DECISION OF COUNCILLOR NIGEL ASHTON LEADER OF NORTH SOMERSET COUNCIL WITH ADVICE FROM THE DIRECTOR OF PEOPLE AND COMMUNITIES DECISION NO: 86 - 2013/2014 SUBJECT: Agreement under section 75 of National Health Service Act 2006 between North Somerset Council and Avon Wiltshire Mental Health Partnership Trust to deliver social care within an integrated service 1. BACKGROUND 1.1 For well over ten years, Avon Wiltshire Mental Health Partnership Trust (AWP) has been managing North Somerset Council social care staff who have been deployed into an integrated mental health and social care service. Although this is an established service, there has never been a clear defined basis on which the council or AWP were operating. This meant that it was difficult for the council to hold AWP to account for delivery of social care or to be included transparently within AWP service developments. The service has been maintained purely through managing the working relationships between both organizations. 1.2 The council has 31.3 fte staff within the integrated service and in addition has 0.4 of a services manager and 1 JM3 to provide professional social care oversight, quality assurance, support and guidance to AWP to ensure adherence to council’s processes, ethos and procedures, including the focus on People and Communities strategic direction. There are also 1.6 Managers who lead the council’s Approved Mental Health Professional service. 1.3 AWP, as commissioned by North Somerset Clinical Commissioning Group (CCG), undertook a redesign three years ago and this was follow up by a further restructure on the appointment of a new chief executive in November 2012. -

This is who we are Our official name is the North Somerset Council Placemaking & Growth Development Team This is where Not exactly a snappy title is it – most people just know us as “the Weston team”, or the “ask Rachel/Chris/Cara/Samantha/Edward, we work - they will know” team! Rachel (Development and Regeneration Programme Manager) Chris (Principal Project Officer) Cara (Heritage Action Zone Project Officer) Samantha (Communications Officer) Edward (Programme Support Officer) Sadly, Samantha and Edward have had to stay in Weston to hold the fort – but the rest of us are here. Our Journey How did we get here? There was a lack of recognition that Weston had any architectural and historic merit – let alone what we could use it for. Overall ingrained perceptions – “Heritage is boring” “Heritage will stop us doing stuff” “Heritage is a waste of money – it doesn’t do anything” “No point – it’s only Weston. Not like its Bath or anything” It all started with an Urban Panel visit – we had to get other people to tell us Weston was architecturally and historically a great place! The Centre will train volunteers one-to-one to become ‘peer mentors’ and provide support to other members of the local LGBT community. Daren King, Head of Tenancy Deposit Protection at The DPS, said: “83,000 young people experience homelessness every year and the South East has the second highest rate of homeless applications in England. “As a result, we’re delighted to be supporting YMCA DownsLink Group - Youth Advice Centre’s fantastic work in helping LGBT young people in Brighton and Hove find a home.” YMCA DownsLink Group - Youth Advice Centre is a “one-stop shop” for advice and information for young people aged 13-25 years old in the City of Brighton and Hove. Julia Harrison, Advice Services Manager at YMCA DownsLink Group - Youth Advice Centre, said: “LGBT young people account for 13% of the total number of clients accessing our housing service, with a 50% increase in transgender clients since April 2016. -

This means that all labs in the CCG, and all labs in neighbouring CCGs, provided data. This is likely to be the real rate of AKI alerts in the CCG population during these three months. AMBER - where only some of the labs serving this CCG population provided data for this period. The labs within the CCG provided data but not all the neighbouring CCG labs. Data for people living towards the boundaries of the CCG may well be missing. This means that the score is likely to be an under-estimation of the real rate of AKI alerts in the CCG population during these three months. RED - where we have little or no data from the labs covering the CCG population for this period. This is because at least one of the labs within the CCG has not provided data. This means that the score is likely to be a significant under-estimation of the real rate of AKI alerts in the CCG population during this quarter. How is this report different to earlier reports Since the last CCG report there have been several changes to NHS structures – and in particular a significant reduction in the overall number of CCG in England.
