On 17 July 2019, Liverpool City Council declared a Climate Change Emergency and I led a debate on the impending global ecological disaster, calling on all political parties to come together to rise to the challenge of making Liverpool a net zero carbon city by 2030. The way we do things in the future will need to change to a more sustainable model. To achieve this, the city has embraced the principles of the United Nations Development and this document sets out our ambitions for future growth and development for the North Shore area of the city firmly within this context. We have already begun work with partners to deliver that ambition. Existing and highly successful examples include the iconic Titanic Hotel redevelopment, restoration of the Tobacco Warehouse and the proposed refurbishment of the listed Engine House at Bramley Moore Dock which reinvigorate dilapidated heritage assets on the North Docks, providing access and interpretation to a new generation of people in the City.     Albert Dock – Albert Dock and its warehouses were opened in 1846 by Prince Albert. They were designed by Jesse Hartley, the dock engineer with assistance from the architect Philip Hardwick. The dock was one of the earliest enclosed docks in the world and it is believed to form the largest group of Grade 1 Listed Buildings in England. The use and condition of the dock and warehouses declined during the 20th century, but they were comprehensively restored and converted to a mix of uses in the 1980s. They are now the most popular non- paying visitor attraction in the North West. IHBC Summer School Saturday 16th June 2007 Stanley Dock – Stanley Dock was opened in 1848 and between 1852-55 it was equipped with import warehouses of fire-proof construction similar to those at Albert Dock, all to the de- Tour signs of Jesse Hartley, the dock engineer. At this time, the canal terminus in Liverpool was near Old Leeds Street and consisted of a basin several metres away from and above the nearest docks which were George’s Dock and Basin. These led to the construction of the South Docks of Albert, Salthouse and others further up the river. Due to there being no direct connection between the canal and docks, transhipment of goods from docks to canal and vice versa was a laborious and inefficient task. During development on the Central Docks North down the River Mersey estuary in the mid- 1800s, a flight of four locks was constructed at Stanley Lock Flight to carry canal vessels down to the docks and entered the dock system through Stanley, Collingwood and Salisbury Docks. Here a barge lock was constructed to allow vessels to enter the river.

    PRESS RELEASE From the Chair of Merseyside Civic Society OUR WORLD HERITAGE SITE We love our Liverpool home, our songs tell it worldwide. We are very proud of our World Heritage Site - it cements our international significance. Liverpool is an on-going story of global connections, massive inward and outward migration. Through our mercantile maritime connections we changed the world’s understanding of global relationships. Jesse Hartley, the great nineteenth century engineer, may have had the vision and capacity to build the Albert Dock and the Stanley Dock, but even he could not have imagined their roles today or the debates about their future. The city’s history of population growth, mix and shrinkage is extraordinary. In 1801 Liverpool’s population was 77,000, had expanded to reach a population peak in 1931 of 846,000; but by 2004, we were a tiny 460,000 - too small to maintain our services, infrastructure and historic buildings. The reasons for these changes lie in the city’s exceptional mercantile maritime economy and society. From 1960 Liverpool had to cope with unprecedented changes in technology: containerization for much its freight traffic and long-distance jet aircraft for passenger travel. These changing shipping practices resulted in industrial obsolescence and swathes of unusable docklands. War-time bombing had already blasted massive gaps in the docks system and adjacent areas of the city’s urban fabric. Much of the older docklands and adjacent commercial areas were regarded as derelict, decayed and to be disregarded in terms of their heritage and its future. Thus while the complexity of our World Heritage Site in Liverpool is unique, it has to be seen alongside a desperate continuing need to repair our urban, social and economic fabric.
