Dr Hames said the Remote Indigenous Health Clinics initiative would result in improvements to the delivery of health services in Aboriginal communities including Bayulu, Mulan, Mindibungu (Billiluna), Wakathuni and Noonkanbah (Yungngora). Government to act on ‘Stolen Wages’ PETER COLLIER 6/03/12 066P6301 Indigenous Affairs Minister Peter Collier announced the State Government would pay eligible Aboriginal people, who were subjected to State-sanctioned financial controls, an ex gratia reparation payment of up to $2,000. Under past legislation such as the Aborigines Act 1905 and the Native Welfare Act 1963, employers of Aboriginal people, including successive State governments between 1905 and 1972, held money and property belonging to Aboriginal people in a complex network of trust accounts. This practice has become known as ‘Stolen Wages’. Western Australia has become the third State to implement reparation programs for ‘Stolen Wages’ and follows the 2006 recommendations of the Commonwealth Parliament Senate Standing Committee on Legal and Constitutional Affairs recommending action on the matter. EOI for Ord farmland now closed BRENDON GRYLLS 9/03/12 069P6501 A Request for Proposal and Expressions of Interest for about 15,000ha of new agricultural land released as part of the State Government's Ord-East Kimberley Expansion Project have now closed. Regional Development and Lands Minister Brendon Grylls said 14 proposals had been received from local, national and international parties interested in developing land for a variety of crops in the Ord Valley near Kununurra. "Local business people and representatives of Traditional Owners have advised that some potential purchasers have consulted widely with them, and we take that as a positive sign," Mr Grylls said. EDUCATION State and Federal Governments fail refugee children in showdown over education ALISON XAMON 6/03/12 066P6300 The current showdown between the Federal and WA State Governments as to who should pay for the education of unaccompanied minors in detention, which is resulting in the children not being able to go to school at all, is an absolute indictment of the failure of the detention of refugees, the Greens spokesperson for Children and Education, Alison Xamon MLC said today. "Let us remember that the vast majority of unaccompanied minors who arrive on our shores are ultimately determined to be genuine refugees, fleeing terror and persecution from their countries of origin," Ms Xamon, who has been to the Leonora Detention Centre said. WA Political Update – 13 March 2012 3 © CCH Parliament New schools to take care of future generations ELIZABETH CONSTABLE 7/03/12 067P6504 The State Government will spend $70.2million in the next two years building four new primary schools. Announcing the new schools today, Education Minister Liz Constable said the State Government was building for the future and responding to population growth in burgeoning residential areas. Dr Constable said the new schools would open in 2014, together with the new $8million first stage of Wandina Primary School in Geraldton - a 2008 election commitment. "The State Government is spending $78.2million building new schools and facilities for the future education of children throughout Western Australia," she said. Training fee deal for young people in care ROBYN McSWEENEY 12/03/12 072P6100 Young people in care who enrol in recognised training courses can now have their course fees waived. The move recognises the hardship faced by this vulnerable group and encourages them to achieve job qualifications and a brighter future. Child Protection Minister Robyn McSweeney announced the program which comes after an agreement between Western Australia's State Training Providers (previously called TAFE) and the Department for Child Protection. ENERGY Environment Minister shows an appalling lack of responsibility by approving fracking ALISON XAMON 6/03/12 066P6302 WA Greens Spokesperson for Water Alison Xamon has condemned the decision by Environment Minister Bill Marmion to support gas fracking in WA without assessment from the Environmental Protection Agency. The comments came after notification by the Minister that he had decided not to uphold an appeal by Ms Xamon to have existing and proposed fracking operations assessed by the EPA. "I remain deeply concerned about the government's complacency in ensuring this emerging industry is properly regulated from the start," Ms Xamon said. "There is increasing concern in the community about the potential adverse effects of fracking for unconventional gas, particularly the risk of chemical contamination of the State's groundwater. 2010/11 Annual Energy Retailer Performance Report ECONOMIC REGULATION AUTHORITY WA 7/03/12 067P6000 The Economic Regulation Authority has called on energy retailers to do more to assist customers avoid disconnections through better application of their hardship policies. The ERA today approved the publication of the 2010/11 Annual Performance Report - Energy Retailers (Energy Retailer Report). The report, which combines the stand-alone electricity and gas retailer performance reports published by the ERA in previous years, highlights a number of key findings by the ERA. Collier missing in action as WA's electricity system worsens BILL JOHNSTON 8/03/12 068P6300 Western Australia's residential electricity disconnection rate has increased by a staggering 169 per cent in just 12 months under the Barnett Government, Shadow Minister for Energy Bill Johnston said. "The latest Economic Regulation Authority (ERA) report revealed one in 100 Synergy customers had their electricity disconnected in 2010/11, an increase of 169 per cent on the previous year," Mr Johnston said. "This places Western Australia with the second highest disconnection rate in the country, shifting from the best performing state in the country to the second worst in just 12 months. Electoral reform removing rural malapportionment in 2005 prompted changes in strategic direction, including abandoning coalition with the Liberal Party and creating a discrete image, branding and policy approach. Holding the balance of power after the 2008 election, the Party adopted a post-election bargaining strategy to secure Ministries and funding for its ‘Royalties for Regions’ policy. This ‘WA approach’ is distinctive from amalgamation and coalition arrangements embraced elsewhere in Australia.

