VADM (VICE ADMIRAL) VIVEK MURTHY, MD, MBA U.S. Surgeon General HHS Office of the Secretary

Dr. Vivek H. Murthy is the 21st Surgeon General of the United States. As the “Nation’s Doctor,” the surgeon general’s mission is to restore trust by relying on the best scientific information available, providing clear, consistent guidance and resources for the public, and ensuring that we reach our most vulnerable communities. As the vice admiral of the U.S. Public Health Service Commissioned Corps, Dr. Murthy commands a uniformed service of 6,000 dedicated public health officers, serving the most underserved and vulnerable populations domestically and abroad.

During his previous tenure as 19th Surgeon General, Dr. Murthy created initiatives to tackle our country’s most pressing public health challenges, including the national response to a range of health challenges: the Ebola and Zika viruses, the opioid crisis, and the growing threat of stress and loneliness to Americans’ physical and mental well-being. He also issued the first Surgeons General’s Report on Alcohol, Drugs, and Health, in which he challenged the nation to expand access to prevention and treatment and to recognize addiction as a chronic illness, not a character flaw. Dr. Murthy also released a historic report on e-cigarettes and youth.

Prior to his tenure as surgeon general, Dr. Murthy co-founded VISIONS, a global HIV/AIDS education organization; the Swasthya Project, a rural health partnership that trained women in South India to become community health workers and educators; TrialNetworks, a technology company dedicated to improving clinical trials; and Doctors for America, a nonprofit that works to improve access to affordable care. As an internal medicine doctor at Brigham and Women’s Hospital and at Harvard Medical School, Dr. Murthy cared for thousands of patients over the years and trained undergraduates, medical students, and medical residents.

Raised in Miami, Dr. Murthy received his BA from Harvard, his MBA from the Yale School of Management, and his MD from the Yale School of Medicine.

Chigozie M. Maduchukwu, BA ’21

Chigozie M. Maduchukwu was born and raised in Elk Grove, CA, and is proud of his Nigerian heritage. During his time at Cal, he served as the cofounder and president of ATP at Berkeley, an organization for pre–physical therapists, nurse practitioners, and physician assistants. He also served as the president of the Bone Health Initiative at Berkeley. Maduchukwu cocreated a one-unit DeCal for ATP (assistants, therapists, practitioners) and cofacilitated a two-unit DeCal called Intro to Orthopedic Sciences. He also worked as a research apprentice in a public health project on hypertension with Health Resource for Action.

Maduchukwu currently serves as the co-Senator for Equity and Inclusion in the Regents’ and Chancellor’s Scholars Association and is honored to have been a Regents’ and Chancellor’s Scholar. Currently, he works as a certified nursing assistant and plans to apply for physician assistant programs soon.

Mariah De Zuzuarregui, MPH ’21

Mariah De Zuzuarregui is an MPH student in Health and Social Behavior (HSB) with a specialization in Maternal, Child, and Adolescent Health (MCAH). She served as a researcher for the Safe Campus Initiative, a study that was critical in piloting an integrated SARS- CoV-2 testing and data system to improve viral and antibody testing in the UC Berkeley community. As the previous student chair of the Student Health Advisory Committee, she led a diverse team of student leaders who represented the 42,000+ student body at UC Berkeley to advocate for health equity through culturally sensitive care and inclusive programming through University Health Services. She also worked as an intern for the Office for Graduate Diversity, where she facilitated and implemented professional development programming for underrepresented and undocumented students.

As a passionate advocate for health equity, racial and cultural diversity, and immigrants’ rights, De Zuzuarregui’s dedication and commitment to the underserved go beyond her service in the UC Berkeley community: she lobbied for legislative changes in advancing equity in education, Title IX, and immigration laws in Washington, DC, to several senators, including then-Senator Kamala Harris. De Zuzuarregui’s values and commitment to the underserved are grounded by her background as a first-generation graduate, immigrant, and woman of color, along with her multidisciplinary training. She hopes to dedicate her life’s work to wholeheartedly serving marginalized communities and influencing systems change through the intersection of advocacy, public health, policy, science, and medicine.

Each year since 1978, a graduate of the School of Public Health has received the Alumnus or Alumna of the Year Award. The honoree is selected based on their outstanding contributions to the field of public health and because they exemplify those inspirational achievements and qualities to which this graduating class can aspire.

2021 Recipient Tomás J. Aragón, MD, MPH, DrPH ’00 Director and State Public Health Officer California Department of Public Health

Dr. Tomás Aragón serves as the director of the California Department of Public Health (CDPH) and the State Public Health Officer. Prior to coming to CDPH, he was the health officer for the City and County of San Francisco and director of the public health division. Dr. Aragón has served in public health leadership roles for more than 20 years, including directing a public health emergency preparedness and response research and training center here at the UC Berkeley School of Public Health.

