OUR MISSION: To develop and promote Rowing in Queensland in all its forms, to the highest levels, for the enjoyment and benefit of all stakeholders.

The focus of Rowing Queensland’s Strategic Plan is to develop the capacity and capability and promote rowing in Queensland. There are six strategic priorities which we have pursued to achieve our mission: 1. Board of Rowing Queensland Inc.

The business of Rowing Queensland Inc is managed by or under the direction of the Board of Rowing Queensland. The Directors may exercise all the powers of the Company, except any power the Corporations Act or the Rules requires the Company to exercise in a general meeting of members. The Board is responsible for the appointment of the Chief Executive Officer who oversees all the day to day management and administration of the organisation. The Board meets times a year, comprising of 6 Directors elected by the members of Rowing Queensland for two year terms. Rowing Queensland Inc. Directors throughout 2010 were:

PETER SCHRYVER (Chairman) Attended 7 of 8 meetings Peter is a pilot for Qantas Airways. He has been involved in rowing since 1990 and has rowed across regional Queensland for many years. Peter also represents our interests on the Australian Masters Commission. Peter has a background in human resources and has been involved in placing many of the current staff at Rowing Queensland in their positions.

ADRIAN HOWARD (Retired in March 2010) Attended 2 of 3 meetings Adrian is a Senior Associate and client relationship manager for SKM, one of Australia's leading consultancy firms. Adrian was elected to the Board after the 2007 AGM attending his first meeting in April 2007 and has brought his engineering skills and corporate linkages to the Directorship over facilities management. Adrian is a competitive Masters athlete within the sport.

BARNABY EATON (Retired in August 2010) Attended 7 of 7 meetings Barnaby is an experienced rowing coach and administrator with skills in strategic planning, program evaluation, coach education and event management. He has also competed recently in Masters Competition including the Australian Masters Championships in 2007 and 2009. Barnaby came onto the Board of Rowing Queensland in 2008.

DEBORAH SANDFORD Attended 5 of 8 meetings Deborah was co-founder of one of Queensland’s leading public relations companies. Since retiring she formed her own consultancy, specialising in property and health care. She is foundation Member and President of River City Women’s Rowing Club. Deborah has extensive high-level public relations experience with the government and corporate sectors.

TIM CONRAD Attended 6 of 8 meetings A 1976 Olympic rower, Tim is one of Queensland’s most experienced coaches having coached a number of state and national champions. Tim is the Queensland Academy of Sports Head Coach – Rowing working with Queensland’s elite rowers. Tim recently coached the Australian Men’s Four to a Silver medal at the 2008 Beijing .

CHRIS MORTON Attended 7 of 8 meetings Chris is the Managing Director of Trinity Limited, an ASX listed property company. He is a solicitor by profession and has been a partner of an international legal firm. He has been involved in rowing since 1998, principally through the active involvement of his four sons and wife, Di. He has been President of the Property Council of Australia, sat on various government boards and chairs the Life Education charity in Queensland.

NICK PARR (elected March 2010) Attended 5 of 5 meetings Nick Parr is married with three children aged six to six months. Nick is the sole director of Calidad Property Group which he established after working for DTZ and PRD nationwide as a sales and leasing operative. With Calidad Nick focuses on value add opportunities within both the commercial office market and retail property sector. Nick was a member of the Kings Cup eight in 2008, and later that year made the transition to rowing surf boats for Currumbin Surf Lifesaving Club. Nick’s interest in becoming a member of the RQ Board is that he enjoys all forms of rowing, and hopes to offer a down to earth opinion from someone who has recently "been there".

DAMIAN WRIGHT (appointed November 2010) Attended 1 of 1 meeting Damian has been involved in the sport of Rowing since 1977 as an athlete and later as a coach and Director of Rowing at both Brisbane Boys College and St Josephs' College Gregory Terrace - the later at which he is currently the Director of Sport. Damian combines both an educational background - a double major in Anatomy and Exercise Physiology - and is currently studying for a Masters of Business Administration, with a practical business

interest having established and run a retail and manufacturing Jewellery business for a period of 15 years.

