4. Chairman’s Report

Mr Peter Schryver

On behalf of the Board and Executive of Rowing Queensland Inc, I would like to present to our Members, stakeholders, sponsors and friends the 2012 Rowing Queensland Inc. Annual Report. I am writing this report to you as I reflect upon a year that has seen our sport conclude another Olympiad, our great people achieve the goal of rowing for their state and country and the realisation that our sport has to move with the times to survive. I refer to the impact that our growth as a sport has on the safety of our members, volunteers and officials. This year we were faced with a potentially life threatening situation where some members and a city cat were both involved in a serious incident. Fortunately our rowers are safe through the clear thinking of all involved however the ramifications for our sport are such that unless we move ahead and take pre-emptive steps to change our safety culture we will be faced with changes that could inhibit the sport we love so much. On more positive news the 2012 National Championships were held in Perth for the first time in many years. Our competitors were greeted by the beautiful course that is Champion Lakes but also by the scorching heat. All were challenged in the conditions but our clubs and athletes performed exceptionally well in the conditions and when faced with the challenge of increased competition during the lead up to the 2012 Olympics. I must mention some personal performances that for me define the spirit of competition. In the Open Women’s club double Louise and Clare Raven once again succeeded in winning this event. The Open Club events were instigated by Rowing Australia to inspire our clubs to boat full club crews and to encourage athletes not taking part in the state or national selection process. Well done Louise and Clare and well done Rowing Australia. If you consider the results of the 2012 National Championships we are indeed fortunate to see the recurring names time and time again. Every Hall, Silcox, Wilson, Albert, Purcell and many more exceptional athletes performed above expectations. Our athletes, coaches and volunteers time and time again step up for their club, state, country and most importantly themselves. Well done to you all. Our relationship with government; local, state and federal, has been positive and as such all levels of government have been generous with their financial support, but we are facing a never ending battle to secure funds long term to assist in meeting our goals. Throughout the report you will find information on our successful athletes, our leading clubs and our financial position. As with all sports we have found ourselves in the position to look for savings and efficiencies where we can. As always I must thank our staff at Rowing Queensland and importantly our Chief Executive, Ross Symonds for your support and professionalism. A highlight for me is the level of competition and participation across the state. Our regions continue to grow and we are seeing athlete representation from our regions at the highest level.

As I look toward 2013 I believe we have greater results to see and challenges to overcome. The safety of our athletes, volunteers and supporters is paramount and I urge you all to take the subject of safety seriously. We need to build a positive safety culture, one that come from within our sport and that knows our strengths.

I know none of us would settle for anything less in our work place or home so why should we accept it in our sport.

I look forward to working with you all in 2013.

Peter Schryver

5. Chief Executive Officer’s Report

Mr Ross Symonds

2012 continued to build on the successes of past years and continues to strengthen our sport in providing various opportunities to participate throughout the state

Acknowledgements

I would like to thank the RQI Board, staff and our hard working volunteers and representatives from across Queensland for their ongoing efforts throughout 2012. The volunteer’s dedication and commitment often goes well beyond what would normally be expected.

For Rowing Queensland Inc. to continue to be an effective tool for promoting and developing our sport in Queensland, RQI must continue to be relevant to the members and stakeholders that it represents, running the business of sport more effectively and efficiently than ever before. As such, the Board is committed to best practice models of governance to guarantee the long term viability of the organisation.

Rowing in Queensland continues to be supported by the Queensland Academy of Sport, Brisbane City Council, Rowing Australia, Konica Minolta, Wintech Racing, Mitsubishi Motors and Designer Paintworks. Their combined support has allowed RQI to provide continued and improved services to the members than would not otherwise be possible.

The support of the Queensland Government through the Department of National Parks, Recreation, Sport & Racing should not be overlooked. Rowing Queensland is thankful for the support from the Queensland Government through the Department and in particular Minister Dickson and his staff.

The continued financial support from the Greater Public Schools Association and Brisbane Schoolgirls Rowing Association’s towards the ongoing Education & Safety Program and the ongoing roll out of the Brisbane River safety program is to be congratulated and RQI is grateful and appreciative of their ongoing support.

