Salmon conservation gained excellent traction in 2015 in the form of a Special Report on Wild Atlantic Salmon that was commissioned by the federal government to reverse the decline in the salmon populations of eastern Canada. In the US, we moved very close to completing the Penobscot River Restoration Project that has been recognized internationally for its ability to restore fisheries, expand opportunities for outdoor recreation and support energy production in a large ecosystem.

Conservation is not a short-term game and no one knows this better than the Atlantic Salmon Federation (ASF), an organization that has spanned 67 years in its fight for the survival of wild Atlantic salmon. ASF has helped form strategic partnerships with riverside communities, other conservation and environmental organizations, and government. These partnerships, coupled with education and public awareness, are fundamental to programs such as restoring the Penobscot River and creating a blueprint for restoration that will help hundreds of salmon rivers in eastern Canada.

Our annual report celebrates many conservation activities that occurred in 2015. ASF worked strategically with NASCO governments and NGOs to help cap the catch at Greenland at 45 tonnes and impose stronger monitoring and control measures on the Greenland fishery. This harvest is still too large in light of the state of the resource, but it’s a big improvement over the estimated 96 tonne harvest in 2014. ASF’s work with the Canadian government to decrease harvests in its own salmon fisheries helped set an example for Greenland. In partnership with The Conservation Fund’s Freshwater Institute, we worked to further reduce the environmental footprint of closed- containment systems through the use of fish-free meal in grow-out trials. Our workshops, presentations to government and creation of public awareness are increasing understanding of and demand for the land-based solution. Our research program that tracks juvenile and adult salmon in the ocean is finding out what is causing significant mortality in the estuaries and the Gulf of St. Lawrence, and is mapping the migration route of adult salmon all the way to Greenland.

Two new Chairmen of the Boards of Directors of both Canada and the United States recently took up the salmon conservation torch. John Dillon of Greenwich, CT became Chairman of ASF (US) in November, and Alan Graham of Rexton, NB became Chairman of ASF (Canada) in early 2016. The transition has been smooth, thanks to the eminent qualifications, knowledge and experience of the new chairmen, ASF directors and staff, whose long-term planning and action on conservation initiatives are achieving results.

The groundwork was set in 2015 for great achievement in 2016 and beyond. ASF is well positioned to be a leader in this exciting progress towards restoring wild Atlantic salmon and their ecosystems in the northeastern United States and eastern Canada.

Change of Chairmanship for ASF (U.S.) Since 2012, Christopher Buckley has steered ASF (U.S.) successfully, with milestones including the completion of the Penobscot River Restoration Project and an expansion of ASF’s significant work in research on mortality at sea. He helped steer ASF’s position on the Greenland fishery and dam removal. Now John Dillon, on the board of ASF since 2010, and with a passionate interest in ASF’s research, is taking on the chairmanship of ASF (U.S.). A former Chairman and CEO of International Paper, he is also a dedicated angler who understands the importance of reducing harvests and restoring salmon runs.

Aux États-Unis, nous avons presque terminé le Projet de restauration de la rivière Penobscot qui été reconnu à l’échelle internationale pour sa capacité à rétablir les pêches, à améliorer les possibilités récréatives de plein air et à soutenir la production d’énergie dans un vaste écosystème. La conservation n’est pas un exercice à court terme, et personne ne le sait mieux que la Fédération du saumon atlantique (FSA), organisme qui, depuis 67 ans, lutte pour assurer la survie du saumon atlantique sauvage. 4 ANNUAL REPORT 2015 | ATLANTIC SALMON FEDERATION In 2015, the declining health of wild Atlantic salmon populations took centre stage in Canada as government, conservation organizations, fishing associations and First Nations grappled with conservation and management issues. These deliberations culminated in 61 recommendations by a Ministerial Advisory Committee for action by the federal government. In the United States, plans were made to ramp up efforts to restore endangered wild Atlantic salmon through a new “Species in the Spotlight” initiative to be launched by the National Oceanic and Atmospheric Administration (NOAA) in 2016. The campaign’s five-year plan identifies dams, low marine survival and the Greenland fishery as the major obstacles to recovery. While there have been fluctuations in the numbers of wild Atlantic salmon that return annually from their migrations to Canadian rivers, salmon stocks have been in a downward trend for decades. In 2014, returns to many river systems were the lowest on record; of the 60 rivers assessed in Canada, only 30% of them met the minimum conservation limits needed to sustain their runs. The science reports for 2015 are expected to show improvements on some Canadian rivers, but many salmon populations will still not meet their minimum conservation limits. In the United States, the Penobscot River tripled its meager run of 2014, but has historically fallen far short of meeting sustainability. ASF seized on the momentum of increased government, media and public awareness to highlight the challenges to wild Atlantic salmon survival and move government to implement meaningful conservation and management initiatives. We worked locally in concert with our affiliated organizations on river restoration projects, at the provincial and state levels with our regional councils and other conservation organizations, nationally in Ottawa and Washington, Sue Scott/ASF and internationally with our NGO partner, the North Atlantic Salmon Fund (NASF) of Iceland, and as an accredited member of the international treaty organization, the North Atlantic Salmon Conservation Organization (NASCO). At NASCO, as a member of the US and Canadian delegations and co-chair of the non-governmental organizations (NGOs), ASF led a coordinated effort by 35 European and North American NGOs to push member states to implement effective salmon conservation policies throughout the North Atlantic.