ROBERT ALEXANDER (Regatta Secretary) Attended 8 of 8 meetings Robert has been involved in rowing in one form or another since 1961, where he commenced his rowing career at The Southport School. Bob has represented Queensland in the Kings and Presidents Cup on several occasions, as well as a Masters competitor in more recent times. Bob has been the organisation’s Regatta Secretary since 1987. The regatta secretary attends meeting of the Board however does not have any voting privileges.

ROSS SYMONDS Ross was appointed CEO in September 2009. Ross has a long and successful career in sports administration and management spanning some 25 years. His previous positions in sport include: General Manager, Qld Volleyball; National Volleyball Coach; Operations Manager, Netball Qld; CEO of Qld Little Athletics and Manager/ Director of Sport & Recreation Services.

CAMERON ALLEN Cameron has been the RQ Operations and Events Manger since October 2008. Cameron is a former rower from the Rockhampton Grammar School and Emmanuel College, and coaches College rowing through UQBC. Cameron joined the Rowing Queensland family from the ‘Gabba’ where he worked in the Event Management Department, and has a Bachelor of Arts (Sports Studies) from the University of Queensland.

KYLIE CONWAY (resigned December 2010) Kylie has been Rowing Queensland’s Administration officer since March 2007, and is responsible for the organisation’s financial reporting and office administration. Kylie comes to the organisation with solid administration and financial experience gained from working in her family’s business and organisations such as the ANZ Bank.

CHAD KING Chad was a former rower with Nepean Rowing Club and Sydney Uni Boat Club and moved into coaching in 2001 working with The Kings School, Parramatta as well as The Lakes Rowers. Chad coached the Australian LTA 4+ to two gold medals in the 2002 and 2003 World Rowing Champs, before relocating to the UK and the Great Britain Rowing Team from 2005. In 2008 Chad was selected as Head Coach of Great Britain Paralympics Team winning two gold medals and one bronze medal in Beijing.

SAMUEL PICKETT (resigned November 2010) Samuel’s appointment as Rowing Queensland’s Development Manager comes at the completion of his post graduate scholarship in biomechanics at the Australian Institute of Sport. Sam commenced his undergraduate studies at the University of the Sunshine Coast, and is a former competitive member of Noosa Yacht and Rowing Club.

TOM HEFFERNAN Tom has been the Education & Safety Officer at Rowing Queensland since February 2010. Tom joined the Rowing Queensland family once he graduated from Griffith University in 2009 with a Bachelor of Business (Sport Management). A former Coxswain at Brisbane Boys’ College, Tom has a strong history of involvement in the sport.

EMMA NELSON (appointed October 2010) After being a successful applicant with AFL Sportsready, Emma moved from Warwick to Brisbane to accept the position at Rowing Queensland as the Trainee Office assistant. Emma will complete her Certificate III in Business throughout 2011 at Rowing Queensland.

RACHAEL ZUMAETA (appointed December 2010) Rachael was appointed Rowing Queensland’s Bookkeeper in December, and is responsible for the organisation’s financial reporting and office administration. Rachael comes to the organisation with solid administration and financial experience gained from working in her family’s business and in several different organisations such as Ray White Real Estate and Teach International.

CHAIRMAN’S REPORT Mr. PETER SCHRYVER

I would like to present to our Members, stakeholders, sponsors and friends the 2010 Rowing Queensland Inc. Annual Report.

As I present this report to you, our organisation and our sport are under going some significant changes. As we approach the 2012 London Olympics we are seeing our high performance athletes return to the water and competition, the federal government have completed the Crawford report into sport, and as such we are seeing an increased focus on participation not just high performance.

This presents several challenges for our clubs and our sport. Rowing, as we all know, is a sport that is reliant of expensive equipment, access to good quality watercourses and is not something you pick up at a moments notice and do well. However if we do not position our sport to meet these challenges we could be left behind. The principle of mass participation for our sport has a lot of merit and could benefit all aspects of rowing from Elite high performance to club level rowing.

How we meet these challenges and increase the numbers is something the staff and board of Rowing Queensland are focusing our attention on. During the first quarter of 2010 we held a Rowing Queensland strategic forum to review our overall strategy. Mr. Peter Phair facilitated this forum for us and after a long day with robust discussion and debate we were able to finalise our future plans and present to the sport our Strategic Plan. This is detailed on our website and I urge all members to read it, understand it and provide feedback on the future direction of our sport.

