Board of Rowing Queensland Ltd.

The business of Rowing Queensland Ltd is under the direction of the Board of Rowing Queensland. The Directors may exercise all the powers of the Company, except any power the Corporations Act or the Rules requires the Company to exercise in a general meeting of members. The Board is responsible for the appointment of the Chief Executive Officer who oversees all the day to day management and administration of the organisation.

The Board meets a minimum of times a year, comprising of five (5) Directors elected by the members of Row- ing Queensland for three (3) year terms, as well as two (2) Directors appointed because of their special knowledge and skills for one (1) year terms. Rowing Queensland Ltd Directors throughout 2017 were:

Nick Parr (Chairman) Nick Parr is married with three children aged seven to 13 years. Nick is a director in BPG Develop- ments which focusses on boutique residential property developments. After many years away from the sport, Nick returned to rowing in 2005 through the masters programme at TRC and went on to become a member of the Queensland Kings Cup VIII in 2008. Later that year Nick made the transition to rowing surf boats for Currumbin Surf Lifesaving Club and again had the fantastic op- portunity to represent Queensland. The last five years have been spent rowing out of UQBC in the masters catego- ry and tasting success (5 from 5) at the Head of the Yarra. This love of rowing in all its forms led to Nick first becom- ing a member of the RQ Board in 2010 and Chairman of the Board in early 2015. Nick is driven to see the ongoing expansion of available facilities within Qld and the opening up of opportunities for Queenslanders across the state to have a paddle, no matter what their level of expertise.

Emma Brown (Deputy Chair) Commencing her affiliation with rowing in the 1994 Somerville House 1st VIII, Emma brings a num- ber of years’ experience to the RQ Board. From making her first Queensland team in 1996 and last in 2008, to various volunteer coaching and administrative roles, Emma has a solid knowledge and understanding of the sport across its numerous facets. Emma is enthusiastic about rowers “giving back” to the rowing community by playing an active role in their chosen sport. Further, Emma is an advocate for continually increasing the profile of women in rowing across the various levels of competition, coaching and administration.

John Rynne John commenced his involvement with rowing at school and progressed to coach Queensland and Australian crews in the Junior, Senior B and Senior A categories. He is a former Head Coach of the rowing section of the Tasmanian Institute of Sport and was a national team selector for four years. He is a member of the Australian Psychological Society and currently works at Griffith University lecturing in psychology. His aim as a Board member is to assist athletes in attaining the highest level they aspire to and enjoy the experience along the way.

Iain Smith Iain has been involved in rowing, both as an athlete and administrator for over 30 years. He is married and has three children, all of whom are actively involved in rowing. For a period of 13 years Iain was the Captain and Vice President of Mosman Rowing Club. Iain is also an Interna- tional Yachtsman, racing in 15 Sydney to Hobart Yacht Races, competing in 3 America’s Cup cam- paigns and winning 3 major World Championships. Iain was the Director of Rowing at The South- port School from 2009-2014 and continues to coach. Iain has owned and operated his marine business for over 30 years. As a Director on the RQ Board, Iain has a priority of fostering im- proved development pathways between school, tertiary and elite rowing, and the creation and development of a new rowing facility located at Wyaralong.

Chloe Schauble Chloe first rowed in the mid-90s at university in Brisbane and later re-entered the sport as a Masters rower. She has been a member of the Townsville & JCU Rowing Club for ten years, hold- ing various positions on the club’s Management Committee for six. When not competing at re- gattas she enjoys the view from an umpire boat. Currently a manager at the Great Barrier Reef Marine Park Authority, Chloe has experience working with diverse stakeholder groups including local, state and federal government, industry, not for profit organisations, and community groups. She is a strong believer in collaboration, the value of volunteers, and strengthening the promotion of row- ing as a sport for all.

Duncan Free Duncan Free rowed at an elite level for over 20 year starting with winning an medal at the Junior World Championships in 1991 in the single scull. Duncan then went on to compete at 4 (1996, 2000, 2004, 2008) winning Bronze in 1996 in the and Gold in the Pair at the 2008 Beijing Olympics. Duncan also represented in the Queensland team for 16 years during his career. Most of Duncan's career, was as a member of Griffith University Surfers Paradise Rowing Club. Duncan has also spent time as a Director of Rowing and 1st VIII coach at The Southport school coaching the 1st VIII to two Head of the River victories. Today, Duncan is the Director of the Sports College at Griffith University which encompasses sporting partnerships, high performance sport, sports research, an elite student-athlete program and even presents as the odd guest lecture. Duncan’s passion is the development of sport through the retention of rowers in Queensland, facilities and high performance.

