The focus of Rowing Queensland’s Strategic Management Plan is to develop the capacity and capability and promote rowing in Queensland.There are six strategic priorities which we have pursued to achieve our mission: 1. The Board of Rowing Queensland Inc. The business of Rowing Queensland Inc is managed by or under the direction of the Board of Rowing Queensland. The Directors may exercise all the powers of the Company, except any power the Corporations Act or the Rules requires the Company to exercise in a general meeting of members. The Board is responsible for the appointment of the Chief Executive Officer to do all things necessary for the proper management and administration of the organization. The CEO is ultimately accountable to the Board of Rowing Queensland Inc. however the CEO is accountable to the Chairman on day-to-day basis.

The Board meets monthly, comprising of 6 Directors elected by the members of Rowing Queensland. All Directors terms are due to expire in March 2008. Rowing Queensland Inc. Directors as at 31 December 2007.

Dr. Steve Hinchy OAM (Chairman) Steve has been involved in rowing in one form or another since 1956 firstly as an athlete then as administrator and Boat Race Official, Steve is a Life Member and Patron of Commercial Rowing Club and Life Member of Rowing Queensland and Rowing Australia. As a former President of Rowing Australia from 1996 to 2000 inclusive he has been a team doctor or team manager in Australian Rowing Teams for 15 years. Steve is also RQ's Councillor to Rowing Australia. Attended 8 of 11 meetings

Page 4 of 29 Peter Schryver (Vice-Chairman) Peter is a pilot for Qantas Airways. He has been involved in rowing since 1990 and has rowed across Regional Queensland for many years and moved back to Brisbane in 2006. Peter also represents our interests on the Australian Masters Commission. Peter has a background in Human resources and has been instrumental in placing many of the current staff at Rowing Queensland in their positions. He has participated in many roles at RQI over the years including Team Manager. Attended 8 of 11 meetings

Michael Sparksman Michael is the founding President of the Tattersall’s Rowing Club and has been a member of the Board of RQI since March 2006. He is a partner of Clarkekann Lawyers, in the Corporate and Commercial Group and a Director of Right ICT. Michael is a level 2 Rowing Coach and has been involved in rowing since 1972. Attended 10 of 11 meetings

Adrian Howard Adrian is a Senior Associate and client relationship manager for SKM, one of Australia's leading consultancy firms. Adrian was elected to the Board after the 2007 AGM attending his first meeting in April 2007 and has brought his engineering skills and corporate linkages to the Directorship over facilities management. Adrian is a competitive Masters athlete within the sport. Attended 5 of 8 meetings

Hardy Cubasch Hardy is an associate advisor with investment house Goldman Sachs JB Were.He is one of Queensland’s most experienced athletes having been a state, national and world champion. He is a current member of the Kings Cup VIII and is also the President of the University of Queensland Boat Club. Attended 11 of 11 meetings

Deborah Sandford Deborah was co-founder of one of Queensland’s leading public relations companies. Since retiring she formed her own consultancy, specialising in property and health care. She is foundation Member and President of River City Women’s Rowing Club. Deborah has extensive high-level public relations experience with the government and corporate sectors. Attended 10 of 11 meetings

Robert Alexander (Regatta Secretary) Bob has been involved in rowing in one form or another since 1961, where he commenced his rowing career at The Southport School. Bob has represented Queensland in the Kings and Presidents Cup on several occasions, as well as a Masters competitor in more recent times. Bob has been the organisation’s Regatta Secretary since 1987. The regatta secretary attends meeting of the Board but does not have any voting privileges Attended 8 of 11 meetings

Christian Renford Christian has been Rowing Queensland’s Chief Executive Officer since September 2006. Formerly the General Manager - Sport for Surf Life Saving Australia, Christian has and notable background in sport administration and sporting event management as well as extensive corporate event management experience in the United Kingdom and Europe.