Those members knew that they would have to have some sort of policy setting on the fund and said, “We support royalties for regions.” When a person from regional WA hears that, they think that the Labor Party supports regional development and royalties for regions. For the first time in their life, Labor members supported all the exciting things that have been happening and planned for in terms of growing, developing and building regional communities.

    PARLIAMENTARY CHRONICLE Western Australia Parliamentary Chronicle: July 2008 to July 2010 Liz Kerr and Harry C.J. Phillips * This chronicle of the last days of the Carpenter Labor government and the first two years of Colin Barnett’s Liberal-National ‘alliance government’, focuses on parliamentary aspects of the period and other key policy issues. Alan Carpenter’s August decision to call an early poll for 6 September 2008 backfired and resulted in an unexpected win for the all but retired Colin Barnett, who had assumed the Liberal Party leadership just one day before the election was called. The ‘alliance’ narrowly won government just as the global financial crisis emerged, but the 2009 and 2010 budgets saw the government record small surpluses, driven in part by the mining sector. Triple A investment status was maintained, although some concerns were voiced about debt predictions and steep rising public utility charges, while the key portfolios of health and education fell short of the government’s controversial 3 per cent public sector efficiency drive. With the 2008 election result, Western Australia broke the pattern of ‘wall to wall’ Labor government’s throughout Australia. Despite early cooperation at the Council of Australian Governments (COAG) and significant federal backing for the state’s infrastructure projects, the Premier spoke strongly against revised Commonwealth Grants Commission relativities, and whilst broadly supportive of the federal health reform package, Barnett refused to sign the April 2010 COAG deal that required the transfer of some 30 per cent of the state’s GST funds to federal coffers. In May 2010 the Premier stridently opposed the proposed federal ‘resources super profits tax’, while polls indicated Labor’s first preference votes had declined to below 35 percent at both the state and federal level, with support sliding to the Greens.

