About Us

South Shore Clean Cities -- headquartered in St. John, -- is a 501(c)(3) nonprofit organization managed by Legacy Environmental Services, Inc., an Indiana Certified Women’s Business Enterprise. Designated as the 71st Clean Cities coalition on June 15, 1999, SSCC is one of the U.S. DOE’s nearly 100 Clean Cities coalitions across the country.

Our Mission

South Shore Clean Cities is a member-based coalition dedicated to promoting fuel - & technology-neutral sustainable transportation and clean energy options in Indiana. We guide our diverse membership base in the public, private and nonprofit sectors to increase the use and implementation of sustainable transportation methods and infrastructure. Our programs improve air quality, promote domestic fuels, strengthen the nation’s energy security, reduce dependence on imported oil and support local jobs and the local economy.

By the Numbers

In the last decade alone, South Shore Clean Cities members have reduced greenhouse gas emissions by 607,000 tons and reduced the number of gasoline gallon equivalents by 93 million gallons. That is the equivalent of removing 175,500 passenger vehicles from the road for one year and eliminating the use of nearly 2 million barrels of oil.

South Shore Clean Cities 2020 Year in Review 6 Indiana VW Mitigation Plan

 On June 24, 2020, SSCC was thrilled to welcome the first electric school bus in the state of Indiana to Carmel Clay Schools. SSCC partnered with our members Blue Bird Corporation, Cummins & MacAllister Transportation on the project, wrote the successful VW grant that made it a reality & serves as the project manager.  On July 9, 2020, SSCC assisted IDEM with the 2020 Indiana VW Electric Vehicle Charging Network RFP Webinar Recording featuring IDEM’s Shawn Seals & SSCC’s own executive director Carl Lisek.

 On August 19, 2020, SSCC members & partners were awarded more than $5.3 million in Indiana Volkswagen Environmental Mitigation Trust Fund grant funds. The committee approved the successful round two onroad & nonroad grant applications, written by SSCC on behalf of its members & partners, who were awarded 16 of the 17 - 94 percent - of the projects. The projects involved a total of 120 vehicles with fueling systems ranging from compressed natural gas to liquid propane gas, clean diesel & electric.  On November 18, 2020, SSCC partners NIRPC & MACOG were awarded $206,000 in VW grants for 24 Level 2 EV charging stations in 18 communities across Northern Indiana. The awards represented 42% of the total grants awarded. SSCC was proud to assist our partners with the successful applications. SSCC also partnered with NIPSCO for an incentive program dubbed Project Plug-IN for this round of grant applications. NIPSCO pledged a cash match of up to $500 for each successful grant application submitted that met eligible criteria. Learn More about the Awards.

 SSCC was selected to be one of four finalists to manage a statewide DC Fast Charging project. A revised application is due in March 2021 & SSCC is working with members &

partners, including utilities, on further developing the program proposal.

South Shore Clean Cities 2020 Year in Review 7 Diesel Emission Reduction Act

 In 2019, SSCC wrote a successful $1.1 million grant application that assisted our members & partners through the U.S. EPA DERA grant program. Building & Moving America is a $4.3 million dollar project that uses engine & vehicle replacements to reduce diesel emissions in the goods movement sector in Northwest Indiana & the Chicagoland region. SSCC communications director Lauri Keagle partnered with Local 219 in Fall 2020 to produce & direct a video highlighting the successful projects, shooting on site with grant recipients at The Port of Indiana-Burns Harbor, Homewood Disposal, Wendella Boats & Welsch Ready Mx.  In September 2020, the U.S. Environmental Protection Agency (EPA) announced grant opportunities for clean air projects that will significantly reduce diesel emissions from nonroad vehicles & equipment across Indiana through the Diesel Emissions Reduction Act (DERA) funding program. On January 13, 2021 we learned of the successful awarding of more than $2.2 million in U.S. EPA DERA funds for our members & partners, including Bulk Equipment (Nonroad Trucks), G.E. Marshall (Excavators), RH Marlin (Construction Cranes), Indiana Pickling (Railcar Mover), Metro Ports (Material Handler & Loaders) & US Aggregates (Nonroad Trucks & Loader) totaling 17 vehicles. South Shore Clean Cities 2020 Year in Review 8 IN Office of Energy Development

 On July 17, 2020, The Porter County Sheriff’s Office celebrated the addition of 11 new hybrid squad cars to its fleet during a press conference with project partners. SSCC wrote the successful Indiana Office of Energy Development’s Indiana Rural Energy Innovation grant application & serves as project manager for the project. The hybrid squads were purchased from SSCC member Lake Shore Motors & the Sheriff’s Office will fuel the vehicles with E15 from SSCC member Family Express to further reduce emissions.  On October 23, 2020, First United Methodist Church of Crown Point celebrated its new warming/cooling center, made possible in part by a successful $35,000 grant application written by SSCC on behalf of the church to the Indiana Office of Energy Development. The project is a combined effort between the Crown Point Emergency Management Agency, the Indiana Office of Energy Development, SSCC & First United Methodist Church. Click Here to Learn More.