Joanna Weaver (until November) Joanna has been the RQ Operations Manger since 2005. Jo is a past 1st VIII St Margaret’s rower and is a member of the University of Queensland Boat Club. Joanna left the Rowing Queensland family in December 2007 to take up the position of CEO of Triathlon Queensland

Adrienne Pollock (from December) As the Organisation’s Operations and Events Manager, Adrienne comes from an Accounting and Administration background and has been studying at UQ for her Bachelor of Business in Event and Sport Management. Adrienne took up rowing socially in 2004 with Tattersall’s Rowing Club and has been the club’s administrator from 2005 until November 2007.

Gary Merritt (until August) Gary was the organisation’s High Performance / Development Manager from January 2005 to August 2007. Gary’s career has encompassed many professional and volunteer positions such as rowing master at several GPS Schools, Coach of Australian U/19 and U23 crews, Queensland and National Selector and Board member of Rowing Queensland.

Peter Shakespear (from December) Peter joined Rowing Queensland in December as High Performance Manager. He has returned to Queensland after 6 years as Performance Development Manager for GB Rowing where he established World Class Start, identifying and developing several World Senior and U23 Champions. Peter has coached internationally at all levels from Junior to the Olympics and rowed in two Olympics for Australia

Samuel Pickett (from October) Samuel’s appointment as Rowing Queensland’s Development Manager comes at the completion of his post graduate scholarship in biomechanics at the Australian Institute of Sport. Sam commenced his undergraduate studies at the University of the Sunshine Coast, and is a former competitive member of Noosa Yacht and Rowing Club.

Jo Cope (until March) Jo was Rowing Queensland’s Administration officer for over two years. Jo left the Rowing Queensland family in March 2007 to start her own book–keeping business

Kylie Conway (from March) Kylie has been Rowing Queensland’s Administration officer since March, and is responsible for the organisation’s financial reporting and office administration. Kylie comes to the organisation with solid administration and financial experience gained from working in her family’s business and organisations such as the ANZ Bank.

It is my pleasure to present the Rowing Queensland Inc’s Annual Report for 2007 to members and stakeholders on behalf of the Board. The past twelve months have seen many changes within the organisation in sometimes trying circumstances to ensure good governance and administration of the sport in Queensland as we continue to evolve, reinforcing our commitment to all members and stakeholders.

Within this report, the CEO has comprehensively documented the progress of the organisation against the objectives in the strategic plan as evidence of this. Further, behind the scenes, a variety of reporting mechanisms, information technology and continuous improvement programs have been instigated in 2008. These will assist in the management of the organisation, as it continues to develop and grow. The Board has taken a great interest in this progress and their contribution is appreciated.

Congratulations to the winning clubs of the 2007 CASTAWAY Premiership. The successful clubs for each premiership have worked hard to achieve their positions and a premiership flag is a tribute to those coaches and athletes that continually compete for their club.

The development of rowing courses has continued during the year and with the persistence of the current drought we are reminded of how dependent we are of those courses. In Bundaberg, the Bucca course continues to be maintained and developed by the club in what is a credit to all those involved. On the Sunshine Coast, Rowing Queensland has been instrumental in laying the 8 lane buoyed course and is now a major stakeholder of the venue and remains the states primary 2,000m venue for the short to medium term.

Local, State and Federal governments have once again bee generous in their financial support of both our organisation and a number of rowing clubs throughout Queensland. However, the constant battle for more funds to maintain and grow our sport across the state remains our key challenge. Rowing Queensland is indebted to our loyal corporate partners, chiefly Roger and Marjorie Morton, through their company MPM Marketing Services and their leading Brand CASTAWAY and in particular the rowing community at large for your sponsorships, donations and most importantly your time.

The year has also seen some change in the staff at the RQI office. At the end of August we saw the departure of High Performance/Development Manager Gary Merritt and in December Operations Manager Joanna Weaver. I would personally like to thank Gary and Jo for their valuable contribution to the organisation and RQI wishes them well in the future. To our new staff members who commenced in 2007, Kylie Conway, Administration Officer, Adrienne Pollock, Operations and Events Manager, Sam Pickett, Development Manager and Peter Shakespear, High Performance Manager I warmly welcome you to the organisation and look forward to your contribution in the years a head.

