Day camps. Time to enjoy a bit of leisure and relaxation. For many this was not to be. Days of rain soon turned the once gentle meandering rivers and streams into raging flood waters destroying everything in their path. Truly a sense of hopelessness. Though this area might have escaped the flooding, future storms would bring devastation with strong winds, rain and hail. As Robert Burns quoted in one of his poems – “The best-laid schemes of mice and men gang aft agley”. In other words “one can make plans but they can so easily go awry at a moment’s notice”. Our prayers are with the many volunteers and relief agencies who have come to the assistance of those who have lost so much. * The month of August is also a month of planning for families. Many of our youth will be returning to college or university to continue their education be that close to home or abroad. Our prayers go with you; that God will bless you in your studies. God’s blessings to parents, teachers, administrators, bus drivers, et al as you prepare for another school term. * The GEMS girls’ club still has one activity to participate in before summer ends. Their annual campout this year occurs August 12-16 at Gull Lake. We pray that the young girls and their counselors with have an enjoyable time. * PARENTS have you marked your calendars as a reminder of the Daily Vacation Bible School that is being planned for August 12-16? Children ages 4 to those who have completed grade 4 are welcome to attend. Preparations are almost complete. We pray for the leaders, their assistants and for those who will attend. Watch your mailboxes for further updates. * Many thanks to the YPS for planning and directing the annual church picnic on July 1 st . Well done. * The Burger Bash this year was once again a success. Thank you to the many who joined us for a time of fun and fellowship. * Congratulations to Erik and Jalene VanderMerwe with the recent birth of their daughter, Jaycee Ericka. “Children are God’s precious jewels – help them to shine for Christ”. Though this was a time of welcoming new life into their family, sorrow also filled their hearts with the passing of Jalene’s mother, Judy Van Hopen of Chilliwack, BC. Sincerest condolences to you with your loss. * Christian sympathies are also extended to Andrew and Liz Konynenbelt with the recent passing of Liz’s brother, Dick Vander Molen of Lethbridge. “In times of trial God is there to give us strength”. * In the ensuing weeks farmers will be busy with the annual harvest. Monarch Reformed Church In the past months we have witnessed once again how man have very little control over things in this world. All the highly educated Engineers, well planned ideas of dams or rivers, controlled water outlets and seeding of clouds could not control the torrential rainstorms which turned the quiet rivers and streams into gushing torrents overflowing their banks. Even the trained Weather Forecasters were unable to predict the amount of water that fell and caused the flooding of cities, towns and countrysides, destroying homes and businesses. Through all the tragedy loses and heartache people have been brought together to help one another, friends and strangers alike. No matter how hard man tries and how smart man thinks he is, it is God who is still in control of all things, even the bringing together of men from all walks of life. Pastor Daniel Zapoula The Tuesday Morning Bible Study and the Sunday Evening Youth Group and Adult Fellowship will not be meeting during the summer months. On August 18 after the morning worship service, Kaylee Zoeteman, Mary Jean Klima and Pastor Daniel will be giving a presentation on the Mission work being carried out in Burkina Faso, Africa, They will be updating us on the progress of the construction and operation of the water well and latrine that the Monarch Reformed Church raised funds for. On August 25 following the morning worship service there will be a BBQ on the Church grounds. Congratulations: ∗ To Lee Moltzahn and Tina Hastings on their marriage on June 29, 2013. The wedding ceremony took place in a meadow on the Ketaorati Ranch in the Gladstone Valley west of Pincher Creek, Alberta. Lee and Tina are making their home on a farm near the town of Fort Macleod, Alberta. ∗ To Gerry Den Boon on his retirement after many years of service with the Lethbridge Northern Irrigation District. ∗ To Marty, Nancy, Chase and Brooke Atkinson on receiving a 2013 Master Farm Family Award for their contributions to Agriculture. Jantien (Jennie) Bell, Wife of the late Clark Bell, passed away on July 7, 2013 at the age of 85 years. Jennie was born in Lethbridge, Alberta on October 28, 1927 to Bill and Jennie (nee Van Dyke) Plomp. When Jennie was three years old her mother passed away and some years later her father married Minnie Visscher. Jennie grew up on her parents farm in the Monarch District, she was affiliated with the Monarch Reformed Church including her baptism as an infant, her adult Confession of Faith and her marriage to Clark Bell on April 30, 1948.