 SSCC wrote successful applications through the IOED Public Safety Resilience grant to enhance resilience through reinforcing infrastructure, technology enhancements, diversified energy resources & critical planning. Grants were awarded to City of Valparaiso, City of Hobart, Town of Cedar Lake, Town of Dune Acres, City of Whiting & Ports of Indiana totaling $235,818.40.

 SSCC also wrote successful applications through the IOED Clean Community Challenge grant that recognizes & rewards Indiana cities, towns, & counties for proactively managing environmental impacts associated with governmental operations. Grants were awarded to the

Town of Highland, School City of Hammond & Disabled American Veterans totaling $120,000.

South Shore Clean Cities 2020 Year in Review 9 Michigan to Montana (M2M)

The Michigan to Montana (M2M) I-94 Clean Fuel Corridor project seeks to ensure a 1,500-mile span on interstate 94 from Port Huron, Michigan to Billings, Montana will have adequate fueling sites to serve alternative fuel & electric vehicle driver needs.

The M2M project, led by Gas Technology Institute through a $4.9 million U.S. Department of Energy grant awarded in December 2016, is being facilitated in partnership with Clean Cities Coalitions along the M2M route.

In September 2020, SSCC & project partners were featured on an episode of “MotorWeek”. SSCC was happy to facilitate the shoot with the “MotorWeek” crew, which features our member Ozinga’s CNG station in Gary. Click Here to View the Segment.

The M2M project also has new Facebook & Twitter pages, created over the summer with

interns from Chicago Area Clean Cities, South Shore Clean Cities & Wisconsin Clean Cities.

South Shore Clean Cities 2020 Year in Review 10 VCI-MUD Project

SSCC is pleased to partner with The Center for Sustainable Energy, along with 12 other Clean Cities coalitions & a host of other project partners on the Vehicle Charging Innovations for Multi-Unit Dwelling (VCI-MUD) project, a three-year project with funding from the U.S. Department of Energy Vehicle Technologies Office.

Although plug-in electric vehicle (PEV) adoption is accelerating nationwide, apartment & condominium residents face difficulties in access to PEV charging stations.

Together, the project team will engage stakeholders to document barriers to MUD & residential curbside charging stations, demonstrate innovative technologies that address barriers, compile project findings in an easy-to-use toolkit & disseminate the toolkit across

South Shore Clean Cities 2020 Year in Review 11 Northern Indiana Green Fleet Program

South Shore Clean Cities manages the Northern Indiana Green Fleet Program for our local metropolitan planning organizations, the Michiana Area Council of Governments (MACOG) & the Northwestern Indiana Regional Planning Commission (NIRPC). The goal of the program is to significantly improve the environmental performance of business & government vehicle fleets across each respective MPO’s territory through diesel retrofits & other strategies.

South Shore Clean Cities works with and guides over 176 municipal, county, school & university member fleets to help mitigate barriers preventing the adoption of alternative fuels and advanced technology vehicles while creating policies supporting petroleum and vehicle-emission reductions.

Becoming a Northern Indiana Green Fleet provides:

 Educational opportunities including fuel and technology workshops, trainings and seminars  Recognition and certification for fleet leaders who have taken steps to improve environmental performance and efficiency  Branding and promotional tools to help fleets leverage their earned certification status  Informational resources including current technology options, market conditions, laws and incentives  Connections with vendors offering alternative fuel vehicles, equipment, conversion incentive programs

 Professional consultation including fleet assessment and emissions quantification

South Shore Clean Cities 2020 Year in Review 12 Green Fleet Program Successes

Below are successes achieved in 2020 through the Green Fleet program in the NIRPC region.

SSCC secured funding for a number of firsts in the NIRPC region:  The first electric school bus: Crown Point Community School Corporation  The first electric transit buses: Gary Public Transportation Corporation  The first electric railcar mover: Port of Indiana - Burns Harbor  The first hybrid police squad cars in the state: Porter County Sheriff’s Department

SSCC secured police, fire and security vehicles through the IOED Public Safety Resiliency Grant for the City of Valparaiso Police, City of Hobart Fire, Town of Cedar Lake Fire & Police, Town of Dune Acres, City of Whiting Police, and Port of Indiana - Burns Harbor.

SSCC secured two E85 vehicles for the Disabled American Veterans, a propane fueling station for the School City of Hammond and LED streetlight retrofits for the Town of Highland through the IOED Clean Community Challenge.

