ABORIGINAL AFFAIRS

Upgrades for remote Aboriginal health clinics 5/03/12 065P6201 At least six health clinics in remote Aboriginal communities are set to be upgraded, thanks to a $22.2million funding injection under the Liberal-National Government's Royalties for Regions program, Health Minister Kim Hames said today. Dr Hames said the Remote Indigenous Health Clinics initiative would result in improvements to the delivery of health services in Aboriginal communities including Bayulu, Mulan, Mindibungu (Billiluna), Wakathuni and Noonkanbah (Yungngora).

Government to act on ‘Stolen Wages’ PETER COLLIER 6/03/12 066P6301 Indigenous Affairs Minister Peter Collier announced the State Government would pay eligible Aboriginal people, who were subjected to State-sanctioned financial controls, an ex gratia reparation payment of up to $2,000. Under past legislation such as the Aborigines Act 1905 and the Native Welfare Act 1963, employers of Aboriginal people, including successive State governments between 1905 and 1972, held money and property belonging to Aboriginal people in a complex network of trust accounts. This practice has become known as ‘Stolen Wages’. Western Australia has become the third State to implement reparation programs for ‘Stolen Wages’ and follows the 2006 recommendations of the Commonwealth Parliament Senate Standing Committee on Legal and Constitutional Affairs recommending action on the matter.

EOI for Ord farmland now closed 9/03/12 069P6501 A Request for Proposal and Expressions of Interest for about 15,000ha of new agricultural land released as part of the State Government's Ord-East Kimberley Expansion Project have now closed. Regional Development and Lands Minister Brendon Grylls said 14 proposals had been received from local, national and international parties interested in developing land for a variety of crops in the Ord Valley near Kununurra. "Local business people and representatives of Traditional Owners have advised that some potential purchasers have consulted widely with them, and we take that as a positive sign," Mr Grylls said.

EDUCATION

State and Federal Governments fail refugee children in showdown over education ALISON XAMON 6/03/12 066P6300 The current showdown between the Federal and WA State Governments as to who should pay for the education of unaccompanied minors in detention, which is resulting in the children not being able to go to school at all, is an absolute indictment of the failure of the detention of refugees, the Greens spokesperson for Children and Education, Alison Xamon MLC said today. "Let us remember that the vast majority of unaccompanied minors who arrive on our shores are ultimately determined to be genuine refugees, fleeing terror and persecution from their countries of origin," Ms Xamon, who has been to the Leonora Detention Centre said.

New schools to take care of future generations ELIZABETH CONSTABLE 7/03/12 067P6504 The State Government will spend $70.2million in the next two years building four new primary schools. Announcing the new schools today, Education Minister Liz Constable said the State Government was building for the future and responding to population growth in burgeoning residential areas. Dr Constable said the new schools would open in 2014, together with the new $8million first stage of Wandina Primary School in Geraldton - a 2008 election commitment. "The State Government is spending $78.2million building new schools and facilities for the future education of children throughout Western Australia," she said.

Training fee deal for young people in care ROBYN McSWEENEY 12/03/12 072P6100 Young people in care who enrol in recognised training courses can now have their course fees waived. The move recognises the hardship faced by this vulnerable group and encourages them to achieve job qualifications and a brighter future. Child Protection Minister Robyn McSweeney announced the program which comes after an agreement between Western Australia's State Training Providers (previously called TAFE) and the Department for Child Protection.

Environment Minister shows an appalling lack of responsibility by approving fracking ALISON XAMON 6/03/12 066P6302 WA Greens Spokesperson for Water Alison Xamon has condemned the decision by Environment Minister to support gas fracking in WA without assessment from the Environmental Protection Agency. The comments came after notification by the Minister that he had decided not to uphold an appeal by Ms Xamon to have existing and proposed fracking operations assessed by the EPA. "I remain deeply concerned about the government's complacency in ensuring this emerging industry is properly regulated from the start," Ms Xamon said. "There is increasing concern in the community about the potential adverse effects of fracking for unconventional gas, particularly the risk of chemical contamination of the State's groundwater.

2010/11 Annual Energy Retailer Performance Report ECONOMIC REGULATION AUTHORITY WA 7/03/12 067P6000 The Economic Regulation Authority has called on energy retailers to do more to assist customers avoid disconnections through better application of their hardship policies. The ERA today approved the publication of the 2010/11 Annual Performance Report - Energy Retailers (Energy Retailer Report). The report, which combines the stand-alone electricity and gas retailer performance reports published by the ERA in previous years, highlights a number of key findings by the ERA.

