As I have already discussed, corporatisation of the entity was attempted at the turn of the century, and a fair bit of work was done on that matter. For the information of members, if 75 per cent of the grower shareholders were to decide that the best way forward for the entity would be for it to be corporatised, a bit of work would need to be done within the Parliament. In fact, section 35A(e) of the Bulk Handling Act 1967 would need to be repealed.

Woodhams): Members, I remain on my feet to provide you with two pieces of information. The Parliament has decided to install a set of solar panels on top of Parliament House. By the end of the year, Parliament will be generating its own electricity on site. There will be 72 panels in all, enough to provide energy to both legislative chambers. I might facetiously suggest that we always have enough light in this house! Mr T.R. Buswell: We’ve got enough hot air! The SPEAKER: Correct, minister! Several members interjected. The SPEAKER: Thanks, members. Hon Barry House, President of the Legislative Council, and I have been planning this project for quite some years. We believe that the location of the 72 solar array panels above this particular chamber, construction of which finished in 1904, will certainly reduce electricity costs in this place. Parliament will undertake other sustainable energy innovations with LED lighting, the use of voltage optimisers and the real time monitoring of electricity, gas and water use. I knew that members would find that information useful. June 2014 1 MOVING BEYOND 100 YEARS: THE ‘WA APPROACH’ TO NATIONAL PARTY SURVIVAL Abstract Since its formation in 1913, the Western Australian branch of the National Party has faced many challenges to its survival. Electoral reform removing rural malapportionment in 2005 prompted changes in strategic direction, including abandoning coalition with the Liberal Party and creating a discrete image, branding and policy approach. Holding the balance of power after the 2008 election, the Party adopted a post-election bargaining strategy to secure Ministries and funding for its ‘Royalties for Regions’ policy. This ‘WA approach’ is distinctive from amalgamation and coalition arrangements embraced elsewhere in Australia.

MS C.M. COLLINS (Hillarys) [3.01 pm]: As I was saying before, many organisations in the Hillarys electorate are impacted by the fishing sector. Perhaps no place best displays the diversity of the local marine environment, which is the subject of this bill, than Aquarium of Western Australia in Hillarys does. It is the largest aquarium in Australia and captures species found across 12 000 kilometres of our coastline and houses more than 4 000 marine species. The fishing sector is a major contributor to both the local and export economy of Western Australia. The Fisheries Research and Development Corporation released modelling in November 2019 showing that commercial fishing and aquaculture contributed $989 million per annum and supported 6 000 WA jobs, of which 2 900 were direct roles in the fishing industries. The SPEAKER: Member for Hillarys, if you do not mind me interrupting you, at the moment there are quite a few conversations going on in the chamber. Some of those could be best had outside. The member for Hillarys is giving an excellent speech and I would like to hear that speech, and I would like Hansard to record it easily. Ms C.M. COLLINS: As such, it offers a significant contribution, both directly and indirectly, to the economy of WA and, therefore, needs to be protected for our long-term benefit.

McGOWAN (Rockingham — Leader of the Opposition) [4.31 pm]: I move — That the house condemns the state Liberal–National government and the federal Liberal government for making the lives of seniors and pensioners increasingly difficult through increased cost of living and the withdrawal of concessions. The way that both state and federal Liberal governments are treating seniors in our community has become a subject of great debate in Western Australia and Australia more generally in recent weeks. We have heard some unfortunate commentary by some government ministers who imply that seniors are somehow living it up, are on easy street and are being treated overgenerously by the government. We heard the Minister for Transport make some insensitive remarks. The Minister for Seniors and Volunteering made some fairly insensitive remarks about seniors in our community. This has upset seniors across Western Australia. Last Friday I attended a rally at Perth Town Hall, which was organised by 6PR and Channel Seven and the Council on the Ageing. This was a significant event; the many hundreds of people present at this rally last Friday are concerned about the attacks on their living standards by both state and federal governments. They raised a range of concerns about what is happening nationally and what is consequently happening at a state level that is impacting on their quality of life and their capacity to afford to live.
