U.S. Coast Guard Historian’s Office Preserving Our History For Future Generations Asian Americans & the U.S. Coast Guard Historical Chronology 1853 U.S contact with Asian cultures came only as the nation’s borders expanded to the Pacific. The first documented case of an Asian man serving on board a Coast Guard asset took place in 1853, when the San Francisco-based cutter Argus rescued the lone survivor of the dismasted junk Yatha Maru, fed and clothed him, and enlisted him into the crew. The cutter’s commanding officer, Lieutenant William Pease, phonetically spelled this first Asian recruit’s name as “Dee-Yee- Noskee.” 1867 Cutter muster roles tell the rest of the story of Asian participation in the nineteenth century. Ethnically Asian names begin to appear on cutter muster rolls just after the Civil War. Expanded revenue cutter operations in the Pacific and the purchase of Alaska in 1867 presented an opportunity for more Chinese, Japanese and Filipino men to enter the rolls on West Coast cutters. As with other minorities, these men initially filled positions in food service or non-petty- officer enlisted rates. By the end of the century, virtually every Pacific-based cutter employed Asian crewmembers. 1879 Chiaio-Shung Soong emigrated from China to Boston as a teenager to work in his uncle’s teashop. Dissatisfied with this work, Soong enlisted on board the cutter Schuyler Colfax in 1879 and transferred to the North Carolina-based cutter Gallatin a year later. After his brief career in the U.S. Revenue Cutter Service, Soong attended Duke and Vanderbilt universities before returning to China as a missionary. -

NAVAL RESERVE OFFICER TRAINING CORPS Military Science –1 (MS-1) COURSE ORIENTATION Training Regulation A. Introduction: The conduct of this training program is embodied under the provisions of RA 9163 and RA 7077 and the following regulations shall be implemented to all students enrolled in the Military Science Training to produce quality enlisted and officer reservists for the AFP Reserve Force. B. Attendance: 1. A minimum attendance of nine (9) training days or eighty percent (80%) of the total number of ROTC training days per semester shall be required to pass the course. 2. Absence from instructions maybe excuse for sickness, injury or other exceptional circumstances. 3. A cadet/ cadette (basic/advance) who incurs an unexcused absence of more than three (3) training days or twenty percent (20%) of the total number of training during the semester shall no longer be made to continue the course during the school year. 4. Three (3) consecutive absences will automatically drop the student from the course. C. Grading: 1. The school year which is divided into two (2) semesters must conform to the school calendar as practicable. 2. Cadets/ cadettes shall be given a final grade for every semester, such grade to be computed based on the following weights: a. Attendance - - - - - - - - - - 30 points b. Military Aptitude - - - - - 30 points c. Subject Proficiency - - - - 40 points 3. Subject proficiency is forty percent (40%) apportioned to the different subjects of a course depending on the relative importance of the subject and the number of hours devoted to it. It is the sum of the weighted grades of all subjects. -

FEATURE The China Coast Guard Shifting from Civilian to Military Control in the Era of Regional Uncertainty ULISES GRANADOS Abstract As part of the restructuring of state organizations announced in March 2018, it is known that the China Coast Guard (CCG), previously controlled by the State Oceanic Administration, is coming under the administration of the People’s Armed Police (PAP) from the Central Military Commission (CMC). As a para- digmatic shift from a joint civilian–military control (State Council–CMC) to a purely military one, the reorganization of the CCG, only five years from the latest reshuffling, seems to reveal an the party’s increasing control over the military as outlined in the September 2017 CCP Central Committee and also the intention by the Chinese central government to provide the CCG with more flexibility and authority to act decisively in disputed waters in the East and South China Seas if needed. This article inquiries into the causes, logic, and likely regional conse- quences of such a decision. Amid the upgrading of insular features in the Spratlys, the deployment of bombers in the Paracels, and overall modernization of China’s naval capabilities, the article also explores plausible developments in which the PAP- led CCG, irregular maritime militias, and People’s Liberation Army Navy forces might coordinate more effectively efforts to safeguard self-proclaimed rights in littoral and blue- water areas in dispute. Introduction During the last eight years, East China Sea (ECS) and South China Sea (SCS) waters have been the setting of increased Chinese civil and naval activity that have altered the balance of power among Northeast Asian and Southeast Asian states, trying to cope with a more robust projection of Chinese maritime power. -

