Our Vision: To Be the Nation’s Leading Rowing State.

Our Mission: To develop and promote Rowing in Queensland in all its forms, to the highest levels, for the enjoyment and benefit of all stakeholders.

The focus of Rowing Queensland’s Strategic Plan in 2011 to 2013 is to develop the capacity and capability and promote rowing in Queensland. There are six strategic priorities which we have pursued to achieve our mission:

3.1 Board of Rowing Queensland Inc.

The business of Rowing Queensland Inc. is under the direction of the Board of Rowing Queensland. The Directors may exercise all the powers of the Company, except any power the Corporations Act or the Rules requires the Company to exercise in a general meeting of members. The Board is responsible for the appointment of the Chief Executive Officer who oversees all the day to day management and administration of the organisation.

The Board meets a minimum of times a year, comprising the 6 Directors elected by the members of Rowing Queensland for two year terms. Rowing Queensland Inc. Directors throughout 2013 were:

PETER SCHRYVER (Chairman) Resigned at the January 2013 Board Meeting Attended 1 of 1 meeting Peter is a pilot for Qantas Airways. He has been involved in rowing since 1990 and has rowed across regional Queensland for many years. Peter also represents RQ’s interests at the Rowing Australia Meetings. Peter has a background in human resources and has been involved in placing many of the current staff at Rowing Queensland in their positions.

BARNABY EATON (Chairman) Appointed as a casual vacancy in January 2013. Attended 7 of 7 meetings Barnaby is the Director of Sport at Anglican Church Grammar School in Brisbane. He has been involved in rowing since the mid-1980s and has maintained involvement in rowing and coaching in South Australia and Queensland for more than 25 years. Barnaby represents RQ's interests at Rowing Australia Council Meetings and has a background in high performance rowing coaching, sports administration and education management.

NICK PARR Attended 8 of 8 meetings Nick Parr is married with three children aged six to six months. Nick is the sole director of Calidad Property Group which he established after working for DTZ and PRD nationwide as a sales and leasing operative. With Calidad Nick focuses on value add opportunities within both the commercial office market and retail property sector. Nick was a member of the Kings Cup eight in 2008, and later that year made the transition to rowing surf boats for Currumbin Surf Lifesaving Club. Nick’s interest in becoming a member of the RQ Board is that he enjoys all forms of rowing, and hopes to offer a down to earth opinion from someone who has recently "been there".

EMMA BROWN Attended 6 of 8 meetings Commencing her affiliation with rowing in the 1994 Somerville House 1st VIII, Emma brings a number of years’ experience to the RQ Board. From making her first Queensland team in 1996 and last in 2008, to various volunteer coaching and administrative roles, Emma has a solid knowledge and understanding of the sport across its numerous facets. Emma is enthusiastic about rowers “giving back” to the rowing community by playing an active role in their chosen sport. Further, Emma is an advocate for continually increasing the profile of women in rowing across the various levels of competition, coaching and administration.

SUSAN WALLACE Attended 6 of 8 meetings Sue joined with 11 other women to found the Dragons Rowing Club in 1995. The club started as a response from women to row socially and have fun. Over the years we have provided rowing programs for athletes with a disability and masters to learn how to row and compete in local, state, national and international events. I bring my experience with masters and adaptive rowers and as inaugural President of the club to the Rowing QLD Board and look forward to the challenge. My other interests are my work as Principal of a secondary school, my family (all teachers) and in my spare time enjoying reading, travelling and meeting friends over coffee.

RAY EBERT Attended 7 of 8 meetings Ray has been involved in Rowing since joining Pine Rivers RC as a school boy some 45 years ago. He has been an athlete, coach and administrator at club level and has been both employed and a volunteer on various State and National bodies over the last 20 years. Ray has been the Australian Senior A and Olympic Team Manager since 2005 and is a professional in the sports administration field having worked for the Queensland Government’s Department of Sport since late 1998. Ray brings both experience at all levels of the sport and the desire to see the sport continue to flourish at all levels in Queensland now and into the future.

BRUCE GREENLAND Attended 7 of 8 meetings Bruce has been involved in rowing since 1975 when he joined Commercial Rowing Club. He was strongly involved in this club as well as competing along the way for Lismore Rowing Club. Bruce has coached crews at club, interstate and international level before coaching ACGS’s 1st V111 on 11 occasions. Bruce was Chairman of RQI for 5 years in the 1990’s and returns to the RQ Board for a two year term.

