Situation update

The overall security situation in Rakhine State and Southern remains unsettled. Direct clashes between Myanmar Military (Tatmadaw) and Arakan Army (AA) continued in 4 out of 5 Districts in Rakhine and 1 District in Southern Chin. Meanwhile the United Wa State Army (UWSA), Myanmar’s largest ethnic armed organization confirmed on 26 February it had acquired a helicopter, making the north-east based rebel group the nation’s first to possess such an aircraft.

Internal Conflict There have been twenty (20) reported clashes in Rakhine and Shan State throughout this report period. 24th Feb 2020 – Rakhine State: 1 Incident 1. Clashes occurred near Kyein Taung, Minbya Tsp – No Further Details (NFD).

22nd Feb 2020 – Rakhine and Chin State: 7 Incidents

1. AA attacked Tatmadaw artillery position IVO Mee Chaung Bridge, Paletwa Tsp – NFD. 2. Clashes IVO between Wet Ma Kya and Tin Ma village, Kyauk Taw Tsp – NFD. 3. Tatmadaw attacked AA’s strong hold, point 886 mountain, 3 km NE of Myaung village and Twi See Kone village, west of Paletwa Tsp – NFD. 4. Clashes IVO at 1 km NE of Min village, Minbya Tsp – NFD. 5. A Military convoy was attacked with remote mines and exchange of fires near Maha Kan Gyi Shin Pagoda, Kyauk Taw Tsp. One motor shell hit to a house in Paik Thei ward, 3 civilians injured – NFD. 6. Clashes occurred at Nga Sin Yeain stream and Ta Lone Taw hill in Myinbya Tsp. 7. Clashes IVO near Da let Chaung village, Ann Tsp – NFD.

21st Feb 2020 – Rakhine and Chin State: 6 Incidents 1. AA attacked Tatmadaw artillery position IVO Mee Chaung Bridge, Paletwa Tsp – NFD. 2. Clashes IVO 1.6 km NE of Tin Ma Ywar thit, Kyauk Taw Tsp – NFD. 3. Clashes IVO mountain ranges, east of Kalatan River, Kyauk taw Tsp – NFD. 4. Clashes IVO 1.2 km from Hnone Bu Nge Ywar, Paletwa Tsp – NFD. 5. Mountain ranges, West of Kalatan river in Paletwa Tsp – NFD. 6. Unexploded Ordnance (UXO) / Explosive Remnants of War (ERW)

21st Feb, 2020 – Rakhine State: 1x Improvised Explosion Device (IED) was discovered under Laungdone Bridge, near Sabal gone village, in Maungdaw. The device was defused by my Tatmadaw.

SOCIAL STABILITY

24th Feb, 2020 - Myitkyina: Planned demonstration against incoming Chinese Nationals and transportation vehicles coming into Kachin State, occurred in Myitkyina. The main focus is to prevent COVID-19 spreading to Kachin State.

23rd Feb 2020 – Yangon: Protest against the Internet shutdown in Rakhine State occurred near Hledan junction, Kamayut Tsp.

22ndFeb, 2020 - Sittwe: A demonstration by a group entitled Rakhine Youth New Generation (RYNG) took place against the Internet shut-down in Sittwe, Rakhine State. Approximately 300 people participated in the demonstration. No violence was reported.

TRANSPORTATION

22nd Feb 2020 – Bago Region: One person killed and three injured in a road traffic accident (RTA) between mileposts 152/4 and 152/5 on Yangon – Mandalay Highway road. NFD

CRIME

24th Feb 2020 – Rakhine State: One person murdered between Ku Ba Lar village and Yae Nan Taung village. NFD

22nd Feb 2020 - Shan State (E): Police raided the home of a Thai national, arresting him and 2 others. Shots were fired during the raid and one person is reported to have died. NFD

21st Feb 2020 – Rakhine State: A Military Officer was attacked by a mob in Kyauk Taw Town. Violence followed resulting in four people being arrested and two killed. NFD 19th Feb 2020 – Magwe Region: Police arrested 14 illegal immigrants, including 2 females IVO milestone 219/3 on Pathein – Mongywar road in Minhla Tsp area. NFD 19th Feb 2020, Yangon Region: Police arrested 54 illegal immigrants including 30 females IVO milestone 25/6 on Yangon – Naypyitaw Highway road, Hlegu Tsp area.

