On 1 June 2018, the motion for a resolution on “Political prisoners in Azerbaijan” (Doc. 14538) was referred to the Committee on Legal Affairs and Human Rights for report.2 I was appointed rapporteur by the Committee at its meeting in Strasbourg on 26 June 2018. 1.2. Issues at stake 2. The issue of political prisoners in Azerbaijan has been of concern to the Council of Europe since the time of the country’s accession. Following the 2001 examination of cases by the independent experts of the Secretary General (SG/Inf(2001)34, discussed below), the Parliamentary Assembly, in its Resolution 1272 (2002) on political prisoners in Azerbaijan, reiterated that no-one may be imprisoned for political reasons in a Council of Europe member state. In its Resolution 1359 (2004), the Assembly “formally ask[ed] the government of Azerbaijan for the immediate release on humanitarian grounds of political prisoners whose state of health is very critical, prisoners whose trials were illegal, prisoners having been political activists or eminent members of past governments, and members of their families, friends or persons who were linked to them … [and] the remaining political prisoners already identified on the experts' list.” In 2005, the Assembly adopted Resolution 1457 and Recommendation 1711, recalling its previous resolutions and, inter alia, calling on the Committee of Ministers to join it in adopting a joint position on the issue of political prisoners in Azerbaijan.

    Literature Abuzar BAGIROV Doctor of philological sciences, Moscow State Institute of International Relations (MGIMO-University), Russian Federation NOTABLE INTELLECTUAL FROM KARABAKH Abdurrahim Hagverdiyev utstanding playwright and educator, talented prose writer, thoughtful publicist and satirist, Otheatrical figure, musical erudite, pioneer in conducting, translator, intellectual, scientist and teacher and, in a word, versatile intellectual Abdurrahim bay Hagverdiyev was a native of the mysterious, sacred and unforgettable Karabakh... He was born into the family of an impoverished nobleman Asad bay, who served as a translator at the district administration, in the village of Agbulag 6 kilometers from the city of Shusha on 17 May 1870. Having lost his father at the age of three, the boy was raised by his stepfather Hasanali bay Sadigov, an educated man who introduced him to the Russian lan- guage and taught him how to read and write. In 1880, the family moved to Shusha, the main city of Karabakh, where Abdurrahim entered the city’s six-grade school and a year later moved to a fully-fledged school. In 1890, he continued his studies in Tiflis, the then administra- tive and cultural center of the Caucasus. A year later, having received a certificate of maturity, he entered the Institute of Railway Engineers in St. Petersburg. While studying to be a railway engineer, he attended lectures on literature at the Eastern Faculty of St. Petersburg 4 www.irs-az.com 45, AUTUMN 2020 University as an external student. Hagverdiyev was seri- ously engaged in studying Persian and Arabic, as well as oriental philology. In five years, he successfully passed all course exams and received the diploma of an orien- tal philologist.

    STATE PROGRAMME ON POVERTY REDUCTION AND ECONOMIC DEVELOPMENT 2003-2005 AZERBAIJAN PROGRESSES TOWARD THE ACHIEVEMENT OF THE MILLENNIUM DEVELOPMENT GOALS PROGRESS REPORT – 2003/2004 BAKU – 2005 DECREE OF THE PRESIDENT OF THE REPUBLIC OF AZERBAIJAN on Approval of the State Programme on Poverty Reduction and Economic Development in the Republic of Azerbaijan for 2003-2005 The consistent reform program carried out in the Republic of Azerbaijan in recent years has helped to ensure economic development, gradual improvement of macroeconomic performance and improvement of the living standards in the country. Thus, in the period 1996-2002, Gross Domestic Product increased by 1.7 times, capital investment increased by 7.8 times, nominal monetary income of population increased by 3 times and average monthly wages and pensions increased by 5 times. There are improvements in other economic performance indicators. However, these ongoing efforts and achievements have not yet led to a sufficiently high level of economic development and the living standards of the population have still not reached international standards: part of population is still unemployed, minimum wages are not sufficient to meet the minimum subsistence level and a number of factors causing poverty have not been eliminated. In order to further strengthen social protection of the population for the near future, ensure poverty reduction in the country and implement necessary measures to meet the commitments of the 2000 United Nations Millennium Summit, I hereby decree: 1. The “State Program on Poverty Reduction and Economic Development in the Republic of Azerbaijan for 2003-2005” shall be approved. 2. The Ministry of Economic Development of the Republic of Azerbaijan shall be responsible for coordinating the implementation of measures set out in the State Program.