Our relationship with government; local, state and federal, has been positive and as such all levels of government have been generous with their financial support. As we battle to maintain funds to foster and promote our sport we are supported by our key private sponsors, Roger and Marjorie Morton through their company MPM marketing and their leading brand Castaway have again supported us this year. We thank them again for their unwavering support.

Throughout the report you will find information on our successful athletes, our leading clubs and our financial position. With regard to finances, as Chairman I can assure you that we are in a sound financial position. Our CEO, Mr. Ross Symonds has, through sound business principles and strong initiative, ensured our financial security and our future direction is sound.

If you look around the country and in particular our performance against other states, it is clear to see that Rowing Queensland is being run well. Our regattas are well run and safely managed, our programs are structured to ensure that we support our clubs, athletes and volunteers and our education and safety programs are nation leading.

As we look forward into 2011, we have already been meet by extreme challenges. The floods not just in SEQ but also across our whole state have significantly impacted every level of our sport. I look forward to working with you in 2011 as we meet these challenges.

CHIEF EXECUTIVE OFFICERS REPORT Mr. ROSS SYMONDS

2010 was again another big year for Rowing in Queensland. We undertook a full review of all Development and High Performance programs to improve their efficiencies and to streamline them with Rowing Australia programs.

2010 has continued to build on the successes of past years and has set the platform for the future.

Financial Position Rowing Queensland Inc is in a solid financial position. As a brief summary of the accounts, I will draw your attention to the following components of the audited financial report.

Revenues from Ordinary Activities returned an $8,716 surplus in 2010. The complete audited financial accounts are contained within this report.

Factors impacting the revenue included revenue primarily from the Brisbane City Council carryover grant for the Boat Light Subsidy program, financial contributions from the GPS and BSRA school associations towards the Education & Safety initiatives, a one off grant for high performance initiatives, and the increased participation of the Regatta program.

With regards to operating expenses, three significant increases require some comment. The increases in Administration and Employment expenditure is related to the growth of the administrational capacity of the Rowing Queensland Office including the employment of a new position in the Education & Safety Officer, the Education and Safety initiatives and the Regatta costs. These activities were offset by the resulting increase in revenue derived from these activities.

Acknowledgements I would like to thank the RQI Board, staff and our leading volunteers and representatives from across Queensland for their efforts throughout 2010. The volunteer’s dedication and commitment often goes well beyond what would normally be expected. For Rowing Queensland Inc to continue to be an effective tool for promoting and developing our sport in Queensland, RQI must continue to be relevant to the members and stakeholders that it represents, running the business of sport more effectively and efficiently than ever before. As such, the Board is committed to best practice models of governance to guarantee the long term viability of the organisation. The Board has undertaken a comprehensive review of the Association’s constitution with the view to recommending a new legal entity. The draft constitution was discussed at the 2010 December General Meeting. There will be further opportunities to discuss the proposal before it is formally presented for adoption to the clubs.

As the Organisation’s Principal Partner, their support and commitment is enduring and gratefully received, and now ranks as one of Australia’s longest continual partnerships of a sporting organisation.

Rowing in Queensland has also continued to be supported by the Queensland Academy of Sport, Brisbane City Council, Rowing Australia, Konica Minolta, Kooga, Urban Hotel, Mitsubishi Motors and Designer Paintworks. Their combined support has allowed RQI to provide continued and improved services to the members than would not be possible otherwise. The support of the Queensland Government through the Department of Communities should not be overlooked. Compared to our counterparts in other states, RQI receives proportionally more state government funding than other states. Rowing Queensland Inc is thankful for the support from the Queensland Government and in particular Minister Reeves and his staff.

ROWING QUEENSLAND BUSINESS UNIT REPORTS i. DEVELOPMENT REPORT

Talent Identification Testing - Rowing Queensland conducted Talent Identification Testing throughout State, GPS and BSRA schools. The TID testing is a development initiative that has been relocated from the high performance program to identify athletes whom have long term potential for rowing. This methodology is now implemented Nationwide to invest in athletes with long term potential from junior level up. During 2010 Rowing Queensland conducted Talent Identification Testing on 540 students.