ROBERT ALEXANDER (Regatta Secretary) Attended 7 of 8 meetings Robert has been involved in rowing in one form or another since 1961, where he commenced his rowing career at The Southport School. Bob has represented Queensland in the Kings and Presidents Cup on several occasions, as well as a Masters competitor in more recent times. Bob has been the organisation’s Regatta Secretary since 1987. The regatta secretary attends meeting of the Board however does not have any voting privileges.

3.2 Rowing Queensland Employees

ROSS SYMONDS Ross was appointed CEO in September 2009. Ross has a long and successful career in sports administration and management spanning some 25 years. His previous positions in sport include: General Manager, Qld Volleyball; National Volleyball Coach; Operations Manager, Netball Qld; CEO of Qld Little Athletics and Manager/ Director of Sport & Recreation Services.

CAMERON ALLEN (resigned June 2013) Cameron has been the RQ Operations Manager since October 2008. Cameron is a former rower from the Rockhampton Grammar School and Emmanuel College, and coaches rowing on a casual basis. Cameron joined the Rowing Queensland family from the ‘Gabba’ where he worked in the Event Management Department, and has a Bachelor of Arts (Sports Studies) from the University of Queensland. Cameron resigned to take up a senior position with Rowing Australia.

JAN HOLLAND Jan has been Education and Water Safety Officer since February 2013. She joined Rowing Queensland with limited knowledge of Rowing but with a strong sporting and education background gained from participating in a number of sports and teaching Physical Education. While teaching she developed a range of skills like writing programmes and administration which are useful in the role at RQ.

RACHAEL ZUMAETA Rachael has been Rowing Queensland’s Finance Administrator since December 2010, and is responsible for the organisation’s financial reporting and office administration. Rachael comes to the organisation with solid administration and financial experience gained from working in her family’s business and in several different organisations such as Ray White Real Estate and Teach International.

CHRIS SCHLEUSENER Chris was appointed Club Coordinator in February 2013. Chris’s background includes sports administration roles with QSMSports (Triathlon) and Salisbury Super Sports (Indoor Cricket). Chris graduated from Griffith University in 2011 with a Bachelor of Business (Sports Management).

BEN GROTH Ben joined Rowing Queensland as Regatta Operations Coordinator in March 2013, possessing a history in the Sports Events industry, specifically triathlon and cycling. Ben holds a Bachelor’s degree in Business (Public Relations & Marketing) from Queensland University of Technology.

4. Chairman’s Report

On behalf of the Board and Executive of Rowing Queensland Inc, I would like to present to our Members, stakeholders, sponsors and friends the 2013 Rowing Queensland Inc. Annual Report.

The health of our association is in good shape. Indicators of our health include the performance of our State Team at the Interstate regatta, the strong interest of members nominating for board roles, increasing participation in Queensland regattas and the state-wide engagement in a process to improve our governance.

Governance has been on the national agenda as the Australian Sports Commission responds proactively to the challenges that face Australian Sport in the coming years. A new ‘investment’ strategy or funding model has been adopted that requires sports receiving federal support to comply with a set of mandatory governance principles. In his letter which accompanied the introduction of the Mandatory Governance Principles, ASC Chairman John Wylie emphasised that the ASC treated the matter of sporting governance very seriously and would reduce by twenty per cent the funding of any National Sporting Organisation that was not fully compliant with the Mandatory Governance Principles by January 2014.

It is pleasing to report that the Queensland rowing community has been very supportive of good governance and has cooperated to make important changes to our constitution. Our relationship with government; local, state and federal, continues to be positive and as such all levels of government have been generous with their financial support. Government sources of funding have been complemented with commercial and user pays sources of funding.

Throughout the report you will find information on our successful athletes, our leading clubs and our financial position. Our strong result comes, in no small part, due to the outstanding work of our staff at Rowing Queensland and importantly our Chief Executive, Ross Symonds. We thank you for your support and professionalism taking our great sport forward.

5. Chief Executive Officer’s Report

2013 continued to build on the successes of past years and to strengthen our sport in providing increased opportunities to participate throughout the state

Acknowledgements

I would like to thank the RQI Board, staff and our hard working volunteers and club representatives from across Queensland for their ongoing efforts throughout 2013. The volunteer’s dedication and commitment often goes well beyond what would normally be expected.

The 2013 financial accounts have been audited in line with the Incorporations Act.

