This is possible and easier thanks to the creation of new innovations about means of communication and means of transport. These factors (so the desire to be more united and the consequent creation of new innovations) have created a new era known as the “era of the globalization”. There are two consequences of the phenomenon of the globalization which are extremely important in my work: the international migration and the evolution of the means of communication.

The thesis is divided into five chapters. The first chapter covers the middle ages and then the period from the 19th century until 1945, when Italian craftsmen, especially from the provinces of North-Eastern Italy, came to the newly established Romanian Kingdom, laying the foundation for the nowadays officially recognized Italian minority in Romania. The second chapter presents the economic and social relationships between Italy and Romania during the time of the communist regime, which was imposed to Romania by the Soviet Union after World War 2 and lasted until the end of 1989. Chapter three presents the status of the Italian minority after the revolution of 1989 and until today. After the fall of the Iron Curtain, the markets of the former communist states in Eastern Europe were opened to western products and investments. Also Romania opened its economy step by step during the transitional period from communism to capitalism and free market.

    THE EFFECTS OF THE ELECTORAL REFORM ON MEMBERS OF THE ROMANIAN PARLIAMENT: A NETWORK ANALYSIS by Silvia-Ioana Neamţu Submitted to Central European University Department of Political Science In partial fulfillment of the requirements for the degree of Masters of Arts Principal supervisor: Gábor Tóka Second supervisor: Balázs Vedres CEU eTD Collection Budapest, Hungary 2011 ABSTRACT In this thesis, I analyze the characteristics of the legislative networks inside the Romanian Parliament, by treating the Members of Parliament as nodes and their initiated proposals as links between them. I map out the networks of collaboration of the Romanian legislature for a period of four years and between two electoral systems – proportional representation with closed lists (2006-2007) and mixed-member proportional with single member districts (2009- 2010). Based on the theories of purposiveness and competing principals with respect to legislative accountability, the social network analysis that I undertake aims at spotting the differences in the structural positions of the legislators before and after the electoral reform in 2008. I employed centrality measures, conducted sub-group analysis and a Relational Contingency Tables analysis to test my hypothesis. Findings show that there is change in the behavior of legislators in two different electoral systems. It is easier in the mixed-member proportional system to form collaboration ties than in the previous electoral system. However, the observed relationships have the opposite effect than expected, with a less dense network with more cross-party collaborations in 2006 and highly dense with strong party clusters in 2010. The expected party discipline in the proportional representation system (2006-2007) is broken by legislators with a strategic position in the networks, who encourage cross-party collaborations on initiating legislative proposals.

    Southeast European Politics Vol. V, No. 1 June 2004 pp. 60-75 Parliamentary Representation of Minorities in Romania CIPRIAN-CALIN ALIONESCU Diplomatic Academy, Vienna ABSTRACT This article aims to analyse the mechanisms through which the parliamentary representation of ethnic minorities is ensured in Romania. After briefly reviewing the situation in other countries from South East Europe, I turn to the case of Romania, where there is a clear distinction between the Hungarian minority (which established a highly successful political movement in 1989, UDMR) and all other minorities (which were only able to gain parliamentary representation through the positive discrimination system provided by the Romanian law). This system is then analysed in detail and the results of the 1996 and 2000 parliamentary elections are used as case studies. The Romanian system has clear strengths (such as simplicity), but also obvious weaknesses (hijacking of the minority representation being the most serious). The paper concludes with a discussion on the advantages and disadvantages of the Romanian system and suggests a few possible improvements. Introduction To have free and fair elections is an essential right in any democracy. Free elections lead to the national (parliamentary) and local representation of different groups and interests in a country and therefore could be considered the most important feature of modern democracy. But even free and fair elections cannot always guarantee representation for all groups and interests - and this is especially true for minorities (ethnic, religious or other). In a region stricken by ethnic cleansing, civil wars and resurgent nationalism like South-East Europe (hereinafter SEE) after 1989, representation of minorities' interests at all levels of government is important for peaceful co-existence.

Migration is the process involving people of different social status and economic, cultural, religious changes in the society accepting it. The abandonment of the original area by people in order to settle in other areas depended on political, economic or natural factors. The Italian migratory process became a great migration to America, Australia and mainly in Europe. Searching for a safer or better future, Italians came to Romania as well, establishing steady communities. Key words: permanent migration, seasonal migration, expatriations, demographic evolutions, migratory flows, individual and collective migration. 1. Introduction Understanding migration as a component of the economic and social life of each state leads to the idea that orderly, well managed migration can be beneficial for individuals and societies as it generates ethnical and religious syntheses, economic changes and regional and overall readjustments of power relations, involving acculturation and exchanges of values (Bocancea, 2011, p.3). 2. Causes of Italian migration In the context of the economic changes in the 19th century that led to the decline of old artisan crafts and domestic industry, Italian migration intensified. Given that the effects of the industrial revolution in Europe were causing increased agricultural productivity and urbanization, the rural labor force turned to urban activities.