SSCC secured electric school buses for Crown Point Community Schools, Propane school buses for the School City of Hammond, Lake Central School Corporation & Michigan City Area Schools, and CNG ready mix truck repowers for Ozinga Ready Mix through the VW onroad & nonroad funding.

SSCC secured a clean diesel front end loader for Frick Services, Inc. and an electric shuttle wagon for ArcelorMittal Burns Harbor through the VW DERA Option funding.

SSCC secured Level II chargers through the VW funds in 2020. The stations will be located in Crown Point, Gary, Lake Station, Michigan City, Whiting, Hammond, Portage, Burns Harbor, Highland, Merrillville and Munster in the NIRPC region. View the Press Release.

Through the Green Fleet program, NIRPC & SSCC secured a total of $7.4 million in grant funding.

South Shore Clean Cities 2020 Year in Review 13 Green Fleet Program Successes

Below are successes achieved in 2020 through the Green Fleet program in the MACOG region.

SSCC secured a materials recovery facility upgrade for Recycling Works through the IDEM Recycling Challenge grant.

SSCC secured CNG plow/dump trucks for the City of South Bend, clean diesel school buses for Penn-Harris- Madison School Corporation, CNG ready mix truck repowers for Ozinga Ready Mix, CNG transit buses for South Bend Public Transportation Corporation, and propane school buses for Wa-Nee Community School Corporation through VW onroad & nonroad funding.

SSCC secured Level II chargers through the VW funds in 2020. The stations will be located in Culver, Elkhart, Goshen, Mishawaka, Plymouth, South Bend and Warsaw in the MACOG region. View the Press Release.

Through the Green Fleet program, MACOG & SSCC secured a total of $2.3 million in

grant funding.

South Shore Clean Cities 2020 Year in Review 14 Vehicle Emission Testing Program

On February 7, 2020, members of the public were invited to a discussion about automobile emissions testing that covered the program’s history in Lake & Porter counties, the reason behind it, the funding associated with it and the consequences of ending it. The program also included information on financial assistance available to residents whose vehicles fail the test.

The event was hosted by the Northwestern Indiana Regional Planning Commission Environmental Management Policy Committee - South Shore Clean Cities sits on the steering committee - at the NIRPC office in Portage, IN. Panelists included Francisco Acevedo of the U.S. Environmental Protection Agency, Scott Deloney of the Indiana Department of Environmental Management, Kathy Luther of NIRPC and SSCC board member Jennifer Sanders of Opus Insepction/Envirotest Systems. SSCC Communications Director Lauri Keagle served as moderator for the event. Read the Story in the

South Shore Clean Cities 2020 Year in Review 15 NIRPC Air Quality Campaign

NIRPC in partnership with SSCC ran its Region Man air quality campaign from May through October 2020 with tips for the Air Quality Action Season. The campaign followed SSCC’s work with Purdue University students creating the campaign’s central character, Region Man, as part of a senior project Resulting in a Video produced in partnership with SSCC & NIRPC.

The campaign featured educational billboards, radio commercials & a Facebook Page. SSCC worked with NIRPC to ensure the billboards reflected ethnic, gender & age diversity. SSCC continues to work with NIRPC staff to update the NIRPC clean air Website, and continue managing the program through marketing & public relations.

South Shore Clean Cities 2020 Year in Review 16 NWI Partners for Clean Air

 SSCC manages all marketing & public relations for NWI Partners for Clean Air & serves on the Steering Committee through a contract between SSCC & NIRPC.

 In May 2020, SSCC worked with the IDEM press office to write and issue a press release announcing the winners of Partners for Clean Air’s first ever scholarship award winners.  In July 2020, the Partners for Clean Air steering committee met virtually and decided to convert the in person 2020 Luncheon & Awards Ceremony to a virtual event. SSCC was requested to facilitate the virtual event due to our experience with past virtual events. SSCC worked with the IDEM press office to write a press release announcing the virtual awards ceremony, and on August 7 facilitated the ceremony to recognize the Region’s top air quality leaders. serve on the Steering Committee and attend their monthly meetings.