- Revenues from Ordinary Activities returned a $32,832 surplus in 2013. - Income was $454,192 less than 2012 – The major item was the Rowing Pontoon program which was completed in 2012. There was a corresponding decrease in expense. - Government grants slight increased, due to carry over of the Jobs Plan program. - The Major event income decreased by $54,000 (no Pan Pac Games in 2013 (approx. $12,000) and the new procedure for collection of seat fees for national championships ($35,000) now paid direct to RA. - Regatta increased seat fees due to water rescue services (corresponding increase in expense) - Expenditure was $464,535 less than 2012. Employment was less due to Operations Manager resigning in June and no replacement appointed. - Administration slight increase in expenses. This corresponds with the increase in income. - State Team costs down due to no Youth Cup in reporting period. Cash at bank is down by $157,943. This is due to new procedure of Queensland Government grants agreement where they now pay in 2 separate instalments. First instalment for 2014 was not received until early 2014. This varies from past years when the grant has been received in the previous December.

Rowing in Queensland continues to be supported by the Queensland Academy of Sport, Brisbane City Council, Rowing Australia, Lanier, Mitsubishi Motors, Designer Paintworks and the Bundaberg Regional Council. Their combined support has allowed RQI to provide continued and improved services to the members than would not otherwise be possible.

The support of the Queensland Government through the Department of National Parks, Recreation, Sport & Racing should not be underestimated. Rowing Queensland is thankful for the support from the Queensland Government through the Department and in particular Minister Dickson and his staff.

The ongoing financial support from the Greater Public Schools Association and Brisbane Schoolgirls Rowing Association’s towards the Education & Safety Program and the continued improvements to the Brisbane River safety program is to be congratulated and RQI is grateful and appreciative of their ongoing support.

RQ also wishes to thank the following Clubs and Schools who provided various racing boats for the 2013 state teams throughout the year: UQBC, Brisbane & GPS, Toowong, Commercial, Nudgee College, St Peters and Wintech.

RQI continues to meet regularly with Maritime Safety Queensland, Brisbane Ferries and the Brisbane City Council to review and update the Brisbane River – Code of Conduct.

The Education & Safety Program with ongoing financial support of both the GPS and BSRA will in 2014 continue looking at ways in which to increase the safety of all river users in order to provide a safe and fun waterway for the entire rowing community to enjoy. The development and rollout of an E-Learning portal will play an important role for all Brisbane River users, and eventually to the entire rowing community state-wide.

The reporting of near misses and accidents along the Brisbane River has improved by clubs and schools. This needs to continue so that Rowing Qld has appropriate data available to improve the education program to all rowers who row on the Brisbane River.

7. Rowing Queensland Business Unit Reports

7.1 Development Report

Coach Development – In 2013 Rowing Queensland conducted fifteen Level 1 coaching courses for 161 participants. Four Level 2 courses were held in 2013 with a total of 44 participants furthering their coaching knowledge base. The syllabus covers rowing technique, training methodology, physiology, medical issues, rigging, professional issues and School- aged, Masters and Adaptive Athletes has a large practical focus post course that will ensure that coaches have increased their knowledge base upon completion. A Level 3 (Performance Coach) syllabus was conducted in 2013, with six (6) Queensland coaches being accepted into the course. Rowing Queensland would like to thank the following presenters for their knowledge and assistance throughout 2013: Charlie Green, John McGuiness, Rob Fay, Ivan Hooper, Hedda Brooks, Gary Merritt, Jenny Pemberton, Andrew Butler, Stephan Muhlenberg, Dr Jeff Conn, Rod Silcox, Jirik Haselgrove, Peter Howard, Peter Toon, Neil Petersen, Angus Vincent, Damian Mitchelmore and Paul Trevethan.

Water Safety – In 2013 Rowing Queensland commenced a series of water safety presentations for schools with rowing programs. The On and Off Water Safety presentations were presented to 1721 students across the 17 schools that have rowing programs. The presentations were presented by the Rowing Queensland Safety and Education Officer, the Safety & Compliance Manager from Brisbane Ferries, Craig Wilkins and James O’Connor from Maratime Safety Queensland (MSQ).

Interregional Championships – The Queensland Schools Inter-Regional concept was founded in 2006 as a method of developing junior rowing throughout Queensland using sculling as the learning foundation. Its original goals where to:

- establish sculling programs in each region as the basis for common competition - identify talented school athletes and provide them with opportunities to showcase their ability in a representative regatta - educate students about the sport and their future opportunities - provide recognition and a pathway for talented school athletes to continue after school - help bridge the gap between school and club rowing ease the transition - encourage clubs to provide avenues for recruiting and inducting school leavers into meaningful pathways in their clubs. It is important to realise this it was not designed to produce elite crews, but rather to identify talented athletes and to provide additional representative pathways for them to continue to enjoy and achieve in our sport.