Simon Daly Simon has been continually involved in the sport of rowing for over thirty years. His rowing ex- perience has been formed from years as a rower and rowing coach. His experience as a rower started at senior school and after school as a member of corporate crews participating in events like the Head of Yarra and the HRC Corporate Regatta held in Waikato, NZ. His experience as a rowing coach started at schoolboy level from a junior to senior rowing coach including the Open 1st VIII and at club level at UQBC. He is currently accredited a Performance Rowing Coach with Rowing Australia. More recently he is President of the rowing supporters group at a senior school here in Brisbane. He is passionate about the sport of rowing especially the life skills it can provide and believes that a successful state based rowing program needs a strong grassroots base. He believes that the sport of rowing in Queensland provides wonderful opportunities for people to engage in a sport that caters for novices to high performance whilst providing for per- sonal development and an appreciation for the importance of working in a team.

Rowing Queensland Ltd Employees

Murray Stewart Murray joined Rowing Queensland as the Chief Executive Officer in August of 2015. Murray moved across from the state’s peak body for outdoor recreation, QORF, and is a board member of the Fitness, Sport and Recreation Skills Alliance. Murray holds a Bachelor of Business and a Masters of Business Administration. Murray’s career includes being a part of the Sydney Olympic Games Organising Committee, Camp Wallaby at Coffs Harbour and numerous engagements with international sporting teams. Andrew Service Andrew Service moved across from the RA STPC role to take over the RQ High Performance and Pathway programs. He has been part of the Queensland rowing world for over 20 years having been a rower, coach, Director of Rowing, state and national team manager. Andrew has a Bache- lor of Secondary Education and a Masters in Educational Leadership.

Mike Partridge Mike joined Rowing Queensland as the Manager – Sport and Development in April 2017. Mike moved out of a 35 year teaching career, most recently at Anglican Church Grammar where he taught English. His career has included many roles in schools, including boarding housemaster, Director of Admissions and Acting Deputy Principal. Mike has been Director of Rowing and 1st VIII Coach at five major rowing schools in both the UK and in Australia and has coached at a number of world and European junior championships. He is passionate about the development of school age rowers and preparing them for rowing beyond school.

Lucy Benjamin

Lucy joined Rowing Queensland in April 2016 as Memberships, Partnerships and Administration Coordinator, and currently holds the role of Clubs Coordinator. Lucy has a Bachelor in Secondary Education and a background in management and employment consultancy. Lucy currently plays in the Australian Netball League, but has begun her rowing career with one Learn to Row ses- sion, which will hopefully be followed by more in the near future.

Rachael Zumaeta Rachael has been Rowing Queensland’s Finance Administrator since December 2010, and is re- sponsible for the organisation’s financial reporting and office administration. Rachael comes to the organisation with solid administration and financial experience gained from working in her family’s business and in several different organisations such as Ray White Real Estate and Teach International.

Chairman’s Report

Just like 2017, 2018 opened with the largest Queensland State Championships on record. The growth of this event alone confirms the genuine need that existed for a state level facility in South East Queensland. The State Champs was quickly followed by the GPS season with all regattas, including the Head of the River, being held at the State Rowing Centre at Wyaralong Dam. The delay in approvals from the various bureaucracies and the lower than ex- pected funding support from the rowing community continues to place pressure on the RQ staff and the organisa- tions finances. The cost of the temporary facilities and the time taken to set up and pull down each regatta saw the staff struggling to keep up with their day-to-day duties at times. I do want to start by thanking the RQ staff, board and volunteers for all their support in negotiating this period in the organisations history. We all know the huge benefits to our sport in Queensland once the facility is fully operational.