The successes recorded in this report have been a team effort that owes a huge debt to our committed and loyal staff, and of course to you our members, who are our best ambassadors. As such it is timely to note Rowing Queensland’s Vice Chairman Peters Schryver speech at Decembers Annual Dinner:

2007 was a dynamic year for Rowing in Queensland. Strategic planning for 2008-10 and the implementation of effective business plans have realised achievements in many areas of the organisation that we should all be proud of. The following report speaks for itself and I have presented the results for each Key Performance Indicator from the 2005-07 Strategic Plan in a simple to read format.

2007 has continued to build on the recent successes of the past and has set the platform for the coming years, and many initiatives will be deployed as outlined in the 2008-10 Strategic Plan. I look forward to observe the impact of these activities and anticipate that all will be enthused and motivated by them in the coming years.

Financial Position Rowing Queensland Inc is in a sound financial position. As a brief summary of the accounts, I will draw your attention to the following components of the audited financial report.

Revenues from Ordinary Activities returned a $1,585 loss in 2007. This is a paper loss with Depreciation and a Revaluation / Loss on the disposal of non current assets taking the organisation from credit to debit.

Overall, income revenue increased from 2006 to 2007. Two primary factors impacted here. The first was the inclusion of income from major events and the biennial conduct of the Coaches and Officials Conference and the hosting of two Kings Cup and Interstate Luncheons in one calendar year. It should be noted that a change in the presentation of the financial reporting for the organisation’s three strategic Business Units; Administration, Operations and Events, and High Performance & Development, accounts for key variations from the 2006 to 2007 activities.

With regards to operating expenses, three significant increases require comment. The Revaluation / Loss component of $17,335 resulted from the sale of assets at Sheepstation Inlet. The increase in regatta costs is related to the number of regattas conducted in 2007 as well as the payment to clubs for hosting their regattas and events on behalf of Rowing Queensland. The increase in expenditure attributed to Development and High Performance, and Major Events activities is offset by the resulting increase in revenue derived from these activities.

Acknowledgements I would like to thank the RQI Board and our leading volunteers and representatives from across Queensland for their efforts in throughout 2007. The greatest strength of the organisation continues to be the volunteer members. Their dedication and commitment often goes well beyond what would normally be expected. For Rowing Queensland Inc to continue to be an effective tool for promoting and developing our sport in Queensland, RQ must become more relevant to the members and stakeholders that it represents. This is not an easy task for volunteers with limited time, but the Board and the key volunteers have given up their time to help guide and assist the organisation through the year.

Thank you to MPM Marketing Services and their leading brand CASTAWAY for their continuing support through the current structural changes within the organisation. As the Organisation’s Principal Partner, their support and commitment is enduring and gratefully received, and now ranks as one of Australia longest continual partnerships of a sporting organisation.

In September Rowing Queensland commissioned a review of its high performance program with the aim of raising the standard of rowing in Queensland in accordance with Rowing Australia’s national strategy and structure. This review was made possible by the generous support of Hutchinson Builders and in particular Jack Hutchinson, Vice President of RQ and long time member of the RQ community. The final report presented by Alan Roaf will doubt be regarded in the years to come as the catalyst for a new era of elite rowing in Queensland.

During 2007, the RQI Board examined many aspects of the organisation’s governance in an effort to ensure that the organisation can adequately respond and manoeuvre within the changing and dynamic Sport and Recreation Industry. The Boards continues its proven commitment to consult with the key stakeholders in order to continue the focus on the people in our sport.

The RQI Board conducted 11 meetings in 2007 with an average 86.7% attendance rate for the Board members. With the aim to promote greater consistency within the membership and of the Board, two year terms for Board members was proposed and passed at the November General Meeting, and will be implemented at the 2008 Annual General Meeting. ii. As discussed earlier, Castaway and MPM Marketing Services have continued their support of Rowing in Queensland. The Castaway brand has been associated with Rowing Queensland since 1992. As the Principal Partner of Rowing in Queensland their participation provides much needed resources in the High Performance and Development Unit of the organisation. Their Page 9 of 29 participation also makes possible a number of development camps and programs which ensure that the organisation can continue on its pathway to be the nations leading rowing state.

