The Ministry has collaborated with two Members of the National Assemblyãs Standing Committee on Health for the purpose of drafting appropriate legislation. This draft has been introduced into the lower house and has been referred to the Committee. The Ministry of Health would support this Bill and anticipate that it would be forwarded to the upper house in due course of time. Next question, Haseeb Khan Sahib, 83. *Senator Abdul Haseeb Khan: Will the Minister for Health be pleased to state the criteria laid down for, giving prices to different brands of medicines of åthe same moleculeç? Makhdoom Shahabuddin: Prices of medicines are regulated by the Federal Government under Section 12 of the Drugs Act, 1976. PRICING PROCEDURE Since April 2004 uniform prices of drugs are fixed on the basis of following laid down parameters:ê (a) NEW CHEMICAL ENTITIES (I) Prices are fixed at an average of the prices prevailing in the SAARC countries. In case the drug is not available in the SAARC countries, international prices (particularly Australia / New Zealand) are considered.

(II) Prices as mentioned in the proforma invoice for imported drugs and costing data for locally manufactured drugs are also considered for new chemical entities besides other parameters. Imported drugs MRP=C&F + 40% Markup Locally manufactured drugs

(iii) Prices of new strength of medicines are awarded on pro-rata of price of same composition / generic fixed by the Drugs Pricing Committee. (b) The funds amounting to Rs.114 million were released including GOP Share of Rs.22.50 million during financial year 2009- 10. The utilization of funds is 100% of the released funds. (b) The Government has taken following steps to controll the said disease:ê (i) An Allergy Centre is functional at the National Institute of Health since 1981, which conducts skin prick test with specific extracts for diagnosis of allergy and thereafter provides specific allergy vaccines accordingly to the patients found allergic. (ii) The said centre is providing technical advice and having close coordination with concerned civic authorities and departments for control and prevention of environmental allergies. (iii) Apart from treating such patients . throughout the year to facilitate allergy patients, the Emergency Departments of all Government Hospitals in Islamabad remain on high-alert and manage patients of acute pollen allergy during spring season when there are very high pollen counts in the environment.

24 (iv) The printed informative material for information and awareness of Allergy patients is under printing and will be provided to the patients (Annex-1). (v) In view of the increased demands, the PC-I for the åEstablishment of a Centre of Excellence for the Allergy with Diagnostic and Curative Facilitiesç (03 years duration) has been approved at a cost of Rs.39.876 M at the National Institute of Health where the construction work has already started since March 2010. Makhdoom Shah Mehmood Qureshi: (a) A list indicating the names and addresses of Pakistani students who were deported from foreign countries during the last seven years, is placed at Annexure äAã. (b) Pakistani Missions provided all possible assistance to those students, during their study program, before and after their expulsion. (c) The Missions provided lawyers access to the students in those countries, where the local laws allowed. However, no lawyer access was provided to the students of a scholarship program fully funded by the host Governments, and were deported on disciplinary grounds.

(b) i. The government is providing subsidized feedstock gas forproduction of the fertilizer. The price of a locally manufactured 50kg bag of urea is almost half the cost of imported fertilizer. ii. Fertilizer manufacturers have assured that urea price will be reversed to Rs.780/bag if gas supply is restored.

77 Makhdoom Shah Mehmood Qureshi: A total of 19 Pakistanis are currently detained at US Detention Facility in Bagram. A team of our Embassy in Afghanistan has visited Bagram and met with the concerned authorities for the release of Pakistani detainees. Moreover, a formal request has been made to US Embassy in Kabul for handing over custody of these detainees. The Joint Task Force 435 which is dealing with the Bagram detainees, have recommended to the concerned authorities for handing over the detainees to Pakistani authorities. However, final decision on this matter is still awaited (Details of the 19 Detainees held at Bagram are attached as Annexure-A).

Our Embassy is continuing to pursue the matter with the US Embassy in Kabul for the release of these Pakistani detainees from the US Detention Centre in Bagram.

(b) Yes, the said facility was discontinued in FGSH, Islamabad due to overload. However, the facility continues to prevail in PIMS, Islamabad. (c) Executive Director, FGPC, Islamabad.

Benazir Income Support Programme has been established Mr. Chairman, as an autonomous social safety net authority and the reason for establishment of such first ever authority in the history of this country is to coordinate the design and implementation of the targeted programme for the poor so as to provide financial assistance and other social protection and safety net measures to economically distressed persons and families to bring a positive

87 change in the lives of the poor and the destitute living across the country. Mr. Chairman, in order to achieve this goal various opportunities are proposed to be provided to the targeted groups such as education, social education, vocational training, skill development, workfare programmes, health insurance, accidental insurance and access to micro finance for improving their financial status. Now, I will spell out the objectives and the purposes of the programme which have been laid down in Chapter 2, Section IV of the Act and these are Mr. Chairman:

(1) enhance financial capacity of the poor people and their dependent family members.

(2) formulate and implement comprehensive policies and targeted programmes for the uplift of the underprivileged and vulnerable people and classes of the society.

(3) reduce poverty and promote equitable distribution of wealth specially for the low income and marginal groups. Mr. Chairman, let me add one thing more that this is the first ever programme where the treatment at par has been provided for the purposes of providing assistance to all political parties, to everybody whosoever is in the Parliament. This is the first programme where everybody is treated to the parity and programme of course enables every member of the honourable Parliament to get to their voters, without any difference as to whether you are sitting on this side of the fence or the other side.