South Shore Clean Cities 2020 Year in Review 17 Sustainable Solutions Virtual Seminar

On October 27, 2020, the City of South Bend Office of Sustainability, the Michiana Area Council of Governments & SSCC hosted the Sustainable Solutions Virtual Seminar. Attendees heard from Brian Mormino with Cummins, Kelly Weger with the Purdue University Manufacturing Extension Partnership & Therese Dorau and Adam Parsons from the City of South Bend Office of Sustainability about how they implemented sustainable practices in their operations. The event also featured a virtual tour of South Bend’s Howard Park. Jill Scicchitano with the South Bend | Elkhart Regional Partnership served as moderator for the seminar. Watch the Recording. South Shore Clean Cities 2020 Year in Review 18 NWI Forum Ignite the Region

SSCC Executive Director Carl Lisek was thrilled to appear in a video shot by We Create Media highlighting SSCC’s role in infrastructure in the Region as part of the NWI Forum’s Ignite the Region Event on September 17, 2020. Carl shot the video at our member NIRPC’s headquarters in Portage and our member Ozinga’s Gary location. The video also featured Ian Hirt of our member the Port of Indiana-Burns Harbor. In late 2017, multiple organizations and communities in Northwest Indiana launched an ambitious effort to develop the first economic development strategic plan for the seven-county region, including Lake, Porter, LaPorte, Newton, Jasper Pulaski, and Starke. A broad coalition of regional partners and stakeholders came

together to guide and inform this initiative.

South Shore Clean Cities 2020 Year in Review 19 USDA HBIIP Grants

 SSCC assisted members and partners with applications for the USDA’s Higher Blends Infrastructure Incentive Program in June 2020. The purpose of this program is to increase significantly the sales & use of higher blends of ethanol & biodiesel by expanding the infrastructure for renewable fuels derived from U.S. agriculture products. The program is also intended to encourage a more comprehensive approach to market higher blends by sharing to costs related to building out biofuel-related infrastructure.

 On November 13, 2020 SSCC was thrilled to celebrate with its members CountryMark & Ceres Solutions Cooperative as they announced Jasper County will soon have its first E15 fueling station. The project was made possible thanks in part to a successful grant application written by SSCC to the USDA’s Higher Blends Infrastructure Incentive Program on behalf of their members.  On December 21, 2020 the USDA again announced the availability of up to $22 million in competitive grants to eligible entities designed to expand the sales & use of renewable fuels under the Higher Blends Infrastructure Incentive Program. South Shore Clean Cities 2020 Year in Review 20 Outreach, Education & Trainings

SSCC hosted multiple virtual and in-person workshops, meetings, conferences, Webinars and training sessions in 2020 in an effort to increase knowledge of sustainable transportation and energy options, best practices, cost savings & funding opportunities and to allow our members to network with one another to learn from other members’ successes.

SSCC hosted 19 virtual and in-person events in 2020 with members and partners and participated in multiple others organized by our members and partners, all of which focused on outreach and education to share our message of reducing dependence on petroleum and increasing the use and implementation of sustainable, domestic transportation methodologies and technologies.

SSCC worked with our network of more than 300 local, state and national media partners -- including national trade publications -- to share the success stories of our members and partners.

In 2020 alone, SSCC developed 14 press releases and was featured in over 56 news articles highlighting the SSCC members and stakeholders.

South Shore Clean Cities 2020 Year in Review 22 Annual Conference & Expo

SSCC hosted its Annual Conference & Expo on February 25, 2020 which drew more than 300 leaders in the public, private & nonprofit sectors and was expanded to include twice the exhibit space, with one exhibit hall dedicated solely to indoor vehicle & equipment displays. Educational breakout session topics included commercial fleet & fuel options, government fleet & fuel options, electric vehicles, electric vehicle charging infrastructure, telematics & idle-reduction technologies and school & transit fleets. SSCC members were celebrated for their efforts to reduce greenhouse gas emissions and gasoline gallon equivalents in 2019. Collectively, the top five member organizations (pictured below) displaced 7.1 million gallons of gasoline - which the U.S. EPA stated has the same impact as removing the emissions from 13,400 passenger vehicles from the road for one year. South Shore Clean Cities 2020 Year in Review 23 National Drive Electric Week

SSCC hosted two National Drive Electric Week Virtual Electric Vehicle Experiences this year on September 29 with the Michiana Area Council of Governments and on October 1 with the Northwestern Indiana Regional Planning Commission. Members, partners and the general public had the opportunity to virtually get behind the wheel and experience electric vehicle driving in a experience like no other. Electric vehicle owners and local dealerships shared their experiences and knowledge about electric vehicle driving. SSCC also provided information about which electric vehicles are available in the Region, how and where to find electric vehicle charging stations, what purchasing incentive are available and more.

SSCC hosted its 8th Annual Clean Air Golf Outing on September 15, 2020 at the beautiful White Hawk Country Club in Crown Point, IN. SSCC Executive Director Carl Lisek hosts “Green Fleet Radio,” a weekly radio show airing three times each Wednesday on Lakeshore Public Radio. The show began airing in January 2018.

The show features Carl interviewing guests on topics pertaining to SSCC’s mission to broaden awareness of sustainable transportation projects & options.

The show is made possible by funding from the Northwestern Indiana Regional Planning Commission & includes one NIRPC staff member as a guest each