If the bill passes, pimps or madams could approach 18 year old girls like this one, offering them big dollars to work in a legal brothel. There would be nothing you could do to prevent it. The teens would discover – too late – that prostitution is a terrible trap few manage to escape. Your local state MP needs to know how you feel about this bill! Send him or her a brief email or phone their office ASAP (details overleaf). Be polite, and be sure to include your name and home address. Send a copy to Premier Colin Barnett and Attorney-General Christian Porter. Ask them to reject the Prostitution Bill. Briefly say why, including some points below (choose a couple) in your own words: In every Australian state that has legalised or decriminalised the sex trade there has been an upsurge in prostitution – in both legal and illegal brothels – and sex trafficking and slavery. It is “out of control” (The Age, 7/3/11; SMH, 13/10/11). MR D.T. REDMAN (Warren–Blackwood) [7.01 pm]: I will conclude my remarks in response to the budget speech. Before private members’ business, I had started to talk about the government response to the bushfire challenges in the state and the setting up of a rural fire service, as recommended by the Ferguson review. The briefing was pretty positive, and the feedback from my electorate on the proposed structure has been reasonably positive. Hopefully everyone will work together to deal with the challenges. During the briefing the minister talked about the resources that will go toward fire mitigation activities, including $34.6 million from 2018–19 through to 2021–22 and some royalties for regions funding. But after drilling down during the briefing, we found there were funds for voluntary brigades in the shires, and also funds for fire mitigation works on crown land. Prescribed burning was not included. That used to be done under the old Department of Parks and Wildlife. The former government’s enhanced prescribed burning program was introduced to try to increase the level of work done on landscape prescribed burning to reduce the risk of big wildfires. It was to try to catch up, if you like.

    Extract from Hansard [ASSEMBLY — Tuesday, 7 August 2012] p4460c-4460c Mr Colin Barnett BARNETT MINISTRY — CHANGES Statement by Premier MR C.J. BARNETT (Cottesloe — Premier) [2.01 pm]: I take this opportunity to inform members of the composition of the ministry following a number of changes that were made during the winter recess as confirmed by the Governor on 29 June, 7 July and 12 July. Three new ministers have been appointed. Hon Michael Mischin, MLC, has been appointed as the Attorney General, Hon Liza Harvey, MLA, is the Minister for Police; Road Safety and Hon Murray Cowper, MLA, is the Minister for Training and Workforce Development; Corrective Services. There also have been changes to the portfolios of some ministers. Deputy Premier Hon Kim Hames, MLA, is now the Leader of the House in the Legislative Assembly. Hon Troy Buswell, MLA, is now Treasurer; Minister for Transport; Emergency Services. Hon Peter Collier, MLC, is the Minister for Education; Energy; Indigenous Affairs. Hon Terry Redman, MLA, is the Minister for Agriculture and Food; Forestry; Housing. In addition, the following parliamentary secretaries have been appointed. Mr Mike Nahan, MLA, is the Parliamentary Secretary to the Minister for Education; Energy; Indigenous Affairs. Mr Joe Francis, MLA, is the Parliamentary Secretary to the Minister for Finance; Commerce; Small Business. Mr Albert Jacob, MLA, is the Parliamentary Secretary to the Minister for Child Protection; Community Services; Seniors and Volunteering; Women’s Interests; Youth. For the information of members I table a list of the current ministry and the new administrative arrangements between the houses for the representation of ministers.

DAVIES (Central Wheatbelt — Leader of the Nationals WA) [4.02 pm]: The Nationals WA are very pleased to bring this motion to the house for private members’ business this evening. I move — That this house notes the increase in homelessness and vulnerable members of the community seeking assistance in regional Western Australia and calls on the McGowan government to deliver an immediate funding increase to provide the community services sector with the capacity to respond appropriately to the additional pressures of COVID-19. This is a very genuine and serious motion that we bring to the house today for its consideration, and it is timely given the horrendous unemployment rate recorded in recent days for Western Australia. Our state, as has been canvassed in this place over the past two weeks, has the highest unemployment rate in the nation, with 8.1 per cent in May rising from 6.1 per cent in April. When we talk about such percentages in this place, it helps for us to talk about it in terms of real bodies because it is a bit clinical to talk about percentages or statistics. To the average punter, it is a bit removed from what those figures actually represent, and we are talking about a significant number of Western Australians who have lost their jobs. It means, specifically, that more than 30 000 Western Australians lost their job in just the month of May.
