This guideline describes the INSPIRE Data Specification on Administrative units as developed by the Thematic Working Group Administrative units using both natural and a conceptual schema languages. The data specification is based on the agreed common INSPIRE data specification template. The guideline contains detailed technical documentation of the data specification highlighting the mandatory and the recommended elements related to the implementation of INSPIRE. The technical provisions and the underlying concepts are often illustrated by examples. Smaller examples are within the text of the specification, while longer explanatory examples are attached in the annexes. The paper analyses the election activity of the Polish inhabitants of the Zaolzie region (the Czech Republic) in the 1990-2018 period referring to national elections (Lower Chamber of Parliament, Senate, President of the Czech Republic) as well as local and regional elections. The theoretical section offers analyses of national and ethnic minorities as (collective) political actors. The empirical part provides an in-depth analysis of the votes in particular elections, taking into consideration the communes with a significant rate of Polish inhabitants as well as those communes there the Polish ethnos was rather scarce. The ethnic affiliation has been considered as a vital independent variable of the choices made; however, other variables explaining election behaviour have also been indicated. Articolul analizează problema activității electorale a locuitorilor polonezi din regiunea Zaolzie (Republica Cehă) în perioada 1990-2018, refe- rindu-se la alegerile naționale (Camera inferioară a Parlamentului, Senatul, președintele Re- publicii Cehe), precum și la alegerile regionale și locale. Secțiunea teoretică prezintă minorită- țile naționale și etnice ca actori politici (colectivi). Partea empirică oferă o analiză aprofundată a voturilor la anumite alegeri, luând în considerare comunele cu o pondere semnificativă de locuitori polonezi, precum și acele comune unde etnicii polonezi sunt puțini la număr. -

January 2020 TRUST IN SMART CITY SYSTEMS Characteristics and Key Considerations Executive Summary The Smart Cities Council, a global advocate for smart city adoption, states that the term “smart cities” still lacks a universally agreed upon definition. [1] However, the term generally refers to the integration of information technology (IT) with the management and operation of civic functions. As these civic functions can include operational technology (OT) elements that monitor and operate physical systems, a smart city system can be seen as representing the intersection of the IT, OT, and public service domains of practice. All three domains are represented by mature fields of practice, but their combination in cross-domain projects can expose gaps within each domain, where key characteristics important to one domain might not be considered by the others. If not addressed, these gaps can introduce security, safety, and privacy risks, including risks to critical infrastructure and its underpinning technology. These risks are not some “distant future” concern. In 2018, investment in smart city technologies is expected to reach $22 billion, and the investment is expected to grow in the future. [2] Hundreds of projects have been deployed or are in some stage of development within the United States. Since these systems are often intended to remain in use for years or decades, the impacts of failures to fully address risks introduced by these systems can be felt for years to come. Between the potential for lingering impact and the aforementioned connection to critical infrastructure, the relevance of smart city projects to the Cybersecurity and Infrastructure Security Agency (CISA) which is charged with securing this critical infrastructure, is straightforward. -

By Kristína Kállay Submitted to Central European University Department of Gender Studies In partial fulfillment of the requirements for the degree of European Master in Women’s and Gender History Supervisor: Professor Francisca de Haan Budapest, Hungary CEU eTD Collection 2015 ABSTRACT This thesis deals with the history of the Czechoslovak Women’s Union (CSWU), the only mass women’s organization in socialist Czechoslovakia, which existed between 1950 and 1990. The central research question of the thesis is “what was the CSWU, and what did it do as an organization?” The existing historiography of the CSWU is mainly based on the archives of the Communist Party and it focuses on the directives the Communist Party gave to the CSWU, thereby producing an account of the CSWU through the “lens of the state” and/or Party. Using the “close reading technique,” this thesis gives an analysis of some of the extensive archival material of the CSWU itself, and thereby challenges the prevailing historiographical narrative of the CSWU as being merely or primarily a “cog” in the socialist state apparatus. The main findings of this work are, firstly, that the CSWU in important ways was a continuation of the interwar socialist women’s movement in Czechoslovakia, rather than “the end of all free association of women.” This continuity is also shown also in the contextualized biographies of five CSWU leading women, whose international and local involvement in the women’s movement, as well as their involvement in the anti-fascist resistance has been neglected by historians until now.