Collier missing in action as WA's electricity system worsens BILL JOHNSTON 8/03/12 068P6300 Western Australia's residential electricity disconnection rate has increased by a staggering 169 per cent in just 12 months under the Barnett Government, Shadow Minister for Energy Bill Johnston said. "The latest Economic Regulation Authority (ERA) report revealed one in 100 Synergy customers had their electricity disconnected in 2010/11, an increase of 169 per cent on the previous year," Mr Johnston said. "This places Western Australia with the second highest disconnection rate in the country, shifting from the best performing state in the country to the second worst in just 12 months.

Local engineers win major contract SIMON O'BRIEN 8/03/12 068P6510 Today in State Parliament, Commerce Minister Simon O'Brien announced that WorleyParsons had recently won a contract to provide front end engineering services for Hess's prospective Equus offshore gas project. The multi-million dollar contract adds to the billions of dollars of contracts awarded to local companies since July 2011. "Last July, I announced a 10-point plan to maximise the amount of work local businesses win from major resource projects. Since that time, more than $15.5billion worth of resource contracts have been won by local fabricators, local software companies, local caterers, local medical providers, local transport companies and local logistic firms amongst others," Mr O'Brien said.

More time to reach 6 Energy Efficiency Stars Alterations and additions to buildings WA DEPARTMENT OF COMMERCE 9/03/12 069P6300 Home owners and builders thinking about undertaking alterations and additions to existing residential buildings will need to comply with 6 star energy efficiency requirements from 30 April 2013. The Building Code of Australia will require all new residential buildings to comply with 6 star energy efficiency requirements from 1st May 2012. "Considerable work has been undertaken by the 6 Star Committee which comprises of industry and government participants, to achieve a fair implementation period for all concerned," Building Commissioner Peter Gow said.

A re-merged Verve and Synergy bad for competition and prices WA CHAMBER OF MINERALS AND ENERGY 12/03/12 072P6000 Western Australia's peak resources sector body is calling for an end to the constant speculation on the future of Verve and Synergy as separate entities. "Re-merging Verve and Synergy would be a retrograde step in the market reform process," CME Chief Executive Reg Howard-Smith said. "The suggestion that re-merging Verve and Synergy will put downward pressure on prices has not been demonstrated. No independent analysis of the economic impact of re-merging Verve and Synergy has been undertaken. A re-merger will significantly dampen enthusiasm for private investment, decrease competition and put upwards pressure on energy prices."

ENVIRONMENT

Government reveals tough new waste targets BILL MARMION 6/03/12 066P6900 Environment Minister Bill Marmion launched a major strategy to guide waste management and recycling in Western Australia for the next decade. The strategy has five key themes aimed at reducing waste to landfill. The primary focus is on reducing construction and demolition, and commercial and industrial wastes, which represent about three quarters of waste sent to landfill in WA, Mr Marmion said. Recovery rates for municipal solid waste in the Perth metropolitan region were 36 per cent in 2009-10. This strategy aims to increase the recovery to 50 per cent by 2015 and 65 per cent by 2020. These targets are based on ambitious, but achievable, improvements in current recovery rates.

Govt's response to Cockburn Cement report BILL MARMION 7/03/12 067P6501 The State Government yesterday tabled its response to a Legislative Council committee inquiry into the Munster-based operation of Cockburn Cement Ltd. Environment Minister Bill Marmion said the inquiry's report, released last October by the Standing Committee on Environment and Public Affairs, had made seven findings and 23 recommendations. "The majority of the findings and recommendations have already been largely addressed," Mr Marmion said.

Almost $10m to secure Black Cockatoo habitat BILL MARMION 8/03/12 068P6507 Environment Minister Bill Marmion released new figures that show more than $9.3million has been invested to protect and rehabilitate Western Australia's three species of black cockatoos since 2008-09. This includes more than $7.7million from developers for purchasing and rehabilitating private bushland for environmental offsets linked to development approvals affecting Carnaby's, Baudin's and forest red-tailed cockatoos. "The Perth metropolitan region is growing and this growth continues to place pressure on black cockatoo habitat," Mr Marmion said.

Seniors safety and security rebate extended ROBYN McSWEENEY 7/03/12 067P6300 Western Australian Seniors Card holders now have longer to apply for $400 in safety and security rebates to make their homes safer. Seniors and Volunteering Minister Robyn McSweeney has announced the extension of the program, which helps seniors in the community install devices like home intruder alarms, deadlocks, security door screens, fire extinguishers and mains-powered smoke alarms to make their homes safer. This program has been highly successful since it was introduced by the Liberal-National Government in 2009, Mrs McSweeney said.