The DFO Minister at the time, the Honourable Gail Shea, created the MAC in 2015 in response to the crisis of plummeting salmon numbers during the 2014 season. She charged the MAC with consulting throughout eastern Canada and recommending action to reverse the decline. The Committee was composed of experts from each eastern Canadian province and First Nations. The Minister appointed ASF President Bill Taylor as Vice-chair. The MAC was instructed to seek input from science and management experts and stakeholders. THE ISSUES ASF worked with our many partners to make progress on the following priority issues in 2015. Promoting Environmentally Sustainable Salmon Aquaculture ASF has engaged key stakeholders and regulators of aquaculture in the provinces of Newfoundland, , and to implement the highest standards possible in ocean cage culture, while promoting transition to closed containment. Our advocacy is based on our globally-recognized monitoring program on the Magaguadavic River in New Brunswick, the North American index river for interactions between wild and farmed salmon, and on our partnered research with The Conservation Fund’s Freshwater Institute. This research is proving the environmental sustainability and viability of growing salmon in land-based, closed containment facilities. In Canada, there are no consistent regulations, standards, or management regimes for salmon aquaculture among provinces. Each province in eastern Canada has its own system of oversight and DFO oversees the industry in British ASF Research Columbia. To further support ASF’s work with government and industry towards a consistent management system that effectively controls impacts on wild salmon and their environment, ASF engaged Gardner Pinfold Consultants to provide a clear understanding of salmon aquaculture regulation and best practices in Canada in comparison to Maine and Norway, with particular attention to protective measures for wild Atlantic salmon populations. This comparison will include the new regulatory regime in Nova Scotia, which was announced by the Province of Nova Scotia in the fall of 2015 and will be completed in 2016.

Shedding Light on the Causes of Low Marine Survival of Salmon

ASF continued to carry out research that tracks salmon using sonic telemetry to provide information on salmon migration and mortality. During the spring of 2015, researchers surgically tagged and tracked 279 smolt from three Canadian rivers (the Cascapedia, Restigouche and the Miramichi) that empty into the Gulf of St. Lawrence. They then retrieved and downloaded the 2015 tracking data from receivers placed along the seaward migratory routes of salmon from these rivers. This season’s data will augment long-term results from our tracking program that spans twelve years. Our tracking program is providing valuable information on salmon from their rivers of origin, through the Gulf of St. Lawrence, along Northern Labrador all the way to Greenland. We have discovered that the mortality of smolt in estuaries is particularly high in some regions. This led to research on the impact of striped bass predation on smolt in the Miramichi region in cooperation with the Miramichi Salmon Association (MSA) and DFO and the impact of cormorant predation in the Chaleur Bay region. That ASF Research novel research was conducted in cooperation with DFO, the Restigouche River Watershed Management Committee, the Gespe’gewaq Mi’gmaq Resource Council and the Institut national de la recherche scientifique. 10 ANNUAL REPORT 2015 | ATLANTIC SALMON FEDERATION Dawson Hovey Removing Barriers to Fish Passage Maine We entered the final phase of a $64 million restoration program led by the Penobscot River Restoration Trust that oversaw the removal of the Great Works Dam in 2012 and the Veazie Dam in 2013. At the end of September, another exciting moment in the project happened, when water flowed through the Howland Fish Bypass Channel for the first time. Although there is still work to be done, the bypass is well on the way to being fully operational for migrations in the spring of 2016. We will then see how increasing numbers of sea- run fish upstream of the Milford Dam respond to this vastly improved passage around the Howland Dam to access important habitat in the Piscataquis watershed. This will complete one of the largest and most successful river restoration projects of this century and will certainly be cause for a final project celebration in June of 2016. NOAA Dam restoration projects and important initiatives, such as the Maine Headwaters Project, allow us to reconnect key tributaries to the large rivers and Gulf of Maine, opening up valuable spawning habitat for salmon and other fish. Work in the summer of 2015 included replacement of two impassable forest road culverts with bridges, including a bridge over a key tributary of the Piscataquis River upriver from the Howland Fish Bypass Channel. The Kennebec River lawsuit against the National Marine Fisheries Service (NMFS) and their Interim Species Protection Plan that they issued for the hydro operators on the river was filed in U.S. federal court in July by the local Kennebec Valley Chapter of Trout Unlimited and ASF’s Maine Council. Our attorneys filed a motion for ASF to intervene in the Federal Energy Regulatory Commission (FERC) process related to the proposed inclusion of the Interim Species Protection Plan for Atlantic salmon into the licenses of three of Brookfield’s dams on the Kennebec. Other Kennebec Coalition members have done the same.