The Queensland Pathway program continued to deliver positive outcomes for Queensland based athletes. With 10 of the 18 athletes representing Australia at the World Rowing Junior Championships being from Queensland the future looks very bright. Queenslanders returned with 2 silver and 1 bronze medal. Taylor McCarthy-Smith and Cor- mac Kennedy-Leverett then represented Australia again at the Youth Olympics with Cormac bringing home a bronze medal. Queensland was represented in all of the national teams for 2018 including the World University Rowing Championships. Special thanks must go to Rowing Australia and the Queensland Academy of Sport for their continued support of this program.

With the Coomera course still out of action, the Queensland Masters Championships were moved to Wyaralong. Like the State Championships this event saw an increase in athlete numbers by nearly 20% on the previous year. The 10 lanes at Wyaralong also enabled the event to stay at 2 days rather than having to push out to 3. Special thanks to our BRO’s who were on the water from 7.30am to 5.30pm each day.

The Australian Rowing Team enjoyed some Queensland hospitality when they headed north to Rockhampton for the pre world champs training camp. Like always the Rockhampton community welcomed any and all from the row- ing world and we hope that this hospitality was partly responsible for the great results from the Australian team in Plovdiv.

2018 saw the culmination of the long running school affiliation discussion. The success of school based rowing in our state saw a need for Rowing Queensland to formalise a number of policies and rules to ensure a fair playing field for our school community. A final discussion paper was circulated at the Queensland Schools State Champion- ships and the the proposed new structure was met with positive feedback. The new school rowing structures will have a positive spin off for the current junior club programs as more regattas will be offered for these rowers in 2019 when the rules come into effect.

On the Education and Safety front, Rowing Queensland finalised its state-wide Education and Safety program that would be made available to all schools and clubs in 2019. This program aligns with the Education Queensland safety guidelines and supports all our rowers to be safe on and off the water. A big well done and thanks to Mike Partridge and Caitlin Hockings for their efforts in bringing this all together.

Operationally the Rowing Queensland office implemented its new IT strategy with the support of The Cloudbridge Group. These new systems were recognised and rewarded with Rowing Queensland winning a Small to Medium Business grant of $10,000 from Optus.

The Rowing Queensland Board and staff underwent minimal change this year. Chloe Schauble (Townsville JCU) be- came an elected director formalising her casual vacancy position. Duncan Free (Griffith University Surfers Paradise) and Simon Daly (St Joseph’s College Gregory Terrace) were again confirmed as appointed directors. The organisa- tions volunteer’s dedication and commitment often goes well beyond what would normally be expected and I would like to sincerely thank our many volunteers across the state for their ongoing efforts.

Chief Executive Officer’s Report

Following on from the Chairman comments I too would like to start by thanking our RQ board, RQ staff, rowing community volunteers and supporters for all their efforts in 2018. All the RQ crew have spent countless hours, behind the scenes, working towards great outcomes for the rowing community. The 2018 financial accounts have now been audited in line with the corporations act 2001 and are presented at the end of this report. Some notes for your information from the auditor:- • Reported deficit of $88,597 including Wyaralong Amortisation and Depreciation equalling $128,498. This large amorti- sation figure is due to the current Licence Agreement being used as the determination of depreciation rate. A new lease is being finalised with SEQWater which will provide security over the Wyaralong assets.

• Revenue: (see note 3 page 15) decreased to $1,155190 (2017 $1,191,231 and 2016 $1,139,570). The major changes occurred in the revenues were:

• Operating income increased by $37,000 due to more regattas being held at Wyaralong.

• Rowing Australia pathway grant was transferred to the QAS for the 2nd half of the year to manage. This saw a decrease from last year of $106,349.

• Capital grants increasing by $42,922 as the 2nd stage of Wyaralong got underway.

• Expenses: decreased by $62,921 to $1,243,787. Like revenue there are some key changes effecting this:

• Increase in development and high performance expenditure of $84,361 with the HP camp in Thredbo and addi- tional support for our representative athletes.

• Operational costs where well controlled with a saving of $138,916 and administration costs savings of $23,289.

• The current deficit in current assets to current liabilities has been identified by the RQ board and is addressed in note 11 on page 16. While strategies are in place Rowing Queensland needs all the support it can muster from the rowing community to complete this fantastic asset.

