Aileme teşekkürü borç bilirim. vi ÖZET ULUSLARARASI HABER AJANSLARINDA RECEP TAYYİP ERDOĞAN TEMSİLİ: REUTERS VE TASS ÖRNEĞİ Bu çalışmada parlamenter sistemden Cumhurbaşkanlığı Hükümet sistemine geçişi ön gören 16 Nisan referandum sürecini ve Cumhurbaşkanı Recep Tayyip Erdoğan’ı konu alan REUTERS ve TASS haber ajanslarının haber metinleri incelenmiştir. Çalışmada Batı merkezli REUTERS haber ajansı ile Doğu merkezli TASS haber ajansının, Türkiye’de yaşanan anayasa değişikliği ve Cumhurbaşkanı Recep Tayyip Erdoğan ile ilgili haberleri nasıl ele aldıklarını ortaya koymak amaçlanmıştır. Sınırlılıklar kapsamında, yaşanan referandum süreci ve sonrasını içeren olarak 16 Nisan 2017-30 Nisan 2017 tarih aralığındaki haberler değerlendirilmeye alınmıştır. 16 Nisan 2017 tarihinin seçilme nedeni Türkiye’de gerçekleşen ve dış politikayı yeniden biçimlendiren bir anayasal değişikliği referandumunun gerçekleşmesidir. 30 Nisan tarihinin belirlenme nedeni ise ajansların ilk 15 günde yoğun haber akışı gerçekleştirmesidir. REUTERS ve TASS haber ajanslarının haber metinleri eleştirel söylem analizi yöntemi kullanılarak analiz edilmiştir. Çalışmanın ilk bölümünde ideoloji-haber-söylem bağlantıları incelenerek ideolojinin haber metinleri üzerindeki etkisi ele alınmıştır. Çalışmanın ikinci bölümünde ise ajansların tarihsel gelişim süreçleri ve Cumhurbaşkanı Erdoğan’ın siyasal srüeci ele alınmıştır. Yöntem bölümünde ise REUTERS ve TASS haber ajanslarının haber metinlerinin analizlerine yer verilmiştir. Haber metinlerinde Cumhurbaşkanı Erdoğan’ın nasıl yer aldığı ve temsil edildiği makro ve mikro analizler yapılarak değerlendirilmiştir. Bu analiz biçimiyle REUTERS ile TASS haber ajanslarının, haber içeriklerini, kendi ülkelerinin siyasi egemenlerinin gündelik politikalarının belirlediği ortaya konulmuştur. REUTERS haber ajansının Türkiye’deki referandum süreci üzerinden Cumhurbaşkanı Erdoğan’ı ideolojik söylemler ile olumsuzladığı; TASS haber ajansının ise ideolojik söylemler ile olumladığı analiz edilmiştir. Anahtar Kelimeler: Haber Medyası, İdeoloji, REUTERS, TASS, Referandum, Recep Tayyip Erdoğan, Eleştirel Söylem Analizi vii ABSTRACT REPRESENTATION OF RECEP TAYYİP ERDOGAN IN INTERNATIONAL NEWS AGENCIES: THE CASE OF REUTERS AND TASS In this study, the news texts of REUTERS and TASS news agencies about President Recep Tayyip Erdoğan and the April 16 referendum process, which foresees the transition from the parliamentary system to the Presidential Government system, are analyzed. In this study, it is aimed to reveal how western-based REUTERS news agency and eastern based TASS news agency approach to the constitutional changes taking place in Turkey and the news regarding Prime Minister Recep Tayyip Erdogan. Within the scope of the limitations, the news in the period between April 16, 2017 and April 30, 2017, including the referendum process and the aftermath, were taken into consideration. The reason for choosing the date of April 16, 2017 is constitutional amendment referendum took place in that time that reshaped foreign policy. The reason for choosing the April 30 date is the fact that the agencies conduct intensive news flow in the first 15 days. The news texts of REUTERS and TASS news agencies were analyzed using critical discourse analysis method. In the first part of the study, ideology-news-discourse connections are examined and the effect of ideology on news texts is discussed. In the second part of the study, the historical development process of the agencies and the political process of President Erdoğan are discussed. In the method section, news texts analysis of REUTERS and TASS news agencies are included. President Erdoğan's coverage and representation on the news texts was evaluated by using macro and micro analyses. In this analysis, it is revealed that the daily content of REUTERS and TASS news agencies is determined by the daily policies of the political sovereigns of their countries. It is analyzed that The Reuters news agency, through the referendum process in Turkey, negated President Erdoğan with ideological discourses and on the other hand, TASS news agency affirmed President Erdoğan with ideological discourses.     Dear President of the European Parliament, Dear President of the European Council, Dear President of the European Commission and Dear President of the French Republic, We all have a responsibility for the shared future of Europe. In this time of crisis, it is high time to re-evaluate some of the rules we have upheld till now and focus on the most important aspects of the European project, which will help us move forward. An unprecedented health crisis is currently affecting millions of people in Europe and tragically taking thousands of lives. However, this is not the end. The economic crisis will crush the hopes and dreams of generations of Europeans. We sincerely hope that we will all do whatever is in our power not to leave anyone behind. We firmly believe that the European Parliament needs to take on its responsibility and share the burden since it is the highest European directly elected body. We need to be part of the solution, not part of the problem. If we want the people to have confidence and trust in the European project, we need to show them that we are also ready to make concessions. Therefore, we would like to ask you to do everything in your power to change the treaties in order to have just a single seat of the Parliament in Brussels. This call has again gained a large majority of support in the 2018 Parliament discharge resolution adopted on 13 May 2020 and shall now be taken into account and acted upon. The financial and environmental costs of moving the Parliament are, especially in these times of digitally connected Europe, extremely high and hard to justify.

    THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

This paper presents political changes in the EU as one of the drivers of EU-Turkey relations. It discusses whether the European “enlargement fatigue” has been, more specifically, “Turkey fatigue”. It looks at the politicisation of Turkey in European electoral debates, including some elections in the past that have shifted the direction of the relations. It then analyses three countries, Germany, France and the Netherlands, that held national elections in 2017, a year with a crowded schedule of elections across EU member states and in Turkey. While the topic of Turkey disappeared from the French electoral debates in 2017, it figured prominently in the other two elections, perhaps even more than in past elections. And while France is attempting to decouple bilateral relations from Turkey’s EU accession framework, this is not the case for the other two countries. As they stand, political changes in Europe eliminate a convergence scenario. This leaves two options as the most likely scenarios for the future of the relations: sporadic conflicts within a cooperation scenario or transactional cooperation centred on bilateral relations with member states.