Rowing in Queensland has also continued to be supported by the Australian Sports Commission, Hutchinson Builders, The Tattersall’s Club, Ted Hale Rowing, Rowing Photos Australia, Bennett and Francis Surveyors and Konica Minolta. Their combined support has allowed RQI to provided better services to the members than would be possible otherwise.

The Support of the Queensland State Government through the Department of Sport and Recreation should not be overlooked. Compared to our counterparts in other states, RQI receives proportionally more state government funding than other states. However the physical size and the tyranny of distance within Queensland presents ongoing challenges not present in other states. Lake Kawana Rowing Queensland formalised the agreement with the Stockland Park (formerly the Quad Park Corporation), to develop a buoyed 8 lane regatta course at Lake Kawana. This agreement has provided a facility capable of hosting domestic and national competitions that is positioned in a more accessible location for RQI members and the public alike. This agreement will ensure that Rowing Queensland and its key stakeholders remain central to the development of what is currently on the only buoyed course in South East Queensland. iv. Human Resources RQI undertook to review the current staff organisational structure with the aim to provide the necessary human resources to better meet the expectations of the clubs and individual members. The resultant organisational change required the employment of an additional full time employee. The High Performance Manager position was consequently divided into two roles effective of January 2008; RQ High Performance Manager and RQ Development Manager.

Page 10 of 29 In August 2007 Gary Merritt announced his resignation to return to the teaching ranks. Over a period of nearly 3 years with Rowing Queensland Gary contributed greatly to the development of key junior rowing programs that will no doubt leave an encouraging legacy for many rowers in the years to come. In November 2007 Joanna Weaver announced her resignation to take up the Chief Executive Officer Position at Triathlon Queensland. Over a period of nearly 3 years Jo contributed to a period of continuous improvement and growth of all operational programs and events throughout the organisation.

To more effectively manage the continued expansion of rowing in regional areas across Queensland, RQI designed a development assistance fund that allowed clubs to apply for funding assistance from RQI in the delivery of current or proposed programs that the clubs themselves have identified as a need. By clubs identifying needs specific to their region, and tailoring programs to addresses these needs, it will allow a more targeted allocation of much needed resources delivered to development programs throughout Queensland. Some of the successful club development programs included:  Providing a BRO trailer in the North Queensland region for club and school regattas  Mentoring coaching for Mackay masters rowers  Video Technique seminars in Bundaberg  Adaptive rowing coach seminar attendance and professional development  Coach education and development in Brisbane, Noosa, Mackay and Cairns  Professional development of coaches at Brisbane & GPS RC  Targeted campaign to bring new schools and athletes to rowing at Centenary RC and Rockhampton.

Communication RQI has continued to support the development of Rowing Australia’s, Rowing On-line Management System (ROMS). Due to the physical size of Queensland, a centrally administered information system is a powerful tool to improving services to members across the state and will ultimately be a valuable asset for all club administrators. v. Regattas This year RQI introduced a state wide club and school regatta program, culminating in the State Championships in 2007.

The initiatives of the Schools Championships Series and the Inter-Regional Championships have created a much needed pathway from school rowing to representative club rowing. The success of these youth rowing endeavours will see the 2008 Queensland Schools Championships expand into a three day regatta.

Page 11 of 29 Venues RQI has partnered with the Stockland Park (formerly the Quad Park Corporation) to install a lane buoyed course at Lake Kawana. This course will provide the viable alternative to the now inaccessible Wivenhoe and the Hinze Dam venues. RQI is continuing to develop further competition venue opportunities across the state and provide directions on the establishment of aquatic facilities to service the needs of the sport into the future. vi. Coach Development At the 2007 Australian Championships a coach mentoring system was implemented to allow club coaches to gain experience at the Interstate regatta and to work with a higher level of coaching expertise that they may not normally have come in contact with. Co-coaches were appointed to several State crews which provided much needed exposure and enhancement of Queensland’s coaching depth.

