Today, Malay has grown into one of the largest languages in the world, with over 250 million users. Remarkable because Malay never was the largest language in the area (Javanese, Sundanese) nor was it centrally located. Inevitable because whenever it counted, there was no alternative. LANGUAGE SIZE: FACTORS Endangered languages: Factors that lead to endangerment (Brenzinger 1991) Discussion of factors that make a language large have focused on individual speaker choice Today’s point: Languages grow large primarily as a result of them being adopted & promoted by a powerful state Speaker take-up is an epiphenomenon of that. INSULAR SEA: THE MALAY ARCHIPELAGO MALAY VERSUS MALAYSIA Malaysia has 2 land masses: Northern Borneo “Dayak languages”: Iban, Kadazandusun, etc. “Malay peninsula” Aslian languages: Austroasiatic Coastal Borneo & Sumatra as the Malay homeland LANGUAGES OF SUMATRA INSULAR SEA AT THE START OF THE COLONIAL PERIOD Portuguese arrival 1509 in search of the spice islands They discovered that 1 language was understood across the archipelago: Malay Q:Why was this so? How did it get that way? What had made this language, Malay into the lingua franca of the archipelago long before the arrival of the Europeans? Language Use and Attitudes As Indicators of Subjective Vitality: the Iban of Sarawak, Malaysia

A survey of 200 respondents in the Song district was conducted. To determine the objective eth- nolinguistic vitality, a structural analysis was performed on their sociolinguistic backgrounds. The results show the Iban language dominates in family, friend- ship, transactions, religious, employment, and education domains. The language use patterns show functional differentiation into the Iban language as the “low language” and Malay as the “high language”. The respondents have positive at- titudes towards the Iban language. The dimensions of language attitudes that are strongly positive are use of the Iban language, Iban identity, and intergenera- tional transmission of the Iban language. The marginally positive dimensions are instrumental use of the Iban language, social status of Iban speakers, and prestige value of the Iban language. Inferential statistical tests show that language atti- tudes are influenced by education level. However, language attitudes and useof the Iban language are not significantly correlated. By viewing language use and attitudes from the perspective of ethnolinguistic vitality, this study has revealed that a numerically dominant group assumed to be safe from language shift has only medium vitality, based on both objective and subjective evaluation. -

