E-mail: [email protected], [email protected] Abstract Lucrarea este compusă din două părţi mari. Prima parte trece în revistă evoluţia aspectelor din legislaţia electorală românească referitoare la minorităţile naţionale, atât la nivelul parlamentului cât și la nivelul consiliilor locale și judeţene. În cea de a doua parte sunt prezentate rezultatele obţinute la alegerile par- lamentare (1990-2008) și locale (1996-2008) de organizaţiile celor 19 minorităţi naţionale din România. De-a lungul celor aproape două decenii trecute din 1990, legislaţia electorală românească a suferit modi- fi cări pozitive dar și negative în ceea ce privește reprezentarea minorităţilor. Schimbările legislative cu cele mai negative consecinţe pentru minorităţi au fost introducerea (și ulterior mărirea) pragurilor electorale, și stabilirea unor standarde duble privind depunerea candidaturilor pentru organizaţiile minorităţilor re- prezentate în Parlament și cele din afara Parlamentului (cu condiţii mult mai difi cile pentru categoria cea din urmă). Datorită pragurilor mai ridicate, după alegerile din 2000, minorităţile au dispărut din multe con- silii locale și – cu excepţia maghiarilor și germanilor – complet din consiliile judeţene. Standardele duble pentru candidatură au atenuat competiţia electorală din interiorul minorităţilor, cimentând monopolul politic al organizaţiilor din Parlament asupra comunităţilor pe care le reprezintă. Dintre aspectele pozitive ale legislaţiei electorale cele mai importante sunt prevederile electorale speciale care facilitează prezenţa minorităţilor în forurile decizionale. În timp ce la nivelul Camerei Deputaţilor reprezentarea minorităţilor este aproape garantată – trebuie atins doar un prag simbolic pentru a obţine un mandat –, la nivelul con- siliilor locale acţiunea afi rmativă electorală nu este efi cientă. Din contră, este vorba de o prevedere prost concepută, care numai că nu este capabilă să contracareze subreprezentarea minorităţilor, ci poate avea chiar efecte adverse, deoarece poate priva minorităţile de mandate pe care le-ar fi obţinut dacă ar fi fost tratate în mod identic cu partidele politice. Având în vedere inefi cienţa prevederii speciale, caracterul dis- criminatoriu al condiţiilor pentru candidatură și tendinţa negativă în ceea ce privește subreprezentarea minorităţilor la nivel local, concluzia studiului este că sistemul românesc de reprezentare al minorităţilor naţionale ar trebui regândit, altfel situaţia minorităţilor se poate agrava și mai mult. The paper consists of two main parts. The fi rst part reviews the evolution of the most important aspects of Romanian electoral legislation concerning the representation of national minorities, both at the na- tional and the local level. The second part presents the results obtained by the organizations of 19 minori- ties from Romania at the national elections (1990-2008) and the elections to the local and county councils (1996-2008). During the two decades that passed since the fall of Communism, Romanian electoral legisla- tion underwent multiple changes, with both positive and negative consequences on the participation of minorities. Among the negative changes we have to mention the introduction (and subsequent raising) of electoral thresholds, and the adoption of double standards regarding candidatures for organizations represented in Parliament and those outside Parliament (obviously, with way more diffi cult conditions for the latter category). The higher thresholds introduced after 2000 had a negative impact on the number of minority representatives in the local councils, and with the exception of Hungarians and Germans, the minorities disappeared from the county councils. The double standards regarding candidature consider- ably watered down political competition within the minority communities, almost to the extent of grant- ing political monopoly for the organizations in Parliament over the communities they claim to represent. On the other hand, Romanian electoral laws also contain special rules that provide electoral affi rmative action for minorities. In the Chamber of Deputies the presence of minorities is almost guaranteed, due to the existence of special seats that can be obtained by reaching a symbolic alternative threshold. Affi rma- tive action is present at the level of the local councils too, but it is far from being effi cient. On the contrary, the special rule at the local level is ill-conceived: it is unable to counteract the underrepresentation of minorities, moreover, it can even deprive them of some seats they would have obtained, had they been treated like the political parties. RUSU1 ABSTRACT. – The National Structure of the Romanian Population at the 20th of October 2011 Census. This is the third study regarding the national structure of the population of Romania. The first two approached the 1992 and 2002 censuses and were published in Studia UBB, Geographia, 2 (1991) and the Romanian Review of Political Geography (2004)2. On the census day, Romania had 20,121,641 inhabitants, of which 83.45% (16,792,868) are Romanians, while the other 16.55% belong to: Hungarians 6.10% (1,227,623 inhabitants), Gypsies 3.09% (621,573 people), other 18 national minorities (Ukrainians, Germans, Turks, Russian-Lipovans, Tartars, Serbs, Slovaks, Bulgarians, Croats, Greek, Italians, Jews, Czechs, Poles, Chinese, Armenians, Csangos, Macedonians) and the category “other national groups” have together only 1.21% (242,767 inhabitants). There is also a category of people for which the information was ”unavailable”, totaling 6.15% (1,236,810 people) of the Romanian population (fig. 1). As requested to assess the essential issues of such a subject, one needs to analyze the distribution of the national minorities across Romania, at the level of the counties and the eight geographical-historical provinces of Romania: Transylvania, Moldavia, Dobrudja, Muntenia, Oltenia, Banat, Crişana and Maramureş. Generally, regarding the presence of the Romanian population, one notices the following situation at the level of the counties: in 18 counties of the total of 41 in Romania, the weight of the Romanian population is over 90%, including all the eight Moldavian counties (Bacău, Botoşani, Galaţi, Iaşi, Neamţ, Suceava, Vaslui, Vrancea), six out of the ten counties of Muntenia (Argeş, Brăila, Buzău, Dâmboviţa, Prahova, Teleorman) and four out of five counties of Oltenia (Dolj, Gorj, Olt, Vâlcea).

This is possible and easier thanks to the creation of new innovations about means of communication and means of transport. These factors (so the desire to be more united and the consequent creation of new innovations) have created a new era known as the “era of the globalization”. There are two consequences of the phenomenon of the globalization which are extremely important in my work: the international migration and the evolution of the means of communication.

  • Political Ideology and Fiscal Policy. the Case of Romania
    POLITICAL IDEOLOGY AND FISCAL POLICY. THE CASE OF ROMANIA Tudor CIUMARA, PhD* Abstract The main question asked in this paper regards the possible influence of political ideology on the fiscal policy measures proposed and implemented by the Romanian government. We observe the political affiliation of the ministers of finance and the positioning of their parties on the left-right axis. We find there is a certain equilibrium in terms of the duration the Ministry of Finance portfolio was occupied by a representative of the centre-left versus centre-right parties. The analysis of the influence of ideology on policy is complicated by external facts such as political, social and economic context. Keywords: government, finance, political party JEL Classification: D72, E62, G18 The easiest way of segmenting the political spectrum is to use the left-right axis. A preferred field of displaying the ideological orientation of the politicians is the economic one, largely the fiscal area. Normally, we can expect a “left-wing” government to be more interventionist, to promote a fiscal policy relying on larger deficits, while the “right-wing” government is expected to promote a policy of state withdrawal from the economy and to reduce the budget deficits. Theoretically, the left-wing governments might be expected to direct their fiscal policy in a counter-cyclical manner, more restrictive during the periods with low unemployment rates, and in a stimulative manner during the periods with high unemployment rates. Similarly, the right- wing governments might be inclined towards a pro-cyclical approach, in which the fiscal policy stimulates during the periods of boom and restricts during the periods of crisis.