The support of the Queensland Government through the Department of National Parks, Sport & Racing should not be under- estimated. Rowing Queensland is thankful for this support from the Queensland Government through the Department both under the State Development Program and Get Playing Plus. The continued support of the Queensland Academy of Sport for rowing was again raised to a new level in 2018. Their support of the Queensland Pathways Program shows their ongoing commitment to the sport and RQ look forward to working hand in hand with the QAS to deliver a new level of high performance success. The ongoing financial support from the Greater Public Schools Association towards the Education & Safety Program and their continued improvements to rower safety is to be congratulated. RQ is grateful and appreciative of their ongoing support. It was again disappointing that the BSRA chose not to support this safety initiative in 2018. RQ also wishes to thank the Clubs and Schools who provided various racing boats for the 2018 state teams and camps throughout the year. A huge thank you also to Servo, Lucy and Mike for the countless hours they spent away from their families delivering regattas, camps and events all around the state.

Develop the RQ complaints management policy framework identifing the steps involved to meet the organisation's member protection commitments and objectives..

All Codes of Conduct were reviewed and a Standardized Code of Ethics devel- oped. Research was done around the complaints’ policies of other sports and Member Protection Swimming Asutralia was highlighted as the ideal model to structure off. Be- haviour Guidelines and Complaints Handling Policy completed and available publicly on Rowing Qld Ltd’s website, and all clubs encouraged to adopt poli- cy. All existing policies to be reviewed once Rowing Australia complete work around Child Welfare Policies in 2019.

Identify 3 priority areas from the 2017 Club Health Check reports to develop and implement support tools to assist clubs/schools in meeting identifed re- quirements.

Previous research into club governance showed a disparity in policies and management. In 2018 RQ aligned all policies with those endorsed by Rowing Integrity in Sport Initiatives Australia, and encouraged clubs to similarly adopt these policies and imple- ment best practice models to try align all organisations. All policies are pub- licly available and a new complaints handling policy was developed (see above). Throughout the year, administrative support was also provided to a number of clubs around financial and database management.

Develop an updated school affiliation and hosting agreement.

New hosting agreements for Wyaralong Dam implemented for BSRA Season, and are currently in the process of developing similar agreements for regattas hosted in regional areas. Policies and/or Procedures Success of the RQ School regattas has forced a rethink in the way that club- based Junior Programs engage with the school-organised competitions. Dis- cussion paper has been sent to clubs and schools, and analysis being done around best practice processes for school regatta rules and processes. New affiliation rules and policies will be implemented in the 2019 season.

With 542 participants, we saw the highest number of athletes in the event’s history trial for regional selection this year. All rowing regions were represent- ed in the Interregional Regatta held in Rockhampton.

Coach Development In 2018, with the Level 1 Course having been online for 12 months, Rowing Queensland is now seeing more people access the course. This figure will increase sharply in 2019/20 as RQ pushes the schools to ensure all coaches are accredited through this scheme. There has not been a huge number of people taking up the option of the Recogni- tion of Prior Learning for Level 1, but this will also increase this year for the same reason mentioned above. The cost is still set at $66, as opposed to the $180 for the full online course. Level 2 Courses remain as face-to-face, but Rowing Australia still aims to roll out an online component of Level 2 at some point, either later this year (2019) or early next year (2020). In 2018, there were two Level 2 courses (Club/ School Coaching Courses), one in Brisbane and another in Townsville. The Townsville course was disappointing with only 6 attendees (1 of which was from Mackay). The Brisbane course was full with 22 attendees. The syllabus covers rowing technique, training methodology, physiology, medical issues, rigging, professional issues and School-aged, Masters and Adaptive Athletes has a large that will ensure that coaches have increased their knowledge base upon completion. Queensland still has good numbers of qualified coaches, but there are a numbers of coaches not re-accrediting themselves. There are 472 accredited coaches – 370 Learn to Row (L1) coaches, 64 club/school coaches (L2) and 28 Performance coaches leading athletes across the state. Of those L1 coaches, 39 were accredited from January to April in 2019. Interregional Championships The Queensland Schools Inter-Regional concept was founded in 2006 as a method of developing junior rowing throughout Queensland using sculling as the learning foundation. Its original goals where to: - establish sculling programs in each region as the basis for common competition - identify talented school athletes and provide them with opportunities to showcase their ability in a representative regatta - educate students about the sport and their future opportunities - provide recognition and a pathway for talented school athletes to continue after school - help bridge the gap between school and club rowing ease the transition - encourage clubs to provide avenues for recruiting and inducting school leavers into meaningful pathways in their clubs. In 2018 Rowing Queensland continued the alignment of the Interregional Championships with the Queensland School Sport model and regions. This alignment is aimed at encouraging direct involvement from schools, as well as boosting the recognition of the achievements of representative athletes by using the support of a well-known re- gional system. 2018 saw the highest number of athletes trial for regional selection in the event’s history. The Interregional Championships, run on the Saturday afternoon of the 2018 Queensland Schools Championships. The four races, Under 16 and Opens Male and Female Coxed Quads, were all tightly contested in front of a huge crowd of students all cheering on their respective regions. The results for the races can be found on later in the re- port. Rowing Qld will continue to implement the Queensland School Sport model, as well as developing the Riggers program for more use in new schools.

