Afterwards Went by the Name of the 254 GEORGE IV. CHAP. LVIII. afterwards went by the name of the "Cato Street Conspiracy." About twenty-five years before George IV. came to the throne, he had married his cousin, the Princess Caroline of Brunswick. The marriage was not a happy one, and the Prince and Princess of Wales separated soon after the birth of their first and only child, the Princess Charlotte. This led to a sad quarrel, which I think it is no use for us to re- member. The Princess Charlotte, who would have succeeded her father on the throne if she had survived him, had married Prince Leopold of Saxe-Coburg, and died the year after her marriage, to the great grief of the people. This happened before her father became king. It was towards the middle of King George's reign that a war broke out between the Greeks and Turks. A great many English gentlemen, amongst whom was the poet, Lord Byron, went to Greece to take the part of the Greeks. The struggle lasted several years, and was ended at length by a battle fought in the harbour of Navarino, where all the Turkish ships were sunk by the British fleet.-Navarino is at the south-west corner of the Morea in Greece.- The commander of the Turkish fleet was named Ibrahim Pacha, and the commander of the English fleet was Sir Edward Codrington. After this battle, Greece, which had been subject to Turkey, was made into an independent kingdom, and three German princes were invited in turn to be king; Prince Leopold of Saxe-Coburg (the same who had married our Princess Charlotte) declined the honour, but Prince Otho of Bavaria accepted the invitation, and became Otho I., King of Greece. Lord Byron died.

    Het begin van een onafhankelijke Griekse staat1 (Het verhaal achter de Griekse herdenkingszegels van 1930)2 Door Frans van Limpt Toen in 1821 de Griekse opstand losbarstte, was dat niet het resultaat van een weldoordachte strategie, maar veeleer van een reeks elkaar versterkende gebeurtenissen. De onderdanen van het Ottomaanse Rijk werden over het algemeen met rust gelaten, zolang zij maar hun belastingen voldeden en niet in opstand kwamen: anders kende de overheid geen medelijden en volgde meedogenloze repressie. Maar het Rijk kende ook enkele mankementen: vanwege de uitgestrektheid werden in de buitengebieden veel hoge functies bekleed door Grieken, Serviërs, Albanezen etc. Velen van deze bestuurders hadden in de loop der tijd van de gelegenheid gebruik gemaakt om ”hun eigen zaak’’ te beginnen, vaak met behulp van eigen legertjes, en trokken zich steeds minder aan van het centrale gezag. Voeg daarbij de revolutionaire wind van verandering (”change”), die over Europa trok en die ook bij de Griekse intelligentsia een soort van nationaal gevoel opwekte. De succesvolle zakenman Rhigas Fereos (fig.1) (uit Veria in het Pelion-gebied) had in dit opzicht een vooruitziende, welhaast profetische blik. Hij verzette zich niet zozeer tegen de Turken, als wel tegen het door en door corrupte Ottomaanse bestuur. Zijn visie was een multi-etnische staat, waarin iedereen, ongeacht rang, stand of zelfs geloof, gelijk zou zijn. Praktisch ingesteld als hij was, koos hij voor één uniforme taal: Grieks, maar dan wel het simpele Grieks van alledag, het tegenwoordige ”dimotiki”. In 1797 werd hij door een Griek verraden aan de Oostenrijkse politie, die hem na verhoor uitleverde aan de Turken.

He wrote: “To find the provisional Grecian constitution in so high a degree conformable to the principle of the greatest happiness of the greatest number has been matter of considerable and no less agre[e]able surprise to me.” In some ways this is a remarkable statement. In this lecture, with a few digressions, I propose to have a look at what Bentham thought of the constitution, an exercise which I intend will tell us something about the Greeks as well as something about Bentham. And there are some points of political philosophy which I will discuss along the way; so the lecture is rather loosely organised, for which I hope you will forgive me. First there is some background. 2. The provisional constitution in question was the Constitution of Epidavros. It was made at the Assembly of Epidavros, which met in the last weeks of 1821. Epidavros is in the Argolid, that north-east corner of the Peloponnese where you will also find the wonders of pre-classical Greece: Tiryns, Argos, and Mycenae rich in gold. But if you go to Epidavros, you will see a jewel of the classical period: the 4th century BC theatre, the most perfectly preserved classical Greek theatre to be found in Greece itself. Its magical acoustic is still put to good use, in 1 summer performances of the great Athenian tragedies and comedies. However the Assembly of 1821 was not held at Epidavros.

Pavlopoulos were held in Greece. The President, in particular, addressed his speech on the importance of unity in protecting international law to the EU and Turkey. In addition, during the celebrations, he met with the Russian Ambassador to Greece Andrey Maslov. It is worth noting that Russia, not being an EU member, has the greatest opportunities to influence Turkey’s policy towards Greece and Cyprus while the negotiations on Turkey’s accession to the Union were frozen on February 20, 2019. As it is known, the first independent Greek state in modern history – the Septinsular Republic, was established with the participation of the RussianAdmiral Fyodor Ushakov (image below), later venerated as a saint in the Russian Orthodox Church. The trust that existed between the Russians and the Greeks at that time is evidenced, for example, by the long-termfriendship of Admiral Ushakov and the Greek captains Sarandinakis and Alexianos who were the best in his squadron. Thanks to his skill, captain Stamatis Sarandinakis (“Yevstafiy Pavlovich”, as he was called by the Russians), a son of an archon from Monemvasia who died for the freedom of Greece, took charge of Ushakov’s flagship, and aboard this ship he bravely fought against Turkey and France. At the same | 1 time, their relationship was not limited to service and joint combat operations: Ushakov’s respect and trust in his Greek friend was so great that he entrusted him with the education of his nephew Ivan, whom Stamatis personally taught the art of navigation.

Throughout the second half of the eighteenth century, the British Navy went through a development of its leadership that drastically changed its spirit and culture. After the court- martial and execution of Admiral John Byng for failing to relieve the British forces on the island of Minorca, the leadership in the British Navy took on a more aggressive posture and took more risks than in earlier periods. These changes in leadership were reinforced by the repeated success of naval leaders who experienced success through unconventional and aggressive combat tactics. However, combat tactics were not the sole source of British naval success. British naval officers learned their craft through a proven and comprehensive process of development that gave them a distinct advantage over their enemies. By the time the vast majority of officers received their commission as an officer, they were already thoroughly experienced with seamanship and had a chance to develop a leadership style which carried on with them throughout their careers.