RQ also wishes to thank the following Clubs and Schools who provided various boats for the 2012 state teams throughout the year: UQBC, St Margarets, Brisbane & GPS, Toowong, Commercial, Nudgee College and Wintech Racing.

RQ continues to meet regularly with Maritime Safety Queensland, Brisbane Ferries and the Brisbane City Council to review and update the Brisbane River – Code of Conduct.

Towards the end of the year there was some discussion about the issue of wash from CityCat’s affecting rowers as they are getting on and off the water and was raised with all parties.

The Education & Safety Program with ongoing financial support of both the GPS and BSRA will in 2013 continue looking at ways in which to increase the safety of all river users in order to provide a safe and fun waterway for the entire rowing community to enjoy.

The reporting of near misses and accidents along the Brisbane River continues to be poor by clubs and schools. This needs to improve so that Rowing Qld has appropriate data available to help ensure changes as required and to help improve the education program to all rowers who row on the Brisbane River

7. Financial Position

Rowing Queensland Inc. is in a very solid financial position. As a brief summary of the accounts, I draw your attention to the following components of the audited financial report.

Revenues from Ordinary Activities returned a $36,860 surplus in 2012.

Overall annual income was up approximately $400,000 as compared to 2011, the main factor being the ongoing repairs and replacement of the rowing pontoons at Davies and Orleigh Parks on behalf of the Brisbane City Council (BCC). In addition, the association was also paid $30k as a project management fee for managing the rowing pontoon replacement program on behalf of the BCC.

Other impacts on revenue requiring mention includes: no new financial sponsorship support following Castaway’s withdrawal as major sponsor in late 2010. Interest income was up slightly as was Qld Government grants up by $55k due to CPI increase and the successful application under the Local Sport & Recreation Jobs Plan for the employment of a full time Club Coordinator. Education & Training was slightly higher due to increased number of Level 1 coaching courses conducted. Major events income was higher due to sponsorship received from the Bundaberg Regional Council (BRC) towards the hosting of the 2012 Qld Schools Championships. Rowing Qld has a three (3) year agreement with the BRC to host the Qld Schools Champs in Bundaberg in 2012, 2013 and 2014. Memberships for the year were the highest ever recorded since using ROMS, with competitive membership in excess of 1,000. Membership fees saw a financial income in excess of $30,000 on the previous reporting period.

With regards to operating expenses, three areas require some comment. There was a significant decrease in Administration expenditure due to a review of service providers and improving some office administrative efficiencies. The employment expenditure was higher due to the appointment of the Club Coordinator as mentioned previously. Regatta expenses were higher than budgetted due to the decision to have water safety services provided at all RQ club and championship regattas. The team costs were down as a new agreement was arranged with Designer Paintworks to supply all uniforms for the three state teams.

8. Rowing Queensland Business Unit Reports

8.1 Development Report

Coach Education – In 2012 Rowing Queensland conducted 15 Level 1 coaching courses for 222 participants. Four level 2 courses were held in 2012 with a total of 36 participants furthering their coaching knowledge base. The new syllabus covering rowing technique, training methodology, physiology, medical issues, rigging, professional issues and School-aged, Masters and Adaptive Athletes has a large practical focus post course that will ensure that coaches have increased their knowledge base upon completion. A new Level 3 (Performance Coach) syllabus was introduced in 2011, however due to the London Olympics no course was conducted in 2012; this course is held at the Australian Institute of Sport (AIS) over 5 days. Rowing Queensland would like to thank the following presenters for their knowledge and assistance throughout 2012: Gary Merritt, Paul Brown, Jenny Pemberton, Andrew Butler, John Bowes, John Bigg, Chris Bigg, Stephan Muhlenberg, Dr Jeff Conn, Rod Silcox, Jirik Haselgrove, Peter Howard, Jono Voller, Peter Toon, Rod McLean, Neil Petersen, Angus Vincent, Greg Christian, Damian Mitchelmore, Paul Trevethan and Barnaby Eaton.