Communication 2018 saw a continued shift in the way Rowing Qld Ltd communicates with its community. We have noticed a signifi- cant drop-off in engagement with the Enews style communications, with less than 20% of those receiving the emails opening them, and far less than that number engaging with the content. We also see a regular unsubscribe rate as many people attempt to clean up their inboxes. In comparison, we have seen a growth in the following and engagement of our social media platforms. We have geared the majority of our communications to go through these channels, with some information still being sent through our Revolutionise database to all registered mem- bers. The use of Facebook and Instagram gives Rowing Qld direct contact to the rowing community on a daily basis, and an easy way for our athletes, coaches, supporters and fans to get in touch with us and keep up to date with events and results. Most clubs and school programs have accounts on these platforms, and we encourage our fol- lowers at every level to tag us and keep us updated on what’s happening out on the water!

Principal Activities The principal activity of the company during the financial year was to provide services & support for rowers, officials, coaches and volunteers involved in rowing programs across Queensland.

Short Term and Long Term Strategic Objectives

Participation and Athlete Development • To support clubs to develop programs to attract and increase the number of participants in the sport. • Develop and deliver well structured regatta programs that suit the requirements of high performance and recreational rowers. • Develop a clear and communicated pathway for identification of talented rowers. • Provide high level support services, training opportunities and pathways for identified talented rowers to succeed at state, national and international level. • Develop a pathway that successfully attracts and progresses identified participants into club, state and national development pathways. • Provide training pathways and development for non high performance participants.

Facility Development • Identify, develop and maintain access to venues for training and racing. • Secure rowing's future in South East Queensland through a national standard facility at Wyaralong for competition and the development of the sport from grassroots to elite.

Education, Training and Safety • Promote educational opportunities and pathways for officials, coaches and volunteers across the state. • Develop and cultivate an attitude of safety first among all participants so that safe rowing practices are always in place.

Financial Management • Develop revenue streams that enable the organisation to move away from the current transactional, competitive grants-based funding model. • Engage support from the rowing community to fund the capital cost of the development of revenue generating assets. • Pay down the current liabilities rapidly by making the decisions that will benefit the organisation in the longer term. These decisions may not be popular with all stakeholders but will be necessary.

1. CORPORATE INFORMATION

Rowing Queensland Limited, a company limited by Guarantee was incorporated under the Corporations Act 2001 on the 10 December 2014.

2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES

The directors have prepared the financial statements on the basis that the company is a non reporting entity because there are no users who are dependent on its general purpose financial statements. These financial statements are therefore special purpose financial statements that have been prepared in order to meet the requirements of the Corporations Act 2001. The company is a not for profit entity for financial reporting purposes under Australian Accounting Standards.

The financial statements have been prepared in accordance with the mandatory Australian Accounting Standards applicable to entities reporting under the Corporations Act 2001 and the significant accounting policies disclosed below, which the directors have determined are appropriate to meet the needs of members. Such accounting policies are consistent with those of previous periods unless stated otherwise.

The financial statements, except for the cash flow information, have been prepared on an accruals basis and are based on historical costs unless otherwise stated in the notes. Material accounting policies adopted in the preparation of these financial statements are presented below and have been consistently applied unless stated otherwise. The amounts presented in the financial statements have been rounded to the nearest dollar.

