Today, Malay has grown into one of the largest languages in the world, with over 250 million users. Remarkable because Malay never was the largest language in the area (Javanese, Sundanese) nor was it centrally located. Inevitable because whenever it counted, there was no alternative. LANGUAGE SIZE: FACTORS Endangered languages: Factors that lead to endangerment (Brenzinger 1991) Discussion of factors that make a language large have focused on individual speaker choice Today’s point: Languages grow large primarily as a result of them being adopted & promoted by a powerful state Speaker take-up is an epiphenomenon of that. It was predicted over 30 years ago that the Cocos Malay language faced extinction, perhaps even within the timeframe of one generation. Two possible threats to the Cocos Malay language were identified. It was felt that English, as the language of power, may replace the Cocos Malay language. The other possibility was language convergence, where Cocos Malay would be subsumed by another, larger Malay dialect. With these issues in mind, I explore developments in the Cocos Malay language since the Islands’ full integration with Australia in 1984. Drawing from extensive ethnographic work and linguistic research into Cocos Malay I also refer to the work of other researchers to analyse how the Cocos Malay language has developed over the past 30 years, in a time of great social change. I argue that integration with Australia and attempts at assimilation have resulted in social dynamics where Cocos Malay language remains a defining marker of Cocos Malay identity positioning. -

09 JUL 1997 Malay Studies MALAY STUDIES CHAIR AT VICTORIA UNIVERSITY By: Azman Hashim WELLINGTON, July 9 (Bernama) -- The Malay Studies Chair at Victoria University of Wellington (VUW) here will accept its first batch of students for the degree in Malay Studies in February next year. Profesor Hood Salleh, who holds the Malay Studies Chair UVW, said the group of 15 students of various races would begin their studies in English at the Asia Studies Institute which would be under the university's Faculty of Humanities and Social Science. He said so far the VUW had approved the "Asia 202 : Malay World and Civilisation" course which was taught to second year students after they had obtained six or 12 credit hours in other fields. "After that we will follow it up with the Bahasa Malaysia course which we are preparing," he told Bernama after attending a meeting between Information Minister Datuk Mohamed Rahmat and Malaysian students studying at various universities here. Mohamed, who is on a five-day visit to New Zealand since Sunday,arrived from Auckland yesterday to continue with his itinerary here. Prof Hood, former associate director of the Institute of Environment and Development, Universiti Kebangsaan Malaysia (UKM) said the first batch of Malay Studies Honours Graduates would emerge in four years from the date the course began. Apart from the first degree students, the VUW Malay Studies Chair, had also accepted applications from three students for a course leading to the Masters degree and one for the Ph D, he said. "So far I am the only lecturer but I have applied to get another person to teach the Malay language," he said. -

We first sketch the background of the origins of the language in terms of intense contact and multilingual transfer; then analyze the forces that led to a significant language shift and consequent loss, as well as the factors responsible for the recent survival of the language. In doing so we focus in particular on the ideologies of language upheld within the community, as well as on the role of external agents in the lifecycle of the community. 1. THE FORMATIVE PERIOD. The community of Malays in Sri Lanka1 is the result of the central practices of Western colonialism, namely the displacement of subjects from one colonized region to another. Language Use and Attitudes As Indicators of Subjective Vitality: the Iban of Sarawak, Malaysia

A survey of 200 respondents in the Song district was conducted. To determine the objective eth- nolinguistic vitality, a structural analysis was performed on their sociolinguistic backgrounds. The results show the Iban language dominates in family, friend- ship, transactions, religious, employment, and education domains. The language use patterns show functional differentiation into the Iban language as the “low language” and Malay as the “high language”. The respondents have positive at- titudes towards the Iban language. The dimensions of language attitudes that are strongly positive are use of the Iban language, Iban identity, and intergenera- tional transmission of the Iban language. The marginally positive dimensions are instrumental use of the Iban language, social status of Iban speakers, and prestige value of the Iban language. Inferential statistical tests show that language atti- tudes are influenced by education level. However, language attitudes and useof the Iban language are not significantly correlated. By viewing language use and attitudes from the perspective of ethnolinguistic vitality, this study has revealed that a numerically dominant group assumed to be safe from language shift has only medium vitality, based on both objective and subjective evaluation. -