Education – In 2010 Rowing Queensland conducted 10 Level 1 coaching courses. This is the first full year that the new syllabus has been in place. Covering Professional Issues, Basic Rowing Technique and School-aged, Masters and Adaptive Athletes the course provides new coaches with the skills to teach rowers the basic elements of the sport. A total of 180 people attended the 10 level 1 courses in 2010. Late in the year the new Level 2 Syllabus was issued, the first course to be run with the new syllabus will be delivered in early 2011.

Interregional Championships – The Queensland Schools Inter-Regional concept was founded in 2006 as a method of developing junior rowing throughout Queensland using sculling as the learning foundation. It s original goals where to: ‐ establish sculling programs in each region as the basis for common competition ‐ identify talented school athletes and provide them with opportunities to showcase their ability in a representative regatta ‐ educate students about the sport and their future opportunities ‐ provide recognition and a pathway for talented school athletes to continue after school ‐ help bridge the gap between school and club rowing ease the transition ‐ encourage clubs to provide avenues for recruiting and inducting school leavers into meaningful pathways in their clubs.

It is important to realise this it was not designed to produce elite crews, but rather to identify talented athletes and to provide pathways for them to continue to enjoy and achieve in our sport. The original concept was to divide the regions into Major and Minor divisions, then race the squads over a full day in single s, doubles and quads, with an overall point score determining promotion and relegation between the Major and Minor regions. After running successfully in 2006, 2007 and 2008, a venue and time that suited all regions could not be agreed on for 2009 and the regatta was cancelled. In 2010, the Inter-Regional’s concept was changed in format to cover four races - an Under 16 and Open Male and Female coxed quad, with an overall point score determining the champion region. The timing was agreed to be the last four races of the first day of the Queensland Schools Championships. The concept proved to be very popular, which well entered selection trails being held for the crews across the state. In all five regions contested the event, following Rockhampton’s late withdrawal. Townsville proved to be the strongest region after winning both of the Open quads, narrowly followed by the Gold Coast and Bundaberg. As the winning region Townsville were awarded the Travel-world Trophy, gratefully sponsored by Travel-world in Bundaberg. The full point score from the regatta was:

Clubs – A public meeting and come and try day was held in the Tin Can Bay region during late 2010 with the view of trying to establish an operational club in the region. RQ wishes to thank Bruce McCarthy and John Bigg and the Bundaberg Rowing Club for their assistance on the day.

Central Queensland Development Camp – The Central Queensland Development camp was held at Bucca Rowing Course in Bundaberg. This camp focused largely on youth rowers with a very large showing from the Bundaberg, Rockhampton and Brisbane Metropolitan regions. The camp provided youth rowers with on-water & land feedback regarding rowing technique, stretching and posture, hydration levels, warming up and cooling down processes. There were also guest speakers talking to the 90 plus attendees about International racing experiences, racing tactics, core strength and the neutral spine.

North Queensland Development Camp – The North Queensland Development camp was held at the Townsville and JCU Rowing Club in Townsville. This camp focused largely on youth rowers with a very large showing from the Townsville region. The camp provided youth rowers with on-water & land feedback regarding rowing technique, stretching and posture, hydration levels, warming up and cooling down processes. There were also guest speakers talking to the 35 plus attendees about racing tactics, nutrition, core strength and the indestructible athlete.

Adaptive Program – The adaptive rowing program continued in 2010, with the Dragons Rowing Club managed by Sue Wallace. Erik Horrie, Arms and Shoulders adaptive sculler continues to show tremendous improvement and will be vying for national representation in 2011.

Communication (Slipstream and Nationals Newsletters) - In 2010 Rowing Queensland made a concerted effort to enhance the communication methods used by the office staff to Rowing Queensland’s affiliated members. These communication strategies actioned the following: • Email News of Queensland Rowers performances at the National Championships (day by day). • Email News of Queensland Youth Cup team performances at SIRC (day by day). • Implementation of the Slipstream Youth Rowing Newsletter.

Masters Interstate Team – The 2010 Queensland Masters Interstate Team competed fiercely at the Australian Masters Championships at Champion Lakes in Perth. In some sizzling hot performances Queensland placed second in every event with one standout performance being the Queensland Men’s 8+ narrow defeat to the Victorian’s by 0.01 seconds or 5cm. Although there is no official point score for the Masters interstate championships, Queensland was very strong across the board and this is a testament to the strength of Masters rowing in our state.

