É com grande satisfação que me dirijo aos participantes nesta 2ª Conferência Internacional – Produção do Conhecimento Científico em Timor-Leste, organizada sob a direção do Prof. Doutor Vicente Paulino da Unidade de Produção e Disseminação do Conhecimento do Programa de Pós-Graduação e Pesquisa, em parceria com a Faculdade de Educação, Artes e Humanidades da UNTL. Esta II Conferência Internacional sucede à 1ª edição, organizada entre 13 e 15 de agosto de 2014, então sob minha coordenação juntamente com o Doutor Vicente Paulino, cujas Atas editadas em 2015, condensam 43 textos repartidos por 5 secções. Desta feita prevêem-se 70 comunicações no conjunto das sessões plenárias e temáticas, ao longo dos dias 27, 28 e 29 de Julho. Infindo é o caminho do conhecimento, Humano (conhecido taxonomicamente como Homo sapiens vem do latim "homem sábio", e também chamado de pessoa, gente ou homem) pois que se sabemos algumas coisas, terá sido com temerário despudor que nos designámos com nome científico e, a verdade é que não sabemos, sequer imaginamos, o que não sabemos ou o que nos falta saber. Não sabemos o que não sabemos, e tal não se configura como um pleonasmo mas antes é uma injunção de que decorre a abertura ilimitada do processo de conhecimento universal num universo que nem sabemos se é único embora o postulemos como tal. ―Da douta ignorância‖ é título e tema que o cardeal e filósofo Nicolau de Cusa, doutor em Direito Canónico, deixou expresso já em 1440 e assim nos legou, significando uma ignorância informada dos seus próprios limites e fragilidades - condição de humildade intrínseca aos primórdios do humanismo renascentista e da emergência da Ciência moderna que atualmente um novo paradigma estabelece como associada aos Descobrimentos portugueses, de par com o Heliocentrismo de Copérnico e Galileu que removeu o Geocentrismo ptolomaico, até então doutrina totalizante. Já vai longo o caminho de descentragem sucessiva do homem na sua soberba, operado pelo conhecimento científico: primeiro o héliocentrismo descentrou a Terra do Universo e mesmo do Sistema Solar; depois a Teoria da Evolução por seleção natural, pelas mãos de Malthus e Darwin descentrou o sapiens como destino e fim último da criação, remetendo-o a um elo indefinido numa cadeia imprevisível; a que se seguiu a Psicanálise que da mente de Freud a Jüng descentrou o homem da sua própria consciência, mediante a 7 prevalência de um inconsciente inacessível que em todos nós induz o desconhecido. Como se tal não bastasse, desde os anos cinquenta do século passado, a descoberta do código genético por Watson e Crick, entre outros, impôs-se com o corolário de que nascemos e vivemos programados por codões que codificam informação. Diz-nos o filósofo Jürgen Habermas, na sua elaboração de uma teoria do conhecimento, que esta deve ser encarada como uma crítica às ideologias, visando a emancipação dos seres humanos e a instauração de uma comunidade racional e de uma ética fundadas numa teoria da verdade e da acção comunicativa1 - e este enfoque é algo que proponho que não deixemos desvanecer-se no horizonte por vezes atribulado e nebuloso do quotidiano. Citando S. Ex.a o Ministro António da Conceição numa palestra proferida recentemente na sessão de abertura da VII Reunião de Ministros da Ciência, Tecnologia e Ensino Superior da CPLP, em Díli, ele afirmou: "O investimento na formação de quadros nacionais para o ensino superior e ciência deve ser uma prioridade da nossa comunidade, pois eles constituem o primeiro elo da cadeia que leva à investigação científica e tecnológica que, em última instância, se traduz em progresso e desenvolvimento humano". Outro tema que se afigura incontornável nos tempos que correm é o do desenvolvimento sustentável. Só é sustentável um recurso que tenha sustentação e tal significa que a taxa da sua utilização ou destruição não pode ultrapassar continuadamente a velocidade da sua criação e/ou regeneração.

