Estimated cost £17000 plus VAT for internal work and estimated cost of £3000 to £5500 for repainting. The £700 grant received from CCC Neighbourhood forum is to cover cost of Interpretation board which will be erected as part of the celebration of 200 years since Wilkinson’s death in July 2008. b) Update regarding application to HLF for funding in respect of renovation project. The HLF application will now be redrafted and also an application for some contribution from the Taylor Newton & Hibbert charity. 28/02/2008 Page 2 of 5 PDF Creator - PDF4Free v2.0 http://www.pdf4free.com DEVELOPMENT OF PARISH COUNCIL WEBSITE UPDATE. No RS/ 1122 information available Cllr Shearer not able to attend meeting. Clerk asked for DJC photographs or suggestions for photographs of website. A member of the public asked for his comments regarding the “long timescales involved in developing the web site and considered that the Parish Council should have established this as a priority as he feels that people wish to use this format for information.” The clerk assured him that it was now progressing. VOTES FOR BALLOT REGARDING PARISH MEMBER TO THE SOUTH 1123 LAKELAND DISTRICT COUNCIL STANDARDS COMMITTEE: Members DJC completed ballot papers in respect of their votes. These were returned to the clerk and the Parish Council vote made in respect of Cllr Mrs M Smith. HIGH NEWTON: 1124 a)Weekly Inspections Parish Areas. All reports up to date and no issues identified or outstanding. David Clapp reported to the meeting that one of the points of the de-trunking requested improvements to Newton include the preference for 2 bus shelters of a hardwood open construction. The clerk advised him that the funding of this could be DJC a problem in view of cost of this level of specification and Laing O’Rourke declining any sponsorship or donation. Clerk to contact Martin Elson at CCC to see what grants are available. PARISH AREAS:– 1125 a) RECREATION GROUND – i) Weekly inspections update/SLDC playground equipment inspection report. It was reported that some black bin bags have been abandoned in hedge at Bell Hill Park. Clerk to contact SLDC hotline. DJC PROJECTS: 1126 a) Windermere Road: Proposal to agree to proceed with lease without break clause included. The proposal was approved. Proposed by Cllr Mrs McClure, seconded Cllr Mrs Tatterall. All in favour. Clerk to advise solicitor to proceed with DJC lease. COUNTY CLLR AND DISTRICT COUNCILLOR REPORTS: Cllr Wearing 1127 reported that the county council is in process of preparing budget and approx £10m needs to be saved to balance books. He updated the meeting regarding the proposed Post Office closures; there will be about 50 in Cumbria. The importance of using local post offices as much as possible was stressed.     FOLK SONG IN CUMBRIA: A DISTINCTIVE REGIONAL REPERTOIRE? A dissertation submitted in partial fulfilment of the degree of Doctor of Philosophy by Susan Margaret Allan, MA (Lancaster), BEd (London) University of Lancaster, November 2016 ABSTRACT One of the lacunae of traditional music scholarship in England has been the lack of systematic study of folk song and its performance in discrete geographical areas. This thesis endeavours to address this gap in knowledge for one region through a study of Cumbrian folk song and its performance over the past two hundred years. Although primarily a social history of popular culture, with some elements of ethnography and a little musicology, it is also a participant-observer study from the personal perspective of one who has performed and collected Cumbrian folk songs for some forty years. The principal task has been to research and present the folk songs known to have been published or performed in Cumbria since circa 1900, designated as the Cumbrian Folk Song Corpus: a body of 515 songs from 1010 different sources, including manuscripts, print, recordings and broadcasts. The thesis begins with the history of the best-known Cumbrian folk song, ‘D’Ye Ken John Peel’ from its date of composition around 1830 through to the late twentieth century. From this narrative the main themes of the thesis are drawn out: the problem of defining ‘folk song’, given its eclectic nature; the role of the various collectors, mediators and performers of folk songs over the years, including myself; the range of different contexts in which the songs have been performed, and by whom; the vexed questions of ‘authenticity’ and ‘invented tradition’, and the extent to which this repertoire is a distinctive regional one.

    Furness Peninsula Department of History, Lancaster University Victoria County History: Cumbria Project ‘Jubilee Digests’ Briefing Note for Furness Peninsula In celebration of the Diamond Jubilee in 2012, the Queen has decided to re-dedicate the VCH. To mark this occasion, we aim to have produced a set of historical data for every community in Cumbria by the end of 2012. These summaries, which we are calling ‘Jubilee Digests’, will be posted on the Cumbria County History Trust’s website where they will form an important resource as a quick reference guide for all interested in the county’s history. We hope that all VCH volunteers will wish to get involved and to contribute to this. What we need volunteers to do is gather a set of historical facts for each of the places for which separate VCH articles will eventually be written: that’s around 315 parishes/townships in Cumberland and Westmorland, a further 30 in Furness and Cartmel, together with three more for Sedbergh, Garsdale and Dent. The data included in the digests, which will be essential to writing future VCH parish/township articles, will be gathered from a limited set of specified sources. In this way, the Digests will build on the substantial progress volunteers have already made during 2011 in gathering specific information about institutions in parishes and townships throughout Cumberland and Westmorland. As with all VCH work, high standards of accuracy and systematic research are vital. We, the Local Government Boundary Commission for England, having carried out our initial review of the electoral arrangements for South Lakeland district in accordance with the requirements of Section 63 of, and Schedule 9'to, the Local Government Act 1972, present our proposals for the future electoral arrangements for that district. 2. In accordance with the procedure laid down in Section 60(1) and (2) of the T972 Act, notice was given on 19 August 1974 that we were to undertake this review. This was incorporated in a consultation letter addressed to the South Lakeland District Council, copies of which were circulated to Cumbria County Council, parish councils and parish meetings in the district, the Members of Parliament for the constituencies concerned and the headquarters of the main political parties. Copies were also sent to the editors of local newspapers circulating in the area and of the local government press. Notices inserted in the local press announced the start of the review and invited comments from members of the public and from interested bodies.

    Windermere Station Risk Review / Profile This document assesses the specific performance and risk within the fire station area. It provides more defined risk profiling down to Lower Super Output Area (LSOA) level. The risk profiling process by its very nature provides evidence of the fire risk within each geographical LSOA using detailed known risk and demographic information. The risk formula used to inform our fire risk profile was devised following the Intervention Standards Review, full details are available on our website: www.cumbria.gov.uk/fire The review also identifies other significant risks in the area that need consideration so that our resources are appropriately allocated across the county. As well as looking at county wide issues and trends in the main Integrated Risk Management Plan (IRMP), this individual station risk profile considers: • Current resources • Appliance availability • Operational response activity • Fire risk profile • Next nearest supporting appliances • Location specific risks including: heritage risk, environment risk, site specific risks: flooding risks, rurality and resilience risk. Resources Windermere currently has 13 firefighters on the station working the on call duty system. These firefighters crew one fire engine and one Land Rover appliance fitted out with equipment to improve our response to the predicted increase in wildland fires. The Land Rover replaced the 2nd fire appliance and was introduced in 2010 as a result of the implementation of our Integrated Risk Management Plan. Although the original intention was to improve our response to wildland fires the Land Rover has been extensively used during flood incidents and its four wheel drive capacity enables it to offer resilience in severe wintry conditions.