Environmental Hazards

Just a few years ago, Myanmar's geoscientists still relied on old-fashioned inked tracings to monitor earthquakes. Now they are using a real-time data feed from a high-tech network of seismic-monitoring stations dotted around the geologically active country. The transformation propels Myanmar to the forefront of seismic monitoring in southeast Asia — and is revealing its quake hazard and speeding up its disaster response. Thirteen (13) earthquakes were recorded throughout the month of February.

Throughout this reporting period, five (5) earthquake were recorded. No report of damage to infrastructure and casualties. 1. 24th Feb 2020 – Location: 4.3 (M), lat 25.56°N, long 96.79°E, depth (10) km, approximately (43) miles west of Myitkyina, Kachin State, recorded at 02:03:25Hrs M.S.T.

3. 23rd Feb 2020 - Location: 4.3 (M), lat 25.56°N, long 96.76°E, depth (10) km, approximately (45) miles west of Myitkyina, Kachin, recorded at 14:01:44Hrs M.S.T.

4. 22nd Feb 2020 – Location: 3.5 (M), lat 23.85°N, long 94.58°E, depth (78) km, approximately (30) miles southeast of Tamu, Sagaing Region, recorded at 18:01:09Hrs M.S.T.

5. 22nd Feb 2020 – Location: 3.6 (M), lat 22.46°N, long 94.86°E, depth (11) km, approximately (66) miles southwest of Kanbalu, Sagaing Region, recorded at 01:56:13Hrs M.S.T.

20th Feb 2020: A fire rages in the Than Zay building, Latha Tsp, at approximately 06:05Hrs. 85 occupants were evacuated from the apartments 20th Feb 2020: 5 houses ablaze in Dot Hta Waddy street no (4), Dagon Seikkan Tsp, Yangon, in the morning hours of the 20th. A further 18 houses were destroyed on the same day due to fire in Dar Paing Taung village, Hlegu Tsp, Northern Yangon. 23rd Feb, 2020: Fire breaks out at a property in no (17) ward, Shwe Pyi Tha Tsp, Yangon.

Health Hazards

Communicable Diseases: COVID – 2019 update situation MoHS has circulated an awareness and noticed on 23rd Jan 2020: 1. To avoid crowded areas and mass gatherings. 2. If in necessity, please to be follow the mitigation measures. MoHS organized Surveillance and investigation Team for Coronavirus Disease 2019 (COVID- 19) cases and their monitors and updates for 8 pm 24 February 2020 –

1. The Ministry of Health and Sports is closely monitoring the outbreak of COVID-19, with conducting surveillance at international gateways and at the hospitals in the forms of people-centered investigation and in coordination with private hospital. 2. From 8 pm 23 February 2020 to 8 pm 24 February 2020, no new case was confirmed for the situation of under investigation. 3. Until 6 pm 24 February 2020, the four persons were kept to monitor for another 48 hours although they were tested negative for COVID-19 at the State/Region hospitals. They were also in good health conditions. 4. The Ministry of Health and Sports would present real-time report if the persons under investigation or suspected cases were found. 5. A 34-year old woman from South Korea visited Yangon from 13 February to 17 February. She was diagnosed with COVID-19 after a laboratory test in her home country on 23 February. On the same day, the Public Health Department from Yangon Region took prompt measures on health conditions of 7 persons and their 15 family members, totaling 22 persons. All of them were found in good health conditions without any symptoms of COVID-19. However, they were advised to report on any symptom of this disease to the health center and stay at their respective homes in quarantines for 14 days, while township health workers of Public Health Department are carrying out constant surveillance. 6. Although there is no laboratory confirmed case of COVID-19 until 24 February, the ministry is conducting round-the clock surveillance in upward momentum. As the COVID- 19 is spreading in 29 countries, including China and some of its neighboring countries, people are suggested to report on any close contact with a confirmed or suspected case of COVID-19 to the health centers, and to follow health awareness of the Ministry of Health and Sports on prevention of the disease. As of 25th Feb, 2020: MoHS Statement on Novel Coronavirus (COVID-19): Accelerating the measures on monitoring, prevention and controlling of COVID-19, the Ministry of Health and Sports (MoHS) continued to monitor and the results are as below-

RECOMMENDATIONS AND ADVICE FOR THE PUBLIC The basic principles to reduce the general risk of transmission of acute respiratory infections include the following: . Avoiding close contact with people suffering from acute respiratory infections. . Frequent hand-washing, especially after direct contact with ill people or their environment. . Avoiding unprotected contact with farm or wild animals. . People with symptoms of acute respiratory infection should practice cough etiquette (maintain distance, cover coughs and sneezes with disposable tissues or clothing, and wash hands). . To date, no confirmed cases of COVID-19 have been reported in Myanmar