It turned out over the water. The pilot an- nounced we could not stop in Los Palos. Something about an attack on soldiers at a weekly market, he said. Flying higher over the mountains than before, he set course north to Baucau. The pilot set down in a military compound. He promised to return after refueling at a nearby airfield. The Indonesian commander welcomed his two unexpected guests.

Transcript of the May 29, 1983, M eeting between G overnor Carrascalao and Xanana G usmao Introduction and translation by Douglas Kammen On March 23, 1983, more than seven years after the Indonesian invasion of Portuguese Timor, the Indonesian sub-regional military commander in East Timor, Colonel Purwanto, met with the leader of the Revolutionary Front for an Independent East Timor (Frente Revolucionaria de Timor-Leste Independente, abbreviated Fretilin), Jose Alexandre "Kay Rala Xanana" Gusmao, and agreed to a temporary ceasefire. This was a truly extraordinary development. Indonesian officials had long insisted that the 1976 act of "integration" was final and irreversible. With the fall of the last Fretilin base areas in the eastern sector in October 1978 and in the western sector in early 1979, the Indonesian military (ABRI) believed that the resistance had been reduced to a mere one hundred rebels, who were now euphemistically referred to as a "band of security disturbers" (gerombolan pengacau keamanan). In 1981, ABRI mobilized at least 60,000 civilians to sweep across the territory to flush out those remaining individuals.     Running Head: WOMEN'S PERCEPTIONS OF GENDER AND POWER IN TIMOR-LESTE 1 Women's Perceptions of Gender and Power in Post-Conflict Timor-Leste: Opportunities for Transformative Education around Gender Roles Alexandra Tamiko Da Dalt Teachers College, Columbia University ABSTRACT Women in Timor-Leste face a variety of obstacles to full political, social, and financial inclusion. The tension between government initiatives to protect women and the reality of lived experiences is apparent in the high intimate partner violence rate. Slightly less than two-fifths (38%) of women in Timor-Leste report experiencing physical domestic violence by the age of 15 and describe it as a “normal, and sometimes, a daily occurrence” (Timor-Leste National Statistics Directorate, 2010; UN Women, 2015). Though there is strong scholarship in the quantitative-based reporting and analysis of gender and women's rights in post-conflict Timor- Leste (Arunachalam, Boavida dos Santos, Niner, Tilman, & Wigglesworth, 2013; Mason, 2005; Niner 2011), there is a lack of space for Timorese women's voices to directly narrate how they see these issues affecting their lives and their futures. This qualitative study expands on previous findings and attempts to bring Timorese women's voices to the center of the current conversation around gender in Timor-Leste. Findings indicate that rigid post-conflict gender roles (Enloe, 2004) and a strong patriarchal tradition are obstacles to gender equity, despite the apparent numbers of women in Timor-Leste pushing forward and fighting for women's rights. Themes of competition between women, gender-based violence, access to reproductive health and rights, concerns about financial stability and access to education, and women's political representation emerged during the interview process.

VISION, FRAMEWORK, AND URBAN STRUCTURE Vision 8.1 The Dili Metropolitan Area (DMA) Vision is formulated with reference to the related plans and inputs from stakeholders. Both the counterparts and the JICA Project Team (JPT) proposed the “beloved and brilliant national capital” as an idea of vision, supported by four pillars such as “robust economic hub”, “high-quality of life”, “rich social and cultural center”, and “healthy and eco-friendly society”. The four viewpoints, namely: “linkage”, “human resources”, “sustainability”, and “resilience”, should be addressed to realize DMA Vision 2030, when development strategy and programs/projects are formulated. Framework 8.2 Based on the detailed review and analysis of the projection of the Census 2010 mentioned in Section 8.1 above, the five projection scenarios are considered for the project area, namely: Case-1: Rapid Migration Scenario (annual average growth rate of 5.77%), Case-2: Census Scenario (4.61%), Case-3: Moderate Migration Scenario (3.94%), Case-4: Minimum Migration Scenario (3.03%), and Case-5: No Migration Scenario (2.48%).
