BARNETT (Cottesloe — Premier) [2.01 pm]: I take this opportunity to inform members of the composition of the ministry following a number of changes that were made during the winter recess as confirmed by the Governor on 29 June, 7 July and 12 July. Three new ministers have been appointed. Hon Michael Mischin, MLC, has been appointed as the Attorney General, Hon Liza Harvey, MLA, is the Minister for Police; Road Safety and Hon Murray Cowper, MLA, is the Minister for Training and Workforce Development; Corrective Services. There also have been changes to the portfolios of some ministers. Deputy Premier Hon Kim Hames, MLA, is now the Leader of the House in the Legislative Assembly. Hon Troy Buswell, MLA, is now Treasurer; Minister for Transport; Emergency Services. Hon Peter Collier, MLC, is the Minister for Education; Energy; Indigenous Affairs. Hon Terry Redman, MLA, is the Minister for Agriculture and Food; Forestry; Housing. In addition, the following parliamentary secretaries have been appointed. Mr Mike Nahan, MLA, is the Parliamentary Secretary to the Minister for Education; Energy; Indigenous Affairs. Mr Joe Francis, MLA, is the Parliamentary Secretary to the Minister for Finance; Commerce; Small Business. Mr Albert Jacob, MLA, is the Parliamentary Secretary to the Minister for Child Protection; Community Services; Seniors and Volunteering; Women’s Interests; Youth. For the information of members I table a list of the current ministry and the new administrative arrangements between the houses for the representation of ministers. I also add my appreciation for the service of the members for Hillarys, Churchlands and Bateman as cabinet ministers and their very strong contributions to the state. [See papers 5027 and 5028.] [1] .

June 2014 1 MOVING BEYOND 100 YEARS: THE ‘WA APPROACH’ TO NATIONAL PARTY SURVIVAL Abstract Since its formation in 1913, the Western Australian branch of the National Party has faced many challenges to its survival. Electoral reform removing rural malapportionment in 2005 prompted changes in strategic direction, including abandoning coalition with the Liberal Party and creating a discrete image, branding and policy approach. Holding the balance of power after the 2008 election, the Party adopted a post-election bargaining strategy to secure Ministries and funding for its ‘Royalties for Regions’ policy. This ‘WA approach’ is distinctive from amalgamation and coalition arrangements embraced elsewhere in Australia.

Wells Haslem Mayhew: Leadership change All the members of the Wells Haslem team are working John Wells, Chairman on a range of new and exciting projects. A very important shift has taken place at Wells Haslem and is the subject of this edition. For a long time I have thought that the range and diversity of the work within the company required a subtle change in our leadership. While Ben has done a great job in helping guide the company to success over our initial five years, Alexandra has played no small part in its initial success. Therefore the three partners have agreed that Alexandra will become joint CEO with Ben. I will remain chairman and continue to work full time with the rest of the team. Alexandra’s elevation is a good move for the company, it’s a great move for our clients and demonstrates that we reward ability and commitment. Alexandra, along with Ben and I have helped grow the business to the point it is now, and even more importantly, has built strong and enduring client relationships. Along with Alexandra’s elevation to a management role, we will also make a slight change to the name to reflect her position as joint CEO.

AGREEMENT AMENDMENT BILL 2020 Second Reading Resumed from an earlier stage of the sitting. MRS L.M. HARVEY (Scarborough — Leader of the Opposition) [2.56 pm]: I rise to continue my remarks about this amending legislation. I put on the record once again that the position of the Liberal Party room was a consensus position to not oppose this legislation. I would like to get on the record that we do not support the actions of Clive Palmer, which is why we are not opposing this legislation. During question time, I asked the Premier whether he would support a short sharp committee inquiry. It is ridiculous to say that the suggestion of a committee inquiry or that contentious legislation go to a committee to potentially strengthen it is in any way, shape or form showing that the legislation is not supported. That is ridiculous. The amending legislation in front of us is backdated to have effect from 11 August. It was read in just after 5.00 pm yesterday so that Mr Palmer and his lawyers could not get wind of it and could not lodge a writ in court. It needed to be read in yesterday after that opportunity had lapsed. The legislation is backdated to be effective from yesterday, 11 August 2020, at around about 5.00 pm. Should the upper house choose to send it to a committee to potentially strengthen it and ward off a potential High Court challenge, it could be done and dusted by 15 September.

ANZSOG Case Program Off the hook: Western Australia’s shark cull (A) 2015-171.1 For Bryn Martin 10 October 2011 began, like most other days, in the sparkling waters of Cottesloe. The sixty-four year old swam out to a pylon about 400 metres from shore, just as he had done for more than a decade. In one direction, the Indian Ocean stretched uninterrupted to the horizon; in the other, locals and visitors were busy enjoying Perth’s most popular beach. Amongst those on shore were Martin’s wife and family. When he failed to arrive for breakfast as planned, they immediately suspected something was amiss. After more than an hour scanning the area, his wife reported him missing to emergency services. No trace of Bryn Martin could be found, save for a pair of slashed swimming trunks. Witnesses recalled seeing some splashing and a large shadowy shape near where he disappeared. The Western Australian coroner later heard that the damage to his bathing suit was consistent with a shark attack, most likely, a great white. The incident left local residents and the wider community shaken. Cottesloe was where Ken Crew bled to death on the sand after being attacked by a shark in waist-deep water. Onlookers likened the 2000 incident to a scene from the film Jaws and the government issued an immediate but unsuccessful catch-and-kill order.1 Meanwhile, less than a month prior to Martin’s disappearance, twenty-one year old Kyle Burden was attacked by a shark whilst body-boarding in the Margaret River region.

Barton Deakin Brief: WA Ministry 26 September 2016 The Premier of Western Australia, the Hon Colin Barnett MLA, has announced several changes to the WA Ministry. These changes were required after the resignation of two former ministers, Minister for Agriculture and Food and Minister for Transport, Hon Dean Nalder MLA and the Minister for Minister for Local Government, Minister for Community Services, Minister for Seniors and Volunteering, and Minister for Youth, the Hon Tony Simpson MLA. WA Ministerial Arrangements The changes to the WA Ministry are outlined below: The Hon Mark Lewis MLC, Member of the Legislative Council for Mining and Pastoral Region, is the new Minister for Agriculture and Food; The Hon Paul Miles MLA, Member for North Metropolitan Region, is the new Minister for Local Government in addition to his existing role as Minister for Community Services, Minister for Seniors and Volunteering and Minister for Youth; The Hon Bill Marmion MLA, in addition to his role as Minister for State Development and Innovation, adds Transport; The Hon Sean L’Estrange MLA retains the Mines and Petroleum as well as Small Business and adds Finance. The new Ministers were sworn into their new positions by the Governor of Western Australia, HE the Hon Kerry Sanderson AO on Friday. A full list of the WA Ministry is enclosed.