Traditionally the avatars of highland tropical forests, today they are displaced, in a foreign setting, forced to pick up new trade and skills to survive the demands of national economic advancement. Forced relocation did not promise jobs, but necessity of survival forced them to submit to menial jobs at construction sites and plantations to ensure that food is available for the household. Today, a new model of social entrepreneurship is introduced to the Penan to help access their available skills and resources to encourage the development of business endeavors to ensure inclusive development and sustainable livelihood of the Penan. Interviews and field observation results analysed show that the Penan are not afraid of setting their own markers in the business arena. Further analysis of the situation show that the success of the business is reliant not just on the resilience and hard work of the Penan but also the friendly business environment. They need conservation due to their situations as endemic languages. Their decline could be attributed to the fact that they often do not possess significant roles in the public domains. As a result, their speakers see little rewards or prestige for maintaining them. In Indonesian and Malaysian constitutions there is a spirit for protecting heritage languages. However, their executions, through national laws, might not have provided adequate protection for the heritage languages. As heritage languages keep declining, a policy revision needs to be given consideration. A heritage language may better survive if it has some functions in the public domains. Thus, to conserve the heritage languages, there is a need for the revision of language policy, so that these languages may have roles in the public domains, with varying scope, depending on their size. Large regional languages may be given maximum roles in the public domains, while smaller regional languages may be given smaller roles. Language conservation areas could be developed, where heritage languages serve as co-official languages, besides the national language. These areas may range from a district to a province or a state. Affixes, Austronesian and Iconicity in Malay
GEOFFREY BENJAMIN Affixes, Austronesian and iconicity in Malay In this paper I present materials that were left undiscussed in an earlier study (Benjamin 1993) on the historical sociolinguistics of Malay verbal affixation.1 Here, I say more about the possible history of Malay (both internal and exter- nal) and about the evidence for phonic – or, more strictly, oral-gesture – iconic- ity in its morphological apparatus. I also say something about certain affixes that were not discussed in the earlier paper. A wide range of present-day language varieties are covered by the label ‘Malay’.2 The sociolinguistically ‘Low’ codes consist of the dialects of the vari- ous Aboriginal-Malay groups and the non-aristocratic varieties of the Local- Malay dialects spoken by the Malays (Orang Melayu) proper. But there are also the ‘High’ codes, consisting of the varieties of Local Malay used by aris- tocrats (and those addressing them) and the standardized modern national languages known as Bahasa Malaysia and Bahasa Indonesia. (By governmen- tal decisions, the national languages of Brunei and Singapore – there called Bahasa Melayu – have remained practically identical with Malaysian.) SERCOMBE Ethno-Linguistic Change among the Penan of Brunei Some Initial Observations* Introduction Negara Brunei Darussalam (henceforth Brunei) is a small multi-ethnic, multilingual country. The official language is Brunei Malay, and three other dialects of Malay are spoken as well as seven non-Malay isolects (Nothofer 1991:151); among this latter group Iban, Mukah and Penan are considered immigrant to Brunei. The Penan language spoken in Brunei is of the eastern variety1, used by those Penan who occur to the east of the Baram River in Sarawak and within the Kenyah subgroup (Blust 1972:13). Aim This paper aims to examine some non-Penan lexical and discourse features that have been noted in current language use in the Penan language of Brunei (henceforth Sukang Penan), and to compare these with a similar situation in Long Buang Penan in neighbouring Sarawak.2 The main concern here is to show the discrepancy between the position of discrete lexical items and the use of lexis in spontaneous discourse in Sukang. To my knowledge (and Langub's, personal communication) there presently exist no in-depth studies relating to the Penan language varieties of Borneo. Reid University of Hawai`i National Museum of the Philippines Abstract With recent claims from non-linguists that there is no such thing as an Austronesian language family, and that Philippine languages could have a different origin from one that all comparative linguists claim, it is appropriate to revisit the claims that have been made over the last few hundred years. Each has been popular in its day, and each has been based on evidence that under scrutiny has been shown to have problems, leading to new claims. This presentation will examine the range of views from early Spanish ideas about the relationship of Philippine languages, to modern Bayesian phylogenetic views, outlining the data upon which the claims have been made and pointing out the problems that each has. 1. Introduction Sometime in 1915 (or early 1916) (UP 1916), when Otto Scheerer was an assistant professor of German at the University of the Philippines, he gave a lecture to students in which he outlined three positions that had been held in the Philippines since the early 1600’s about the internal and external relations of Philippine languages. He wrote the following: 1. As early as 1604, the principal Philippine languages were recognized as constituting a linguistic unit. 2. Since an equally early time the belief was sustained that these languages were born of the Malay language as spoken on the Peninsula of Malacca. -

This paper discusses the language vitality of the Sihan or Sian community in Sarawak. Vitality of language refers to the ability of a language to live or grow. The language vitality of the Sihans was investigated using a field survey, observation and interviews. The output of the field survey was analysed using the nine criteria of language vitality, outlined in the UNESCO Expert Meeting in March, 2003 (Lewis 2006, 4; Brenzinger et al. 2003). The nine criteria include intergenerational language transmission, absolute number of speakers, proportion of speakers within the total population, trends in existing language domains, response to new domains and media, materials for language education and literacy, language attitudes and policies, community members' attitudes toward their own language and the amount and quality of documentation (Brenzinger et al. 2003, 7–17). The data from the survey were supported by the data obtained from observation and interviews. The findings of the study reveals that the Sihan language is under threat as it does not fulfil UNESCO's nine criteria of language vitality. They belong to the Austronesian group of speakers and are similar in appearance to other indigenous groups in Sarawak.