Schools The 2007 Schools Championships Series has been heralded as a success with over 1,600 seats raced during two days of competition showing a significant increase of 11% from 2006 to 2007 and is planned to be conducted over three days of racing in 2008. The strongly supported events demonstrated that there is a huge demand for a regionalised school competition, confirming Rowing Queensland’s commitment to youth rowing.

Outstanding Athlete results A full list of achievements of Queensland Athletes is found elsewhere in this report and will not be covered here in detail. However some results require special attention. The highlight of the representative season was and Drew Ginns’ successful defence of their World Championship Title in the and Tara Kelly’s World Championship Title in the Women’s Light Weight Quad at , Germany in August 2007.

Winning back to back World Championship titles, Duncan Free and his pairs partner, was also announced as the recipient of the 2007 Male Crew of the Year by the International Rowing Federation, FISA in November.

Schools The Queensland Interregional Championships were contested at the Fitzroy River in Rockhampton; the Interregional championships encompassed athletes from the Gold Coast, Brisbane, Bundaberg, Rockhampton, Townsville, Sunshine Coast, Mackay, Cairns and Innisfail districts. The regatta had a sculling focus with the representative regional athletes competing in the , double scull and quadruple scull.

The regional schools regattas were contested for the second consecutive year with championships being held in South Queensland, Central Queensland and North Queensland.

The JETS (Junior Elite Talent Squad) Camp was held at Kawana for the second year running, this camp brought together the top 40 year 12 rowers (20 male & 20 female) from Queensland schools. Many of the athletes involved in JETS were also selected in JPP (Junior Passport Program) which is a Rowing Queensland and Australian Sports Commission funded program that selects the top 16 (8 male and 8 female) year 12 rowers that are eligible to row as junior athletes in the 2006 - 2007 season.

For younger rowers the Rising Talent camp was held at Kawana. This camp is new and focuses on year 10 athletes who rank in the top 20 (10 male and 10 female) anthropometrically in regards to height, arm span and sitting height. This camp is run in a similar structure to the JETS camp.

Clubs Development camps were held for athletes and coaches at Maroochydore, Bundaberg and Townsville. Both camps in Bundaberg and Townsville focused on raising the ability of coaches and improving athlete skills from school aged individuals through to Masters. The camps provided each region with an opportunity to tap into the coaching expertise of visiting coaches. The South East Queensland Development camp focused on under 21 athletes with the intent of the Queenslands youth cup candidates attending this camp.

Queensland athletes and coaches attended a 10 day development camp held at Maclean Rowing Club. During this camp data was collected for the National Talent Identification Unit through a battery of physiological tests. Queensland athletes also participated as subjects for an AIS project titled: The effect of repeated sodium bicarbonate loading on 2km rowing ergometer performance. The NTID camp was invaluable for athletes as it had a united approach with talented athletes from across Australia attending this training camp.

The conference Our Sport Our People was held at the Sunshine Coast, with the aim of assisting clubs and schools to grow the sport of rowing in Queensland through education, inspiration and networking with like minded organisations and people.

The Disrow program continued in 2007, with the Adaptive Rowing Program in 2007 benefiting from a consolidated national plan and selection process in the lead up to the World Championships in Munich. Good performances were seen through the 2007 season by Peter Siri and Nick Nielsen. Rowing Queensland would like to thank Dragons Rowing Club and Sue Wallace whom have been the driving force behind Disrow in Queensland.

Queensland Teams The National Championships contested at Nagambie Lakes in Victoria exhibited a stronger performing Queensland. Queensland had better performances across the Australian Rowing Championships and placed third in the interstate regatta. This placing in the interstate regatta is a significant improvement on the previous year with Queensland placing 6th.

Page 13 of 29 The Queensland Masters interstate team had a successful performance at the Australian Masters Championships medalling in all but one race. The results attained over the championships were encouraging and highlighted the strength of Queensland masters. Prior to the Australian Masters Championships the masters training camp was held at Kawana and Townsville. The camps focused on providing rowing skills, drills and feedback for athletes.

