Mir Hazar Khan Bijarani: Ministry of Industries and Production has already taken up the matter on priority basis and made a plan for the revival of sick industrial units in the country with the consultation of SMEDA, Provincial Industries Departments and private sector i.e. Chambers of Commerce and Industry etc. 2. Recently Ministry of Industries and Production through Small and Medium Enterprises Development Authority (SMEDA) took an initiative for revival of sick industrial units initially in NWFP and subsequently for replication of the concept in the other three provinces. Data of sick industrial units was collected from across Pakistan through provincial offices of SMEDA, Provincial Industries Departments, various Chambers of Commerce & Industry and Trade Associations. In order to ascertain the causes and possible way forward, SMEDA Officials held meetings with the representatives of Chambers of Commerce & Industry, Trade Associations and Industrial Estate Associations etc. 3. In NWFP ten (10) sick industrial units have been revived with the worth of Rs. 85 Million and generating employment for more then 300 persons. In addition to these five (5) other units are 2 in pipe line with more then 60% of there issues have been resolved with concerned organizations. 4. The revival of sick industrial units is undertaken as per Government policy explained below:ê The problems faced by Sick Units are duly considered by the concerned Government agencies and necessary incentives provided by adopting one or more of the following measures:ê (a) Reduction in fix charges of electricity bills. (b) Tariff in respect of products and raw materials is appropriately reduced or increased. (c) Loans are re-scheduled / re-structured keeping in view the merits of each unit. (d) Payment of utility bills and other dues is allowed in installments. (e) Easy installments of outstanding dues. Mr. Chairman: Any supplementary? (Retd.) Syed Tahir Hussain Mashhadi: Thank you Mr. Chairman. The reply has been given by the honourable Minister, it is rather vague and unexpected. However, I would like to ask the honourable Minister that what steps are being taken not only to revive the sick units but the industry as a whole is suffering due to lack of electricity, lack of power, lack of oil and lack of gas and industrial units which were earning huge profits, are closing down.

    Evolving Political Equations in Pakistan: Can the Civilian Leadership Deliver? Savita Pande Pakistan’s transition to democracy is being much talked about because it is for the first time in the country’s political history, that an elected government has handed over the reins to another elected government after completing its term of five years. The significance of the May 2013 general elections in Pakistan for the National Assembly as well as Provincial Assemblies of Punjab, Sindh, Balochistan and Khyber Pakhtunkhwa was highlighted by the fact that the voter turnout was as high as 55 per cent despite the Taliban threat (it was 44 per cent in 2008) as 46.2 million people voted (compared with 36.6 million in 2008).1 This was a significant achievement, considering that as many as 2,674 people were killed in 1,108 incidents between January and April 2013; the targets were mainly the Pakistan People’s Party (PPP), sparing the Pakistan Muslim League Nawaz (PML-N) and the Pakistan Tehreek-e-Insaf (PTI).2 The peaceful transition of the Presidency from Asif Ali Zardari to Mamnoon Hussain was also lauded as strengthening democracy, with the former credited for it “by moderating the powers of his own office and the confrontational tone of politics in general.”3 The Presidential Professor Savita Pande is Chairperson, Centre for South Asian Studies, Jawaharlal Nehru University, New Delhi.     FOREWARD Mohtarma Benazir Bhutto Chairperson Pakistan Peoples Party constituted the local body Election Monitoring Cell for the 2005 local bodies elections at the centre as well as in all the four provinces of Pakistan. The Central Monitoring Cell worked out the said Elections and compiled a Booklet which after approval of the Chairperson was printed under the nomenclature of ‘Another Stain on the Face of Democracy’. In a press conference addressed by Makhdoom Amin Fahim President ARD flanked by Raja Pervez Ashraf Secretary PPPP, Sherry Rehman MNA, Central Information Secretary PPPP, and members of the Monitoring Cell, the Booklet was distributed and extracts whereof highlighted. Copies were also sent through the Foreign Liaison Committee- PPP to the International Community through their Embassies. The Chairperson was thereafter pleased to confer continuity to the Cell by redesignating it as the Central Election Monitoring Cell for overseeing the General Elections. The Monitoring cell has since been working very diligently and members have worked their hearts out. Apart from challenging the flawed Electoral Lists successfully through Petition before the Supreme Court of Pakistan moved on behalf of Mohtarma Benazir Bhutto Chairperson PPPP challenge to the inapplicability of Pakistani Laws in FATA and the Northern Areas has also been identically made to bring the most volatile area into the main streamline of Pakistani Nationhood. The Electoral Lists, the delimitation of constituencies have been brought on ECP Web Site with consistent representation, Press and Media calls by the Central Election Monitoring Cell. The Pre-Poll rigging highlighted by the Cell is reflective from the over 1100 complaints, innumerable press conferences, awareness through National as well as International televised talk shows, repetitive calls upon the Election Commission of Pakistan, and interaction with the foreign Election Monitoring agencies.
