executive iNActioN John F. Kennedy and the Civil Rights Crisis John F. Kennedy maintains a reputation in American memory with respect to civil rights that he does not deserve. He campaigned for presidency advocating the end of racial discrimination, but once he took ofce his interests shifed towards the nation’s foreign policy as the Cold War ever threatened to heat up. However, afer Kennedy’s assassination, Lyndon B. Johnson re-framed his predecessor’s priorities to push for the Civil Rights and Voting Rights Acts in 1965 as though they were Kennedy’s prime concern. Tus, Johnson made Kennedy a martyr for the cause, regardless of his predecessor’s agenda. Tis essay explores Kennedy’s action—and inaction—before and during his presidency regarding desegregation in order to explain the dissonance between his life and his reputation. Nor will it be fnished in the frst 1,000 days, nor in the life of this Administration, nor even perhaps in our lifetime on this planet. But let us begin.” Johnson added in his inaugural: “Today in this moment of new resolve, I would say to all my fellow Americans, let us continue.”3 “LET US CONTINUE” Johnson paused as the crowd broke out in applause. It cheered again when Johnson declared his determination to continue “the forward thrust of America that [Kennedy] began,” and again every time Johnson said that he planned on building upon Kennedy’s goals.4 Johnson framed each piece of his presidential plans as an addition or continuation to those of Kennedy. -

Sullivan University Honors Thesis Dr. Barbara Brown July 1992 A question often posed in theoretical discussions is whether or not one person can make a difference in the ebb and flow of history. We might all agree that if that one person were a President of the United states, a difference could be made; but how much? While the presidency is the single most powerful position in the U.s. federal system of government, making it a formidable force in world affairs also, most scholars agree that the presidency, itself, is very limited, structurally. The success of a president in setting the nation along a desired course rests with the ingredients brought to the position by the person elected to it. Further, many events occur outside the control of the president. Fortune or failure depends upon how the individual in office reacts to these variables. -

PAULAUSKAS: A Personal Affair: Diplomatic Negotiations and the Portrayal of Détente in Pravda, 1972-75 (Under the direction of Donald J. Raleigh) This thesis explores how diplomatic relations between the US and the USSR changed during détente , specifically concentrating on the period between the 1972 Moscow Summit and the enactment of the Jackson-Vanik Amendment to the 1974 Trade Bill . I employ transcripts of diplomatic negotiations to investigate the ways that Soviet and American leaders used new personal relationships with their adversaries to achieve thei r foreign policy goals. COMMENCEMENT University of Wisconsin-Whitewater December 19, 2020 More than 150 years ago, on April 21, 1868, the state’s second normal school opened its doors to the first class of 48 students and nine faculty members. A progressive spirit guided the development of the institution as it evolved from a normal school, which trained teachers for one-room schools, to Whitewater State Teachers College (1927), Wisconsin State College-Whitewater (1951), Wisconsin State University-Whitewater (1964) and as a member of the 13 four-year institutions in the University of Wisconsin System (1971). Today, UW-Whitewater is a leading comprehensive university serving approximately 11,842 full- and part-time students with 50 undergraduate majors, 13 master’s degree programs, one doctoral degree and one education specialist degree in the colleges of Arts and Communication, Business and Economics, Education and Professional Studies, Integrated Studies, and Letters and Sciences. Hofstra University Model United Nations Conference EXCOMM October, 1962 Crisis Committee Timothy Lachapelle Chairperson 1 Letter from the Chair Dear Delegates, Welcome to Hofstra Model United Nations, and the West Wing Crisis Committee. My name is Tim Lachapelle. I worked on the staff of the first HMUNC Crisis Committee, which re-created the West Wing in the post 9/11 Era. After two days of fast paced debate, and constant threat of nuclear Armageddon, the Hofstra Model UN club quickly discovered that the HMUNC delegates were up to any challenge that we throw at them. This year we are presenting another historical crisis scenario. In this committee you will all be acting as members of the Oval Office during the JFK era. The leaders of the nation are faced with many challenges during his presidency and this committee will be responsible for managing two potential crises: the first is the threat of Soviet missiles off the coast of Florida; the second is the constant threat of an attempt on the President’s life. Although this committee will rely on historical fact to solve these crises, the events will not play out exactly as they did in the history books. Some events or people involved may change depending on how the committee resolves each issue. I am currently a sophomore at Hofstra University, studying Political Science. I have been doing Model United Nations for one year. My first Model UN conference was at the University of Pennsylvania and I represented Iran in the World Health Organization. I discovered a passion for crisis committees when I worked on the staff of the crisis committee during the first Model UN conference ever hosted by Hofstra University. -

A dark corner of Camelot 50 years after President Kennedy asked his brother Robert to oust Castro, RFK’s files at the JFK Library remain in family control, largely out of view By Bryan Bender Globe Staff / January 23, 2011 WASHINGTON — Stacked in a vault at the John F. Kennedy Presidential Library and Museum in Dorchester, individually sealed and labeled, are 54 crates of records so closely guarded that even the library director is prohibited from taking a peek. And yet, archivists contend, the trove contains some of the most important records of Cold War history: diaries, notes, phone logs, messages, trip files, and other documents from Robert F. Kennedy’s service as US attorney general, including details about his roles in the Cuban missile crisis and as coordinator of covert efforts to overthrow or assassinate Fidel Castro. A half-century after those critical events, a behind-the-scenes tussle continues over the Kennedy family’s refusal to grant permission for researchers to freely review them. The disagreement lingers even as the JFK Library this month celebrated the 50th anniversary of John Kennedy’s inauguration by providing “unprecedented’’ access to thousands of records of his presidency. “The RFK papers are among the most valuable, untapped archival resources of foreign policy and domestic history left to be excavated,’’ said Peter Kornbluh, a senior analyst at George Washington University’s National Security Archive, who has been rebuffed several times in his attempts to gain access to the papers. “This history is immediately relevant to the ongoing debate over US policy toward Cuba,’’ he added. -

Introduction Game theory applied to political situations offers a unique approach to analyzing and understanding international relations. Yet the rigid structure that lends itself so well to mathematics is not practical in the real world . It lacks a built in mechanism for determining a player's preferences, which is a key part of an international "game" or situation. Strategic culture, another international relations theory, is quite the opposite. Critics claim it suffers from a lack of structure, but it captures the spirit of international actors and what makes them tick. This paper explores the idea of pairing the two otherwise unrelated theories to bolster both in the areas where they are lacking in order to provide a more complete understanding of international states' behavior and motivations. Brief Summary of Major Theories The theories presented in the following pages are drawn from distinct schools of thought; consequently it is necessary to provide some background information.
