DIRECTORATE-GENERAL FOR EXTERNAL POLICIES POLICY DEPARTMENT IN-DEPTH ANALYSIS EU relations with Armenia and Azerbaijan ABSTRACT The EU is currently reshaping its relationship with Armenia and Azerbaijan through new agreements for which the negotiations ended (Armenia) or started (Azerbaijan) in February 2017. After Yerevan’s decision to join the EAEU (thereby renouncing to sign an AA/DCFTA), the initialling of the CEPA provides a new impetus to EU-Armenia relations. It highlights Armenia’s lingering interest in developing closer ties with the EU and provides a vivid illustration of the EU’s readiness to respond to EaP countries’ specific needs and circumstances. The CEPA is also a clear indication that the EU has not engaged in a zero- sum game with Russia and is willing to exploit any opportunity to further its links with EaP countries. The launch of negotiations on a new EU-Azerbaijan agreement – in spite of serious political and human rights problems in the country – results from several intertwined factors, including the EU’s energy security needs and Baku’s increasing bargaining power. At this stage, Azerbaijan is interested only in forms of cooperation that are not challenging the political status quo. However, the decline in both world oil prices and domestic oil production in this country is creating bargaining opportunities for the EU in what promises to be a difficult negotiation. S. Bahlulzade wrote in his diary on May 16, 1972, “Cherishing folk art is a manifestation of great respect for the people. You should honor national treasures as you all are little parts of this nation. You were raised, nourished and brought up by this nation!” (1) Just like in many Azerbaijani households, there were decorated bowls, jewelry samples and beautiful carpets lined up in a row in S. Bahlulzade’s home. Bahlulzade’s creative work was profoundly linked to folk art. From his childhood, Sattar had been fascinated by various items “skilfully decorated by national craftsmen…along with colorfully decorated chests, woolen socks with delicate patterns, different toys, etc.” (6, 5). -

The MSA’s web page is at http://www.mugham.net. Azerbaijan in the World: How did it happen that you began performing mugham? Was this a rational choice or rather something more contingent? Jeffrey Werbock: This question touches on why I play mugham. One can love a certain kind of music and just listen to it; one doesn’t have to learn to play it in order to enjoy it. But for me there was never any question, I had to apply myself to 1 learning to play mugham and I never asked myself why. From the first moment of hearing it played live, right in front of me; I was already thinking how to ask for lessons so I could learn to play it too. And at first I was only concerned about learning how to play mugham. However, thanks to the curiosity of a few friends, I had cause to play this music for others even though I was just beginning my studies. -

He was born on May 13, 1943 in Baku, to the family of Ilyas Afandiyev, People’s Writer, one of the leading representatives 20th century Azerbaijani literature. Elchin finished secondary school (1960), graduated from the philology department of Baku State University (1965) and completed post-graduate course of literature theory at the Institute of Literature named after Nizami of ANAS (1968). He obtained Ph.D. (doctor of philosophy) degree in the theme of “Literary Criticism of Azerbaijani Prose” and doctoral degree in the theme of “History and Modernity Problem in the Literature.” 3 His first story was published in the newspaper “Azerbaijani youth” in 1959, when he was 16. -