As CDPH director, striving to embody and promote the universal values of dignity, equity, compassion and humility, he works through collaborative partnerships to mobilize communities and institutions to transform policies and systems towards a culture of equity, antiracism, healing and health for all people and our planet. As State Public Health Officer, he exercises leadership and legal authority to protect health and prevent disease.

Dr. Aragón graduated from UC Berkeley (BA, Molecular Biology; DrPH, Epidemiology), Harvard Medical School (MD), Harvard School of Public Health (MPH), and Stanford University (certification in Strategic Decision and Risk Management in Healthcare). He completed his clinical and research training at UCSF.

ZAK SABRY MENTORSHIP AWARD

The Zak Sabry Mentorship Award was established in 2004 on the occasion of the retirement of Professor Zak Sabry in tribute to his outstanding commitment to mentoring. The award is given to a faculty member who has a distinguished record of mentorship and has been nominated by a graduating student.

2021 Recipient Emily J. Ozer, PhD

Emily J. Ozer is a clinical and community psychologist trained at UC Berkeley and UCSF who has been a faculty member at Berkeley Public Health since 2003. She is grateful for the opportunity to mentor outstanding graduate and undergraduate students in her research group, as well as those from a range of graduate programs within and outside the School.

Her multi-method research focuses on the role of school climate in adolescent development and mental health; school-based interventions; and participatory action research (YPAR), an equity-focused approach in which youth are trained to generate systematic research evidence to address problems they want to improve in their schools and communities.

Ozer is the cofounder and codirector of Innovations for Youth (I4Y) at UC Berkeley, which developed the Youth Equity Scholars (YES) program to mentor diverse students (especially those with lived experiences of social and health inequities) in community-partnered scholarship to address health inequities.

HENRIK L. BLUM AWARD FOR DISTINGUISHED SOCIAL ACTION As Professor of Health Planning and Administration, Henrik L. Blum, MD, MPH (1915-2006) was highly respected for his teaching and his innovative contributions to the curriculum, particularly in the areas of health planning and health policy. Following Dr. Blum’s retirement, friends and associates decided that one fitting testimonial to his inspiring professional and personal life would be the establishment of this award, given annually to a graduating student whose public health activities symbolize the spirit of social justice and democratic action which Dr. Blum epitomized in his own life and which he succeeded in instilling in the minds and hearts of students, professors, staff, and alumni.

2021 Recipient Brian Villa, MSW, MPH ’21

Brian Villa is completing his MPH and MSW. He currently works with Dr. Emily Ozer and Innovations for Youth (I4Y) as a graduate student researcher, implementing youth voice modules in the San Francisco Unified School District and facilitating the Youth Equity Scholars (YES) program, a research mentorship program for underrepresented UC Berkeley undergraduates. Villa also serves as a consultant with ETR Associates, informing the development of their framework on trauma-informed youth-centered health design.

Before graduate school, Villa taught Asian American studies at Balboa High School in San Francisco through Pinoy/Pinay Educational Partnerships (PEP). He also worked as the community health manager at the RYSE Youth Center in Richmond, CA, where he mentored high school public health interns, helping them conduct Youth Participatory Action Research (YPAR) projects on mental health and coping, trauma and violence, healing, gender justice, and student engagement. His interests include youth leadership, mental health, anti-racist and decolonizing methodologies, and healing-centered/liberatory practices.

10 SHELDON MARGEN AWARD The Sheldon Margen Award is given annually to a graduating student who best exemplifies Dr. Margen’s voracious curiosity and ability to draw upon knowledge of multiple disciplines to address the health problems of society’s most vulnerable. Professor Emeritus Sheldon Margen, MD, (1919-2004) had a passion for learning and teaching. He was a pioneer in the field of wellness, drawing from many fields including medicine, nutrition, endocrinology, biochemistry, statistics, public health, and ethics. Dr. Margen codirected more than 20 human nutrition studies, the results of which formed the basis for many of the dietary recommendations on food labels today.

At age 15, Margen enrolled at UCLA. By age 20, he had a master’s in zoology and experimental embryology. Four years later, he graduated from UCSF at the top of his medical school class. At Berkeley, Margen was known for his groundbreaking work in nutritional sciences and for co-founding the Berkeley Wellness Letter. He was a champion of progressive causes, working tirelessly for social justice around the world.

2021 Recipient Hannah Bichkoff, MSW, MPH ’21

Hannah Bichkoff is a graduating MSW and MPH student in the Interdisciplinary Graduate Program. Prior to her MPH, Bichkoff provided case management and clinical psychotherapy services in federally qualified health centers, nonprofits, pro bono legal clinics, and community hospitals, among other settings. She currently serves as program manager at After Innocence, a nonprofit organization serving the nation’s wrongfully convicted. Her research focuses on mental health and healthcare access among Medicaid and uninsured populations, the socioeconomic impacts of COVID-19 on under-resourced communities, and the social determinants of health.
