SAN FRANCISCO BAY TRAIL PROGRESS IN RICHMOND SINCE OCTOBER 2011 ADOPTION OF BICYCLE MASTER PLAN AND PEDESTRIAN PLAN Introduction: This report by TRAC, the Trails for Richmond Action Committee, summarizes new and improved Bay Trail sections completed or ready to advertise for bids since adoption of the City of Richmond’s Bicycle Master Plan and Pedestrian Plan in October 2011. This includes four gap closure projects plus three projects renovating old, deteriorated sections of the Bay Trail along the southern shoreline. Richmond now has over 32 miles of Bay Trail built -- more than any other city on this planned 500-mile hiking and biking route encircling San Francisco and San Pablo Bays. The Bicycle and Pedestrian plans with General Plan 2030 provide the foundation needed to support closure of the ten miles of gaps remaining in the planned Bay Trail route. A map of Richmond’s completed and planned Bay Trail is shown on the final page of this report. Renovation of South 51st Street Bay Trail Spur: Located just off the Bayview Ave. exit from I-580, this 250-yard trail follows the tidal channel at the mouth of Baxter Creek to reach Stege Marsh and McLaughlin Eastshore State Park section of Bay Trail connecting Marina Bay with Point Isabel Regional Shoreline. In late 2011, the City’s Parks & Landscaping Dept. carried out a major renovation of this Bay Trail spur at the end of South 51st St. providing instant access to Bay vistas, rich tidal wetlands and bird watching. This renovation included new Bay Trail signs, removal of noxious weeds and seeding with a colorful mix of wildflowers. Renovation of Bay Trail Between Shimada Park and Meeker Slough Bridge: In late 2011, the City’s former Redevelopment Agency rebuilt and widened ! mile of Bay Trail between Meeker Slough bridge and Shimada Park while adding new LED lighting, landscape irrigation and Bay Trail signs. This old, narrow and deteriorated section of trail was built in the 1980s predating adoption of the San Francisco Bay Trail Plan. The City’s Parks & Landscaping Dept. followed up with a multi-phase program of landscape renovation. Shipyard 3 Trail: Over 150 people turned out to celebrate opening of this two-mile section of Bay Trail on May 26, 2012 as a showcase for the City and Port of Richmond, as well as for the Rosie the Riveter/WWII Home Front National Historical Park. Following a proposal by TRAC, this project had been in the works for over a decade of feasibility, planning and design studies using grant funds secured by TRAC. Wildcat Marsh Trail: In Sept. 2012, East Bay Regional Park District (EBRPD) celebrated completion of the 0.83-mile Wildcat Marsh Trail connecting the Landfill Loop Trail with the Bay Trail along the Richmond Parkway via Wildcat Creek Regional Trail. West County Wastewater District made this possible by providing land for the trail which EBRPD built with Measure CC & State Proposition 84 funds. Meeker Slough Bay Trail Lighting Restoration: In 2103, the Parks & Landscaping Dept. installed new LED lighting bollards and landscaping along the 0.6-mile Bay Trail section between Marina Bay tennis courts and Meeker Slough bridge, replacing an old lighting system that had been in disrepair and non- operational for many years. Bay Trail Gap Closure Shipyard 3 Trail to Dornan Drive: The City completed construction plans in 2013 to close these two gaps in the Bay Trail. Funding was secured for construction when the City Council appropriated $235,000 of Cosco Busan oil spill damage funds to supplement $450,000 resulting from grant applications prepared by TRAC. One section opens a scenic new stretch of shoreline linking Brickyard Cove Road with the Shipyard 3 Trail. The other extends from the western side of Brickyard Landing condos to Dornan Drive near Ferry Point. The City’s contractor, W.R. Forde, plans to finish construction by January 14. Plunge Bay Trail Gap Closure: The City has completed construction plans and specifications for this Bay Trail section along Garrard Blvd. between Cutting Blvd. and the Ferry Point tunnel. A designated Focus Area in the Bicycle Master Plan, this is the central hub for Richmond’s Bay Trail where spokes radiate north and south, as well as to the Shipyard 3 Trail and the Ferry Point Loop encircling Miller/Knox Regional Shoreline. Construction bids are expected to be advertised this month thanks to the City Council appropriating $254,000 of Cosco Busan oil spill damage funds to augment $87,000 of grant awards.