ASF compiled a comprehensive North American Atlantic Salmon Restoration Program to prioritize and undertake freshwater restoration projects that have a high likelihood of success. This restoration program is based on the outcomes of the workshop on What Works in Atlantic Salmon Recovery that was hosted by ASF in 2013 and had more than 100 North American and European Atlantic salmon scientists and managers in attendance. The workshop highlighted both the successes and failures of current recovery strategies. Its findings were synthesized into a report that is being used to guide recovery on salmon rivers throughout eastern Canada and the northeastern U.S. One of the outcomes of this process, and an example of collaborative action, is an innovative and cohesive program that has been developed for the Miramichi and Restigouche watersheds called CAST (Collaboration for Atlantic Salmon Tomorrow). This partnership of industry leaders, conservation organizations and scientists, including ASF, developed a comprehensive salmon conservation and restoration strategy. An excellent team of respected scientists has cooperated to build a strong, results-oriented program. The project is among the largest and most comprehensive wild Atlantic salmon recovery initiatives ever undertaken. It has the potential to be a model for restoration of salmon

With ASF’s two decades of experience in tracking wild salmon, researchers are now appreciating the variation in conditions experienced among rivers and on migration paths at sea. Protecting Migrating Wild Atlantic Salmon from Unsustainable Fisheries at Sea

Greenland There is a significant fishery at Greenland that targets North American salmon that migrate there. Atlantic salmon from endangered and threatened populations and many other vulnerable populations migrate to feeding grounds off Greenland before returning to native rivers to spawn. In 2014, the Greenland harvest was estimated to be 96 tonnes, including a reported 58 tonnes (about 18,200 salmon) and an estimated 38 tonnes of unreported harvest that occurred because of inadequate monitoring and control measures within Greenland. The majority (72% in 2014) of these fish are from North American rivers. In 2015, the Greenland Home Rule Government unilaterally set a 45 t quota (about 14,000 salmon) on its salmon fishery at the North Atlantic Salmon Conservation Organization (NASCO) meetings held in June in Goose Bay, Labrador. This quota ignored the scientific advice of the International Council for the Exploration of the Sea that indicated no harvest of mixed-stock fisheries was acceptable and was more than the other countries of the West Greenland Commission and the NGOs could accept. However, ASF was encouraged that, for the first time since 2011, the Greenland Home Rule Government agreed on a cap that restricted both the subsistence and factory sale components of its salmon fishery. Greenland also agreed to increased monitoring and control measures that had been developed in cooperation with NASCO. The Government of Greenland postponed the opening of its factory salmon fishery until October 9 to ensure equal access to salmon for both professional fishermen and private fishermen, who are fishing to provide food for their families. The season ended on October 31. In order to ensure complete control of the fishery in the last part of the season, the government decided that the four participating factories should report every day. St-Pierre et Miquelon This fishery intercepts migrating Canadian salmon from the Gulf of St. Lawrence, Quebec, Newfoundland and Scotia-Fundy populations, according to genetic studies. The Ministerial Advisory Committee recommended that Canada continue to work with NASCO, France and other partners to reduce and eventually eliminate the salmon net fishery conducted off St-Pierre et Miquelon. The report indicated that the first target should be the elimination of the commercial fishery.

Conclusion ASF’s efforts on behalf of wild Atlantic salmon conservation are gaining momentum in both Canada and the United States, Stephanie Elson where both governments have embarked on new initiatives that are essential to salmon survival. There is reason for renewed optimism for a strong push on behalf of wild Atlantic salmon. ASF will continue to be at the forefront of addressing the issues that Wild Atlantic salmon remain a charismatic species important in both the economy and impact Atlantic salmon, carrying out restoration campaigns and working with governments to implement strong control and culture of large regions of Canada and the United States.