The 2010 Australian Rowing Championships were contested at Nagambie Lakes in Victoria from the 1-7th March. Queensland clubs competed well with the Commercial Rowing Cub placing fifth and the Brisbane & GPS club placing eleventh on the overall point score for the regatta.

Queensland had an excellent performance at the Interstate Regatta with wins by Pip Savage in the Women’s single and also by the Women’s Youth eight. Queensland placed second overall yet again, 7 points behind eventual winners Victoria but a further 9 points clear of Western Australia who were third overall.

The Queensland Youth Cup team were not able to replicate the results from last year but still finished a respectable third overall with New Zealand the clear winners. The battle for the minor placings in the point score came down to the last race of the regatta with the NSW Men’s 8+ just beating the QLD Men’s 8+ to hold on to second place by 2 points.

Performance Enhancement Team (PET)

The PET continues to be supported by Dr Jeff Conn (Medical) and Rod Maclean (Physiotherapist) who provide services to NTID, NEDP and Passport athletes. Unfortunately Stuart Smith left Rowing Queensland in his role as strength and conditioning coach to take up a position in the UK with Red bull and Renault junior drivers acting as a fitness coach. He now is replaced by Adam Ross who comes to us from UQ Sport with a strong background in rowing and tennis. Rowing Queensland would like to thank all involved for their continued support of High Performance rowing in Queensland.

Rowing Queensland facilitated an ASADA drugs talk in November of 2010 where 42 rowers attended. These annual seminars introduce education in the area of performance enhancing drugs and makes athletes more aware of testing procedures at States and National regattas.

RQ Gym Rowing Queensland continues to invest in a rowing gymnasium located underneath the office in West End with specialised strength and conditioning equipment and support for NTID, NEDP and Passport rowers.

Passport Program This is the second year the passport program has run in its current format and was initially developed to create opportunities for Youth rowers who have the potential for international rowing success at Junior, U23 and Senior competition. Selected rowers continue to participate in a centralised strength and conditioning program and train out of the RQ Gym under the watchful eye of the Performance Enhancement Team. The selected athletes this season were:

Junior Elite Talent Squad

The Junior Elite Talent Squad (JETS) was held at the Bucca rowing course in Bundaberg from the 20-23rd September 2010. 47 rowers of the best school aged rowers from years 10-12 were selected from a total of 103 nominations. Those selected came from all over including North, Central and South East Queensland. The camp was a technique and skills based camp which culminated in a Time Trial with Tobias Smith winning the men’s trial and Alice Buda winning with women’s with Eve Pinkerton just behind her. The camp continues to be to be a strong development tool for Queensland rowers with future potential.

Rowing Queensland Regattas The 2010 Regatta season saw further increases in regatta entries and athlete numbers across the whole of Queensland. The School Championship regattas made up the bulk of the increases, all four regattas across the state had significant increases in attendance. This can be attributed to the great work of the individual school associations across the state to build rowing and make it more accessible to more and more schools. Of note is the herculean effort from the Bundaberg Rowing Club to host the largest ever QLD Schools Championship regatta on 10 days notice following localised flooding in Rockhampton forced the removal of the course on the Fitzroy River less than two weeks from the event. Again North Queensland had growth, with the Mackay and Townsville JCU Regattas having significant increases; the introduction of the Tablelands Regatta in 2010 added to the variety of the regattas in the region. The Queensland State Championships continued to regain strength after several years of low attendance, and we hope that this will continue. The Masters regattas saw a drop in numbers following the 2009 World Masters Games in Sydney, however with the large contingent of North QLDer’s and Northern NSW competitors to the Pan Pacific Masters it’s hoped that these regions will return for the QLD Masters Championships in 2011.

Pan Pacific Masters Games Regatta November saw the running of the 2010 Pan Pacific Masters Games regatta as part of the Pac Pacific Masters Games on the Gold Coast. The regatta was held over two days at the newly completed Coomera Regatta Waters, ideal for Masters regattas with its 1000m course. Competitors came from as far afield as New Zealand, Melbourne and Cairns with competitor numbers increasing overall from the 2008 event, but just falling short of the aim of 200 athletes. Racing was highly competitive over both days with excellent rowing conditions being seen on Day 1, followed by quite windy and choppy conditions on the second day. Rowing Queensland would like to thank the wonderful efforts of Griffith University Surfers Paradise Rowing Club who hosted the catering for the event, in particular to Gordon Cameron for his expert commentary. It is hoped that the success of the event will bring the wide range of competitors back to Coomera for the 2011 Queensland Masters Championships.