Accounting Policies

(a) Income Tax

Rowing Queensland Limited is an exempt body under the Income Tax Assessment Act 1997.

(b) Non-Current Assets

Property, plant and equipment have been brought to account at officers’ valuation (as at 31 December 2018) and at cost less accumulated depreciation.

The depreciable amounts of all fixed assets are depreciated over their useful lives commencing from the time the asset is held ready for use.

The carrying amount of fixed assets is reviewed annually by the directors to ensure it is not in excess of the recoverable amount of those assets.

The recoverable amount is assessed on the basis of expected net cash flows which will be received from the assets employment and subsequent disposal. The expected net cash flows have not been discounted to their present values in determining the recoverable amounts.

The depreciable amount of all fixed assets is depreciated on a straight line basis over the asset's useful life to the entity commencing from the time the asset is held ready for use.

The rates used for each class of depreciable assets are:

The assets' residual values and useful lives are reviewed, and adjusted if appropriate, at the end of each reporting period.

An asset's carrying amount is written down immediately to its recoverable amount if the asset's carrying amount is greater than its estimated recoverable amount.

Gains and losses on disposals are determined by comparing proceeds with the carrying amount. These gains or losses are recognised in profit or loss in the period in which they arise. When revalued assets are sold, amounts included in the revaluation surplus relating to that asset are transferred to retained earnings.

(c) Accounting Period

These financial statements are for the period 1 January 2018 to 31 December 2018.

(d) Employee Entitlements

Provision is made for the Company’s liability for employee entitlements arising from services rendered by employees to balance date. Employee entitlements expected to be settled within one year together with entitlements arising from wages and salaries and annual leave which will be settled after one year, have been measured at their nominal amount.

Contributions are made by the Company to an employee superannuation fund and are charged as expenses when incurred.

(e) Leases

Operating lease payments are charged as expenses in the periods in which they are incurred. Lease commitments are outlined in Note 12.

(f) Goods and Services Tax

Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of the expense.

(g) Revenue Recognition

All revenue is recognised to the extent that it is probable that the economic benefits will flow to the association and the revenue can be reliably measured. Revenue is stated net of the amount of GST.

(g) Revenue Recognition (cont'd)

Interest revenue is recognised on receipt.

Grant income is recognised when the association gains control over the funds which is generally at the time of receipt.

If conditions are attached to the grant, recognition of the grant as income is deferred until those conditions are satisfied.

Revenue from the rendering of a service is recognised upon the delivery of the service to recipients.

(h) Comparative Figures

Where necessary, comparative figures have been altered to comform with changes in presentation or when required by Accounting Standards.

(i) Cash on Hand

Cash on hand includes cash on hand, deposits held at-call with banks, other short term highly liquid investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown within short term borrowings in current liabilities on the statement of financial position.

(j) Accounts Receivable and Other Debtors

Accounts receivable and other debtors include amounts due from customers and members and any outstanding grant receipts. Receivables expected to be collected within 12 months of the end of the reporting period are classified as current assets. All other receivables are classified as non current assets.

(k) Impairment of Assets

At the end of each reporting period, the company reviews the carrying amounts of its tangible and intangible assets to determine whether there is any indication that those assets have been impaired. If such an indication exists, the recoverable amount of the asset, being the higher of the asset's fair value less costs of disposal and value in use, is compared to the asset's carrying amount. Any excess of the asset's carrying amount over its recoverable amount is recognised immediately in profit or loss.

Where the future economic benefits of the asset are not primarily dependent upon on the asset's ability to generate net cash inflows and when the company would, if deprived of the asset, replace its remaining future economic benefits, value in use is determined as the depreciated replacement cost of an asset.

Where it is not possible to estimate the recoverable amount of a class of asset, the company estimates the recoverable amount of the cash generating unit to which the asset belongs.

(k) Impairment of Assets (cont'd)

Where an impairment loss on a revalued asset is identified, this is debited against the revaluation surplus in respect of the same class of asset to the extent that the impairment loss does not exceed the amount in the revaluation surplus for that same class of asset.

(l) Provisions

Provisions are recognised when the company has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured. Provisions recognised represent the best estimate of the amounts required to settle the obligation at the end of the reporting period.