    Alberta Provincial Electoral Divisions Cardston-Taber-Warner Compiled from the 2011 Census of Canada and National Household Survey Introduction This report presents the statistical profile for the Provincial Electoral Division (PED) of Cardston-Taber-Warner. This profile is based on the electoral boundaries as defined by the Alberta Electoral Divisions Act, Chapter E-4.2, 2010. A PED is a territorial unit represented by an elected Member to serve in the Alberta Provincial Legislative Assembly. Data in this report have been specially tabulated from Statistics Canada’s 2011 Census of Canada and the 2011 National Household Survey, by allocation of Statistics Canada block face reference points to PEDs. These data include the following characteristics: age, sex, marital status, household types, language, Aboriginal identity, ethnic origin, place of birth, mobility, dwelling characteristics, education, labour force activity and income. The global non-response rate (GNR) for the PED of Cardston-Taber-Warner is 32.4%. The GNR combines both complete non-response (household) and partial non-response (question) into a single rate. The GNR is an indicator of data quality, where a smaller GNR suggests more accuracy. When the GNR is 50% or above, the data are suppressed. The GNR is identified for each region. A higher GNR indicates the need for user caution. Users are advised to refer to the endnotes of this PED profile for further information regarding data quality and definitions. Nature of the Applications An application has been filed with the EUB by the Village of Nobleford (the Village) for approval to renew its natural gas distribution franchise agreement (the Agreement) with ATCO Gas and Pipelines Ltd. (ATCO Gas). The Agreement gives ATCO Gas the exclusive right to deliver natural gas to the residents of the Village for 10 years. The Agreement has been based on a standard natural gas franchise agreement commonly used in the province. Some of the noteworthy changes from the current agreement include a change in responsibility for utility relocation costs caused by municipal purposes, provision of extra services, options for purchase of the distribution system by the municipality, and provisions respecting third party use of the distribution system. The Agreement also requires ATCO Gas to pay the Village municipal taxes as well as a franchise fee for use of municipal rights of way. Previously ATCO Gas only paid a franchise fee in lieu of municipal taxes. ATCO Gas has applied to the EUB for approval to revise its delivery rates so that the revised franchise fee and municipal taxes included in the Agreement can be recovered from retailers providing service to customers within the Village of Nobleford.

    LETHBRIDGE WASTE AND RECYCLING CENTRE PROJECT SUMMARY 1.1 Location and Site Description The Lethbridge Waste and Recycling Centre is located approximately in the SW ¼ 4-10-21-W4. The proposed expansion is into the SE ¼ 4-10-21-W4 and NE ¼ 4-10-21-W4. The facility property (the site) is surrounded primarily by agricultural land and coulee to the north, Highway 843 to the east, Township Road 100 to the south, and coulee and Oldman River to the west. Access to the site is from Township Road 100. A site plan is provided on Drawing 00-C-0001 The portion of the southeast and northwest quarters that are slated for future development is currently cleared, cultivated, generally drains to the east and north. Existing ground information, as shown on drawings, is based on ortho-photo data and a digital elevation model (DEM) produced in 2009. 1.2 Service Area The Lethbridge Waste and Recycling Centre is owned by the City of Lethbridge and operated by BFI Canada under contract to the City. The facility accepts waste from the City of Lethbridge; the Nobleford, Picture Butte, Iron Springs and Coaldale Transfer Stations; and communities throughout the County of Lethbridge. 1.3 Land Use Table 1 summarizes the ownership and current land use of adjacent land areas within 800m of the facility property.
