A dinner seminar on 15 September 2016 featuring the Chief Justice of the Supreme Court of Western Australia, Hon Wayne Martin QC AC, on the topic ‘Parliament and the Courts’. A panel of five lawyer–MPs including the Speaker, Hon Michael Sutherland MLA, Hon Adele Farina MLC, Dr Tony Buti MLA, Hon Nick Goiran MLC and Hon Peter Katsambanis MLC, provided a parliamentary perspective to the topic. 2. A supper seminar on 20 June 2017 at which the Auditor General of Western Australia, Mr Colin Murphy PSM, addressed the Group on the topic: ‘10 Years of Audit… “Dollars and Sense”’. The WA Chapter contributed to the ASPG working group’s ongoing review of the ASPG website as well as the working group examining the ASPG corporate membership structure. Both Presiding Officers, and a number of parliamentary officers and WA Chapter members, also attended the 2016 ASPG Conference in Adelaide. Corporate Membership Votes at AGM These votes will be exercised by: • Dr Isla Macphail, Legislative Assembly • Ms Rebecca Burton, Legislative Council Finance During the period under review, the WA Chapter received $7,740.00 revenue through membership fees and expended $4,411.20 on event catering. The Chapter has also remitted $2,400.00 of corporate membership fees to the National Executive covering 2015–2016 and 2016–2017 on behalf of the departments of the Legislative Assembly, Legislative Council and Parliamentary Services. One set of fees ($800) was paid before 30 June 2017, and the remaining fees ($1,600.00) were paid after 30 June 2017. As at 30 June 2017, the Chapter’s bank account held $33,440.95. (Corporate membership fees remitted to the National Executive do not appear on this statement.) I provide an assurance that these details are correct. HON JIM CHOWN (Agricultural — Parliamentary Secretary) [5.03 pm]: I think Mr Wandel needs be extremely serious about conducting an unbiased and open discussion with grower shareholders about the best direction and structure that would serve the Agricultural Region, and especially grain growers, well into the future. As I have already discussed, corporatisation of the entity was attempted at the turn of the century, and a fair bit of work was done on that matter. For the information of members, if 75 per cent of the grower shareholders were to decide that the best way forward for the entity would be for it to be corporatised, a bit of work would need to be done within the Parliament. In fact, section 35A(e) of the Bulk Handling Act 1967 would need to be repealed.

Woodhams): Members, I remain on my feet to provide you with two pieces of information. The Parliament has decided to install a set of solar panels on top of Parliament House. By the end of the year, Parliament will be generating its own electricity on site. There will be 72 panels in all, enough to provide energy to both legislative chambers. I might facetiously suggest that we always have enough light in this house! Mr T.R. Buswell: We’ve got enough hot air! The SPEAKER: Correct, minister! Several members interjected. The SPEAKER: Thanks, members. Hon Barry House, President of the Legislative Council, and I have been planning this project for quite some years. We believe that the location of the 72 solar array panels above this particular chamber, construction of which finished in 1904, will certainly reduce electricity costs in this place. Parliament will undertake other sustainable energy innovations with LED lighting, the use of voltage optimisers and the real time monitoring of electricity, gas and water use. I knew that members would find that information useful. Quirk — That this house condemns the Barnett government for misappropriating funds collected by the emergency services levy for purely administrative purposes instead of for frontline emergency needs, and calls for a system of independent allocation of ESL funds to be implemented as recommended in the first Keelty inquiry. FRANCIS (Jandakot — Minister for Emergency Services) [5.40 pm]: I start by acknowledging members of the opposition who have spoken to this motion; I do not have a list of names with me, but I know the member for Armadale made a contribution last Wednesday before this motion was adjourned. I say from the start that obviously the government does not support the motion brought to the house by the shadow Minister for Emergency Services, the member for Girrawheen, and I will outline the reasons why. Firstly let me say that the wording of the motion — The ACTING SPEAKER (Mr I.M. Britza): Members, if you want to have a conversation, I ask you to leave the chamber, please. Mr J.M. FRANCIS: Firstly let me say that obviously the government will not support this motion and I will outline the reasons why. I do not mean to be provocative by saying this, but I would suggest that the motion is fairly harshly worded and, I would go so far as to say, pretty offensive to both the Fire and Emergency Services Commissioner and the staff of the Department of Fire and Emergency Services, purely through the use of the words “misappropriating funds”.

The Justice Planning and Reform Comittee’s evidence-based approach to medium and long-term planning is contributing to a comprehensive reform, rehabilitation and rebuilding of the prison system. Francis Logan Minister for Emergency Services; Corrective Services Community safety is always the first priority for this Government. A whole of system approach to reform is essential to ensure much-needed improvements to some parts of our criminal justice system do not unintentionally reduce safety in others. Electoral reform removing rural malapportionment in 2005 prompted changes in strategic direction, including abandoning coalition with the Liberal Party and creating a discrete image, branding and policy approach. Holding the balance of power after the 2008 election, the Party adopted a post-election bargaining strategy to secure Ministries and funding for its ‘Royalties for Regions’ policy. This ‘WA approach’ is distinctive from amalgamation and coalition arrangements embraced elsewhere in Australia.

McGOWAN (Rockingham — Leader of the Opposition) [4.31 pm]: I move — That the house condemns the state Liberal–National government and the federal Liberal government for making the lives of seniors and pensioners increasingly difficult through increased cost of living and the withdrawal of concessions. The way that both state and federal Liberal governments are treating seniors in our community has become a subject of great debate in Western Australia and Australia more generally in recent weeks. We have heard some unfortunate commentary by some government ministers who imply that seniors are somehow living it up, are on easy street and are being treated overgenerously by the government. We heard the Minister for Transport make some insensitive remarks. The Minister for Seniors and Volunteering made some fairly insensitive remarks about seniors in our community. This has upset seniors across Western Australia. Last Friday I attended a rally at Perth Town Hall, which was organised by 6PR and Channel Seven and the Council on the Ageing. This was a significant event; the many hundreds of people present at this rally last Friday are concerned about the attacks on their living standards by both state and federal governments. They raised a range of concerns about what is happening nationally and what is consequently happening at a state level that is impacting on their quality of life and their capacity to afford to live.
