3. Development Management Policies MD1 : Scale and Distribution of Development Further to the policies of the Core Strategy: 1. Overall, sufficient land will be made available during the remainder of the plan period up to 2026 to enable the delivery of the development planned in the Core Strategy, including the amount of housing and employment land in Policies CS1 and CS2. 2. Specifically, sustainable development will be supported in Shrewsbury, the Market Towns and Key Centres, and the Community Hubs and Community Cluster settlements identified in Schedule MD1.1, having regard to Policies CS2, CS3 and CS4 respectively and to the principles and development guidelines set out in Settlement Policies S1-S18 and Policies MD3 and MD4. 3. Additional Community Hubs and Community Cluster settlements, with associated settlement policies, may be proposed by Parish Councils following formal preparation or review of a Community-led Plan or a Neighbourhood Plan and agreed by resolution by Shropshire Council. These will be formally considered for designation as part of a Local Plan review. Explanation 3.1 This policy moves forward from the policies of the Core Strategy and their development targets to set out the Local Plan’s commitment to enabling the delivery of the intended scale of development, identifying the further supply required for the key areas of housing and employment land once built and committed development is deducted. The categories of settlements are Shrewsbury (Policies CS1 and CS2), the Market Towns and Key Centres (CS3), and Community Hubs and Community Cluster Settlements (CS4), with the Market Towns and Key Centres named, and roles and indicative levels of housing development described, in the Core Strategy. The SAMDev Plan has firmed up those levels of development having regard to the evolving evidence base, strategic requirements and consultation responses. The amount of new housing development envisaged in the settlements, together with specific site allocations for housing, employment and other uses, is set out in the Settlement Policies S1-S18. In total, the levels of housing development being provided for is sufficient to enable the Core Strategy targets to be met, having regard to objectively assessed need, including provision in Shrewsbury, and the Market Towns and Key Centres in excess of the requirements. This position builds extra resilience into the Plan by providing flexibility and for choice and competition in the market for land in these settlements that are planned as the main foci for development. 3.3 The identification of Community Hubs and Cluster settlements and their settlement policies have been based primarily on the aspirations for those communities as expressed by their Parish Councils/Meetings, but also with regard to the evidence base and to information and views from the promoters of sites, residents and other stakeholders. In recognition of the fact that the needs of communities change over time, Core Strategy Policy CS4 left the 19 Shropshire Council Site Allocations and Management of Development (SAMDev) Plan Pre-Adoption Version (Incorporating Inspector’s Modifications) Full Council 17th December 2015 door open for communities that might want to be considered as Community Hubs or Community Cluster settlements to ‘opt in’ and be formally designated at a later date through reviews of the Local Plan. Policy MD1 clarifies that the process relating to this, ahead of a review of the Local Plan, is through a combination of formal Community-led Plan or Neighbourhood Plan preparation or review, Parish Council proposal and Shropshire Council agreement. These communities will only be formally designated as Community Hubs or Community Clusters through a review of the Local Plan. 3.4 The policy also embeds the role of the individual Settlement Policies (S1-S18) included in the Plan in terms of determining scale, distribution, location and type of development, with links to Policies MD3 and MD4 (the policies which, set out the approach to supply/delivery and development management for housing and employment land respectively). Two weeks ago, I arrived at the Aspray Arena to watch Dudley Town V Black Country Rangers, but the snow came down with force and the game was postponed with around half hour to go too kick off. Last Tuesday I had planned to visit Wellbeing Park for the ‘El Stonio’ between Stone Dominoes V Stone Old Alleynians, but that was postponed earlier in the day due to more bad weather. So, it goes without saying that I was very pleased to see an improvement in the weather and for this game at Ribbesford Meadows to go ahead. As this was a midweek match, I went straight to the venue directly from my place of work in Atcham, Shropshire. My route from work took me the usual way home too Much Wenlock but instead of turning right in Much Wenlock and towards my, HQ in South Shropshire I travelled towards the Shropshire Village of Morville. From Morville I travelled through more Shropshire Villages – Glazeley, Billingsley and Button Oak to name but a few before arriving in Bewdley. As is my usual practise, I found the location of the ground which is located in the Village of Ribbesford, 1.3 miles from Bewdley.

    Crida Wind Proposal: The Facts A wind farm called Crida (no such place exists) has been put forward in a proposal to Shropshire Council by developers - Sharenergy in Ludlow, Sustainable Bridgnorth and backed by Natural Power in Wales - to put up two towering industrial wind turbines at Meadowley on the historic Jack Mytton Way. According to the Sunday Times, local property prices will be affected by 40% when an unspoilt area such as around Bridgnorth is turned by developers into a 'wind turbine landscape'. Each will be one and a half times the height of Nelson’s column and will completely dominate the ancient natural landscape around the west of Bridgnorth – the gateway to Shropshire. The Jack Mytton Way will become despoiled and potentially dangerous for inexperienced riders as horses may be startled by the sudden starting of Golaith rotor blades and the noise of the wind turbines. The countryside will be degraded, with the west Bridgnorth Hills becoming a target for land-grabbing developers as Bridgnorth becomes a potential wind turbine landscape and a ‘hot--spot’ for developers. Equestrian tourism in the area will be badly harmed with Triffid-like industrial turbines blighting Shropshire's 'flagship' tourist trail for thousands of riders, walkers and cyclists. Shropshire Council describes the trail as giving visitors and locals the chance to discover the 'secret treasures' of the county's 'unspoilt countryside'. The turbines will desecrate the local historic countryside in the west Bridgnorth Hills, with views, noise, and potential health problems seriously affecting the villages of Morville, Chetton, Underton, Meadowley, Upton Cressett, Morville Heath, Tasley, The Lye, Aston Eyre.

    National Non Domestic Rates RURAL SETTLEMENT LIST 2014 1 1. Background Legislation With effect from 1st April 1998, the Local Government Finance and Rating Act 1997 introduced a scheme of mandatory rate relief for certain kinds of hereditament situated in ‘rural settlements’. A ‘rural settlement’ is defined as a settlement that has a population of not more than 3,000 on 31st December immediately before the chargeable year in question. The Non-Domestic Rating (Rural Settlements) (England) (Amendment) Order 2009 (S.I. 2009/3176) prescribes the following hereditaments as being eligible with effect from 1st April 2010:- Sole food shop within a rural settlement and has a RV of less than £8,500; Sole general store within a rural settlement and has a RV of less than £8,500; Sole post office within a rural settlement and has a RV of less than £8,500; Sole public house within a rural settlement and has a RV of less than £12,500; Sole petrol filling station within a rural settlement and has a RV of less than £12,500; Section 47 of the Local Government Finance Act 1988 provides that a billing authority may grant discretionary relief for hereditaments to which mandatory relief applies, and additionally to any hereditament within a rural settlement which is used for purposes which are of benefit to the local community. Sections 42A and 42B of Schedule 1 of the Local Government and Rating Act 1997 dictate that each Billing Authority must prepare and maintain a Rural Settlement List, which is to identify any settlements which:- a) Are wholly or partly within the authority’s area; b) Appear to have a population of not more than 3,000 on 31st December immediately before the chargeable financial year in question; and c) Are, in that financial year, wholly or partly, within an area designated for the purpose.