'Women as innovators' heads annual event ROBYN McSWEENEY 8/03/12 068P6500 International Women's Day celebrations got under way in Western Australia last night, with a discussion lounge event in Perth hosted by Women's Interests Minister Robyn McSweeney. Mrs McSweeney said the theme of the event, 'The mothers of invention - women as innovators and agents of change', focused on the ways in which women are increasingly leading the way in society. "Throughout the history of Australia, women have taken the lead and initiated change, not just out of necessity but because they have the creative drive and passion to do so," she said.

Scholarships for emerging female leaders ROBYN McSWEENEY 8/03/12 068P6501 On International Women's Day, Women's Interests Minister Robyn McSweeney is pleased to announce three Western Australian women have been awarded scholarships to participate in the company directors' course offered at the Australian Institute of Company Directors. The scholarship program, co-ordinated by the Department for Communities, attracted more than 100 applicants. The successful applicants were Pina Caffarilli and Kylie Gilbey from Perth and Melanie Davies from Geraldton.

Call for grant submissions HELEN MORTON 8/03/12 068P6502 Grants of up to $50,000 are available to local government authorities (LGAs) for projects and initiatives that facilitate inclusion and participation for people with disability. The grants form part of the Disability Services Commission's Count Me In: Disability Future Directions long-term strategy for people with disability in WA. Successful applicants will share in a $500,000 pool and follow a four-step process where people with disability, their families and carers will work with LGAs to develop and plan their chosen initiative.

WA youth unemployment rate falls SIMON O'BRIEN 8/03/12 068P6509 Commerce Minister Simon O'Brien welcomed Western Australia's big fall in youth unemployment since February, compared to the national rate. "WA's youth unemployment fell from 23.3 per cent to 18.9 per cent between January and February, while Australia-wide, youth unemployment remained very high at 26.4 per cent," Mr O'Brien said. "If you are looking for a job, WA is the best place to be."

Perth to Broome 'Great Bike Hike' supported HELEN MORTON 9/03/12 069P6503 A 2,500km bike ride from Perth to Broome to celebrate welcoming communities has been supported by a $135,265 State Government Lotterywest grant. The 'Great Bike Hike' organised by the Fairholme Disability Support Group aims to visit events and projects they encounter en route from Perth to Broome that are inclusive for people with disability. A peloton of 12 riders will leave Perth on August 19 after an official farewell celebration at Bassendean Oval. They will then head north, visiting New Norcia, Moora, Coorow, Three Springs, Dongara, Geraldton, Northampton, Carnarvon, Karratha, Port Hedland and finally Broome. Donations are welcome to support community projects or riders.

HEALTH

Mental health sites upgraded HELEN MORTON 6/03/12 066P6500 Mental Health Minister Helen Morton said more than $1million of maintenance work at Western Australian mental health sites are near completion. Following concerns raised by the Council of Official Visitors, the State Government provided funding - through the Mental Health Commission ($1million) and Department of Health's Minor Works Program ($78,000) - to rectify the issues. These works include a new outdoor gazebo at Swan Health Service Elderly Unit; air-conditioning at King Edward Mother and Baby Unit; refurbishing some bathrooms at Graylands Hospital; and increased security to ward areas to improve confidentiality at Armadale Health Service.

Beware of the human element of cutbacks COMMUNITY & PUBLIC SECTOR UNION 7/03/12 067P6502 The Barnett Government needs to look at the causes of deteriorating mental health in the public sector according to the Community and Public Sector Union/Civil Service Association. CPSU/CSA Branch Secretary Toni Walkington said a lot of public servants did a really difficult job, often in the face of adversity and it was important to identify what triggered mental health issues. "Public servants often dealt with society at its worst - they see the community when they are behaving badly and they also respond when there is a crisis," Ms Walkington said.

Big expansion at Joondalup Health Campus KIM HAMES 8/03/12 068P6506 Health Minister Kim Hames officially opened the new theatre block at Joondalup Health Campus - a major milestone in the $394million expansion of the hospital. The block includes 12 operating theatres - twice as many as before - a nine-bed intensive care unit, a six-bed high dependency unit and a 10-bed coronary care unit. Seven of the 12 theatres will become operational on Monday with the remainder opening in September when additional recovery bays become available. "The new operating theatres are among the most advanced in Australia," Dr Hames said.

Barnett Government hits Keystart customers with increased interest rates MARK McGOWAN 7/03/12 067P6301 Housing Minister Troy Buswell has failed to protect thousands of Western Australian families from mortgage stress by allowing Keystart to increase its standard variable interest rate to 7.36 per cent, Labor Leader Mark McGowan said today. Mr McGowan said despite the Reserve Bank's decision to hold its rate at its last meeting in February, Keystart's standard rate has increased by 0.08 per cent as of March 5.