ROMS The statistics provided above were extracted due to the continual increases in performance and functionality of the Rowing Online Management System (ROMS). Over the course of the year several group and individual training sessions were held on the use of ROMS which is allowing clubs to utilize its functionality more fully. During 2010 Rowing Australia initiated a full review of ROMS and all other electronic rowing management systems in Australia which is on-going with the results waiting to be seen.

Boat Race Officials The past year has seen the introduction of the National Officiating Accreditation Scheme continuing to run through the Australian Sports Commission. To this end Boat Race Official courses are now run to a National standard with an Australian wide accreditation system similar to that for coaches. Four new presenter/assessors were added to the Queensland roster which will take pressure off Dr Steve Hinchy as QLD’s only previous presenter! 2010 saw Bruce McCarthy join the ranks of Queensland Level 3 officials, which allows them to officiate at National Regattas. He joins Dr Stephen Hinchy, Roy Hinchy, Peter Huggett, Neville Dougan, Anthony Levick, Caroline Schomberg and Phil Gunning. In addition to this, late in 2010 Caroline Schomberg passed her exams to become a FISA level official, meaning she can officiate at World Championship regattas. This is an outstanding achievement for Caroline who should be thoroughly congratulated for the efforts she’s put in to gaining that level. As a result Caroline was one of two Australian officials to stand at the 2010 World Championships at Lake Karapiro in New Zealand. Well done Caroline! The Board and staff at Rowing Queensland would like to take this opportunity to thank all Boat Race Officials who assisted at all regattas during 2010, your presence is always greatly appreciated and we hope to work with you again in 2011.

King’s Cup and Interstate Luncheon The King’s Cup and Interstate Luncheon was held in February 2010 at the Tattersall’s Club. The 150+ attendees included the Minister for Sport Hon Phil Reeves, Rowing Australia CEO Andrew Dee and Chairman Colin Smith. Media personality Chris Bombolas presided over the formalities, while Beijing Olympic Gold medal winning coach Rhyett Auyliffe was extremely entertaining as the guest speaker. The ever popular Ergo Challenge returned with the trio of Tom Amies, Anna Kaszycki and Chris Anderson taking out the perpetual trophy. Thank you to all who attended for your support and thank you also to the Tattersall’s for continuing to support rowing in Queensland and providing such an excellent venue and service for the Luncheon.

18 iv. EDUCATION AND SAFETY TOM HEFFERNAN

Education In 2010 the Education & Safety program was introduced. With the number of rowers and coaches on the Brisbane River steadily increasing coupled with the increase in the number of CityCats and terminals’, there is an increase in the risk of future incidents between commercial and recreational river users. Funded by the Greater Public School Association (GPS) and the Brisbane Schoolgirls Rowing Association (BSRA) the program ensured that school rowers and coaches were aware of the risks of rowing on such a populated waterway.

After consultation with Maritime Safety Queensland, tailored presentations were rolled out to the GPS and BSRA schools early on in their preseason. The presentations covered the risks associated with rowing on the Brisbane River, Collision Regulations, General rowing safety and safe rowing equipment and conduct around CityCat terminals amongst other topics. Each attendee was provided with a Brisbane River Safety Handbook which included the Brisbane River Code of Conduct and other information relating to safe rowing practices. Throughout 2010, a total of 177 coaches and 1,037 rowers attended the River Safety Briefings.

2010 saw a close working relationship develop between Rowing Queensland and Brisbane Ferries. As a result of this, numerous projects were put in place to provide each party a greater appreciation of the others operations. None more so than the ‘Role Reversal’ program which saw coaches ride with a CityCat master aboard an early morning service following this, a CityCat master would attend a training session at each of the School’s boatsheds. This strong relationship has no doubt created a safer and friendlier environment for the entire rowing community on the Brisbane River.

Safety A greater focus on Risk Management throughout 2010 saw the Rowing Queensland Risk Management Resource reviewed and updated to address issues that have arisen in the past 2 years. Other resources were developed to improve the safety and risk management of school and club programs throughout the state; these include the Safety Assessment Checklist and the Accident/Incident Procedure Posters. Visits to the GPS and BSRA sheds throughout the season assisted schools in ensuring that their risk management plans were being complied with.

