APOLOGIES C219 - 2015 Apologies for absence were received from County Councillor JH Brunt and from County Councillors SC Davies and JG Morris. 2. MINUTES C220 - 2015 The Leader was authorised to sign the minutes of the last meeting held on 10th November 2015 as a correct record. 3. DECLARATIONS OF INTEREST C221 - 2015 There were no declarations of interest reported. 4. COUNCIL TAX BASE FOR 2016-2017 C222 - 2015 Cabinet considered the Council Tax base for 2016 – 2017. Members were advised that the collection rate for Council Tax was approximately 99% which was the fourth best in Wales. RESOLVED Reason for Decision: 1. That the calculation of the Council To meet the legal requirement of Tax Base for the whole of its area the Council to set a Council Tax for the year 2016/17 of 61,185.66 be Base for 2016-17 approved, 2. COMMUNITY BENEFITS FROM RENEWABLE C223 - 2015 ENERGY DEVOLPMENT POLICY AND GUIDANCE Cabinet considered updated Community Benefits from Renewable Energy Development Guidance. Community benefit is a “goodwill gesture” (either in cash or in kind), recommended by Government, to mitigate the impact of developments, and voluntarily donated by a developer/operator for the benefit of communities affected by development or large scale wind farm developments i.e. those of 5 Megawatts (MW) or more of installed capacity. 5 MW was greater than the single wind turbines typically installed on farms so they would not be affected by the policy. The required level of direct funding support from developers to the local community was at least £5,000 per Mega Watts (MW) of installed capacity per annum for the life of the project RESOLVED Reason for Decision: To agree the Community Benefits To ensure Powys is best placed to from Renewable Energy Development secure any potential benefits from any Guidance as detailed in Appendix 1 to renewable energy developments that the report. may occur in the County in the future. 6. WELSH PUBLIC LIBRARY STANDARDS: POWYS C224 - 2015 ANNUAL REPORT 2014-15 Cabinet considered the Welsh Public Library Standards annual report for Powys for 2014 – 15. Powys Library Service had met 17 of the 18 core entitlements set by Welsh Government, and partially achieved the 18th. The new framework has 16 quality indicators, of which 7 have targets; for those with targets, Powys met 3 in full, 3 in part, and failed to meet one. The key performance indicators of library visits per thousand population (actual and virtual) were well above the Welsh median, proving increased benefit to Powys citizens. Cabinet felt that this was a very positive report given the financial constraints on the Library Service that was due to the outstanding work of the staff and asked the Leader to write to them in appreciation of their efforts. Scrutiny had not had an opportunity to look at the annual report. Cabinet would welcome their comments once they had scrutinised the report. RESOLVED Reason for Decision: That the outcomes in Welsh To aid compliance with the Government’s Annual Report on the requirements of the Welsh Public Library Service 2014-15 in Appendix A Library Standards 2014-2017. to the report be duly noted, and considered in forward planning. County Councillor Phil Pritchard abstained having missed part of the debate. County Councillor Darren Mayor arrived from a Welsh Government conference where he had been representing the Council. 7. ERW BUSINESS PLAN 2015-18 C225 - 2015 Cabinet received for information the ERW Business Plan 2015-18. People Scrutiny Committee would be determining whether the individual Councils making up ERW would scrutinise it jointly or separately. It was agreed to circulate the business plan in the Members Bulletin. RESOLVED Reason for Decision: To receive the ERW Business Plan To raise awareness of ERW strategy 2015-18 and operation 8. TREASURY MANAGEMENT QUARTER 2 REPORT C226 - 2015 Cabinet received the Treasury Management report for the 2nd quarter. The leader of the Conservative group advised that he had not received a summary of the Icelandic bank transactions despite having asked for this on a number of occasions. The Portfolio Holder for Finance undertook to provide Councillor Davies with the information. DELEGATED DECISIONS TAKEN SINCE THE LAST C227 - 2015 MEETING Cabinet received for information a list of delegated decisions taken since the last meeting. The Chair of the People Scrutiny Committee asked about the consultation on the Fairer Funding formula that the Portfolio Holders for Education and Finance had authorised and was advised that the results would be reported to Cabinet in February. He advised that the People Scrutiny Committee would want to have sight of the results of the consultation before they were considered by Cabinet. 10. FORWARD WORK PROGRAMME C228- 2015 Cabinet received the forward work programme. The Leader advised that he had agreed for an additional Cabinet meeting to be held on Friday 11th December at 2.30 p.m. 11. CORRESPONDENCE C229 - 2015 There were no items of correspondence reported. 12. EXEMPT ITEMS C230 - 2015 RESOLVED to exclude the public for the following items of business on the grounds that there would be disclosure to them of exempt information under category 1 of The Local Authorities (Access to Information) (Variation) (Wales) Order 2007). 13. MEMORANDUM OF UNDERSTANDING WITH POWYS C231 - 2015 TEACHING HEALTH BOARD FOR A JOINT DIRECTOR OF WORKFORCE AND ORGANISATIONAL DEVELOPMENT Cabinet considered the confidential report of the Chief Executive which set out the case for the establishment of a post of Joint Director of Workforce and Organisational Development with the Powys Teaching Health Board (PTHB). It was explained that this would be a shared Director post with the PTHB and with the post holder on secondment from PTHB. The Joint Director of Workforce and Organisational Development would report to the Chief Executive and would be a member of the Council’s management team but would remain on the PTHB terms and conditions of employment. The work of the Joint Director of Workforce and Organisational Development would focus on providing oversight, direction and expertise to support the Council with Organisational Development and strategic workforce issues. It was agreed that the Chief Executive would revise the draft job description in consultation with the Portfolio Holders for HR and Adult Social Care to clarify issues of governance.