14 | P a g e

Interregional Championships – The Queensland Schools Inter-Regional concept was founded in 2006 as a method of developing junior rowing throughout Queensland using sculling as the learning foundation. Its original goals where to:

- establish sculling programs in each region as the basis for common competition - identify talented school athletes and provide them with opportunities to showcase their ability in a representative regatta - educate students about the sport and their future opportunities - provide recognition and a pathway for talented school athletes to continue after school - help bridge the gap between school and club rowing ease the transition - encourage clubs to provide avenues for recruiting and inducting school leavers into meaningful pathways in their clubs. It is important to realise this it was not designed to produce elite crews, but rather to identify talented athletes and to provide additional representative pathways for them to continue to enjoy and achieve in our sport.

The Inter-Regional’s concept currently covers four races - an Under 16 and Open Male and Female coxed quad, with an overall point score determining the champion region. The timing is agreed to be the last four races of the first day of the Queensland Schools Championships. The concept proved to be very popular, which well entered selection trails being held for the crews across the state. All six regions contested the event, with the Sunshine Coast entering a crew for the first time. The Gold Coast proved to be the strongest region after winning three of the four events, following up on their 2011 victory. As the winning region the Gold Coast were awarded the Travelworld Trophy, gratefully sponsored by Travelworld in Bundaberg. The full point score from the regatta was:

Region Points

Gold Coast 32 points Townsville 25 points Brisbane 23 points Rockhampton 22 points Bundaberg 20 points Sunshine Coast 3 points

Central Queensland Development Camp – The 2012 Central Queensland was once held for the first time in Rockhampton on the Fitzroy River, following on from the Central QLD Schools Championship Regatta. Over 50 young athletes from Bundaberg and Rockhampton attended the two day camp, and were fortunate to receive coaching and advice from 2008 Beijing Olympian Sam Conrad and 2007 World Champion Tara Kelly, in addition to a multitude of local coaches and support personnel.

Adaptive Program – The adaptive rowing program continued in 2012, mainly through the Dragon’s Rowing Club managed by Sue Wallace. The Dragon’s hosted a two day Adaptive Rowing Conference in July which was attended by over 20 coaches. The conference was supported by the Queensland Government and Sporting Wheelies and was very successful. 2012 saw the first time that an Adaptive athlete competed at the South QLD and QLD Schools Championships – a big well done to Bill Horton and his coach David Bellamy from Brisbane Boys College. The sight of hundreds of spectators cheering as he crossed the finish line was something that will remain in people’s memories for a long time. On the elite front Erik Horrie (Dragons Rowing Club) continued his meteoric rise in Adaptive rowing by snatching Silver in the Mens Arms and Shoulders single at the London Paralympics, making him the first Queensland rower to a medal at a Paralympic Games, and Queensland’s most successful rower at the combined London Olympics.

15 | P a g e

Communication - During 2012 Rowing Queensland continued to enhance the communication methods used by the office staff to Rowing Queensland’s affiliated members. These communication strategies actioned the following:

 Email News of Queensland Rowers performances at the National Championships (day by day).  Email News of Queensland Youth Cup team performances at SIRC (day by day).  Implementation of the fortnightly RQ E-Newsletter.  Redevelopment of the RQ website

Masters Interstate Team – The 2012 Queensland Masters Interstate Team competed fiercely at the Australian Masters Championships at Ballarat, Victoria, in at times horrendous conditions; cold, wet and windy. Queensland picked up medals in every boat class which was extremely pleasing, including Silver in the Mens and Womens Eights, Bronze in the Womens Quad and back to back Gold medals in the Men’s Quad – well done to Rick Kranen, Brent O’Keefe, Jeff Peereboom and Jonathon Brett, along with their coach Kathy Phillips. Although there is no official point score for the Masters interstate championships, Queensland was very strong across the board and this is a testament to the strength of Masters rowing in our state. A big thank you and well done to all the Masters Coaches (Kathy Philips, Liz Ralston and Bill Caldwell) and to the selectors (Chris Lyndon and Alan Wallace).

