Gippsland Local Government Network C/- Socom Level 2, 377 Lonsdale Street Melbourne Vic 3000 Geoff Howard MLA Chair Education and Training Committee Parliament House Spring Street East Melbourne 3002 4 April 2008 Dear Mr Howard, Response to the Inquiry into Geographical Differences in the rate in which Victorian Students participate in Higher Education Thank you for the opportunity to provide input to this important review of the geographical differences in the rate in which Victorian Students participate in Higher Education and for granting the requested extension of time within which to lodge our submission. The Gippsland Local Government Network (GLGN) is an alliance of six Gippsland Councils who work collaboratively on a range of issues and projects of mutual interest. The six GLGN Councils include: Bass Coast Shire Council, Baw Baw Shire Council, East Gippsland Shire Council, Latrobe City Council, South Gippsland Shire Council and Wellington Shire Council. Together, these Gippsland Councils equate for more than a third of rural and regional Victoria. This submission is in addition to the individual responses lodged by Bass Coast Shire Council and Wellington Shire Council. It is intended to complement these previous submissions. The following comments summarise the issues that GLGN feel are important to the whole of Gippsland and consider essential for address within the inquiry. EXECUTIVE SUMMARY Background Bass Coast Shire is the fastest growing local government area in Gippsland with the resident population of about 30,000, increasing to over 70,000 during peak holiday periods (www.forecast.id.com.au). The area also attracts visitors to Philip Island Nature Parks and the Motor Cycle Grand Prix and is well renowned for its special natural environment, with eco-tourism opportunities and major motorsports events attracting millions of visitors every year. The generation of waste is expected to increase in the future in line with projected population increases, which has been predicted to rise to approximately 45,000 by 2031, an increase of approximately 42%. This, coupled with a number of identified waste management challenges and issues provides significant drivers for consideration of a new waste management strategic direction and sustainability initiatives across the Shire. Purpose The Waste Management Strategy (WMS) has been developed as part of the commitment Bass Coast Shire Council has made to provide sustainable solutions for the collection, disposal and resource recovery from waste generated within the community. Form 1 Section 38(1) NOTICE OF APPROVAL OF AMENDMENT TO A PLANNING SCHEME TO BE PRESENTED TO PARLIAMENT On 3 February 2021 the Minister approved Amendment C249card to the Cardinia Planning Scheme. The amendment was prepared by Cardinia Shire Council. The Cardinia Shire Council will be responsible for administering the scheme. The changes to the scheme are: The amendment amends various provisions of the Cardinia Planning Scheme, including correcting zoning and overlay mapping anomalies, updating references to heritage places in the schedule to Clause 43.01 and updating references to two incorporated documents in the schedule to Clause 72.04. The Minister exempted Cardinia Shire Council from the requirements of sections 19(2) and 19(3) of the Planning and Environment Act 1987 being the requirement to: Publish a notice of the amendment in a newspaper generally circulating in the area. Publish a notice of the preparation of the amendment in the Government Gazette. Notice of the amendment was given: by notice to the Ministers (or municipal council) prescribed by direct notice to 19 directly impacted owners/ occupiers. The Minister did not consult the responsible authority. The Minister did not prepare the amendment under section 20A of the Planning and Environment Act 1987. I am writing to object to the proposed application by Kalbar Operations Pty Ltd (Kalbar) for a mineral sands mine at Glenaladale. East Gippsland and in particular the Gippsland Lakes (an area of 354 sqKm) has long been a holiday destination for not only Victorians but internationals due to the uniqueness with it being the largest navigatable inland lake system in Australia. Being approx 300km from Melbourne a journey to this area can involve value added overnight stays. Visitation Economy: It is recognised by both Federal and State governments that the Visitation Economy is a major way to grow the East Gippsland economy in general for the long term making it a better place to not only visit but to live whilst creating business and job opportunities. Local Federal MP The Hon. Darren Chester estimates that in 2018 the Visitor Economy for Greater Gippsland generated over $1Billion from 6.4 Million visitors. Local Government - Submissions Bayside City Council Borough of Queenscliffe Colac Otway Shire Council Corangamite Shire Council East Gippsland Shire Council Glenelg Shire Council Greater Geelong City Council Hobsons Bay City Council Port Phillip City Council South Gippsland Shire Council Surf Coast Shire Council Marine and Coastal Act Consultation Paper SUBMISSION The Borough of Queenscliffe welcomes the opportunity to provide a submission on the Marine and Coastal Act Discussion Paper (Discussion Paper). There are a number of proposals in the Discussion Paper that are of particular concern to the Borough of Queenscliffe. This submission focuses on these concerns. The Discussion Paper proposes reforms to the existing governance arrangements with respect to Coastal Crown Land management. It is our view the reforms will not simplify the arrangements, rather add to local Councils’ responsibility. For example, the phasing out of Regional Coastal Boards and essentially replacing them with Regional and Strategic Partnerships (RASPs) which can be established by the Minister will lead to Council’s potentially taking the lead role in the RASPs. RASPs may be established to address specific issues and the resource impact to local coastal Councils could be significant, particularly if more than one RASP is established at any time. Another suggestion in the Discussion Paper is phasing out of Category 2 Committees of Management (CoM) and either transferring their responsibilities to Councils or establishing smaller CoMs pursuant to Section 86 of the Local Government Act. It is our view that either option does little to address the current lack of appropriate support to smaller CoMs and, in simple terms, transfers oversight and support responsibility of these smaller CoMs from the State Government to Local Government.