SERCOMBE Ethno-Linguistic Change among the Penan of Brunei Some Initial Observations* Introduction Negara Brunei Darussalam (henceforth Brunei) is a small multi-ethnic, multilingual country. The official language is Brunei Malay, and three other dialects of Malay are spoken as well as seven non-Malay isolects (Nothofer 1991:151); among this latter group Iban, Mukah and Penan are considered immigrant to Brunei. The Penan language spoken in Brunei is of the eastern variety1, used by those Penan who occur to the east of the Baram River in Sarawak and within the Kenyah subgroup (Blust 1972:13). Aim This paper aims to examine some non-Penan lexical and discourse features that have been noted in current language use in the Penan language of Brunei (henceforth Sukang Penan), and to compare these with a similar situation in Long Buang Penan in neighbouring Sarawak.2 The main concern here is to show the discrepancy between the position of discrete lexical items and the use of lexis in spontaneous discourse in Sukang. To my knowledge (and Langub's, personal communication) there presently exist no in-depth studies relating to the Penan language varieties of Borneo. Reid University of Hawai`i National Museum of the Philippines Abstract With recent claims from non-linguists that there is no such thing as an Austronesian language family, and that Philippine languages could have a different origin from one that all comparative linguists claim, it is appropriate to revisit the claims that have been made over the last few hundred years. Each has been popular in its day, and each has been based on evidence that under scrutiny has been shown to have problems, leading to new claims. This presentation will examine the range of views from early Spanish ideas about the relationship of Philippine languages, to modern Bayesian phylogenetic views, outlining the data upon which the claims have been made and pointing out the problems that each has. 1. Introduction Sometime in 1915 (or early 1916) (UP 1916), when Otto Scheerer was an assistant professor of German at the University of the Philippines, he gave a lecture to students in which he outlined three positions that had been held in the Philippines since the early 1600’s about the internal and external relations of Philippine languages. He wrote the following: 1. As early as 1604, the principal Philippine languages were recognized as constituting a linguistic unit. 2. Since an equally early time the belief was sustained that these languages were born of the Malay language as spoken on the Peninsula of Malacca. -

This paper discusses the language vitality of the Sihan or Sian community in Sarawak. Vitality of language refers to the ability of a language to live or grow. The language vitality of the Sihans was investigated using a field survey, observation and interviews. The output of the field survey was analysed using the nine criteria of language vitality, outlined in the UNESCO Expert Meeting in March, 2003 (Lewis 2006, 4; Brenzinger et al. 2003). The nine criteria include intergenerational language transmission, absolute number of speakers, proportion of speakers within the total population, trends in existing language domains, response to new domains and media, materials for language education and literacy, language attitudes and policies, community members' attitudes toward their own language and the amount and quality of documentation (Brenzinger et al. 2003, 7–17). The data from the survey were supported by the data obtained from observation and interviews. The findings of the study reveals that the Sihan language is under threat as it does not fulfil UNESCO's nine criteria of language vitality. Furthermore, this study explored the factors that influence on the mastery of Malay language. The survey method was used to distribute questionnaires among 100 Chinese students. The findings show that Chinese students are still weak in the knowledge of Malay language grammar (N= 1.96; SD= 0.46). This specifies that Chinese students are still incapable of producing good essays and are profoundly influenced by the mother tongue. Their roots are weak in Malay due to their attitude, lack of teaching aids, teachers' attitudes and parental attitudes. Therefore, all parties need to play a role in helping to improve the mastery of the Malay grammar of Chinese students. This helps them not to stay out of the lesson, especially in Malay language subjects. Kinzer Chair of the Supervisory Committee: Dr. Christina Sunardi Music In this dissertation, I show how Malay-identified performing arts are used to fold in Malay Muslim identity into the urban milieu, not as an alternative to Kuala Lumpur’s contemporary cultural trajectory, but as an integrated part of it. I found this identity negotiation occurring through secular performance traditions of a particular instrument known as the gambus (lute), an Arabic instrument with strong ties to Malay history and trade. During my fieldwork, I discovered that the gambus in Malaysia is a potent symbol through which Malay Muslim identity is negotiated based on various local and transnational conceptions of Islamic modernity. My dissertation explores the material and virtual pathways that converge a number of historical, geographic, and socio-political sites—including the National Museum and the National Conservatory for the Arts, iv Culture, and Heritage—in my experiences studying the gambus and the wider transmission of muzik Melayu (Malay music) in urban Malaysia. I argue that the gambus complicates articulations of Malay identity through multiple agentic forces, including people (musicians, teachers, etc.), the gambus itself (its materials and iconicity), various governmental and non-governmental institutions, and wider oral, aural, and material transmission processes. -
