    The #1bru1Vote Manifesto Also petition text Call for the right to vote in Brussels-Capital Region elections for all Brussels residents “One Brusseleir One Vote!” On 26 May 2019, as the Brussels-Capital Region celebrates its 30 years of existence, citizens of Brussels-Capital will vote to elect the assembly of this city-region – the Brussels-Capital Parliament. But not all residents of Brussels, or Brusseleirs, will be able to vote! 1 in 3 Brussels-Capital residents – or 415,000 people – are denied the right to vote, and are prevented from taking an active political role, because they are non-Belgian. These 280,000 European Union citizens and 135.000 citizens with other nationalities are second- class citizens in this city-region, since they are excluded from the democratic process. And yet they are Brusseleirs like everyone else—who live, love, work, study, pay taxes and contribute in so many ways to make Brussels-Capital a better home for everyone. These 415,000 Brusseleirs who are excluded, do not have a say on decisions that affect their day-to-day lives, such as mobility and public transport, urban planning and heritage, parks and green spaces, waste and recycling, infrastructure and public works, pollution and air quality, energy and sustainable development, family allocations and education as well as budget. It is true that all inhabitants of Brussels-Capital, regardless of nationality, can vote in local « communal elections ». But this is an insufficient right because it is fragmented across the 19 communes. While it is at the level of the Brussels-Capital Region, one of the three federal entities in Belgium, that Brusseleirs' life is really organized, and that significant decisions - and policy-making take place.

The weight of the social Jean-Gabriel Contamin (CERAPS-University of Lille) Martine Legris-Revel (CERAPS- University of Lille) Thomas Léonard (CERAPS- University of Lille) Thomas Soubiran (CERAPS- University of Lille) Abstract In February 2014, a collective was created under the name "Pas Question" in order to challenge the "Wathelet plan" which modifies certain air routes around Brussels-National airport. This group immediately mobilizes a diverse set of citizens around various modes of action (signing online petitions, filing complaints, sending letters to the authorities ...). A few months later, twelve defense associations for the victims of noise pollution linked to air traffic at the National airport created a common platform of four demands addressed to political decision-makers. This mobilization is not without success since in July 2014 a court orders the cessation of certain air routes provided for in the plan and that in April 2015 the Michel government opts for the return to the old procedures. However, going back to old air routes also means moving nuisances to other populations. The challenge of this communication would be to question the success of this mobilization which combines online actions and offline action in return for the failure of potential counter-movements.

So to arrange things that the surveillance is permanent in its effects, even if it is discontinuous in its action; that the perfection of power should tend to render its actual exercise unnecessary; that this architectural apparatus should be a machine for creating and sustaining a power relation independent of the person who exercises it; in short, that the inmates should be caught up in a power situation of which they are themselves the bearers. To achieve this, it is at once too much and too little that the prisoner should be constantly observed by an inspector: too little, for what matters is that he knows himself to be observed; too much, because he has no need in fact of being so. In view of this, Bentham laid down the principle that power should be visible and unverifiable. Visible: the inmate will constantly have before his eyes the tall outline of the central tower from which he is spied upon. Unverifiable: the inmate must never know whether he is being looked at at any one moment; but he must be sure that he may always be so.
