I would like to thank past Mayor Don McDowell for his years of service to our community and hope that I may continue to follow his leadership and commitment to Nobleford. As most are well aware there is a lot of talk about Covid 19 and the measures the Alberta Government is considering. No matter what your views and beliefs are we need to be mindful of our fellow citizens and respect their beliefs as well. It would not be optimal to have the Government forced to enact further restrictions. We all have to make the right choice and respect others and the businesses and services you frequent. Hopefully if we all do our part this will eventually fade away and there will be a solution soon. These are hard times for families and the senior members so communicate with each other often and let them know they are important. The Christmas season may not be what we envisioned in the past but I wish you and your families a Merry Christmas and a happy new year. We will begin the Advent season during our morning services on November 29 and ending on December 20. Each of these services we will light candles reflecting hope, peace, joy and love during the Advent season. On Sunday, December 20 at 6:00 p.m., we will have a special Christmas Carol service, followed by a Christmas service on December 25 at 10:00 a.m. As we look back on 2020, we are so thankful that we were able to celebrate births, marriages, anniversaries, and graduations within our church family. We were able to worship nearly every Sunday (either virtually or in-person). As we embark on a new year, we will continue to provide support and comfort to those struggling with loneliness, anxiety, and hardships amidst the current social and economic situation. We know that our Heavenly Father is in control and He will provide us with whatever we need. We pray that you will experience God’s unconditional love during this Christmas season. So many people want to travel and be with people in countries other than their own and experience the ways and cultures of different races. Still, there is extreme discrimination shown, sometimes without a person even realizing they are guilty of it. There is not only racial discrimination but also religious, cultural and sexual discrimination. In the dictionary one meaning given for the word “discrimination” is “judgement”. Remember. Hennie de Koning passed away suddenly on November 7, 2020 at the age of 81 years. Hennie and her husband Jack and their three daugh- ters were a part of the Monarch Church for many years. Hennie was a member of the Dorcas Ladies Aid and their daughter Susan served as the organist for worship services. Our Sympathy goes out to Jack and the family. Christmas Blessings to all. Even though the pandemic has altered the way Christmas is to be celebrated this year we can still honour the Birth of the Baby Jesus, our Saviour, the true meaning of Christmas. SNOW PLOW, SIDEWALKS AND SNOW GARBAGE pick up. The Town of Nobleford Public Works plow snow off and sand main streets (Highway Avenue and King Street), and may eventually plow residential and commercial industrial streets enough to make them passable within 24 hours of the end of a snowfall. Many other municipalities do not plow residential streets. Please do not shovel snow onto the street or your neighbor’s property as the Town snow plow will push it back on to your property. Please be considerate. In order to plow the streets as wide as possible you are requested to park your vehicle off the street. You, the property owner, are advised to keep your sidewalks adjacent to your property clear of snow. As a renter, your landlord may require you to keep the sidewalks clear of snow. In the event that Garbage pickup in alley ways is not possible, consider placing your Garbage in front of your house for pickup. If you would like additional snow plowing or snow removal you should consider hiring a private contractor. TIPS: Shoveling fresh snow before you walk or drive on it is much easier than shoveling and chipping packed snow.     Alberta Provincial Electoral Divisions Cardston-Taber-Warner Compiled from the 2011 Census of Canada and National Household Survey Introduction This report presents the statistical profile for the Provincial Electoral Division (PED) of Cardston-Taber-Warner. This profile is based on the electoral boundaries as defined by the Alberta Electoral Divisions Act, Chapter E-4.2, 2010. A PED is a territorial unit represented by an elected Member to serve in the Alberta Provincial Legislative Assembly. Data in this report have been specially tabulated from Statistics Canada’s 2011 Census of Canada and the 2011 National Household Survey, by allocation of Statistics Canada block face reference points to PEDs. These data include the following characteristics: age, sex, marital status, household types, language, Aboriginal identity, ethnic origin, place of birth, mobility, dwelling characteristics, education, labour force activity and income. The global non-response rate (GNR) for the PED of Cardston-Taber-Warner is 32.4%. The GNR combines both complete non-response (household) and partial non-response (question) into a single rate. The GNR is an indicator of data quality, where a smaller GNR suggests more accuracy. When the GNR is 50% or above, the data are suppressed. The GNR is identified for each region. A higher GNR indicates the need for user caution. Users are advised to refer to the endnotes of this PED profile for further information regarding data quality and definitions. Nature of the Applications An application has been filed with the EUB by the Village of Nobleford (the Village) for approval to renew its natural gas distribution franchise agreement (the Agreement) with ATCO Gas and Pipelines Ltd. (ATCO Gas). The Agreement gives ATCO Gas the exclusive right to deliver natural gas to the residents of the Village for 10 years. The Agreement has been based on a standard natural gas franchise agreement commonly used in the province. Some of the noteworthy changes from the current agreement include a change in responsibility for utility relocation costs caused by municipal purposes, provision of extra services, options for purchase of the distribution system by the municipality, and provisions respecting third party use of the distribution system. The Agreement also requires ATCO Gas to pay the Village municipal taxes as well as a franchise fee for use of municipal rights of way. Previously ATCO Gas only paid a franchise fee in lieu of municipal taxes. ATCO Gas has applied to the EUB for approval to revise its delivery rates so that the revised franchise fee and municipal taxes included in the Agreement can be recovered from retailers providing service to customers within the Village of Nobleford.

    LETHBRIDGE WASTE AND RECYCLING CENTRE PROJECT SUMMARY 1.1 Location and Site Description The Lethbridge Waste and Recycling Centre is located approximately in the SW ¼ 4-10-21-W4. The proposed expansion is into the SE ¼ 4-10-21-W4 and NE ¼ 4-10-21-W4. The facility property (the site) is surrounded primarily by agricultural land and coulee to the north, Highway 843 to the east, Township Road 100 to the south, and coulee and Oldman River to the west. Access to the site is from Township Road 100. A site plan is provided on Drawing 00-C-0001 The portion of the southeast and northwest quarters that are slated for future development is currently cleared, cultivated, generally drains to the east and north. Existing ground information, as shown on drawings, is based on ortho-photo data and a digital elevation model (DEM) produced in 2009. 1.2 Service Area The Lethbridge Waste and Recycling Centre is owned by the City of Lethbridge and operated by BFI Canada under contract to the City. The facility accepts waste from the City of Lethbridge; the Nobleford, Picture Butte, Iron Springs and Coaldale Transfer Stations; and communities throughout the County of Lethbridge. 1.3 Land Use Table 1 summarizes the ownership and current land use of adjacent land areas within 800m of the facility property.