Privatisation model is not working COMMUNITY & PUBLIC SECTOR UNION 12/03/12 072P6101 Hopefully the Barnett Government has a get-out clause in the $200million housing maintenance contract it has in place with private company Transfield. That is the view of the Community and Public Sector Union/Civil Service Association in light of revelations that the Department of Housing has received invoices for work not done on public housing stock. CPSU/CSA Branch Secretary Toni Walkington said the Barnett Government's privatisation model across a number of public sector agencies, including Housing, clearly had not worked.

Government sex offender register passes Parliament CHRISTIAN PORTER 8/03/12 068P6511 Western Australian families will soon have greater protection against known sex offenders living in their communities with today's passing in State Parliament of the State Government's Community Protection (Offender Reporting) Amendment Bill (No.2) 2011. For the first time the WA community will have access to a website that provides details, including photographs, of known reportable sex offenders who are non-compliant with their reporting obligations and whose whereabouts are unknown to WA Police. Attorney General Christian Porter said the legislation had been carefully developed to provide three tiers of protection to WA families against serious and dangerous sex offenders.

GSWA Annual Review 2010-11 released WA DEPARTMENT OF MINES AND PETROLEUM 8/03/12 068P6301 The Geological Survey of Western Australia Annual Review 2010-11 has now been released and is available online. The publication offers an extensive overview of mineral exploration in Western Australia, along with a review of programs, and the range of products and services that GSWA offers. The annual review also covers major developments and mineral exploration highlights by commodity, drilling and mining tenement activity, and the successful Exploration Incentive Scheme (EIS). The 2010-11 edition shows that the Western Australian economy, with its reliance on the mineral and petroleum sectors, continued to improve. In 2010-11, the value of mineral production in the State increased by a remarkable 45%, to a new record of $77.9 billion (excluding petroleum). Women in resources celebrated CHAMB OF MINERALS & ENERGY WA 8/03/12 068P6505 Five inspiring women working in the resources sector along with an outstanding company initiative have today been recognised at the Women in Resources Awards 2012 presented by the Chamber of Minerals and Energy of Western Australia (CME). CME Chief Executive Reg Howard-Smith presented the awards at a breakfast coinciding with International Women's Day, attended by more than 900 people. "The Awards recognise individuals and organisations working to build a world- class industry," Mr Howard-Smith said.

Great Southern vineyard fined $60,000 over worker fall WA DEPARTMENT OF COMMERCE 6/03/12 066P6303 A vineyard and winery at Frankland River has been fined $60,000 over an incident in which a worker fell from a ladder and was seriously injured. Ferngrove Vineyards Ltd pleaded guilty to failing to provide and maintain a safe workplace and, by that failure, causing serious harm to a worker and was fined in the Albany Magistrates Court last month. In July 2008, an employee of Ferngrove was engaged in his duty of cleaning the outside of a six-metre-tall wine tank using an extension ladder to access the upper reaches of the tank.

Giving growers more 'Flower Power' TERRY REDMAN 7/03/12 067P6500 A powerful new online tool has been designed for grain growers to improve profits by better managing frost and heat stress risks for their crops. The impact of frost and heat stress at flowering can prove costly and is an area over which many grain growers have traditionally had little control. Agriculture and Food Minister Terry Redman said 'Flower Power' would give growers greater control to minimise these climatic risks for the first time. "'Flower Power' allows growers to compare flowering date predictions relative to long-term average frost and high temperature events, and assess the likelihood of optimum conditions during grain development," Mr Redman said. New choice for WA grain growers TERRY REDMAN 9/03/12 069P6500 A new oat variety aimed at providing increased yields and returns for Western Australian grain growers has been released today at Wagin Woolorama. The new variety was bred under the National Oat Breeding Program by researchers from the Department of Agriculture and Food, Western Australia and the South Australian Research and Development Institute. Agriculture and Food Minister Terry Redman said WA held a strong reputation as a world leader in producing high quality milling oats for export.

Government fails to ensure water license compliance ALISON XAMON 9/03/12 069P6502 The Department of Water's record on water licence compliance is a disgrace and Water Minister Bill Marmion must start showing some political leadership, said Greens WA Water Spokesperson Alison Xamon today. The comments came following analysis of numerous Questions in Parliament by the Greens investigating the Department of Water's compliance record. "Water licences continue to be approved and renewed with no requirement to install meters, in contravention of the Department's own policy," Ms Xamon said.