(m) Accounts Payable and Other Payables

Trade and other payables represent the liability outstanding at the end of the reporting period for goods and services received by the company during the reporting period which remain unpaid. The balance is recognised as a current liability with the amount being normally paid within 30 days of recognition of the liability.

(n) Critical Accounting Estimates and Judgements

The directors evaluate estimates and judgements incorporated into the financial statements based on historical knowledge and best available current information. Estimates assume a reasonable expectation of future events and are based on current trends and economic data, obtained both externally and within the company.

Key Estimates (i) Impairment The company assesses impairment at the end of each reporting period by evaluating conditions and events specific to the company that may be indicative of impairment triggers.

(o) Economic Dependence

Rowing Queensland Limited receives substantial support from the Queensland Government via grants used to assist in the operation of its business. At the date of this report the Board of Directors has no reason to believe the Queensland Government will not continue to support Rowing Queensland Limited.

(p) New Standards and Interpretations not yet adopted

The Australian Accounting Standards Board has issued new, revised and amended standards and interpretations that have mandatory application dates for future reporting periods. The company has decided against early adoption of these standards.

11. FUTURE OPERATIONS AND FINANCING

The costs incurred in the development of the Queensland State Rowing Centre have again impacted the company’s short-term financial position at 31 December 2018. Outlined below is the company’s strategy to address this issue.

• Implementation of the recommendations of the Wyaralong Dam Development – Commercial Plan prepared by KPMG. Including:

⁰ Increasing venue hire and seat fees for events hosted at the QSRC, ⁰ Capture event revenue streams currently not accruing to RQ, ⁰ Increase the number of rowing events hosted at the facility,

FUTURE OPERATIONS AND FINANCING (cont'd) ⁰ Partnering with Griffith University to develop a partnership prospectus looking at other revenue opportunities (such as naming rights and sponsorship), ⁰ Hosting higher level events or training camps, ⁰ Onsite catering for events, ⁰ Digital technology broadcast rights.

• A restructure of the current regatta hosting agreements for regattas not held at the QSRC to ensure that Rowing Queensland is in a “no worse off” situation than if hosting the regatta at the QSRC. This is not purely financial results but includes demands on the Rowing Queensland staff, development and future infrastructure opportunities for the host venue/club and other factors the Rowing Qld board considers relevant.

• Support to be requested from all members and rowing families, for a minimum tax deductable $100 donation to be made through the Australian Sports Foundation.

• Refinancing of high interest current liability loans enabling payment over the longer term.

These strategies, savings and increased revenues will achieve improved operating results in line with income projected in the KPMG commercial plan.

12. FUTURE COMMITMENTS Premises Lease

The company’s premises lease with the Brisbane City Council commenced in 2003 and expires in 2023. Initial rent per annum was $10,500 and this is subject to CPI adjustment each year until 2023.

Licence Agreement From 12/12/14 the company entered into a Licence Agreement with SEQWater in relation to Rowing Activities at Wyaralong Dam. The agreement is for the period 12/12/14 - 11/12/17 with a further two Options for 3 years at the end date of 11/12/17. The initial licence fee is $400 per annum with a review date each year on the anniversary of the commencement date. The minimum percentage rate of review is 4%.

13. MORTGAGES, CHARGES

There are no mortgages or charges over any property of the company other than that covered by a Chattel Mortgage over a vehicle.

14. CAPITAL EXPENDITURE COMMITMENTS

The company has obtained capital funding from the State of Queensland Department of National Parks, Sport and Racing in relation to Stage 2 of the Queensland State Rowing Centre. The total approved funding for Stage 2 (completion date 30 September 2019) is $589,489.50 with the total cost estimated at $1.5 million.

15. EVENTS SUBSEQUENT TO BALANCE DATE

No subsequent events have occurred or are likely to occur which require disclosure.

There were no contingent liabilities at the 31 December 2018.

Responsibilities of the Directors for the Financial Report The directors of the company are responsible for the preparation of the financial report that gives a true and fair view and have determined that the basis of preparation described in Note 1 to the financial report is appropriate to meet the requirements of the Corporations Act 2001 and is appropriate to meet the needs of the members.