8.2 Operations and Events

Mr Cameron Allen

Rowing Queensland Regattas

Regatta entry numbers continued to grow as a general rule across Queensland in 2012, and overall figures showed about a 15% growth. The QLD Schools Championship was again the flagship event in QLD, with a great event being held in Bundaberg with almost 900 competitors over three days, including the first ever international competitors at the event. All four schools championship regattas where great successes as events and in increased student participation, and this can be attributed to the great work of the individual school associations across the state to build rowing and make it more accessible to more and more schools. A Small Boats regatta was added to the start of the year to give more racing practise to those heading to the Australian Championships, and this was generally successful. It was pleasing to see the NQ Club Champs grow again with the new timing of the new October Long Weekend, and for 2013 the NQ Premiership regatta venues will be rotated.

Boat Race Official’s

The past few years have seen the continuation of the National Officiating Accreditation Scheme. In 2012 there were 8 x Level 1 BRO courses with 86 participants. In addition 1 x Level 2 BRO course was held for 6 participants in Townsville.

Phil Gunning was has continued in the role of President of the Boat Race Officials, and has done a great job of refereeing the QLD Masters, Schools and State Championships over the past year. RQ are very lucky to have the services of several Level 3 nationally accredited officials – Phil Gunning, Steve Hinchy, Roy Hinchy, Tony Levick, Neville Doughan and Bruce McCarthy, and even more fortunate to have a FISA accredited official, Caroline Schomberg.

The Board and staff at Rowing Queensland would like to take this opportunity to thank all Boat Race Officials who assisted at all regattas during 2012, your presence is always greatly appreciated and we hope to work with you again in 2013.

16 | P a g e

ROMS

The statistics provided above were extracted due to the continual increases in performance and functionality of the Rowing Online Management System (ROMS). Over the course of the year several group and individual training sessions were held on the use of ROMS which is allowing clubs to utilize its functionality more fully. During 2010 Rowing Australia initiated a full review of ROMS and all other electronic rowing management systems in Australia which to this point is still on-going. Rowing Qld along with all other state associations, agreed to a two (2) year agreement with Bennett & Francis to continue using ROMS as its preferred platform.

Functions

The Rowing QLD State Team Function was run again in 2012 after being cancelled in 2011 due to the floods, and was a great success with around 120 people gathering in Southbank to witness the announcing of the 2012 Queensland Interstate Team. A separate function was run in June at St Margaret’s Anglican Girls School to raise money for Junior and Under 23 athletes selected in 2012 Australian teams travelling overseas. This function was a success with over 250 people attending to raise almost $20,000 for the athletes, a fantastic result and an illustration of the support of the Rowing community.

ROWING QUEENSLAND INC FINANCIAL REPORT

NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 DECEMBER 2012

1. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES The financial statements are special purpose financial statements prepared in order to satisfy the financial reporting requirements of the Associations Incorporations Act (Qld). The committee has determined that the association is not a reporting entity. The financial statements have been prepared on an accruals basis and are based on historic costs, which do not take into account changing money values or, except where specially stated, current valuations of non-current assets. The following significant accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of the financial statements.

(a) Basis of Accounting The financial report has been prepared on the basis of historical costs.

(b) Income Tax Rowing Queensland Inc is an exempt body under the Income Tax Assessment Act 1997.

(c) Non-Current Assets Property, plant and equipment have been brought to account at officer’s valuation (as at 31 December 2012) and at cost less accumulated depreciation. The depreciable amounts of all fixed assets are depreciated over their useful lives commencing from the time the asset is held ready for use. The carrying amount of fixed assets is reviewed annually by the committee to ensure it is not in excess of the recoverable amount of those assets. The recoverable amount is assessed on the basis of expected net cash flows which will be received from the assets employment and subsequent disposal. The expected net cash flows have not been discounted to their present values in determining the recoverable amounts.

(d) Accounting Period These financial statements are for the period 1 January 2011 to 31 December 2012.

(e) Employee Entitlement Provision is made for the Associations liability for employee entitlements arising from services rendered by employees to balance data. Employee entitlements expected to be settled within one year together with entitlements arising from wages and salaries and annual leave which will be settled after one year have been measured at their nominal amount. Contributions are made by the Association to an employee superannuation fund are charged as expenses when incurred.