The Youth Cup team travelled to Nagambie, the results attained were not as convincing as 2006 (placed 3rd). New Zealand won the overall point score for the regatta with Queensland and Western Australia tied for 5th overall. This regatta is invaluable for youth athletes in their development from junior to senior ranks.

Queensland sent a team to the Youth Olympics Festival that was held at the Sydney International Rowing Course. Despite some talented athletes Queensland failed to medal in any of the races. The Rowing division of the Youth Olympics was won by the team sent by Great Britain with Tasmania placing second and New South Wales in third. With Queensland failing to place on the medal podium, the results attained at this regatta were disappointing.

International Results 12 Queensland athletes were selected into Australian Rowing Teams in 2007. Details of these athletes can be viewed in the International Representative section of the report. Queensland athletes collected 6 medals from the Under 23 and Open World Championships in 2007 with the highlight of Duncan Free and Tara Kellys’ gold medal performance in the Men’s coxless pair and Lightweight Women’s quadruple scull respectively. The Queensland clubs of UQBC, Surfers Paradise, Commercial RC, Tweed Heads RC, TRC and Brisbane & GPS RC would all be very proud of their international representatives.

Joint Projects RQI has diverted the funding which was originally directed to the Gold Coast Talent Transfer Program to a new project titled the Townsville Talent Capture Program. This program has been run for its first season and aims to capture and develop talented athletes in Queensland’s north. The Townsville Talent Capture Program is in partnership with AIS Talent Search, Ted Hale Rowing and Rowing Queensland.

The Junior Passport Program is in partnership with AIS Talent Search, the Queensland Academy of Sport, Ted Hale Rowing and Queensland Clubs. Rowing Queensland has developed funded initiatives to enhance the competitive opportunities for developing oarspersons and coaches. This is the first season the program has been run with an athlete being selected into the Junior National Team and solid performances at Nationals.

Rowing Queensland Regattas The 2007 Regatta season saw the introduction of the Regatta Improvement Program. This program was designed to encourage clubs to correctly manage their regattas and provide safe conditions for racing. Clubs are supported with resources and assistance from Rowing Queensland Inc. Under the program, clubs are reimbursed a percentage of the total seat fees taken for the regatta. This new initiative has been well received by clubs and it is anticipated that this approach will contribute to increasing participation in regattas

The statistics on regatta participation has been more accurate with the continual improvements of the Rowing Online Management System (ROMS). This greatly improved functionality will allow the Board to make more accurate and informed decisions on our members attendance at RQ regattas. In another IT development for the sport, a revised version of the regatta management software, RP7, will be provided for all regattas in Queensland. Using this software has allowed regattas to be easily managed and results to be tracked and archived.

Education and Training Boat Race Officials: In 2007 an introductory Level 1 course was introduced across Queensland for Boat Race Officials. Accreditation as a level 1 Boat Race Official requires satisfactory completion of theoretical and practical components. This program has been delivered state-wide and at no cost to the participants. Rowing Queensland presented eight Level 1 and one Level 2 BRO courses around Queensland in 2007.

The level 2 accreditation program for Boat Race Officials also requires satisfactory completion of theoretical and practical components. On completion of the theoretical component the individual is awarded a Level 2(b). This is the minimum requirement for Boat Race Officials to officiate on their own. Once assessed competent after the practical component, the individuals are awarded a level 2(a).

The introduction of this education program, co-ordinated by Dr Steve Hinchy, has enabled the workload of our existing officials to be reduced. Boat Race Official training has been scheduled in the 2007 season with many more people interested in undertaking this form of volunteering in Rowing. Coach Education Courses: Rowing Australia, in partnership with the National Coaching Accreditation Scheme (NCAS), have introduced a new coaching accreditation process for Rowing.: Level 1 > Introduction to Rowing, rigging & coaching – 8 hours Level 2 > Mid level rowing technique, rigging & coaching - 18 hrs Level 3 > Advanced rowing technique, rigging & coaching, physiology, psychology - 36 hrs Under the newly revised National Coaching Accreditation Scheme (NCAS) Rowing Queensland conducted seven level 1 coaching courses, four level 2 coaching courses and one level 3 coaching course.
