The problem is analysed primarily from the perspective of student activism in the twentieth century. The development is viewed in the context of nationalism, (cultural) modernism, and radicalism in the development of the public sphere. The main source consists of the research findings of the student magazine Ylioppilaslehti (Student Magazine), which is not just “any student paper,” but a Finnish institution that has seen most of Finland’s cultural and political elite pass through its editorial staff in the twentieth century. The article demonstrates the importance of German idealism, as theorised by the Finnish statesman and philosopher J.W. German reunification, the collapse of the Soviet Union, the re-established independence of the Baltic States and the liberation of Eastern Europe set in motion a process that has not yet come to an end. This chain of events released energy, which had previously been held back by the command economy, and gave impetus to a comprehensive modernization process of societies. The gap in living standards between East and West began to shrink. A major milestone was the enlargement of the European Union by ten new Member States in May 2004. To quote Willy Brandt: "What belongs together, grows together". Ukraine’s Orange Revolution has finally proved that freedom without democracy does not work. On the other hand, democracy does not function without the safeguards guaranteed by the rule of law and the democratic control exercised by civil society, a political opposition and the media – in other words a system of checks and balances. The bloodless dissolution of the Soviet Union and the ideological system it represented was a historic event, the uniqueness of which is accentuated by the violent collapse of Yugoslavia. Freedom is a mighty power. German re-unification became possible only after the birth of true freedom brought about by the collapse of the Berlin Wall.

    Social Movements in the Nordic Countries since 1900 133 David Redvaldsen links: David Redvaldsen rechts: Eugenics as a Science and as a Social Eugenics as a Science Movement and as a Social Movement The Cases of Denmark and Norway 1900–1950 Abstract The article compares Danish and Norwegian eugenics in the first half of the twentieth century. It especially investigates sterilisation and racism, both of which are associated with the doctrine. However, it argues that the laws of 1929, 1934 and 1935 allowing steri- lisation in Denmark were accepted as means to combat sexual offences. The comparative method supports such a contention, as the Norwegian sterilisation law of 1934 is found to have developed along parallel lines. Neither country had a functioning eugenics soci- ety. Therefore the doctrine was the provenance of scientists and other experts. Popular- isation attempts met resistance from specialists. Eugenics could nevertheless be applied to debates about criminality or race. Similarities between the Danish and Norwegian versions outweighed differences. But in Denmark there was a greater focus on the per- nicious societal effects of “feeblemindedness” than in Norway. Conversely, Norwegian eugenics was more racist than Danish. Introduction From its inception, the system of thought known as eugenics had a dual nature: it was both a field of scientific endeavour and an ideology.1 Francis Galton (1822–1911), its British originator, advocated eugenics being brought into the national consciousness as a new religion. He also conducted careful statistical investigations underpinning racial improvement as a science. The doctrine was global in its reach, as exemplified by the 1912 International Congress of Eugenics held in London and its follow-up in 1921 in New York.

The European Union needs to improve job creation and growth now that the EU is gradually recovering from the economic crisis. At the same time, the EU is facing institutional changes with a new European Parliament and a new European Commission taking office in the autumn. Sweden, Germany, the UK and the Netherlands are all reform and growth-oriented countries. As far as Sweden is concerned, it will be important to emphasise structural reforms to boost EU competitiveness, strengthen the Single Market, increase trade relations and promote free movement. These issues will be at the centre of the discussions at Harpsund. Germany, the UK and the Netherlands, like Sweden, are on the World Economic Forum's list of the world's ten most competitive countries. It is natural, therefore, for these countries to come together to compare experiences and discuss EU reform. In this article, I discuss the connection between security and social policy strategies in Denmark from 1848 up to the 1950s. Denmark is not the first country that comes to mind when discussing the connections between war, military conscription, and social reforms. Research into social reforms and the role war and the military play in this field has traditionally focused on superpowers and regional powers. The main argument in the article is that even though we do not find policy-makers legitimizing specific welfare reforms using security policy motives, or the mili- tary playing any significant role in policy-making, it is nevertheless relevant to discuss the links between war and welfare in Denmark.

In Sweden, vocational education is fully integrated into secondary edu- cation, while Denmark is characterized by strong involvement of employers via workplace-based apprenticeships. This article aims to explain these different paths of development and their political sustainability, while providing general insights on the dynamics of institutional change in advanced political economies. We demon- strate how firm size had crucial implications for skill formation policies during the phase of industrialization, while the partisan balance of power became highly influen- tial in the post-war decades. An additional key observation is that once a critical junc- ture is passed, actors adopt their strategies and preferences to reflect the new institutional context. As a consequence, the skill formation regimes of both countries remained relatively stable after the 1980s. DOI https://doi.org/10.18546/HERJ.15.2.02 The history canon project as politics of identity: Renationalizing history education in Denmark Claus Haas* – Aarhus University, Denmark Abstract In 2009, the Danish nation state implemented a history canon, Historie 09, as an obligatory part of the history national curriculum in primary and lower secondary schools. The history canon was part of a high-profile ‘cultural battle’ that the Danish liberal–conservative political and intellectual elite initiated during the first decade of the twenty-first century – a conflict that also included several other curricular canons. The Danish history curriculum was meant to satisfy three aims: (1) to bolster students with historical cultural ballast as they are prepared to be a part of the globalized economy and community; (2) to revitalize a chronologically structured master narrative about the historical and cultural origins of the Danish nation; and (3) to incorporate history teaching into an ongoing political struggle against some of the possible consequences of increasing cultural and religious diversity in Denmark – and, accordingly, to further a re-traditionalized vision of Denmark as a culturally homogeneous society, presumably existing as distinct from the membership of a heterogeneous European Union. This paper analyses the background of the history canon project in terms of educational policy, how it was realized in the revised history curriculum of 2009, which is still in force, and finally how representatives of the political elite who framed the history canon interpret the history curriculum.