INTERNATIONAL HYDROGRAPHIC REVIEW MAY 2019 THE ANALYSIS OF STORM SURGE IN MANILA BAY, THE PHILIPPINES By Commander C. S. Luma-ang Hydrography Branch, National Mapping and Resource Information Authority, (Philippines) Abstract In 2013, Typhoon Haiyan produced a storm surge over seven metres in San Pedro Bay in the Philippines that killed approximately 6,300 people. The event created significant public awareness on storm surges and exposed the lack of records and historical research in the Philippines. This study investigated the tidal height records during intense cyclone activities in 2016 and 2017 to provide accurate information about storm surge development in the largest and most populated coastal area in the country – Manila Bay. The results of this investigation indicated that there are consistencies in the characteristics of tropical cyclones that produce larger storm surges. The results also show that actual storm surge heights are generally smaller than predicted height values. Résumé En 2013, le typhon Haiyan a provoqué une onde de tempête de plus de sept mètres dans la Baie de San Pedro aux Philippines, faisant près de 6 300 victimes. Cet événement a provoqué une importante sensibilisation du public envers les ondes de tempête et a mis en évidence le manque d’archives et de recherches historiques aux Philippines. La présente étude a examiné les enregistrements des hauteurs des marées au cours d’activités cycloniques intenses en 2016 et 2017 afin de fournir des informations précises sur le développement d’ondes de tempête dans la zone côtière la plus étendue et la plus peuplée du pays, la Baie de Manille. -

OPERATION PACIFIC EAGLE–PHILIPPINES LEAD INSPECTOR GENERAL REPORT TO THE UNITED STATES CONGRESS OCTOBER 1, 2018‒DECEMBER 31, 2018 ABOUT THIS REPORT In January 2013, legislation was enacted creating the Lead Inspector General (Lead IG) framework for oversight of overseas contingency operations. This legislation, which amended the Inspector General Act, requires the Inspectors General of the Department of Defense (DoD), Department of State (DoS), and U.S. Agency for International Development (USAID) to, among other things, provide quarterly reports to Congress on each contingency operation and the activities of the Lead IG agencies. The DoD Inspector General (IG) is designated as the Lead IG for Operation Pacific Eagle- Philippines (OPE-P). The DoS IG is the Associate IG for OPE-P. The USAID IG also participates in oversight for the operation. The Offices of Inspector General of DoD, DoS, and USAID are referred to in this report as the Lead IG agencies. Other partner agencies also contribute to oversight of OPE-P. The Lead IG agencies collectively carry out their statutory missions related to this overseas contingency operation: • Develop a joint strategic plan to conduct comprehensive oversight over the contingency operation. • Ensure independent and effective oversight of programs and operations of the Federal Government in support of the contingency operation through either joint or individual audits, inspections, and investigations. • Report quarterly and biannually to Congress and the public on the contingency operation and activities of the Lead IG agencies. METHODOLOGY To produce this quarterly report, the Lead IG agencies gather data and information from their agencies and open sources, including congressional testimony, policy research organizations, press conferences, think tanks, and media reports. -

National Defense 2. Security Operations 3. Deterrence 4. National Development The Navy's Roles The modern Navy has expanded its roles beyond the initial mandate to protect the country's shores. These roles include: 1. The Navy shall defend the territory from external aggression. 2. The Navy shall continue its role of securing the Philippine maritime areas from all forms of intrusions and encroachment, piracy and drug trafficking. 3. The Navy shall assist other government agencies in protecting our marine resources and environment. 4. The Navy shall continue to assist in the conduct of rescue and relief operations not only during accidents _________________________________________1 at sea but even during natural calamities in land such as earthquakes, volcanic eruptions and floods. 5. The Navy shall continue assisting in national socio- economic development. 6. The Navy, as it acquires new and more potent assets, will be an effective instrument of government in fulfilling various security-related international commitments. History The Philippines had long been a seafaring nation. Early Filipino inhabitants came from across the seas - from Ancient China, Borneo and Malay Peninsula. For centuries, seafaring natives living along the coastal areas of the country have sailed across the uncharted waters of the surrounding seas in their frail little boats. The Filipino seafarers engaged in a very active trade and made regular voyages to neighboring countries in Southeast Asia and the Far East. -

Stewart The Naval Postgraduate School’s Hastily Formed Networks (HFN) Research Group recently de- ployed to the Central Philippines to support disaster recovery efforts in the wake of Typhoon Hai- yan. HFN Research Group Director, and NPS Department of Information Sciences Lecturer Brian Steckler deployed to the region in advance of his student team to conduct early communications assessments. “I am working with the Marine Corps Pacific Forces Experimentation Center in support of the Third Marine Battalion (3rd MEB). The 3rd MEB is in charge of the initial Marine response to Typhoon Haiyan,” said Steckler. “My first step was to find out where they want to use our commu- nications capabilities and to conduct an assessment to determine local communications needs.” The Hastily Formed Networks group is not just in it for the academic value. We have deployed to other major disasters where we have provided real support to people in desperate need.” U.S. Marine Corps Maj. Travis Beeson HFN teams equipped with satellite-enabled, handheld devices were given the green light to con- duct rapid Information and Communication Technology assessments. NPS’ HFN team also used the advanced communications tools at their disposal to create hastily formed networks. “The communications link is critical, we cannot coordinate if we can’t communicate,” said NPS student and U.S. Marine Corps Maj. Travis Beeson of Versailles, Ohio. “We establish emergency communications between critical HA/DR centers, hospitals and NGOs. According to Steckler, a major complication in a situation like this is aid distribution — some ar- eas do not get enough assistance and others get too much.