Rebuilding Western Australia's sheep flock TERRY REDMAN 9/03/12 069P6504 Agriculture and Food Minister Terry Redman today welcomed resounding industry support to build Western Australia's sheep flock. The More Sheep initiative is a whole-of-industry push to reverse the decline in the State's sheep numbers, which have reached a 55-year low. Speaking at the launch of the initiative at Wagin Woolorama, Mr Redman said the flock had shrunk 40 per cent in the past six years to 14.5 million head. "Never before have we seen representatives from every facet of the sheep industry, including farmers, stock agents, processors, exporters, consultants, research funders and banks, united to support each other's long-term viability," Mr Redman said.

Sport and recreation facilities to get $15m TERRY WALDRON 7/03/12 067P6503 Sport and recreation groups across Western Australia will share more than $15million in State Government grants under the latest round of the Community Sporting and Recreation Facilities Fund (CSRFF). Announcing the 2012-13 grants, Sport and Recreation Minister Terry Waldron said he was pleased the advisory committee recommended the full allocation of $15,088,000 across 46 projects. "Sport and recreation is such a valuable part of the everyday lives of hundreds of thousands of West Australians, and the CSRFF highlights the State Government's commitment to the ongoing development of sustainable infrastructure to allow continued participation," Mr Waldron said.

Perth Arena to open in November 8/03/12 068P6503 The long-awaited opening date of the Perth Arena has been confirmed as November 10 with a gala opening earmarked to celebrate the arrival of the latest addition to the State's sport and entertainment venues. Premier Colin Barnett today announced the Liberal-National Government would deliver a completed Perth Arena open to the public on the weekend of November 10. "Practical completion will occur in August as previously announced with a three-month commissioning period including all system testing, furnishing, training and a series of test events to follow," Mr Barnett said.

Action sports to make waves in Mandurah KIM HAMES 12/03/12 072P6901 Some of the world's highest ranked action sport stars will compete at this weekend's EYRES Action Sports Games Mandurah. Tourism Minister Kim Hames said the event would feature a round of the International Waterski and Wakeboard Federation's (IWWF) World Cup for the first time ever in Australia, as well as freestyle motocross (FMX), BMX and skateboarding. The world's best water-skiers and wakeboarders will be in Mandurah, including world number one men's wakeboarder Harley Clifford from Australia; five time female wakeboarding world champion Raimi Merritt from the USA; world men's water-ski jump champion and world record holder Freddy Krueger from the USA; and four time women's world champion water-skier and world jump record holder Natallia Berdnikava from Belarus, Dr Hames said.

Mandurah set for packed festival weekend KIM HAMES 12/03/12 072P6900 Visitors to Mandurah are set to enjoy a weekend of food, fun and fireworks when the Channel Seven Mandurah Crab Fest begins this weekend. Tourism Minister Kim Hames said the festival offered a fun-filled weekend of live performances, market stalls, rides and a dazzling display of fireworks. About 100,000 people visited the festival last year, and the 2012 event will see another weekend of action and fun for families, Dr Hames said. Food and wine will be at the heart of the festival, with cooking demonstrations by renowned chefs, and local wines and boutique beers on show.

TRANSPORT

Greenwood student closer to dream ELIZABETH CONSTABLE 7/03/12 067P6505 A Greenwood College student who has dreamed of being a pilot since he was eight years old, has received a $3,000 scholarship to help him achieve his goal. Education Minister Liz Constable visited the school today and announced that year 12 student Michael Burbidge was the recipient of the 2012 Minister for Education's Aviation Scholarship. Dr Constable congratulated Michael and said the scholarship was a special award which each year encouraged a very promising aviation student to continue their studies to a high level.

Learner drivers’ supervised hours doubled TROY BUSWELL 11/03/12 071P6000 The required amount of supervised driving hours for learner drivers will double from 25 to 50 hours to better prepare them to become safe drivers. Transport Minister Troy Buswell said the decision was based on road safety research as well as feedback from driving assessors and would take effect later this year. "Research shows the more supervised driving experience learners have before they get their licence makes them safer drivers and reduces their risk of having a crash," Mr Buswell said. The Minister said learner drivers were currently required to log a minimum of 25 hours supervised driving over six months after passing their practical driving test.

International Women's Day call to act now on pay inequity ALISON XAMON 8/03/12 068P6508 WA Greens Spokesperson for Women and Industrial Relations Alison Xamon called for an end to pay inequity for women. "On this day, International Women's Day, we should reflect on the fact that women in all employment sectors continue to be affected to some degree by pay inequity," Ms Xamon said. "Particularly in WA where the pay equity gap is the largest of anywhere in Australia. This situation has gone on for far too long and I call upon our State Government to act without delay."