The Inter-Regional’s concept currently covers four races - an Under 16 and Open Male and Female coxed quad, with an overall point score determining the champion region. The timing is agreed to be the last four races of the first day of the Queensland Schools Championships. Five regions contested the 2013 event with Brisbane’s depth of talent across the board proving ultimately too strong, matching the 2013 Gold Coast team by winning three of the four events.

Central Queensland Development Camp – The 2013 Central Queensland development camp was once again held in Rockhampton on the Fitzroy River, following on from the Central QLD Schools Championship Regatta. Approximately 40 young athletes from Bundaberg and Rockhampton attended the two day camp, and received coaching from Brisbane based coaches Peter Howard and John McGuiness.

Para Program – The para rowing program continued in 2013, primarily through the Dragon’s Rowing Club which has been the most active club for para rowing in Queensland. Centenary Rowing Club and Toowong Rowing Club also acquired a boat each for para athletes and have started to develop para rowing programs throughout 2013. In October the Dragons Rowing Club hosted a ‘Talent ID Day’ with the view of identifying athletes for the high performance pathway. The day attracted approximately 10 athletes from various other para sports wanting to become involved in the sport of rowing. Riverway Rowing Club in North Queensland held a Soldier Recovery Program for injured soldiers. The program was a huge success, allowing the participants to build up self-confidence, and also learning a new skill with fellow soldiers to aid in their recovery from injury. Rowing Queensland also participated in the Sports Connect ‘Come and try Day’ hosted by Sporting Wheelies. This was a good opportunity for individuals with a disability to try various sports including rowing, and it was a good opportunity for Rowing Queensland to market para rowing to the wider community. On the elite front, continuing his brilliant form from 2012, Erik Horrie (Dragons Rowing Club) has continued to do Queensland and Australia proud, by winning a gold medal at the 2013 World Rowing Championships at Tangeum Lake, Chungju in South Korea. Since arriving on the world rowing stage in 2011, and switching from Basketball, Erik has reached the pinnacle of Rowing and will hopefully continue to perform at that level for the coming years.

Communication - During 2013 Rowing Queensland continued to enhance the communication methods used by the office staff to Rowing Queensland’s affiliated members. These communication strategies actioned the following:

 Email News of Queensland Rowers performances at the National Championships (day by day).  Continuation of the fortnightly RQ E-Newsletter.  Continual updating of the RQ website  Implementation of Facebook and Twitter updates to the rowing community

Masters Interstate Team – The 2013 Queensland Masters Interstate Team competed at the Australian Masters Championships in Canberra, Australian Capital Territory. Queensland picked up medals in every boat class which was exceptional, including Gold in the Men’s and Women’s Eights, Silver in the Women’s Quad and Bronze in the Men’s Quad. Although there is no official point score for the Masters interstate championships, Queensland was very strong across the board and this is a testament to the strength of Masters rowing in our state. A big thank you and well done to all the Masters Coaches, they included Terry Mulligan, Liz Ralston, Katherine Phillips and Jenifer Gilbert and to the selectors (Chris Lyndon, Adrian Howard and Alan Wallace).

7.2 Operations and Events

Rowing Queensland Regattas

Regatta entry numbers were strong again in 2013 with entries per event rising one crew across the year when compared with 2013. The QLD Schools Championship was again the flagship event in QLD, with a great event being held in Bundaberg with 860 athletes competing across the Championships and saw the return of crews from Auckland, New Zealand. 2013 marked the inaugural Brisbane River Winter Racing Series which saw 200 athletes complete five rounds of match racing over the 6km Brisbane River course. Event honours went to Commercial, Toowong (2) and University of Queensland Boat Club (2). All four schools championship regattas were great successes as events and in increased student participation. This can be attributed to the great work of the individual school associations across the state to build rowing and make it more accessible to more schools and students. Toowong Rowing Club finished off a strong year by winning the Queensland Premiership with Riverway Rowing Club claiming North Queensland honours.

Boat Race Officials

2013 saw three Level One Boat Race Official Courses across the state (Townsville, Bundaberg & Gold Coast) with 26 new officials gaining accreditation. Additionally towards the end of 2013 three Level Two courses (Bundaberg, Gold Coast, Brisbane) saw six of our most promising Level One Officials gain higher accreditation. A feat that will be sure to leave rowing in Queensland in good stead for the future.

