It offers opportunities for cooperation in many areas, especially in the economic and defence sectors. Diplomatic relations, established since Azerbaijan‟s independence from the Soviet Union in 1991, have allowed these two countries to start developing cooperation very rapidly. Pakistan was the second country to recognise Azerbaijan‟s independence, and has not established diplomatic relations with Armenia.1 Both countries have supported each other diplomatically on the Nagorno-Karabakh conflict and Kashmir dispute at all international forums. This article is an attempt to identify the prospects and potential of strengthening economic and security ties between Pakistan and Azerbaijan. It also tries to explore the reasons behind the low volume of trade between the two countries, and makes concrete recommendations on how this trade volume can be increased. Crime Threats Criminal acts committed against foreigners are infrequent in Baku. The majority of reported crimes involve Azerbaijani citizens, with burglary and assault being the most common. Late- night targeted attacks against lone men are the most common crimes perpetrated against foreigners. Petty thefts (pickpocketing), while not common, are sometimes perpetrated against foreigners in Baku. Expatriates are at greater risk of being victims of petty crime in areas that attract large crowds or are very isolated. Some U.S. citizens, most commonly males, have reported being victims of certain scams in bars frequented by Westerners. Commonly, a male patron is approached by a young woman who asks him to buy her a drink. After buying the woman a drink and conversing, the male is presented with a bill for 375 AZN (approximately US$200). When he protests, he is approached by several men, detained, and forced to pay the full amount under threat of physical violence. Some women have reported incidents of unwanted male attention, including groping and other inappropriate behavior while walking on the streets alone and when taking taxis.

Having lost his father at the age of three, the boy was raised by his stepfather Hasanali bay Sadigov, an educated man who introduced him to the Russian lan- guage and taught him how to read and write. In 1880, the family moved to Shusha, the main city of Karabakh, where Abdurrahim entered the city’s six-grade school and a year later moved to a fully-fledged school. A year later, having received a certificate of maturity, he entered the Institute of Railway Engineers in St. Petersburg. The relevance of the research: the relevance of the chosen topic is explained by the need for a synchronous description and analysis of toponymic, cultural-historical, linguistic, cultural, ethnolinguistic, and sociolinguistic traditions and representations of a complex and multi-level toponymic system on the example of one Dagestan city - the capital of the Republic - Makhachkala. Research methods: the scientific research paper considers the basic principles of urbanonyms’ nomination, the most frequent word-building patterns of both official and unofficial names of urban objects and microtoponyms of present and past. The specifics of the post-Soviet Dagestan city linguistic landscape have been revealed as its shows socio-political, economic, cultural and ideological tendencies of different periods of Russian history. Toponyms are considered not only from the perspective of structural, semantic and functional aspects, but also from the point of cognition. SUMMARY The research shows that the causes of the violations of property rights is not a sectoral. Such violations are due to many reasons. One of the main reasons behind the violation of the right to property is similar to other violations of law is itt’s inability to ensure rule of law, dependence of courts on executive structures, politically motivated decisions. İn this regard, attention is brought to the lack of independence of the judicial system of Azerbaijan, and the cases of corruption in the court system in a number of international reports. While analysing the cases of violation of the right to property, in 2011 it becomes evident that the courts have made decisions in favour of the executive authority structures instead of citizens. This decreases the belief of citizens toward the court, causes a situation as if they have “voluntarily” abandoned their properties and “gave up”.

    WELCOME BACK TO BAKU Dear friends, On behalf of Baku City Circuit, please let me welcome you to the third successive Formula 1 race weekend in Azerbaijan. Last year’s race in Baku was widely recognised as the most exciting and dramatic race of the year – if not the decade – by members of the media, teams, drivers and the global F1 fanbase alike. It truly was a race that had it all culminating in the most unexpected podium line up in many years. The fact that this historic race occurred under our new event title as the FORMULA 1 AZERBAIJAN GRAND PRIX filled us with an even greater sense of pride and satisfaction for a job well done. This year we once again welcome the world to Baku at the slightly earlier date of late April to bear witness to the awe-inspiring sight of F1 cars negotiating one of the fastest and most testing circuits in Formula 1. Baku City Circuit’s winding, narrow sequences, 90-degree turns and high-speed straights - all set against the breath- taking backdrop of Baku’s UNESCO-protected old city, magnificent skylines and beautiful seaside promenade - have proven to be a major challenge to the current F1 grid, resulting in last year’s spectacular outcome and many on-track altercations. We are very confident of a similar explosion of drama, speed and bravery occurring once again for the 2018 edition. Furthermore, the off-track entertainment will be bigger and better than ever before with world-class music, visual and conceptual artists once again performing all along the specially constructed Fan Zone all weekend.
