Dvojice po- tápačov v týchto pre výcvik ideálnych podmienkach prekonávali trasu 100 metrov pod ľadom, na ktorom ležal sneh. Zdokonaľova- li sa v práci s navigačným a signalizačným lanom, navijakom aj v činnosti pri vyhľadávaní a záchrane utopenej techniky a osôb. Získané zručnosti môžu zužitkovať pri ľadových povodniach, zá- chrane obyvateľstva a majetku, pri trhaní ľadu na riekach počas ohrozenia pilierov mostov alebo pri ohrození hydrotechnických stavieb ľadom. Text a foto: Jozef Žiak 0#3"/"t'&#36«3 2 Vážení čitatelia, milí priatelia, je zaujímavé, ako sa dejiny zvyknú opakovať. Aj pred sto rokmi Európa vítala nové storočie roztan- covaná, plná optimizmu, nádeje a naivného presvedčenia, že svet, ovládaný humanizmom, vedou, &%*503*«- technikou, vzdelanosťou a kultúrou, nemôže byť horší, len čoraz lepší. Sotva niekto vedel, že Smrť si už brúsi kosu na dve veľké žatvy tesne za sebou. Nové milénium sme tiež privítali v mieri, obklopení pohodlnými istotami, s pochabou vierou, že hrozby a konflikty sa týkajú iba iných ľudí v iných, ďalekých krajinách. Že zmluvy a dohody o nešírení zbraní, odzbrojení a mierovom riešení problémov sú dostatočnou ochranou pred akýmikoľvek nepríjemnosťami. Potom nastúpil militantný islamský extrémizmus, Rusko si s použitím armády beztrestne odhryzlo kus Ukrajiny, Európu začala zaplavovať cunami mig- rantov z Afriky a Ázie, čo vyvolalo nárast pravicového extrémizmu, Veľká Británia sa rozhodla opustiť Európsku úniu i spoločný trh a hlavou Spojených štátov sa stal nevypočítateľný realitný magnát s maniermi mediálnej celebrity, spochybňujúci ba negujúci základy medzinárodného usporiadania i kolektívnej obrany. Sotva by sme pred rokmi vítali nové tisícročie s toľkým jaso- tom, keby sme tušili, že postačí sedemnásť rokov – a svet sa obráti naruby. Razantné zmeny v medzinárodných vzťahoch, vzostup extrémizmu a nástup lídrov, správanie sa ktorých nemožno vopred nijako odhadnúť, nám pripomínajú starú poučku o tom, že každá krajina musí byť schopná obhájiť si právo na jestvovanie. V prípade potreby aj silou, aktívnou účasťou občanov. Vláda, parlament i rezort obrany sa usilujú pružne reagovať na všetky zmeny a zapracovať ich do základných dokumentov, plánov, stratégií. To najdôležitejšie sa však musí udiať v hlavách, mysliach ľudí. Občania, ktorí nechcú a nevedia brániť svoju krajinu, pretože Miloslav Ščepka bezpečnosť vlasti ich nezaujíma, v skutočnosti nie sú občanmi. Vo svete, kde jediným zdrojom istôt vedúci oddelenia sme my sami, nie je obrana len výcvik profesionálov, výzbroj a výstroj, ale aj tesná spolupráca s rezortnej tlače občanmi, vytváranie a formovanie vyspelej občianskej spoločnosti, spoločnosti vlastencov. Obrana, to je čoraz nástojčivejšie aj dobrovoľná vojenská príprava a práca akcieschopných vycvičených aktívnych záloh. V súvislosti s tým sa mení a narastá aj význam nášho rezortného mesačníka. Jeho februárové vydanie sme sa usilovali zostaviť v súlade so všetkými zmenami, ktorými svet prechádza – a ktoré ho ešte čakajú. He wrote: “To find the provisional Grecian constitution in so high a degree conformable to the principle of the greatest happiness of the greatest number has been matter of considerable and no less agre[e]able surprise to me.” In some ways this is a remarkable statement. In this lecture, with a few digressions, I propose to have a look at what Bentham thought of the constitution, an exercise which I intend will tell us something about the Greeks as well as something about Bentham. And there are some points of political philosophy which I will discuss along the way; so the lecture is rather loosely organised, for which I hope you will forgive me. First there is some background. 2. The provisional constitution in question was the Constitution of Epidavros. It was made at the Assembly of Epidavros, which met in the last weeks of 1821. Epidavros is in the Argolid, that north-east corner of the Peloponnese where you will also find the wonders of pre-classical Greece: Tiryns, Argos, and Mycenae rich in gold. But if you go to Epidavros, you will see a jewel of the classical period: the 4th century BC theatre, the most perfectly preserved classical Greek theatre to be found in Greece itself. Its magical acoustic is still put to good use, in 1 summer performances of the great Athenian tragedies and comedies. However the Assembly of 1821 was not held at Epidavros.

By Christos Athanasiou Region: Europe, Russia and FSU Global Research, November 15, 2019 Theme: History On October 20, celebrations in honor of the 192nd anniversary ofthe Battle of Navarino (1827) (against the Ottoman Empire) with the participation ofPresident P. Pavlopoulos were held in Greece. The President, in particular, addressed his speech on the importance of unity in protecting international law to the EU and Turkey. In addition, during the celebrations, he met with the Russian Ambassador to Greece Andrey Maslov. It is worth noting that Russia, not being an EU member, has the greatest opportunities to influence Turkey’s policy towards Greece and Cyprus while the negotiations on Turkey’s accession to the Union were frozen on February 20, 2019. As it is known, the first independent Greek state in modern history – the Septinsular Republic, was established with the participation of the RussianAdmiral Fyodor Ushakov (image below), later venerated as a saint in the Russian Orthodox Church. The trust that existed between the Russians and the Greeks at that time is evidenced, for example, by the long-termfriendship of Admiral Ushakov and the Greek captains Sarandinakis and Alexianos who were the best in his squadron. Thanks to his skill, captain Stamatis Sarandinakis (“Yevstafiy Pavlovich”, as he was called by the Russians), a son of an archon from Monemvasia who died for the freedom of Greece, took charge of Ushakov’s flagship, and aboard this ship he bravely fought against Turkey and France. At the same | 1 time, their relationship was not limited to service and joint combat operations: Ushakov’s respect and trust in his Greek friend was so great that he entrusted him with the education of his nephew Ivan, whom Stamatis personally taught the art of navigation.

Master of Arts (History), December, 2018, Sam Houston State University, Huntsville, Texas. Throughout the second half of the eighteenth century, the British Navy went through a development of its leadership that drastically changed its spirit and culture. After the court- martial and execution of Admiral John Byng for failing to relieve the British forces on the island of Minorca, the leadership in the British Navy took on a more aggressive posture and took more risks than in earlier periods. These changes in leadership were reinforced by the repeated success of naval leaders who experienced success through unconventional and aggressive combat tactics. However, combat tactics were not the sole source of British naval success. British naval officers learned their craft through a proven and comprehensive process of development that gave them a distinct advantage over their enemies. By the time the vast majority of officers received their commission as an officer, they were already thoroughly experienced with seamanship and had a chance to develop a leadership style which carried on with them throughout their careers.