Phil Gunning has continued in his role as President of the Boat Race Officials and refereed regattas in Townsville, Rockhampton and Bundaberg as well as on both the Sunshine and Gold Coast. The efficiency of Queensland Regattas is also attributed to other nationally accredited Level Three officials Steve Hinchy, Roy Hinchy, Tony Levick and Neville Doughan as well as FISA level official Caroline Schomberg.

The Board and staff at Rowing Queensland would like to take this opportunity to thank all Boat Race Officials who assisted at all regattas during 2013, your presence and support of the regatta program is always greatly appreciated.

Functions

The Rowing QLD State Team Function was held again in 2013 and was a great success with 110 people gathering at The Regatta Hotel to witness the announcement of the 2013 Queensland Interstate Team. A separate function was held in June at St Margaret’s Anglican Girls School to raise money for Junior and Under 23 athletes selected in 2013 Australian teams travelling overseas. This function was a success with 120 people attending to raise much needed funds for the athletes, a fantastic result and an illustration of the support of the Rowing community.

Report on the Financial Report

We have audited the accompanying financial report, being a special purpose financial report, of Rowing Queensland Inc, which comprises the balance sheet as at 31 December 2013, the statement of income and expenditure for the year then ended, note comprising a summary of significant and accounting policies and other explanatory information and the statement by members of the committee.

Committee’s Responsibility for the Financial Report

The committee of the association is responsible for the preparation and fair presentation of the financial report and has determined that the basis of preparation described in Note 1 is appropriate to meet the requirements of the Associations Incorporation Act (QLD) and the needs of the members. The committee’s responsibilities also include such internal control as the committee determines is necessary to enable the preparation of a financial report that is free from material misstatement, whether due to

Auditor’s Responsibility

Our responsibility is to express an opinion on the financial report based on our audit. We have conducted our audit in accordance with Australian Auditing Standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement.

An audit involves performing procedures to obtain evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. 1. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES The financial statements are special purpose financial statements prepared in order to satisfy the financial reporting requirements of the Associations Incorporations Act Qld. The committee has determined that the association is not a reporting entity. The financial statements have been prepared on an accruals basis and are based on historic costs, which do not take into account changing money values or, except where specially stated, current valuations of non-current assets. The following significant accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of the financial statements.

(a) Income Tax Rowing Queensland Inc. is an exempt body under the Income Tax Assessment Act 1997.

(b) Non-Current Assets Property, plant and equipment have been brought to account at officer’s valuation (as at 31 December 2013) and at cost less accumulated depreciation. The depreciable amounts of all fixed assets are depreciated over their useful lives commencing from the time the asset is held ready for use. The carrying amount of fixed assets is reviewed annually by the committee to ensure it is not in excess of the recoverable amount of those assets. The recoverable amount is assessed on the basis of expected net cash flows which will be received from the assets employment and subsequent disposal. The expected net cash flows have not been discounted to their present values in determining the recoverable amounts.

(c) Accounting Period These financial statements are for the period 1 January 2011 to 31 December 2013.

(d) Employee Entitlement Provision is made for the Associations liability for employee entitlements arising from services rendered by employees to balance data. Employee entitlements expected to be settled within one year together with entitlements arising from wages and salaries and annual leave which will be settled after one year have been measured at their nominal amount. Contributions are made by the Association to an employee superannuation fund are charged as expenses when incurred.

(e) Leases Lease payments are charged as expenses in the periods in which they are incurred. Lease commitments are outlined in Note 11.

(f) Goods and Services Tax Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST is incurred is not recoverable from the Australian Taxation Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense.

(g) Revenue and Other Income All revenue is recognised to the extent that it is probable that the economic benefits will flow to the association and the revenue can be reliably measured. Revenue is stated net of the amount of GST

Interest revenue is recognised on receipt.

Grant income is recognised when the association gains control over the funds which is generally at the time of receipt.

If conditions are attached to the grant, recognition of the grant as income is deferred until those conditions are satisfied.

(h) Comparative Figures Where necessary, comparative figures have been altered to conform with changes in presentation.

11. FUTURE COMMITMENTS Premises Lease

The association’s premises lease with the Brisbane City Council commenced in 2003 and expires in 2023. Initial rent per annum was $10,500 and this is subject to CPI adjustment each year until 2023.