The boat light subsidy continued in 2010 with schools and clubs purchasing more lights to ensure that their fleets of boats comply with the requirements outlined in the Transport Operations (Marine Safety) Regulation 2004. Since the subsidy was introduced 943 lights have been purchased by schools and clubs. Correspondence received from Maritime Safety Queensland after conducting compliance checks indicates that the rowing community is improving in adhering to the legislative requirements.

In August of 2010, Rowing Queensland along with Maritime Safety Queensland, Brisbane Ferries and the Brisbane City Council conducted a review of the Brisbane River – Code of Conduct. Having been in place for over a year, the document has been successful in making all river users more accountable for their actions and put procedures in place for safely navigating past CityCat terminals. During the review there were numerous issues that were discussed and amendments made, these include new procedures in place for crossing the river at Bulimba Point and a minimum distance set in place for when moving past a CityCat terminal.

Moving into 2011 the Education & Safety program will build on the good work undertaken in 2010 and continue to provide a safe and fun waterway for the entire rowing community to enjoy.

Report on the Financial Report We have audited the accompanying financial report, being a special purpose financial report of, ROWING QUEENSLAND INC, which comprises the balance sheet as at 31 December 2010, the statement of income and expenditure for the year then ended, note comprising a summary of significant and accounting policies and other explanatory information and the statement by members of the committee.

Committee’s Responsibility for the Financial Report The committee of the association is responsible for the preparation and fair presentation of the financial report and has determined that the basis of preparation described in Note 1 is appropriate to meet the requirements of the Associations Incorporation Act (QLD) and the needs of the members. The committee’s responsibilities also include such internal control as the committee determines is necessary to enable the preparation of a financial report that is free from material misstatement, whether due to

Auditor’s Responsibility Our responsibility is to express an opinion on the financial report based on our audit. We have conducted our audit in accordance with Australian Auditing Standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement.

An audit involves performing procedures to obtain evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. 1. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES The financial statements are special purpose financial statements prepared in order to satisfy the financial reporting requirements of the Associations Incorporations Act Qld. The committee has determined that the association is not a reporting entity. The financial statements have been prepared on an accruals basis and are based on historic costs, which do not take into account changing money values or, except where specially stated, current valuations of non-current assets. The following significant accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of the financial statements.

(a) Basis of Accounting The financial report has been prepared on the basis of historical costs.

(b) Income Tax Rowing Queensland Inc is an exempt body under the Income Tax Assessment Act 1997.

(c) Non-Current Assets Property, plant and equipment have been brought to account at officer’s valuation (as at 31 December 2010) and at cost less accumulated depreciation. The depreciable amounts of all fixed assets are depreciated over their useful lives commencing from the time the asset is held ready for use. The carrying amount of fixed assets is reviewed annually by the committee to ensure it is not in excess of the recoverable amount of those assets. The recoverable amount is assessed on the basis of expected net cash flows which will be received from the assets employment and subsequent disposal. The expected net cash flows have not been discounted to their present values in determining the recoverable amounts.

(d) Accounting Period These financial statements are for the period 1 January 2010 to 31 December 2010.

(e) Employee Entitlement Provision is made for the Associations liability for employee entitlements arising from services rendered by employees to balance data. Employee entitlements expected to be settled within one year together with entitlements arising from wages and salaries and annual leave which will be settled after one year have been measured at their normal amount. Contributions are made by the Association to an employee superannuation fund are charged as expenses when incurred.

(f) Leases

Lease payments are charged as expenses in the periods in which they are incurred. Lease commitments are outlined in Note 11.

(g) Goods and Services Tax

Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST is incurred is not recoverable from the Australian Taxation Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense.

(h) Recognition of Income

All revenue is recognised to the extent that it is probable that the economic benefits will flow to the entity and the revenue can be reliably measured.

(i) Comparative Figures

Where necessary, comparative figures have been altered to conform with changes in presentation.

The Association’s premises at West End were damaged during the Brisbane River flooding in January, 2011. The association is claiming the cost of the damage, which is estimated at $15,000, under its insurance policy.
