Is the European Migrant Crisis Another Stage of Hybrid War?
IS THE EUROPEAN MIGRANT CRISIS ANOTHER STAGE OF HYBRID WAR? Yurii Punda, Vitalii Shevchuk, Viljar Veebel Abstract: This article provides an overview of the roots of large-scale migration flows to the European Union (EU) during the past ten years. In addition, the article also explores the potential link between such migration flows and modern hybrid warfare, characterised by the coordination of various types of warfare (i.e. military and non-military means, conventional and non-conventional capabilities, state and non-state actors, etc.), all employed with an aim to cause instability and disorder. In the 2010s, the migration flows to EU countries increased significantly, particu- larly from the conflict areas in Syria, Iran, Iraq, Afghanistan, and Pakistan, as well as from Albania, Kosovo and Ukraine. The analysis focuses on the question of whether the increase in migration flows could be linked to the ongoing confronta- tion between Russia and the West. Specifically, the article focuses on two particular cases: Syria and Ukraine. The article explores the commonalities of the resulting migration flows to the EU and proposes policy recommendations for reducing the negative impact of such events in the future. Introduction During the 2015 European migration crisis, an unusually large number of refugees flowed into the European Union. During the past decade, the number of first-time asylum applications submitted by non-EU citizens has increased exponentially, peaking in 2015–2016 when more than a million people from non-EU countries applied for asylum in the EU over the course of just one year (Figure 1(a)). -

DEFINING DETENTION: THE INTERVENTION OF THE EUROPEAN COURT OF HUMAN RIGHTS IN THE DETENTION OF INVOLUNTARY MIGRANTS Anita Sinha* ABSTRACT This Article examines the European Court of Human Rights’ intervention in the detention of involuntary migrants. It analyzes the use of “carceral migration control” in response to a migration “crisis,” and argues that the actual crisis in the region is one of politics and policies rather than the magnitude of migration. It explores the consequences of a crisis moniker for migration, including shortsighted migration policies, entrenched caricatures of migrants as threatening, and excessive emphasis on punitive rather than humanitarian responses. Responding to migration as a crisis has led states in Europe and elsewhere to shift the movement of people across national borders from a human security issue—protecting people and providing assistance—to a national security issue. This Article applies the migration crisis framework to analyze the European states’ responses to the most recent rise in involuntary migration to the region. In the face of the coronavirus crisis, the biggest challenge Europe has faced in peacetime, with devastating consequences and a shock to the economy tougher than the 2008 crisis, Ministers from 11 countries, 79 cross-party MEPs from 17 Member States, 37 CEOs, 28 business associations representing 10 different sectors, trade union confederation representing members from 90 national trade union organisations and 10 trade union federations, 7 NGOs and 6 think tanks, have committed to working together to create, support and implement solutions to prepare our economies for the world of tomorrow. This first pan-European call for mobilisation on post-crisis green investment packages will work to build the recovery and transformation plans which enshrine the fight against climate change and biodiversity as a key pillar of the economic strategy. Sharing the belief that the economic recovery will only come with massive investments to protect and create jobs and to support all companies, regions and sectors that have suffered from the economy coming to a sudden halt, the alliance commits to contribute to the post-crisis investment decisions needed to reboot and reboost our economy. Covid-19 will not make climate change and nature degradation go away. The fight against this crisis will not be won without a solid economic response. -

Dear President of the European Parliament, Dear President of the European Council, Dear President of the European Commission and Dear President of the French Republic, We all have a responsibility for the shared future of Europe. In this time of crisis, it is high time to re-evaluate some of the rules we have upheld till now and focus on the most important aspects of the European project, which will help us move forward. An unprecedented health crisis is currently affecting millions of people in Europe and tragically taking thousands of lives. However, this is not the end. The economic crisis will crush the hopes and dreams of generations of Europeans. We sincerely hope that we will all do whatever is in our power not to leave anyone behind. We firmly believe that the European Parliament needs to take on its responsibility and share the burden since it is the highest European directly elected body. We need to be part of the solution, not part of the problem. If we want the people to have confidence and trust in the European project, we need to show them that we are also ready to make concessions. Therefore, we would like to ask you to do everything in your power to change the treaties in order to have just a single seat of the Parliament in Brussels. This call has again gained a large majority of support in the 2018 Parliament discharge resolution adopted on 13 May 2020 and shall now be taken into account and acted upon. The financial and environmental costs of moving the Parliament are, especially in these times of digitally connected Europe, extremely high and hard to justify. -

Journal of Ethnic and Cultural Studies Copyright 2020 2020, Vol. 7, No. 1, 1-19 ISSN: 2149-1291 http://dx.doi.org/10.29333/ejecs/280 Ethnic or Religious Identities?: Multicultural Analysis in Australia from Socio-Demographic Perspective Yaghoob Foroutan1 Department of Social Sciences, University of Mazandaran, Iran Abstract: Focusing on the data of ethnic and religious identities in a multiethnic and multicultural context, this paper provides research-based evidence to explain whether and how significantly such data could be reliable from a social and demographic perspective. The explanation is based on population census that also provides unique nation-wide data sources on ‘religious affiliation’. The field of this study is the multiethnic and multicultural context of Australia that holds a large variety of ethnic, religious and cultural groups from throughout the world. According to the findings of the present analysis, this paper argues that if ethnic migrants belonging to the same category of religious affiliation are considered as a single group without taking their ethnic origins into account, this will lead to insufficient, incomplete, and misleading knowledge. Introduction Dealing with data on ethnic and religious identities in a multiethnic and multicultural context, this paper provides research-based evidence to explain whether and how significantly such data could be reliable from a social and demographic perspective. It presents research- based evidence to examine this key research question: ‘how reliable would our analysis on ethnic migrants’ religion be if we used official data sources?’. In particular, this paper provides empirical evidence to explore the existence and the extent of the reliability of studies on immigrants’ religion based on official data. -
