KONUNGEN OCH REGERINGSBILDNINGEN Av docent ELIS H.fSTAD, Stockholm l DEBATTEN om en samlingsregering eller inte kan man ofta möta invändningen, att förordet för en dylik regering - typiskt för de borgerliga, menar man - sett dagen först sedan dessa efter socialdemokratiens segrar utestängts ifrån regeringsmakten. Samtidigt säges det, att regeringstillsättningarna i Sverige före parlamentarismens introduktion för 30 a 40 år sedan ofta voro partibetonade. Den strävan att göra regeringen objektiv, allsidigt rekryterad och balanserande samhällsklasserna, som bildar moti vet för rekommendationerna av en samlingsregering, skulle inte ha förnummits tidigare hos konungamakten. Det kan vara skäl att pröva dessa ganska gängse uppfattningar i ljuset av det svenska regeringssystemets historiska utveckling. Ser man problemet uteslutande från den sociala synpunkten, är det självklart att ståndsintressen och klassfördomar ända in i vår tid spelade en dominerande roll. Det dröjde långt om länge, innan en arbetare (1918), ja, t. o. m. en bonde (1905) fick träda in i konseljsalen. Att enbart fästa avseende härvid vore emellertid att anakronistiskt bortse från det väsentliga. Om man följer regeringsbildningarna under Oscar II :s och Gustav V :s tid, är det obestridligt att dessa monarker länge voro motståndare till parlamentarismen som doktrin. De ville inte av hända kungamakten dess grundlagsenliga rätt att »kalla och ut nämna» rådgivare. I sitt praktiska handlande vid regeringskriser voro de dock trots detta uppenbarligen allt annat än vänner av ensidiga eller extrema lösningar. En fortlöpande syntetisk under sökning av deras syftemål vid regeringsbildningarna saknas ännu, men åtskilliga ledtrådar ges. Oscar II :s första ministär var den efter Karl XV i arv fallna ämbetsmannaregeringen Adlercreutz-Bergström. -

Sweden, the Crown of the state by Torbjörn LARSSON, Assistant Professor at the Department of Politica! Science of the University of Stockholm. The Head of State is not yet a king without a country but close to it. As Prime Minister Olof Palme said when the new constitution was introduced in 1974 : ''To 1 day the introduction of the republic is only a pen stroke away" • According to the new consitution, the Parliament does not have to automatically select a new royal family if the King and all the members of his family should die along with all the other legitimate heirs to the crown. That this should occur is not, very likely, however. To begin with, some precautions have been taken to prevent the royal family from becoming extinct. In 1979, the non-Socialist majority in the parliament decided to drastically change the law of succession, a constitutional law, which 2 had not been changed significantly since 1810 . The amendment gave royal family members of the female sex the same right to the crown. Under the old constitution, only male heirs could claim it. The direct line of succession was maintained, how ever. The initiative to change the constitutional law of succession was taken by the non-Socialist parties in Parliament. As was hardly surprising, the Social Democrats and the Communists abstained from voting on this issue, but, perhaps more as tonishingly, the King did not seem to be in favor of this change, although he did not voice this opinion until after the birth of his second child, a boy. -

Ohlsson & Mats Bergstrand (red.), Sveriges statsministrar under 100 år, box om 22 böcker (Stockholm: Albert Bonniers förlag 2010). Under vissa perioder har ett vanligt tvisteämne bland historiker och statsvetare slagordsmässigt brukat formuleras: struktur eller aktör? Dis- kussionen har alltså avsett vilka faktorer som väger tyngst när historien förs framåt. Numera får väl en viss konsensus anses råda om att båda har betydelse. Kanske kan dock någon övervikt gälla till förmån för den enskilde individens roll och faktiska möjligheter när det gäller att påverka utvecklingen. Ett stöd för en sådan ståndpunkt är att Albert Bonniers förlag på senvåren 2010 tog det goda initiativet att ge ut en så kallad box med biografier över Sveriges statsministrar under de senaste 100 åren. Såvitt jag vet har inte något liknande publicerats efter Valfrid Spångbergs Från Arvid Posse till Per Albin Hansson: svenska statsminist- rar, riksdagsmän och publicister (1936), Sven Swenssons Från De Geer till Per Albin: de svenska statsministrarna (1945) samt Olof Ruins Statsminis- ter: från Tage Erlander till Göran Persson (2007). Överlag är dessa dock betydligt mindre ambitiösa och ger begränsat utrymme åt varje reger- ingschef. Denna gång kom uppslaget från en duo samhällsjournalister med förankring i två av våra största morgontidningar: Per T. Ohlsson på Sydsvenska dagbladet och Mats Bergstrand, i många år redaktör för Dagens nyheters debattsida. Intergovernmental Grants as a Tactical Instrument: Some Empirical Evidence from Swedish Municipalities* Eva Johansson) June, 1999 Abstract Are grants to Swedish municipalities tactical? In this essay, I derive testable implications from a theoretical voting model and test these on a panel of 255 Swedish municipalities, 1981 - 1995. In order to decide which regions that are politically powerful, both election results, and survey data from the Swedish election studies are used. The results, although somewhat ambiguous, support the hypothesis that intergovernmental grants are used in order to win votes. Most of the literature in this field is theoretical and it is by no means obvious how to test the models empirically since they partly build on variables such as ideological preferences, election promises and lobbying contributions that are difficult to observe and measure. The purpose of this paper is to take the step from theory to data and test empirically if intergovernmental grants to Swedish municipalities are used for pork barrel politics. -

A literary analysis of the biographical book series Svenska statsministrar under år This article investigates the book series Svenska statsministrar under år () from a literary point of view. In this box of biographies, the lives of all the Swedish prime ministers from the last hundred years are told in stories. A literary analy- sis of these linguistic structures makes clear what kind of literature these lives in politics have become in the hands of the authors. The visual and linguistic ele- ments surrounding the stories are analysed, as are the introductory and conclusive texts that frame the biographical accounts. The ways in which the prime ministers’ personal backgrounds and careers are told are studied in comparison with liter- ary models. The story patterns structuring the separate volumes and the whole series are studied, as well as the different narrators in the biographies. The aim of the investigation is to shed light upon the literary techniques used to represent separate prime ministers’ personal lives, political efforts and the historical periods in which they lived and worked, as well as what conceptions of life, politics and his- tory these techniques create.
