I provide the following comments for your consideration. In 2008, the Department of Water commissioned the South West Aboriginal Land and Sea Council (SWALSC) to facilitate "in country" workshops with South West Nyungar people to identify and discuss values, concerns and issues associated with water planning and water management. The resultant report, South West regional water plan: Workshops held with the Nyungar community, April 2008 (Attached), summarises many of the social and cultural issues that Aboriginal people would like Government to consider when developing water management plans. I also make the following points in relation to recreation activities within public drinking water source areas. • Many Aboriginal people have a sacred belief in the 'sanctity of water'. As such, land use planners need to be aware and respectful of the spiritual significance of water ways and water source areas. • Places of importance such as sacred sites, birth sites, burial places and ceremonial areas are often associated with, and located next to, water source areas. Many of these places are registered Aboriginal sites and are therefore protected under the proviSions of the Aboriginal Heritage Act 1972 (AHA).

Woodhams): Members, I remain on my feet to provide you with two pieces of information. The Parliament has decided to install a set of solar panels on top of Parliament House. By the end of the year, Parliament will be generating its own electricity on site. There will be 72 panels in all, enough to provide energy to both legislative chambers. I might facetiously suggest that we always have enough light in this house! Mr T.R. Buswell: We’ve got enough hot air! The SPEAKER: Correct, minister! Several members interjected. The SPEAKER: Thanks, members. Hon Barry House, President of the Legislative Council, and I have been planning this project for quite some years. We believe that the location of the 72 solar array panels above this particular chamber, construction of which finished in 1904, will certainly reduce electricity costs in this place. Parliament will undertake other sustainable energy innovations with LED lighting, the use of voltage optimisers and the real time monitoring of electricity, gas and water use. I knew that members would find that information useful. Quirk — That this house condemns the Barnett government for misappropriating funds collected by the emergency services levy for purely administrative purposes instead of for frontline emergency needs, and calls for a system of independent allocation of ESL funds to be implemented as recommended in the first Keelty inquiry. MR J.M. FRANCIS (Jandakot — Minister for Emergency Services) [5.40 pm]: I start by acknowledging members of the opposition who have spoken to this motion; I do not have a list of names with me, but I know the member for Armadale made a contribution last Wednesday before this motion was adjourned. I say from the start that obviously the government does not support the motion brought to the house by the shadow Minister for Emergency Services, the member for Girrawheen, and I will outline the reasons why. Firstly let me say that the wording of the motion — The ACTING SPEAKER (Mr I.M. Britza): Members, if you want to have a conversation, I ask you to leave the chamber, please. Mr J.M. FRANCIS: Firstly let me say that obviously the government will not support this motion and I will outline the reasons why. I do not mean to be provocative by saying this, but I would suggest that the motion is fairly harshly worded and, I would go so far as to say, pretty offensive to both the Fire and Emergency Services Commissioner and the staff of the Department of Fire and Emergency Services, purely through the use of the words “misappropriating funds”.

The Justice Planning and Reform Comittee’s evidence-based approach to medium and long-term planning is contributing to a comprehensive reform, rehabilitation and rebuilding of the prison system. A whole of system approach to reform is essential to ensure much-needed improvements to some parts of our criminal justice system do not unintentionally reduce safety in others. June 2014 1 MOVING BEYOND 100 YEARS: THE ‘WA APPROACH’ TO NATIONAL PARTY SURVIVAL Abstract Since its formation in 1913, the Western Australian branch of the National Party has faced many challenges to its survival. Electoral reform removing rural malapportionment in 2005 prompted changes in strategic direction, including abandoning coalition with the Liberal Party and creating a discrete image, branding and policy approach. Holding the balance of power after the 2008 election, the Party adopted a post-election bargaining strategy to secure Ministries and funding for its ‘Royalties for Regions’ policy. This ‘WA approach’ is distinctive from amalgamation and coalition arrangements embraced elsewhere in Australia.
