Community No. M09 - CARREGHOFA

Introduction

1. The large village of is divided by the / county / national boundary, and its good range of community services and facilities are found to each side of this divide. The village also straddles the A483(T) and B4398 and has good communications to , and and into North . The pace of development in this village, particularly on its Welsh side, has been brisk in recent years. The Welsh part of the village and its rural hinterland, including Llanymynech Hill, form part of the ancient township and now community of Carreghofa. Although this part of the village contains Carreghofa County Primary School, it is questionable whether there is any distinctly Carreghofa community spirit and attachment as such. Thus in the 1986 Review, the then community council "stressed that they had no connection with adjoining communities in , their relationship being mostly with Llanymynech and Pant () Parish Council". The community of Carreghofa is, it must be admitted, largely an administrative convenience.

2. The community has a population of 599, an electorate of 509 (2005) and a council of 8 members. The precept required for 2005 is £6,100, representing a Council Tax Band D equivalent of £21.81.

3. In the 1986 Review, there were proposals to merge Carreghofa with community to create a two-ward community. This was rejected by each community, and, allowing for small adjustments in the community boundary to follow the ever- shifting course of the river Efyrnwy, the community of Carreghofa survived. The Commission made its final recommendations for a community council of seven members in an un-warded community.

Assessment

5. The electorate of Carreghofa has increased from 382 in 1980 to 509 in 2005. On allocated sites within the Unitary Development Plan, it is estimated that 25 dwellings would be an appropriate level of growth for Carreghofa (Llanymynech), with further development limited to opportunities for affordable housing development adjacent to the settlement development boundaries. There are also opportunities for affordable housing development in the rural settlement of Penyfoel in accordance with Policy HP9 of the Plan, for a limited number of dwellings in the open countryside in accordance with Policy HP6 of the Plan, and for conversions in accordance with Policy GP6 of the Plan. We note that this community's electorate will continue,
